    主権国家間の領土紛争は、ナショナリズムの高揚を伴い先鋭化する傾向がある。それでは、領土紛争におけるナショナリズムの顕在化の抑制には、どのような条件が考えられるであろうか。こうした問題意識に基づき、本研究は、領土紛争研究への学術的インプリケーションに加え、領土紛争緩和のための政策的インプリケーションの導出を目指す。 令和5年度は、進捗状況確認と各研究者の次年度以降の研究計画調整のために、東京で対面研究会を2回（8月、3月）実施した。また、令和5年9月に、島根県庁竹島資料室および島根県立図書館で、島根県における竹島をめぐる領土・主権教育の現状について関係者への聞き取りおよび文献調査を実施した。そして、これまで新型コロナウィルス感染症の世界的拡大のため延期していた海外調査についても、令和5年10～12月に、コロンビアで中等教育機関教員や海軍士官を対象に同国における地理教育の概要や国境問題の現状についてインタビューを実施し、令和6年3月には、ポルトガルの国立図書館他で史料館調査を実施した。 令和5年度の研究成果については、島根県での調査研究を、永田伸吾「島根県における領土・主権教育の現状に関する 担当者への聞き取り調査」『北陸大学紀要』第56号（2024年3月）179-188頁、として発表した。次に、海外動向調査については、西脇靖洋「第6章 権威主義体制期ポルトガルにおけるカトリック教会と『準反対派』：フランシスコ・サ・カルネイロの活動を中心として」伊達聖伸・渡辺優編著『カトリック的伝統の再構成』勁草書房（2024年1月）214-239頁、として発表した。また、令和3年度から継続している関連文献の書評等（文献紹介）についても、永田伸吾「石原敬浩著『北極海：世界争奪戦が始まった』（PHP新書、2023年）」『戦略研究』第33号（2023年10月）101頁、として発表した。

    今年度(R5/2023年度)は、事例の研究と理論的な論点の整理に多くの時間を費やした。まず、事例研究については、多国間主義の諸相について考察することができた。とくに関心を注いだのは、東南アジアの多国間主義が、大国間の争いが激化する状況を背景に、どのように展開してきたのかである。次に、理論的な論点の整理については、研究の土台を形成する諸問題について細かく検討することができた。とくに重点を置いたのは、前年度と同様に以下3分野の知見であり、それぞれの詳細は前年度から変化していない。まず、リアリズムの系譜に属するパワーバランスの議論である。リアリズムの文献は大国の外交戦略に焦点を絞ったものが多いが、小国の外交戦略を考察するにあたっても有用だったといえる。バランス外交の担い手は大国に限定されず、本研究の主要な関心は、小国の集まりである東南アジア諸国連合(ASEAN)の外交である。次に、リベラリズムの系譜に属する地域主義の理論である。地域主義の研究は、欧州の事例に関心を特化して理論を形成したものが圧倒的に多い。他方、本研究の関心は東南アジアの地域主義にある。欧州の事例に依拠した既存の研究は、東南アジアの独自性を理解するのに役立ったといえる。最後は、コンストラクティヴィズムの系譜に属する規範・アイデンティティの理論である。この分野の文献は、西側の大国やNGOの活躍に関連するものが目立つ。本研究の関心であるASEANの活動は、これら西側勢力のものとは一線を画した特徴をもっていると考えられる。今年度も継続して実施した、既存の議論の整理は、ASEAN独自の活動を理解するのに不可欠だったといえる。

    In Southeast Asia today, the development of regional institutions to promote human rights through collaboration between governments and non-governmental organizations (NGOs) has been partial. Although the promotion of human rights through collaboration between governmental and non-governmental actors has been regarded as an important task in global governance, the members of the Association of Southeast Asian Nations (ASEAN) have been half-hearted in taking on this task. To promote human rights in collaboration with NGOs, they have made some cosmetic changes to their regional institutions; however, they have not taken concrete measures on the ground. The present study has explored the factors that have shaped their policies.

    This research project aimed to enhance our understanding of norm diffusion, by conducting a case study of the Association of Southeast Asian Nations (ASEAN). It shed light on one of the pathways by which developing nations adopt norms in the global society, such as those for the promotion of human rights and the prevention and resolution of conflict. Developing nations adopt these norms, with the aim of enhancing their own status in the global society. In particular, when they are downplayed or disregarded, they "mimetically adopt" the norms championed by the advanced industrial countries, so as to display these norms as status symbols. After all, the desire of developing nations to enhance their own status is one of the constitutive elements of global norm diffusion.

    この研究は、新たな研究費の獲得に伴い期間を延長している。当初の計画では「スタート支援」の二年間(H22/2010年度-H23/2011年度)で、研究を完遂する予定だった。だが、初年度の終わりに、同じ研究テーマで、新たな科学研究費補助金「基盤C」を獲得できた(課題番号23530196基盤研究(c)「国際社会における規範の伝播」)。この「基盤C」は四年間である(H23/2011年度-H26/2014年度)。これにより研究期間を、事実上、二年間から五年間に延長した。 これまでの二年間では、複数の課題を達成した。まず、理論の整理をした。当初のアイデアに則り、社会学の制度論や社会心理学の理論を視野に入れながら、規範の伝播を捉える理論を整理していった。また、当初の予定通り「東南アジア諸国連合」(ASEAN)の事例研究を開始した。とくに、国際社会におけるASEANのステータスを捉えるという、事例研究の最重要部分に取りかかった。その際には、大学図書館のデータベースを活用した。 研究の成果は、海外の学会で発表した。とくに重要なのは、2011年3月の米国国際学会(ISA)における発表である。自分の研究テーマである「規範の伝播」とは、世界の学会で議論されている論点である。ISAでの発表は、自分の暫定的な議論について、世界中の研究者と意見交換する絶好の機会となった。社会学の制度論や社会心理学の理論を視野に入れた独自の議論に対しては、有益なアドバイスを多く得ることができた。 この研究は、まだ終了していない。期間の延長により、当初の予定よりも綿密な研究を遂行することが可能となった。これからは「基盤C」のために立て直した計画に則り、一つ一つの課題に取り組んでいく予定である。
