    In the areas affected by the 2011 Great East Japan Earthquake, storytelling has been widely practiced. In this study, we conducted a four-group comparison experiment to examine the learning effects of "TSUNAMI-REAL," a shorttime disaster storytelling program, by changing the duration (long/short) and the format (TSUNAMI-REAL/normal lecture) of the storytelling. The results showed that the following three points: in TSUNAMI-REAL, 1) the amount of information that can be conveyed and the change in the listener's emotions are slightly lower, 2) listeners can more easily feel the reality of the disaster, and 3) listeners can remember more contents that the storyteller considers important than in regular storytelling.

    Hydraulic models of rivers are essential for vulnerability assessment in disaster man- agement. This study simulates the 2019 Typhoon Hagibis at the Nanakita River using a dynamic roughness model. The model estimates the roughness of the river on a pixel level from the rela- tionship between the Manning roughness coefficient and the degree of submergence of vegetation. This degree is defined as the ratio of water depth to plant height. After validating the model, the effect of vegetation on the water level in different seasons from April 2020 to March 2021 was as- sessed. The vegetation area and height were obtained on a pixel level using unmanned aerial vehi- cle photogrammetry. The dynamic roughness model showed that the water level profile increased by 7.03% on average. The seasonal effect of vegetation was observed, revealing a strong correla- tion between variations in the vegetation conditions and water level profile. This approach may help mitigate flood damage by indicating the factors that can increase the risk of flooding.

    This study tries to investigate the effects and usefulness of disaster memorial museums in the affected area by the 2011 Great East Japan Earthquake (GEJE): Iwate and Miyagi, compared with museums in other affected areas: Hyogo, Niigata, and Tokyo. We conducted an internet survey of the people (N=137) visiting the five disaster memorial museums. The five museums could be classified into four categories based on three axes. It is suggested that the two museums of GEJE would be more effective in improving visitors’ ability of disaster risk reduction and more intention to pass them on to others and less in learning response, recovery, and reconstruction, preparedness than those in other regions. Finally, three measures/factors could be proposed to utilize the museums of GEJE more effectively.

    In this study, we conducted a questionnaire survey and analysis of the tsunami evacuation behavior associated with the Miyagi earthquake that occurred on March 20, 2021 in Ishinomaki City, Miyagi Prefecture. The results are summarized as follows ; 1)51.3% of evacuees by a car are "people who can convert to evacuation on foot" assuming the 2021 Miyagi earthquake. 2) It is suggested that while promoting evacuation on foot saves many lives, it may be increase that the amount of property damage of automobiles. 3) Measures to promote walking evacuation include reviewing evacuation drill methods and contents, building relationships that praise walking evacuation within the community of residents, and promoting community development that does not require the use of cars in everyday life.

    In order to clarify the difference in tsunami evacuation behavior in the same area, we analyzed the data from the questionnaire survey on evacuation behavior of Fukushima-oki earthquake that occurred in the early morning of November 22, 2016 and the Miyagi-oki earthquake that occurred in the evening of March 20, 2021. The results are as follows. 1) The evening earthquake hesitated to take immediate action in the dark and focused on grasping the situation, so the rate of evacuation was slightly lower than the early morning earthquake. 2) In the evening, due to the heavy traffic on the road, more traffic occurred than in the early morning earthquake. 3) Regardless of the time of occurrence, the experience of participating in the training was related to the implementation of evacuation, and in the evening earthquake, gender. It was confirmed that (being a man), but in the early morning earthquake, the work style (being a part-time job) was related to the presence or absence of evacuation.

    This study assesses the movement behavior of people during the Great East Japan Earthquake that occurred on 11th March, 2011, in Iwate, Miyagi, and Fukushima prefectures. The study is based on a governmental survey conducted after the earthquake and reveals the movement of the population according to the water depth. Here, we investigated whether the routes were in the direction of the danger or not after the disaster and highlighted the proportion of people moving in each direction and their characteristics. The results obtained were as follows: 1) more than 30 % of the people moved in the direction of the danger at least once after the disaster, 2) those who were carried by others tended not to move in the direction of the danger, 3) governmental employees (e.g., city-hall workers, policemen, firemen...) tended to move in the direction of the danger, 4) those who were not at home at the time of disaster were more susceptible to move toward the direction of the danger, and 5) the signs indicating the flooded areas of historical tsunamis and evacuation directions may have helped to prevent their movements to the direction of danger.

