前年度の繰り越し事業として行った６月の日本ドイツ学会でのフォーラムをはさみ、本年度の調査前調査後の打ち合わせ研究会を３回実施し、フォーラムや現地調査参加者以外の研究分担者との情報共有を密に行い、11月に、初めてチェコ・プラハでの現地調査を実施した。チェコをはじめとする中欧の４か国（ハンガリー、スロヴァキア、ポーランド）は、EUの難民割り当てに対する抵抗勢力として知られているが、難民危機以前から、公的機関ではなく、NPOも難民・移民問題に取り組んでいることが確認できた。しかしながら、難民・移民問題は国民的課題とはみなされず、最近の研究関心は、むしろチェコから流出する移民に向けられている。同月にドイツ・ハレでの定点観測とハレの属するザクセン＝アンハルト州の州都マグデブルク、ハレに近いザクセン州のライプツィヒでの調査も実施した。ハレ市の移民統合専門官からハレ市のネットワークの現状と政局の影響の聴き取り、定点観測中のカシュターニエン大通り中等学校の現状に関する聴き取りとドイツ語クラスの参観、難民・移民児童の教育に効果を上げているとされる学童保育の参観、NPO運営の市民と移民の交流の場ウェルカム・トレフの見学、ハレとライプツィヒのモスクの見学と聴き取り、マグデブルクの州労働社会省の統合担当官の聴き取りと外国系園児の多いこども園の参観を行った。ハレ市のみならず、ザクセン＝アンハルト州全体としても移民・難民統合に向けて行政が積極的な政策を打ち立て、州としての独自性を保っていることが分かった。このように統合政策が順調とみられているハレ市であるが、現地調査直前に市外の犯人によるシナゴーグ襲撃事件が起こった。そのため、ハレ市のユダヤ人の歴史、最近のロシアからのユダヤ系移民の流入などについても追加的に調査した。市民の難民・移民統合への意欲、反人種差別主義の姿勢はむしろ高まったようである。

In November 1918 the armistices signed by belligerent countries stopped the fighting in Western Europe. Even then they failed to pave the way to peaceful solutions in East-Central Europe, where collapse of the Russian, Habsburg, Ottoman, and German Empires necessitated a new map covering this area. Many nationalities were intermingled there, and national self-determination declared by Woodrow Wilson turned out to be a competitive game, which eventually led to armed conflicts. When the World War and the ensuing civil wars ended, the Habsburg Monarchy had been replaced by successor states which prevailed on its soil. Historiography has had difficulty in defining what they succeeded from the Monarchy because its description has been overshadowed by the catchword of national self-determination. Our study project aimed at rebuilding historiography of the contemporary East-Central Europe through revealing what successor states inherited from the Monarchy.

In our specialites, i.e. two German diasporas in Romania (Siebenburgen and Banat), Roma in the Czech Republic, the former British Malaya, and the diaspora problem of the Indian population, we clarified concretely the resisting action which literature played in the crisis of the dismantling of identity. Based on these, it was shown that it is possible to guess up to the tendency of general behavior of diaspora about the objectification of "memory" by literature in the dismantling phase of diaspora identity. In addition, We presented one of the solutions to the question of why the diaspora group's literary activity tends to heat up in globalization.

Inter-war Czechoslovakia, which was known as a multiethnic and parliamentary democratic state, was disrupted by Nazi Germany. One internal reason for the disruption could be said the disharmony among nations / ethnic groups, especially between Czechs and Germans. Germans in Inter-war Czechoslovakia were more than Slovaks but they were regarded as minority. German large scale landowners were enemies of Czech people from national and social reasons. They tried to protect their interests in the course of land reform through the activities of supranational associations of large scale landowners. These associations acted rather for economic interests than for nationalism. In the contemporary world, opportunities for multinational or multiethnic contacts have increased so rapidly that we sometimes cannot find any solutions to exclude or weaken frictions caused from these contacts. We could learn from the experience of the cases of inter-war Czechoslovakia.

Many of the new generation diaspora minorities got recently opportunities of free migration and free expression. Their modern literature has disclosured the oppressions from inside aud outside to them. We can generally observe their own exertions of geneaological self-traces especially in their internet pages. And there we can see sometimes the intentional rewriting of their genealogies. We confirmed that it is caused not only by the political changes but also by the changes of their identities and the rewritings are influenced by their double bind situations of their identities expressed in their literary works. We confirmed the situations in several diasporas and the self-portraits of the new generations expressed in the literatures of complaint.

