    本来「最終」の予定であった2021年度ではあるが、一昨年からの感染症の世界的拡大による一連の研究活動上の制約が年間を通してほぼ緩和されず、さらに２月にはロシアによるウクライナ侵攻まで発生し、初年度以来のロシア、ウクライナ現地での史料調査の遂行はついにかなわなかった。研究費の使用も、状況の改善後の集中的投入を見込んで昨年度と同じくほぼプールに徹したため、関連書籍数冊の購入のみにとどまっている。こうした事情から、年度末に補助事業期間の延長を申請し、先に承認されたところである。

    This study that focused on changes of the meaning and political and social functions of obshchestvennost'(the public), a Russian term, whic had started to circulate in the late eighteenth century, examined multifaceted public and civic activities conducted by various social groups during approximately one hundred years spanning from the latter half of the nineteenth century to the late Soviet period. Through the work, it gave a new light to the state-society relations in modern and contemporary Russia, which has been informed by the image of strong state and week society. A part of the reseach results was submitted as several papers writen in English to two internatinal conferences that this research group organized.

    In the early Soviet period, especially in rural area where party and Soviet apparatus were not well-ordered, the press and correspondent movement played very important parts in linking Soviet power with the people. The Bolshevik's press policy of those days didn't intend an one-way propaganda from the regime to the masses, but tried to promote "dialogues" between them, with repeated trial and error.

    This international research, in which 8 Russian, 9 Japanese historians besides a research representative (H.Okuda) and a few Japanese observers took part, continued for 3 years from 2003^-2005, aiming at the wholesale study on the history of the Russian peasantry in the 20^<th> century. For this purpose the international conference was held twice ; one in the city Susono in prefecture Shizuoka in 2003, the other in the Faculty of Economics, the University of Tokyo in 2005. In concrete, I.Koznova reported on the 20^<th> century as a whole from the standpoint of peasant memory, D.Kovalev, T.Suzuki and Ch.Jaedong on Stolypin Agrarian Reform, Y.Ikeda, S.Kajikawa and T.Suzuki on the War Communism, peasant movements, the transition to NEP and famine 1921-1922, Z.Asaoka on the period NEP, N.Hirooka on the problem of gender in the period of NEP, S.Esikov on the grain collections, H.Okuda on the end of NEP in the countryside, N.Tarkhova on the role of the Red Army in collectivization, V.Kondrashin on the famine 1932〜1933, Marina Glumnaya on the peasantry during the Stalin period, G.Kornilov on the grain problem in the second half of the 20^<th> century, N.Matsui on the kolkhoz problems in the post-war period, V.Naukhatsky on the structure of kolkhoz in the 1960s〜1980s, Y.Takeda on the poverty in the countryside in the post-Soviet period, and K.Nobe and R.Yamamura on the agrarian reform in the post-Soviet period.