    This study investigates how to utilize Disaster Memorial Facilities in the affected area by the 2011 Great East Japan Earthquake to pass on the disaster effectively. We conducted an Internet survey among visitors and non-visitors to the affected area (N=1,775). The results can be summarized as follows. 1) Visitors who have never visited the affected area for learning purposes also visit Disaster Memorial Facilities. 2) Visitors expect to learn about disaster response, recovery, and reconstruction after the disaster, but these expectations have not been fully met. 3) The 46 facilities can be classified into four groups based on the visitor’s purpose and the effect on promoting disaster preparedness. Some facilities are effective in promoting disaster preparedness even though many of visitors are non-learning visitors.

  33. Self-help and mutual assistance in the aftermath of a tsunami: How individual factors contribute to resolving difficulties

    Self-aid and mutual assistance among victims are critical for resolving difficulties in the immediate aftermath of a disaster, but individual facilitative factors for such resolution processes are poorly understood. To identify such individual factors in the background (i.e., disaster damage and demographic) and personality domains considering different types of difficulty and resolution, we analyzed survey data collected in the 3-year aftermath of the 2011 Great East Japan Earthquake and Tsunami. We first identified major types of difficulty using a cluster analysis of 18 difficulty domains and then explored individual factors that facilitated six types of resolution (self-help, request for help, help from family, help from an acquaintance, help through cooperation, and public assistance) of these difficulty types. We identified general life difficulties and medico-psychological difficulties as two broad types of difficulty; disaster damage contributed to both types, while some personality factors (e.g., neuroticism) exacerbated the latter. Disaster damage hampered self-resolution and forced a reliance on resolution through cooperation or public assistance. On the other hand, some demographic factors, such as being young and living in a three-generation household, facilitated resolution thorough the family. Several personality factors facilitated different types of resolution, primarily of general life difficulties; the problem-solving factor facilitated self-resolution, altruism, or stubbornness resolutions through requests, leadership resolution through acquaintance, and emotion-regulation resolution through public assistance. Our findings are the first to demonstrate the involvement of different individual, particularly personality, factors in survival in the complex social dynamics of this disaster stage. They may contribute to disaster risk mitigation, allowing sophisticated risk evaluation and community resilience building.

    Clarification of the individual factors determining the speed and quality of life recovery after massive disasters is crucial in assessing the vulnerability and resilience of individuals and communities. The research, however, remains in its infancy in that the index of life recovery per se is yet to be established; researchers have utilized different sets of variables, and their importance seems to vary across recovery phases potentially reflecting the change in housing situation. In addition, previous research on promoting factors of life recovery has primarily focused on demographic factors and inadequately addressed the psychological and behavioral factors, which has large educational and cultural implications. In this study, to address these two issues, we analyzed the survey data of the 2011 Great East Japan Earthquake and Tsunami disaster. First, from the multiple questionnaire items relevant to the situations of life recovery, we extracted the major elements by factor analysis and investigated their relationship to subjective sense of life recovery. At this time, we compared the relationships obtained between victims who lost their housing and those who did not. Then, we examined the psycho-behavioral as well as demographic factors promoting these life-recovery elements. The factor analysis provides two recovery elements: Well-being (health and social connections) and Housing Recovery (integrity of residential environment). The main determinant of subjective sense of life recovery was the housing recovery element for victims who had lost their houses, while it was the well-being element for those who did not experience housing loss. Among the demographic factors, a robust effect of income on the housing recovery element was identified in both victim groups while the effect of age and household structures on the two elements varied between groups. We clarified that different psycho-behavioral factors promoted two life-recovery elements. Across groups, contribution of leadership to the housing recovery element and that of neuroticism (negative), emotional regulation, and active well-being to the well-being element were identified. The former finding is consistent with the importance of consensus building in housing reconstruction, and the latter may reflect the role of common psycho-behavioral capacity oriented to individuals’ well-being including social aspects. The two life-recovery elements and their promoting factors thus identified may provide a parsimonious macroscopic framework for the evaluation and promotion of life recovery from disasters, and have practical utility for an educational approach to strengthening community resilience.

    <p>This study aims to clarify how Japanese people understand lessons learned from the Great East Japan Earthquake and how understanding the lessons influence their disaster preparedness. We conducted a questionnaire survey of Tohoku University MOOC participants. The results are summarized as follows. 1) "Don't put all your faith in hazard maps" is the best well-known lesson. Respondents understand lessons regarding tsunami hazard itself and evacuation shelter less than regarding tsunami evacuation. 2) In the group of those who have not experienced any disasters, those who have visited affected areas by the Great East Japan Earthquake understand more lessons learned than those who have not yet, and understanding the lessons learned is a significant predictor of disaster preparedness.</p>