Sharing of ethnic identity is an important condition of diaspora-subsistence. And the identity must be reconfirmed at all times by the individuals, or the community sprit will soon be spoiled. The loss of the solidarizing strength directly means the assimilation of minorities. The symbols of solidarity such as "motherland", "ethnicity" and "history" are, however, not so steadfast as they regard. The image of the symbols often changes. The individuals of a durable diaspora or minority always refer to their diaspora-canon, which is not permanent. There must be a system of maintenance, reconfirm and creation of diaspora-identities. We presumed the literature and its reception to be the mechanism. The results of researchers in our team are summarized as follows. 1. The government of Singapore, a country formed mainly by several diasporas, wants to call the Singaporean people living abroad "Singaporean Diaspora". The Singaporean literature is now written in several languages. The government regards them all as Singapolean literature, and gives them appropriate positions. Thus the "diasporas" outside diaspora country have their own standard literatures. But they all are not regarded not Chinese or Tamillian literature, but as "Singaporean". 2. The life and works of a Czech woman writer Lenka Reinerova is researched from a perspective of diaspora studies. She was a Czech, but she wrote in German in her own country. The complicated cultural aspect of Czech society was revealed from her biography and production. 3 The image of peacefull symbiosis in multicultural society in Bukovina as paradice on earth of Jew was inspected in Rose Auslander's poems. Bukovina was for her the symbol of antithesis to anti-Semitism. But her Bukovina images were read merely as the evidence of German-Semitic symbiosis. 4, The Transylvanian Saxony found themselves in the state of diaspora at first in late 19 c, the age of nationalism. They considered themselves as German and asked Germany for aid. The poetic anthology "Heart of Homeland" (1935) shows the sentiment of the German diasporas, and tells why they accepted rapidly German Nazism. The anthology was their symbol of solidarity.

"Roma" and "Jews" are ethnic minority groups living in all parts of the present world. There are commonalities in the both groups : 1. They were persecuted together by Nazi Germany and were slaughtered in concentration camps. 2. There are long histories of persecution / discrimination against them. 3. They are maintaining original cultures as minorities in spite of long term contact with majority groups. On the other hand, there are also differences: 1. "Jews" have their own state such as Israel now, but "Roma" have no state and historically there was almost no movement with an aim to build their own state. 2. There are many world-famous people with Jewish origin in various fields such as politics / economy / culture, but such a person is rare in case of "Roma". In Central Europe, both left their own marks in the history of majority since the Middle Ages. Many records of persecution were based on labeling such as "they are criminals" because they were "outsiders". Belonging to each group depended not only on self determination but also on labeling from the others. Lenka Reinerova known as the last writer of the Prague writing in German, had been made conscious of her Jewish origin since the Nazis began their anti-Semitic policy. Ilona Lackova which was representative Roma writer of Czechoslovakia was began to be aware her Roma characteristics in relations with Slovaks from the childhood. In the present Czech Republic both have their own schools and museums which introduce their own cultures and record their own histories. There are possibilities that Roma use Jewish model for activities as an ethnic minority, because Roma have not long tradition in these fields but Jews have more experiences.

New academic findings of this research are as follows. 1.The historical preconditions of the federal integration of modern European and American regions are composed by the settlements of citizens, not only in cities, but also in rural areas, where citizens are the small self-sustained people, such as peasants, craftsmen and small merchants. 2.Especially in Europe both Raifeisenbank for rural peasants and saving banks for small craftsmen and merchants have equally functioned as important organizations to supply plenty financial capital fund and to support socially fundamental citizens. In USA also there has been the locally circulating financil system before and after the introduction of national bank and Federal Reserve Banks. 3.Modern federal civil society of Europe and America are composed, not by the vertical grant in aid but by the financial mutual aid of communities, such as town, cities and states, concerning the welfare works, medical cares and education. 4.Against the market fundamentalism, which mask the role of the central state authorities the minimum, modern European federal states fulfill a lot of roles positively through market regulations or local taxation. 5.Russian historical traditions from tzarism to soviet government have made the local autonomy of regional authories impossible, so it'll be better for us not to stress the federal character of modern Russian society.

Roma is an ethnic group who doesn't have the written documents, therefore, the documents concerning about Roma are full of prejudices and misunderstandings of non-Roma. This is the case of Roma in the Czech Republic, too. Roma seemed to reach today's Czech Republic in 13th or 14th century. The history of the persecution began in the 16th century, the rulers tried to banish Roma. The emperors tried to assimilate Roma and make them settle down in the latter half of the 18th century. After the World War I, the government took"Controlled nomad policy by the law. During the World War II, The Nazi Germany tried to exterminate Roma. The Communists took the policy of assimilation and settlement and the today's government is trying to create co-existence of Roma and non-Roma. Nowadays Roma in the Czech Republic talks and writes it's own history. Projects to collect oral histories concerning about Holocaust started in 1980's. Oral histories are very important historical materials, because of the lack of the written documents. B. Daniel and J. Horvathova are historians of Roma origin. The latter is the president of the Museum of the Romani Culture. Many workers of the Museum are Roma. Various projects concerning about Roma in the Czech Republic are carried out now. The education program about Roma to enlighten non-Roma started in 2004 on the Internet. Because the prejudice and the attack to Roma from non-Roma still exist, the education for the both is very important for the co-existence. Additionally, the Roma shop by the NPO was opened in 2002, and the chances that the citizens and the tourists can touch the Roma culture have increased. The Interests on the Roma musicians who perform not only the traditional music but also contemporary music increase, too.

