全国の農業法人を対象とした「農業法人経営における事業展開・イノベーションに関する調査」（以下、アンケート）を実施し505法人から回答を得た。アンケート回答結果の分析により、売上3～5億円で、生産イノベーションや工程イノベーションが促進される等、イノベーションには適正規模が存在する可能性が示唆された。また、全体的にみれば多くの農業法人経営者はイノベーションの阻害要因を殆ど認識していないが、「能力のある従業員の不足」や「内部資金」が相対的に強い阻害要因として認識されていることも明らかになった。さらに、スマート農業技術（情報通信技術ICTやロボット技術RTの活用）について現状の活用状況および今後の活用予定を分析し、農作業自動化や操作アシスト機能等の自動化技術やロボット技術，生育計測や異常情報の自動感知・通知等のセンサ技術やIoT等の生産管理におけるICT/RT/IoTは、将来の活用への期待が大きいことも明らかになった。その一方で、将来の活用が8割以上の農業経営で進むと考えられる活用分野は、簿記・会計・在庫管理、生産履歴情報管理、経営戦略立案や経営計画等の経営管理であることも明らかになった。また、ドイツおよび中国におけるスマート農業（デジタル農業）の最新動向について現地調査・情報取集を行った。フランスではアグロエコロジーイノベーションに着目し、グラスルーツ・イノベーション、プライベートセクター・イノベーションを特定し、フォーマルシステム・イノベーションとの比較・内容整理を行った。さらに、欧米および日本における農業技術をめぐる動向を農業食料システムの転換期と関連付けながら、ゲノム編集技術および情報通信技術の活用が期待される背景と今後の論点について概観した。この他、ミャンマーやベトナムにおけるイノベーションの萌芽事例について情報収集を行った。

Alternanthera philoxeroides, invasive alien aquatic weed, spreads on the rural area around Inbanuma, Chiba Prefecture.We estimated maximum economic loss and cost of control by A. philoxeroides in organic paddy fields in this area.As a result, it was estimated that maximum loss amount would be about 3 million yen per 10a, the control cost would increase by 44,500 yen, and the weeding time would increase by 7.2 hours.Moreover, in areas where invasive alien weeds are widespread in irrigation sources and channel, it was difficult to prevent invasion of agricultural land where environment-friendly farming such as organic agriculture is carried out. In conclusion, it was considered that certain cost is required to preventing colonization of Alternanthera philoxeroides for sustaninable farming.

The purpose of this study is to clarify the system of organic farming research and technology diffusion in Germany which has the largest organic farming market in Europe and in France having an influence on the system establishment of organic farming, comparing with those in Japan. In particular, in France, we conducted an institutional survey of the National Institute of Agricultural Research (INRA), which has been engaged in organic farming research since 2000, and the agricultural chambers, which represents the interests of farmers and has a technology extension department. Inherent methodology of organic farming research such as grasping diversity of organic farming and its multifaceted evaluation, planning new participatory organic farming system is adopted in organic research projects. The Agricultural chambers are establishing particular organic farming references to help farmers to convert to organic farming, which contributes significantly to the leap of organic farming.

The EU administration had intentionally downed the official price of grains so as to be close to the level of international market before the acreage reduction program was abolished. The USDA also deliberately had shrinked the level of acreage redcution rate, considering diminishing the gap between the domestically supported price and the inmternational market price. The Japanese government, however, has raised the rice price year after year, considering farmers' political demands. With regard to direct payments, which is expected to be one of the substitutive policy measures for supported high price assured by the acreage reduction program, the EU and the U.S. both adopted the so called "decoupling" type direct payments. The decoupled payment may generate little procution-enhancement effect, while conventional direct payments may give strong incentives for the production increase to farmers. Unfortunately, Japanese government have no plan to adopt such a suitable payment.

The Common Agricultural Policy of EU promotes the use of the biomass derived from agriculture in order to reduce the greenhouse-gas and to mitigate climate change. Since 2000 generation by the biomass has been extended in rural areas、 supported by the Feed-in Tariff system for the renewable energy and especially in Germany by the biogas-plants managed by local people. This caused production expansion of silage corn and some environmental problems. German government amended the federal law for renewable energy (EEG) and switches from silage corn to the organic wastes as manure、 while Denmark government has been continuously using many sorts of organic wastes not only from individual farms but from food industry.