    <p>The purpose of this research is the following two. 1) By analyzing the panel data of 4 waves in Natori city using a fixed effect model, the confounding factors that do not change with time are removed, and the effect of the seven elements of life reconstruction on the feeling of life reconstruction is examined more precisely. 2) Then, by examining the interaction between each of the seven elements of life reconstruction and time, we examine the temporal importance of each element. The sample consists of all households of survivors in Natori City, Miyagi Prefecture. Panel data at four points in 2014, 2015, 2016 and 2017 are used. As a result of analysis using the fixed-effect model, the importance of the sense of recovery of the lives of the doctors, jobs, and housing, which was revealed in the recovery study after the Great Hanshin-Awaji Earthquake, was reconfirmed. We also clarified the difference in the temporal importance of each element.</p>

    <p>This study aims to investigate how pre-disaster household social vulnerability affect long-term housing recovery after the 2011 Great East Japan Earthquake. This study used Natori City data (N=936) consisted of the 2015 Natori City Life Recovery Population Survey Data and the entire record of temporary housing residency in Natori City. The result shows that household vulnerabilities such as family size, pre-disaster job, pre-disaster home ownership, gender and their interaction terms affect speed of permanent housing recovery. Finally, the application of results to disaster case management and recovery planning is discussed.</p>

    <p> This study has two main purposes. First, analyze factors of decision-making for self-recovery residents about reconstruction places on the recovery projects. Second, based on the factors, discover characteristics of self-recovery residents in the recovery projects area and discover what kind of people will join the recovery project by public sector. Liner discriminant analysis was applied to the questionnaire survey data by Natori city on disaster survivors. The results were the followings: 1) made 10 scales as factors and verified 6 of them had significant influence on decision-making about reconstruction places. 2) there were many differences from the perspective of life recovery. 3) estimated the number of respondents joining recovery projects was 945 through the analysis model in this paper.</p>

    <p>The authors conducted interview survey to the member of disaster management headquarter and also conducted questionnaire survey to all town officials of the Minamisanriku town government at the time of the Great East Japan Earthquake and Tsunami in 2011, in order to evaluate the impact of business continuity of municipality government in alternative facility after the tsunami.     <p>The purpose of this study is to investigate causal effects of designated temporary housing policy on housing recovery. This study used two sets of population recovery data. The first was the 2015 Natori City Life Recovery Population Survey Data (N=1,695 out of 2331 households, return rate 72.7%). The second was the entire record of temporary housing residency in Natori City (N=3088 households). These datum were integrated (N=1206). After confounding adjustment by the propensity score analysis, survival analysis was conducted. The result showed that the effects of temporary housing types on temporary housing residency was non-significant when confounding factors were controlled.</p>

    &nbsp;In this paper, we conducted a questionnaire survey for survivors affected by the Great East Japan Earthquake in Natori city, Miyagi prefecture. Thereby, we clarified the actual conditions of tsunami risk perception, disaster prevention literacy, preparedness for next earthquakes and tsunami of inhabitants who rebuilt in the area inundated by the tsunami. As a result, the following main results were obtained. 1) Compared with the inhabitants who relocated to inland, the inhabitants who rebuilt in the area inundated by the tsunami have lower tsunami risk perception. And the proportion of those who think that tsunami will come again while they are alive is high. 2) Many people think that they will not be affected themselves by tsunami even if they predict the return of tsunami. 3) There is a possibility that the disaster prevention literacy of the inhabitants who rebuilt in the area inundated by tsunami is lower than that of the inhabitants who relocated to inland. 4) The inhabitants who rebuilt in the area inundated by tsunami is higher for the proportion of those who implement the preparation for tsunami. On the one hand, for other preparations and the total number of the preparations, the inhabitants who relocated to inland is higher.

    &nbsp;Disaster Response drills are held actively in various places in Japan. But it is not clarify an effectiveness of participating the drills on actual disaster situation. In this research, we examined the relationship between tsunami evacuation drills and evacuation behavior at the 2016 Fukushima earthquake on 22nd November in Ishinomaki city, Miyagi prefecture based on questionnaire survey and analysis. The results were following. 1) People who participated in the tsunami evacuation drill have evacuated more than 15.2 % those who have not participated. 2) Although there is no difference in evacuation start time between them, people who have participated in the drill evacuated earlier about 3 minutes. 3) 56.7 % of participants could exert a drill experience, and 16.4 % of participants not able to exert the experience.

    &nbsp;It is necessary that the existence of tsunami monuments is recognized by residents in order to reduce casualties in the tsunami disaster. In this paper, we evaluated the characteristics of awareness for tsunami monuments by questionnaire survey in Rikuzentakata city. Consequently we drew the following four main conclusions: 1) Degree of recognition of the tsunami monuments is 35.0% in Rikuzentakata city, and degrees of recognition were different according to each region. 2) It was found that location and shape are more important than inscription of the tsunami monuments to be highly recognized. 3) Residents who recognize the inscription are less than 40% out of residents who recognize the existence of tsunami monuments. It indicates that it is difficult to transfer the memories and lessons of past tsunami disasters to next generations through the tsunami monuments. 4) It is difficult for children below elementary school age to know that tsunami monuments were made by past tsunami disasters. Additionally, it was clarified that younger residents have the thin relations with tsunami monuments. These knowledges indicate that some support for young generations is essential in order to transfer tsunami traditions through the tsunami monuments.