We focused on the choice of language and literary activities of the poets and novelists belonging to minority groups in multi-ethnic, multicultural and multilingual societies. Special attention was paid to the presupposed multifarious factors which would affect their literary activities, such as gender, class, and awareness in language use and ethnic identity. The results of individual researchers in our team are summarized as follows: 1)The process in which the shift or reformation of self-identity of female Turkish writers after their resettlement in Germany became crystallized in their literary works was closely examined. Inquiry was also made as to how the redefinition of their role as women had been reflected in their literary representations. 2)The literary works by female Puerto Rican writers, the themes of which centered on female-related issues was investigated. In the course of this study due consideration was paid as well to the principles of sexual discrimination inseparably related to their nationalist ideals. 3)Christian literature and Islam literature in the Indian Subcontinent have been regarded as and remained to be "the literature of minority" respectively, totally overshadowed under the dominance and supremacy of Hindu literature, the literature par excellence in India. The present research showed how these two literary traditions derived from religions of foreign origin had established and developed their own identity in the Indian soil, making a maximal concession to the indigenous poetics and literary conventions firmly rooted and nurtured in Hindu religious tradition. 4)Lackova, a female writer of Romany descent, was properly focused from the standpoint of her own identity as a female belonging to an ethnic minority and its impact on her literary activities. 5)The present study proved that the salient features of the mentality of the German minority mainly settled in the particular province in Romania called Transylvanian Saxony ("Siebenburger Sachsen" in German) had been formed and developed under the strong influence of the circumstances of the period as well as their own historical background. 6)Ethnic discord observed within the German-speaking minority in Bukovina province under Romanian occupation was taken up for discussion. The present research shed light up on the details of this discord between the group of German descent persisting in their genealogical identity and the group of Jewish descent stressing their cultural and linguistic identity.

In our age of multi-ethnicity, multi-culture, and multi-language, it is inevitable for any ethnicith, culuture, and language to get along with others. We attempted to scrutinize how writers and poets are forced to select a language out of some possible others in their representation, and how this situation affects their writing in terms of their own identity as an individual. In addition to this, we tried to find out the way how a new identity could be established, by examining, in their representation with its complicated identity crisis, the various kinds of problems caused by this multi-society and multi-culture. The followings are what our research could show. 1. Not only in the conspicuous "multiracial nations" like US or India but in some others which could be apparently taken for "nation-state," like Japan, Germany, Czechoslovakia and Romania, we analyzed some significant tensions between mother tongues and official languages in their policy for language and culture. 2. By examining the works of writers and poets, who produce literary texts through their internalization of more than two languages and cultures in these areas, we traced changes of the view of language and literature and of representation caused by the multiplication of culture and language. 3. Looking into how these writers and poets are accepted by the majority of their society we examined the possibility of their new multiple identity's influencing the traditional view of language and literature. 4. We reexamined the traditional view of language and its matrix, modern nationalism, and probed the way, including the policy of culture and education, how this new multiple identity could be admitted more widely into our society.
第一次世界大戦後チェコスロヴァキアにおける土地改革

従来,第一次世界大戦後に誕生したチェコスロヴァキアの土地改革は、チェコ地域においてはドイツ系ノ、スロヴァキア地域においてはハンガリー系の貴族を中心とする大土地所有を標的とした、チェコ・ナショナリズム(或いは「チェコスロヴァキア・ナショナリズム」、当時のチェコ系の主要政治家はチェコとチェコスロヴァキアを同一視する傾向にあったので)に基づいた政策であると評価されてきた。しかるに、土地改革関連諸法の条文を検討しても、当然ながら、そのナショナリスティックな政策意図は伺えない。特に基本法である1919年第215号法の制定過程における各政党による議論をたどると、問題の焦点はむしろ「私有財産の絶対性」と「土地収用」を整合させることにあったのがわかる。この過程の中で採用されたのがzabraniという言葉である。この言葉の意味は、単に「取ること」で、どのようにでも解釈可能で、土地の社会化に固執した社会民主党と私有財産の不可侵に固執した国民民主党を両極とする諸政党の妥協の産物といえる。さらに条文中で、国に「取られた」土地に関しても所有権は元の持ち主に残留するが、処分権がなくなると書かれており、チェコスロヴァキアの土地改革をさらにわかりにくいものとしている。この問題に限らず、新興国特有のナショナリスティックな意図に基づくとされる経済政策に、本当にそのような意図があったかを検証することは、非常に困難である。土地改革に関してみても、実際、ドイツ人、ハンガリー人に大土地所有者が多く、土地を「取られた」ということ、彼らの土地改革への不満の表明、チェコ・ナショナリストのプロパガンタ記事などから、そのような意図が推察されるにすぎない。今後、より詳細な事例研究によりチェコスロヴァキアの土地改革の実態を探り、さらに、スロヴァキアの地域特性についても検討したい。