The purpose of this research is to show the new model of Japanese agricultural co-operative (agri.coop) that will make a significant contribution for constructing a local society in which environment and economy is able to coexist sustainably. We have done following surveys. (1) Sending out questionnaires to all agri.co-ops. (2) Using WEB, conducting the survey of stuff's opinions. (3) Investigating large merged, small unmerged agri.co-ops, etc. (4) Investigating the Mondragon Co-operative Corporation in Spain. Based on the result, we show the network type agri.co-op model. And we discuss the importance of this type and propose reorganizing the present agri.co-ops as multipurpose agri.co-op to this type. This model consists of two kinds of agri.co-op. One is "community co-op" base on a community,and another is "special purpose co-op" engaging in business. This type of agri.co-op has headquarters and two kinds of agri.co-ops are connected each other through network.

In Germany over 50% of the total agricultural used land is less-favored, of which 90% is targeted to be excluded and no more LFA because of the EU Commission’s proposal for new area definition. As natural conditions such as the weather or the soil are severe in these areas, a yield is low, other job opportunities and the tourist attractions are poorer, and income level is the lowest, the Bavarian state governments claims against the EU proposal and asks for increase of the allowance. In France, farmers in LFA have received various assistance from governments, not only LFA allowance, but special financial support for young farmers and premiums for extensive livestock breeding. As the governmental assistance for LFA farmers is generally accepted based on national consensus, numbers of people are against EU proposal.

We examined the effects of EU Water Framework Directive on agriculture in member states. First River Basin Management Plans (2009-2015) only include the implementation of existing Directives and environmental payments as programme of measures for the agricultural sector. Therefore, implementing the plans will not have immediate effects on farms. Forecasts by member states, however, indicate that supplementary regulations to farms are inevitable in order to achieve objectives of the Water Framework Directive. The regulations are costly and difficult to introduce in some areas.

Through the field survey we tried to examine characteristics and development process of organic farming in Japan. By comparing with conventional farming, we analyzed motivation of organic producers and consumers, technological components, marketing channels, and profitability of organic production. In order to clarify characteristics of the organic farming in Japan, we conducted field survey and data collection in France. Major findings are as follows. (1) Because of hot and humid weather conditions organic farming in Japan is quite labor intensive, in particular, for weeding. In contrast, organic farming is rather labor extensive in France where farmers put priority on 'slow life' in the countryside. (2) Central/local governments and agricultural organizations are more supportive to organic farmers in France. Organic farmers can use financial support and advisory services from such bodies. But in Japan, governmental supports to organic farmers are still weak. (3) In both countries, direct selling from producers to consumers has been the most common channel of organic products. In addition, open markets are still important in France for the marketing of organic products. Even in local towns small markets are opened regularly and consumers can enjoy the purchase of fresh farm products. In Japan, consumer cooperatives play bigger role in the distribution of organic products. They have established tight relation with farmers' groups/cooperatives and quite influential in making public policies in promoting organic farming.

This comparative study examine the current situation of rural development policy in the European countries, characterize some public policies concerning Japanese rural development and its implementation, and attempt to show some materials and viewpoints useful to design new governance systems in rural areas in Japan. Decentralized local systems for planning and implementation of rural development polices is now constructing in France and Germany. Identification of "local" constituted by some municipalities and sharing the interests among residents are promising outcomes, but complex administrative procedures are one of the issues to overcome. A comparative analysis between LEADER + program in Germany and direct payment scheme for less favored areas in Japan show the evolving process from 'local' as a policy target to 'local as a actor on its own initiative. Although the integration of small local governments in rural areas to form large one is on the increase, some implications obtained from this comparative study show that the existence of various local groups as subsystem of local government is necessary to promote agricultural and rural policies in Japan.

It is expected that the farmhouse population and agricultural work force of our country will rapidly decrease in future. The purpose of this study clarifies the effect on social structure of its farming village and idea way of regional agriculture, and the clue which considers the ideal way of the countermeasure necessary for maintenance and persistence of rural area society or agriculture is obtained. When main research result is raised in some, seems to almost. For 10 years after census in 1990, agriculture colony of about 5000 disappeared on one, but it is the 100 strength that colony itself disappeared, and the small number of farmhouse is scattered at least in the 7 × 10% strength. However, the continuation of the agricultural business there is difficult, and the possibility in winch near future and farmhouse disappear is very high. And, that existence over lowest 5 doors was necessary also clarified on order to maintain the farmhouse.