    &nbsp;Although the area has no human damage attacked by Fukushima earthquake tsunami on 22th November, 2016 in Japan, the event has different characteristics from recent tsunami. In this paper, we have conducted questionnaire survey on residents in inundation area at the 2011 Great East Japan Earthquake and tsunami in Ishinomaki City, Miyagi Prefecture to clarify tsunami evacuation behavior. The results are as follows. 1) At the rate of resident evacuated in the survey area was 41.2%. 2) Half of the evacuees by cars caused a delay in traffic jam at the multiple site in the city. 3) Residents who have high risk awareness of tsunami occurrence, experience of high damage in the 2011 disaster and participant of evacuation drill hold by the city evacuated the event more than not.

    <p>The purpose of this paper is to verify how the difference of temporary housing affects the housing recovery of the Great East Japan Earthquake especially focused on people lives in Designated Temporary Housing (DTH). The sample consists of whole households of temporary dwellers and surviver who already recover their home in Natori City, Miyagi.     <p>Recovery projects, such as the construction of resettlement sites at a hill or a raising the ground level at the lower grounds, has continued in the impacted area from the Great East Japan Earthquake and Tsunami to make a safer community. However, those big projects delay the reconstruction of housing and business of people in the affected area. This paper discusses 1) the relation between recovery projects and individual recovery status, and 2) who can be the main actors of recovery projects, through the analysis of questionnaire survey in Natori city, Miyagi. The key finding is observed that the recovery projects have a negative impact on people who reconstructed their homes in the project area. </p>

    &nbsp;Repeating a practical evacuation drills are important, and such a drill is often hold recently. But the effectiveness of repeating evacuation drills is not evaluated objectively. The purpose of this study is to demonstrate the effectiveness of repeating evacuation drills which were hold in Watari town every year from 2013. The three focuses of this demonstaration are residents' evacuation time, efficiency of checking students' safety and reflection after the drill. The results were the followings: 1) The rate of residents which can be evacuated from inundated area was increasing. 2) The efficiency of checking elementary and JHS students' safety was increasing. 3) The new problems for drill were found and the old ones were improved or decreased.

    &nbsp;In this paper, we considered the relationship between tsunami monuments and historical tsunami inundation areas, focusing on 176 tsunami monuments in the coastal area of Iwate prefecture. Furthermore, we also discussed the effectiveness of tsunami monuments in reducing human casualty in case of the 2011 Great East Japan earthquake and tsunami. Consequently, we drew the following four main conclsions. 1) About 75% of the tsunami monuments in the coastal area of Iwate prefecture were located outside of inundation area of the 2011 tsunami. The locations of these tsunami monuments can be target points for tsunami evacuation in the case of large tsunamis such as the 2011 event. 2) If the inundation area of the 1896 Meiji Sanriku tsunami was considered, some of the tsunami monuments based on the 1933 Showa Sanriku tsunami, which were located inside the inundation area of the 1896 tsunami and the 2011 tsunami, might not be damaged by the 2011 tsunami. 3) Based on the analysis of relationship between maximum height of tsunami and human casualty in each local district, human casualty against the maximum height where the tsunami monuments were located outside of the inundation area is smaller than that where the tsunami monuments were located inside the inundation area. 4) Since some of tsunami monuments with the function of education are located inside of historical tsunami inundation areas, this lead to increasing human casualty.

    General disaster evacuation training for elementary and middle schools designate the assumption of disaster occurrences while in class time and participants are only students and teachers. However, in actual evacuation, disaster occurance is independent of time and multi stakeholder are involved. This paper is to explain a evacuation training method which all schools, residents and local government office participate in a fixed municipality. The results were the followings: 1) Middle school students and the higher class students of elementary schools played important roles that are coordinate younger student and safety confirmation themselves. 2) The time required for safety confirmation of schools related to student size without regard for types of evacuation. report and aggregate information. 3) Schools, resident organizations and the government office are gradually catching on mutual circumstances with this planning and training as a start.

    In the case of tsunami evacuation, people to escape are not only existing residents and workers but also visitors such as tourists and business travelers in estimated tsunami inundation area. This paper aims to clear behavioral characteristic of visitor on tsunami evacuation and to discuss effects of evacuation guidance sign and verbal instruction with an experiment in the central area of Ishinomaki city. The results were the followings: 1) Tsunami evacuation spot as a destination point should be selected on the basis of simple route from starting point better than shortest distance. 2) Tsunami evacuation guidance sign does not always effectively navigate a visitor. 3) It is important that verbal instructions is not used "local spoken term" such as landmark name called in only the area, not official and standard name.

