    The aim of this study is to clarify the actual status of the city center revitalization in municipalities after the completion of the approved City Center Revitalization Plans. First part is identifying the factors that led to the termination of it. Second part is investigating the process leading to the development of municipalities' own measures to revitalize the city center. Third part is investigating the status of activities of the Downtown Revitalization Conference. Some important results are found: It had established its own plan to use it as a tool to express intentions for central city revitalization measures. As for the Downtown Revitalization Conference, it currently functioned mainly as a place for information sharing.

    The characteristic, effects and issues of the provisional utilization projects of underused land in the central area of Ishinomaki city were analyzed, and the following three conclusion were obtained. (1) There were two types of temporary shopping districts in the central area of Ishinomaki City: a type that emphasizes the reconstruction of businesses and a type that emphasizes the creation of liveliness in the area. (2) In the latter case, the town development company has expanded to provisional utilization of nearby low unused land and town development in the surrounding area. (3) The management system that are open to the outside and the area vision are considered to be the factors.

    This study focuses on commercial stores that have been individually relocated and rebuilt after the Great East Japan Earthquake. Based on the results of a survey of Ishinomaki City, Onagawa Town, and Minami-sanriku Town, and the results of questionnaires and interviews with stores that were relocated and rebuilt in Ishinomaki, we reveal the follows. In the areas where damage was severe, a large proportion of the stores relocated and rebuilt, a lot of stores wanted to relocate quickly and in a low-cost way, and the aim of relocating included the resolving the sales issues that had existed before the earthquake. As support measures for store reconstruction in a future earthquake, we showed the importance of early relocation promotion by providing information on relocation destinations, the effectiveness of the shared stores, and the importance of commercial revitalization measures in normal times.

    The purpose of this research is to grasp the actual condition of the project related to development of physical infrastructure in Crowdfunding. As a conclusion of this research, it became clear that there are two types of characteristic project forms; one is a profit-making project providing service and the other is a public benefit project. The former tends to be handled by commercial organizations and can be relatively easily achieved. Although it is basically carried out on privately owned land, much of them has public profitable free space. The latter tends to be handled by non-profit organizations and can not be relatively easily achieved. This type of project receives subsidies from local governments and tends to use Crowdfunding to make up for insufficient business funds.

    In 2011, caused by the Great East Japan Earthquake commercial functions in disaster affected areas were seriously damaged. The purpose of this study is to clarify the reconstruction process of commercial stores in central area of Ishinomaki city based on tsunami inundation situation, commercial type of stores and utilization of subsidies. From the result of this study, following conclusions can be drawn: 1) After the earthquake, in almost all tsunami inundation areas the number of stores were decreased and can point out correlation between inundation depth and the rate of shop retirement. 2) Regarding the percentage of Reconstruction store’s type, in the city center the rate of eating and drinking service is high and at the contrast, in new urbanized area the rate of selling houshold stuff is high. 3) Temporary buildings for stores supplied by public support were used by very few owners and its impact on commercial function’s recovery is limited.

    In 1995, district community planning associations were established in Kobe for reconstruction from the Great Hanshin-Awaji Earthquake. The purpose of this study is to find out how these associations were keeping after the reconstruction projects had finished by hearing survey and document analysis. This study reached following three conclusions. Firstly, community activities of community planning association were succeeded to existing local community organization in most of the target district. Secondly, spatial management activities are much easier to be succeeded compared to community formation activities because of the budget and understanding of local residents. Thirdly, the spatial gap between community planning association and existing local community organization makes it difficult to succeed the activities.

    The purpose of this study is to clarify the land utilization feature in the reconstruction process after theGreat East Japan Earthquake through an investigation of land utilization and the landowners' intention. In this study the city center of Ishinomaki was chosen as a representative area of the earthquake. In thisarea the reconstruction works which have been led by the public bodies and great landowners have a greatimpact on utilization of unused land because there's been little progress of building reconstruction. And the landowners whose land has not been used yet after the disaster are positive about rental or sellingconditionally. For expediting land utilization of disaster areas it is important to manage land utilizatoncollectively and comprehensively.

    Ishinomaki-machi-cafe had been established in the central district of Ishinomaki City after the Tohoku Earthquake as a platform of information, and we have accomplished support activity for community planning toward reconstruction at the cafe in cooperation with JIA-Miyagi. We report purpose for establishment of Ishinomaki-machi-cafe and details of support activity in this paper. Desirable results and room for improvement at the present time are revealed.

    On March 11th, 2012, an earthquake of magnitude Mw 9.0 (the Great East Japan Earthquake) occurred off the Pacific coast of Tohoku region, Japan, and resulted in unprecedented damage to the coastal areas around Tohoku region. This paper aims to clarify the process which the residents participate the public decision-making of their own accord in the initial stage of reconstruction. As conclusions, the authors point out that the presence of "Sprout of Community Development" in the disaster at the time and parallel operating of both the field of information sharing and consensus building lead Community Participation. It means that it is important to form Sprout of Community Development in normal period supposing a large-scale disaster. Furthermore, it cleared that the roles of each actor in this process.

    The paper analyzed the current state and the problem of the administrative support to the community organization, which authority and financial resources are transferred to for public service. On the basis of a questionnaire distributed among the officials in charge of the community organization, we divided them into 3 types by their behavior. Then, we analyzed that the official leading types, the officials advise the residents or affect a decision making, it is important to construct a system which removes the technique to the residents with regard to businesslike work. The resident autonomy type, the officials work as the observer, it needs to make a decision involved various stakeholder with the officials' support on the case.

    In the recovery from the Great East Japan Earthquake, various spatial use regulations and projects have been implemented, as well as management for their maintenance and management. As 10 years have passed since the earthquake, it has become necessary and possible to conduct a quasi-final comprehensive evaluation of spatial reconstruction. Against this background, this study clarified the actual conditions of urban, agricultural, and fishing village spaces, which are human living spaces newly created in the reconstruction process (theory of actual conditions of space formation), the actual operation of the regulatory and project systems that were factors in this process and their effects and issues (regulatory and project systems), and the effects and issues of advanced management cases of newly created spaces (spatial management theory).

    At the planning stage of rebuilding town development from the Great East Japan Earthquake, "compact town planning" has been promoted, and the space formation based on it has been proceeding. On the other hand, various problems are pointed out with respect to the space that has been formed in practice with this plan and its realization. However, this point is only an impressive evaluation, and empirically it has not been sufficiently verified and evaluated. Therefore, this research empirically clarified the plan of the space structure aimed at the rebuilding community development from the Great East Japan Earthquake and the situation of the space that has been formed in practice, and presented the solutions.