    Approximately 136,000 temporary housings were provided in the Great East Japan Earthquake. Half of them were designated temporary housings. They played important roles of avoiding prolonged evacuation and cutting public funds. It was revealed that disaster victims had independently achieved life restoration based on their proactive choices in acquiring permanent housings. Meanwhile, local governments had experienced confusion due to lack of precedent operational knowledge. The system was implemented as part of providing temporary housing based on the Disaster Relief Act. However, it was limited to operate within the framework of the law. A new system is required for future disasters.

    <p>This study is the participatory action research for the Business Continuity by the Ishinomaki Mebaekai (the Japanese Restaurant Owners Association), Ishinomaki Downtown Creative Reconstruction Committee (ICRC) and academics. Members of the Ishinomaki Mebaekai suffered severe damages caused by the 2011 Great East Japan Earthquake. In order not to repeat the same sufferance again, the members of the Ishinomaki Mebaekai together with ICRC and academics decided to discuss about their business continuity based on the lessons obtained through disaster experience. The study follows the process of disaster experience review and discussion for business continuity.</p>

    <p>This paper aims to improve life recovery support system of disaster survivor based on target marketing method which is survivor segmentation. Multiple correspondence analysis and hierarchical cluster analysis was applied to the questionnaire survey data by Natori city on disaster survivors. The results were the followings: 1) Survivor's attributes and current situation arrange intersection of decision make of housing rebuilding and, life recovery score and physical-mental stress. 2) And, the categories clustered life difficulty, re-housing difficulty, elder husband and elder wife, outside of the prefecture, outside of the city and other. 3) Survivors Segments consisted of need of heavy support, support of housing rebuilding, light follow-up and cooperation with the government of outside the city.</p>

    In case of tsunami evacuation, on foot is principle in Japan based on several lessons from the past. However, there is a tremendous need for tsunami evacuation by a car in coastal area where no high ground including high building is found. This paper aims to design a new tsunami evacuation plan with combination of walking and cars in Watari town. The major reasons of car evacuation need is no high safe zone and far out of inundation area in coast. As a result of primary simulation, it is found that 46.0 % people in tsunami inundation area of the 2011 Great East Japan Earthquake disaster cannot escape from tsunami on foot. We propose a flowchart which select tsunami evacuation transportations (walk or car) and suggest directions (horizontal or vertical) for each district, and suggest an evacuation plan combination of walking and cars.

    This paper reports on an exploratory study of "Zest for Living in disaster" to propose a hypothesis based on a qualitative survey and analysis on the text data of personal interviews with 78 victims of the 2011 Great East Japan Earthquake disaster. The main results are as follows: 1) Correspondence and handling cases are divided into four categories of Emergency response immediately after a disaster, First response, Recovery response and Common phases. 2) Appropriate response is classified into Personal character, Attitude and habit, Social capital, Individual capability and resources, and Disaster experiences of "Zest for Living in disaster" in the past.

    Activities to collect disaster archives are quite important for disaster prevention education and remaining in memories. There are many projects aiming to collect records and evidences concerning to the Great East Japan Earthquake. Hereafter, this sturdy will be used as a basic material to achieve effective activities to collect records. Also, the current issues and spatial tendency of collecting activities would make clear. Using a database of KahokuSinpo, which is a local newspaper in Tohoku region, and retrieval service of Internet, 54 projects are picked up. They are divided to each 5 attributes: Contents, Continuity, Accessibility, Spatial distribution, Main parts of an activity. As a result, activities tend to focus on serious affected area, especially coastal area.

    The web information, especially mass media and social media information, have a more increasing role in create operational picture about a crisis since the Great East Japan earthquake and tsunami disaster. In this paper, we have developed and basically analyze web news corpus of the earthquake and tsunami disaster with text mining method intended to clear the whole picture. The corpus consists of over 60,000 web news articles which tagged its topic name. Sub corpora about Nuclear power plant accident, Iwate, Miyagi, Fukushima, Aomori, Ibaraki, and Chiba from original corpus, and analyzed by comparison of extracted keywords and their chronological behaviors.

The tool, or TRENDREADER, selects the most informative documents out of the corpus of customer generated digital text contents based on the sum of discriminating values obtained by residual analysis of Temporal TFIDF. The term corpus refers to a collection of information available in public domain in the form of web news, twitter, and SNS, or classified and restricted information.

    Emergency Operation Center should have intelligence for prediction not only about probability and scale of natural hazard, but also tendency of social phenomena of disaster for proactive disaster response. However, unlike natural hazard estimation, there is no method or system that could predict social trend. In this paper, we propose a prediction method of social phenomena tendency based on analysis of disaster corpus using TRENDREADER (TR).The TR system automatically extracts meaningful keyword sets from digital text datasets related to disasters, and visualizes a "big picture" of whole situation. Our method consists of the following two steps; 1) to identify keywords among documents about possibly significant disaster social phenomena and 2) to apply trend of the keywords in stock chart model and to provide daily summary as well as weekly summary.

    In this study, the external validity of the automatic keyword detection method using TFIDF (Term Frequency/Inversed Document Frequency) which we developed for identifying chronological changes in keywords from a total of 2,623 newspaper articles on the 2004 Niigata-ken Chuetsu earthquake. We applied this keyword extraction method for the 19 corpuses of the digital news text data taken from 13 crisis events including both natural hazards and social hazards. As a result, a total of at least 500 news articles should be acquired as the corpus to be analyzed before this method detect a "meaningful set of keywords", which can be automatically determined with a 89.5% accuracy by taking into account the maximum number of keywords to be detected and the threshold of TFIDF deviation value.

    Based on the web news archive of a total of 2,623 articles highlighting the 2004 Niigata-ken-Chuetsu Earthquake disaster, we developed an algorithm to extract automatically the set of keywords which can characterize any time phase of disaster process from the start of an event to the termination of Emergency Operation Center. And we applied a visualization method with use of extracted keywords set and their feature quantify. Extracted keywords by the algorithm and the text mining result helps Cross Media Database (XMDB) users to search information and intelligence from corpus about fields related to emergency management.

    We examined the effectiveness of Service Management Framework in designing counter operations in disaster victim support through the hands-on support activity for Ojiya city's victim certification after Niigata-ken Chuetsu Earthquake, Oct. 23, 2004. The service package and the Service Delivery System for the counter operation of victim certificate issuance was designed and implemented on the basis of Service Management Framework. As a result of customer satisfaction survey on Ojiya city and Kawaguchi town, a neighbouring town also affected in the event, it was clarified that the counter operation of Ojiya city was evaluated higher in terms of simplicity of the procedure by the victims than that of Kawaguchi town.

    Incident Command System (ICS) has been proved to be effective as the de facto global standard for crisis management in advanced countries. Japan is an only exception. In this paper, we investigated how Emergency Operation Center (EOC) of Ojiya City processed the information at the time of the 2004 Niigata-ken Chuetsu Earthquake Disaster for the first 100 days since October 23, the very first day, to Feburary 1. During this period, Ojiya City EOC has processed a total of 3,000 information. A content analysis for this information was performed focusing on theme, time, and geo-location to create a database on which we evaluated the information processes adopted at Ojiya city EOC by applying the information processing procedure proposed by ICS. We found that the main function of Ojiya City EOC was quite consistent with ICS, planning and logistics management.

    Collecting data of housing damage, lifeline suspension, daily living disruption, and short-term sheltering in an arthquake, we developed a numerical model for estimating evacuation rates in affected areas. Data were collected in questionnaire survey conducted in seven areas affected in the 1995 Hyogo-ken-nanbu earthquake. We separately derived two models for, first, numerically evaluating the extent of daily living disruption attributed to housing damage and lifeline suspension and, second, correlating the extent of living disruption with the evacuation rate and, for completing the estimation model, combined those for connecting both housing damage and lifeline disruption with shelter need. The model was utilized in a parametric study for analyzing the nature of short-term shelter need following an earthquake.

    River management in urban areas is of fundamental importance for the safety control of these environments. Mainly located in the floodplain areas, the riparian vegetation plays an important role on the conveyance capacity of rivers, as it is directly related to hydraulic roughness. One way to reduce flood risk, is to decrease the floodplain roughness by controlling the vegetation population. The wide variation of characteristics, such as height, foliage density and branch configuration, are important factors in defining roughness, making the identification of the many vegetation species in river environments an important task for studying the river’s hydrological processes. Obtaining these characteristics by traditional surveying methods is time consuming and financially expensive. Recent techniques combining the use of Unmanned Aerial Vehicles (UAV) and optical cameras have been implemented as a more time- and cost-effective way to survey riverine areas. UAV photogrammetry derived 3D point clouds are powerful datasets for digital recreation of 3 dimensional terrains, with practical uses for river management, e.g., for feature classification of river environments. Moreover, techniques such as Machine Learning (ML) have become popular for image classification. Different algorithms have been developed and applied for that objective, achieving overall good accuracy. The objective of this study is to combine the use of classification ML techniques to classify the vegetation species in a 2 km stretch of the Nanakita river, in Miyagi prefecture of Japan, from the 3D point cloud data available for the area, and to use the species information in a 2D hydraulic model adapted to interpret the vegetation information and dynamically estimate the hydraulic roughness using the real case of typhoon Hagibis of 2019. The point classification was performed in two parts. First, to differentiate the vegetated points from ground points and other objects, color-based region growing semantic segmentation was used. With the vegetation points completely filtered, a sample number of points were labeled into different species and set as training area for the ML algorithm Random Forest (RF), which, once trained, was used to classify the species in the entire UAV observed area. Once the classification was completed, the information regarding the vegetation was divided into the terrain grid cells and prepared for the 2D hydraulic model. The accuracy of the model was observed by comparing the results with a different simulation not considering the vegetation effect. The species differentiation highlighted the different plant characteristics that could influence the hydraulic roughness. The scenario simulated in the adapted 2D hydraulic model considering the vegetation characteristics obtained more accurate results when compared with the simulation with observed roughness values, without the estimated roughness from the vegetation.

    We examined the characteristics of spatial distribution of riparian population and buildings along with the medium and small sized rivers in Tohoku Region, Japan. Recently, the number of cases that have damage near the medium and small sized river is increasing in Japan. Furthermore, the victims tend to be elder people who failed to evacuate in the early stage. To reduce the risk of that areas, appropriate observation and inspection need to be done with high-efficient and low-cost method such as UAV-SfM observations. For the high-efficient observations, levels of preference are better to be set with the information of riparian population and buildings. Thus, the objective of this study is to reveal the spatial distribution of riparian population and buildings quantitatively at medium and small sized river in Tohoku Region, Japan. We used data for the spatial distribution of population with the information of number of people aged 65 years old and 75 years old, and location of rivers as well. In this study we defined that riparian population is in the range of 250m which could cover the area damaged by the passed sever flood disasters near medium and small rivers. As a result, we revealed that the average residential ratio of medium and small sized river is about 60 % in Tohoku Region and the ratio was lower than the other area such as Kanto Region and Kyushu Region. For the further analysis, we plan to reveal the spatial distribution of the people older than 65 years old and the vulnerable area with elder people will to be identified.

    The paper reports the present conditions of the earthquake disaster archive activity in the present when three years passed from the 2011 East Japan great earthquake disaster. An action/activity to collect document, photos, pictures and to open them for users has been performed by public, private sections, academia and citizen in order to succeed memories and the lesson of the earthquake disaster to future disaster, but problems have been pointed out in collecting/recording and arrangement, preservation, which are introduced in the paper. Particularly, we have a big problem how we can promote profit of archive utilization while the memory of the 2011 East Japan great earthquake disaster is fading away among the people. And we report the activity such as "Michinoku-Shinrokuden" carrying out in Tohoku University.

    We conducted an questionnaire survey of 1,250 victims of the 2016 Kumamoto Earthquake, the 2018 West Japan Heavy Rain, the 2018 Hokkaido Eastern Iburi Earthquake, the 2019 Typhoon No. 19, and the July 2020 heavy rain. In the survey, the main information gathering means, useful information, information gathering means used for each useful information, achievements of transmission / transfer on SNS, contents transmitted, information means transmitted, experiences and contents troubled by SNS, and the correlation between these actions and personality (information practice ability scale, net vandalism scale, disaster preparedness literacy score, big five) were clarified. In addition, we launched a "social mapping project" to archive inland waters inundation areas using photos of inundation posted on Twitter.

    The aim of this study was to develop educational technology for the eight factors of the "power to live with disasters" in order to develop disaster prevention human resources with multifaceted abilities that can respond flexibly and creatively to diverse situations and contexts. Through detailed analysis of the data of the victims of the 2011 Great East Japan Earthquake and Tsunami disaster, as well as social surveys and laboratory experiments on a wide range of ordinary people, various individual factors, characteristics, and behaviors related to the "power to live" factors were revealed. As for the brain processes of these factor, brain activity during the task and the factor scores were negatively correlated for all four factors analyzed.

    A powerful typhoon Faxai, the 15th typhoon in 2019, made landfall in Tokyo’s neighboring Chiba Prefecture around 5:00 a.m. on September 9. It caused severe structural damage especially in the southwestern part of Chiba Prefecture. It also triggered extensive and continued power outage in Chiba Prefecture. Power supply was disrupted at approximately 640 thousand houses in Chiba Prefecture as of 10:30 am on September 9. The power failure continued for about two weeks mainly in the southern part of Chiba Prefecture. In this study, various functional and structural damage caused by this typhoon was investigated. In Japan, it is anticipated that extensive power outages may occur after the Tokyo Inland and the Nankai Trough earthquakes in the near future. This study will be helpful to establish a resilient water supply system against future earthquakes.

    As a result of approaching the advanced science and technology society using dark tourism, we were able to obtain about three major perspectives. The first is about the ideal way of museums (museums / art galleries) including science. In Europe, education on the negative aspects of science is treated as a natural topic, but in Japan as well, it will be necessary for museums to play their roles based on its knowledge. The second is a consideration of the importance of contemporary art. Contemporary art is expected to continue to raise issues to the public while presenting skepticism about the future development of the advanced science and technology society from a different aspect than science. The third is a reaffirmation of the importance of industrial heritage, which provides useful insights into the thinking of scientific civilization.

    今日の防災は、対象とする「災害」を想定可能な単一災害から予測不能な複合災害へ、また対象とする「災害のフェーズ」を発災・応急時対応から復興へ、と視野を拡大しつつある。これに対する防災教育的対応は、多様な状況・文脈に柔軟・創造的に対応することが可能な多面的な力を持った人を育てる発想が必要である。本研究では、申請者らが東日本大震災以来進めてきた災害人間科学研究「災害を生きる力」8因子(気持ちを整える力・問題に対応する力・人を思いやる力・きちんと生活する力・人生を意味付ける力・人をまとめる力・生活を充実させる力・信念を貫く力)を発展させ、その工学的な教育技術開発の学術基盤を整備する。具体的には客観的指標の開発、脳内プロセスの解明、育成の理論的枠組み提案に取り組んでいる。 本年度も客観的指標の開発のために多面的な検討を行い、「災害を生きる力」8因子と津波避難行動の関係(学会発表2件)、言語情報の読み取り速度の関係(学会・論文発表)、感謝特性や介入との関係(学会発表2件・論文発表)について発表実績を挙げた他、地域・学校での防災教育現場で、アンケート調査を3件進めている。脳内プロセスの解明についても現実的な文脈における言語理解について実績を挙げ(学会発表3件)、さらにリーダーシップや愛他性を主な対象とした3つの研究について研究倫理委員会に研究計画を申請し、承認を得て実験を開始している。そして生きる力育成の理論的枠組みの提案に向け、中学校における実践(学会・論文発表)、地震予測情報に対する人間・社会対応のあり方(論文発表)や、脳科学の貢献(論文発表)についての総論的提案、より広範な質問紙の活用を目指した短縮版の開発やまた小学校高学年を対象とした小児版の開発を行った。

    Since the Great East Japan Earthquake, we have continued our participation observation and hearings and other ethnographic surveys on Life Restoration work for victims, mainly in Sendai city. This research clarified the process of supporting rebuilding support for the victims' residence in Sendai City, where all temporary housing has been finished. In addition, we analyzed various data of households in all temporary housing that Sendai City utilized for support of living reconstruction, and examined the influence that public support measures had on the rebuilding of the residences of individual victims. Furthermore, we will analyze the characteristics of housing reconstruction support measures for Affecting People Requiring Special Assistance in Securing Housing.

    We comprehensively examined the reconstruction process put into place after the Great East Japan Earthquake. Furthermore, we made policy recommendations for "creative reconstruction" in the event of future disasters. Based on the Japan's reconstruction philosophy and the physical effects of the earthquake and tsunami, we categorized the disaster caused by the Great East Japan Earthquake and the subsequent reconstruction. We considered policies in the fields of housing/towns, industry and employment, school education, nuclear disaster, human power and financial systems, memories and traditions. As a result, we proposed 43 policy recommendations in 6 categories (Reconstruction Philosophy through Disaster Mitigation, Focused Policies on the characteristics of damage, Policies for the self-sustaining of residents, Upskilling of local government, Support of local governments by the national state and prefecture, memories and traditions to be implemented in the next disaster).

    Fusion of high-performance computing and geo-informatics defeats the problem of understanding whole picture of the affected areas. In the present study, we proposed a research perspective in developing a method to search and detect the impact of tsunami disaster by integrating real-time numerical modeling, remote sensing, natural language processing and GIS technologies. The method was verified through a series of case studies of tsunami inundation simulation, structural damage estimation, and web-news' text data analysis to to grasp the sequence of a disaster situation.

    In the 2011 Grate East Japan Earthquake disaster, there are three types of temporary housings, which are public housing, government-rented temporary housing (GRTH) units, and newly constructed prefabricated temporary housing complexes. Among them, the number of GRTH units is the largest one. The provision of temporary housing by renting of private rental housing is a policy that has been adopted officially for the first time. Therefore, many problems have been pointed out from both residents and supporters. This study is focusing on such GHTR dwellers, and analyzes their life recovery processes to extract the key factors for developing the optimal life recovery assistance programs. The authors have conducted 30 ethnographic interviews to the residents and analyzed the transcripts and several major characteristics were identified. Although the analysis in this study is still tentative, it would be still useful for developing optimal life recovery assistance programs for GRTH residents.
