本研究は、アメリカ民主政が発展・確立する18世紀末から19世紀前半期に頻発した「反乱」を、民衆が独自に構築した人民主権論にもとづくポピュリズム運動ととらえ、その論理と運動の全体像を描き出すことにより、ポピュリズムが合衆国政治文化の基礎形成期に果たした役割を明らかにするものである。その際、本研究では民衆独自の人民主権論とその発現としてのポピュリズム運動（「反乱」）を「異端のデモクラシー」と名付け、そこに内在する革新性と反動性の関連を明らかにしつつ、初期のポピュリズムがアメリカ民主政の展開に与えた影響を解明する。以上の構想のもと、研究二年目にあたる2021年度は、1840年代前半のロードアイランド州で発生した「ドアの反乱」の鎮圧後に、その首謀者として訴追された人物（トマス・ウィルソン・ドア）の裁判を検討した。この裁判において州検察当局はドアを州に対する反逆者として断罪したのに対し、ドアはみずから率いた反政府活動を人民主権論にもとづく人民の正当かつ当然の行為と主張して無罪を主張した。すなわち、この裁判は「反乱」をめぐって支配者の人民主権論と民衆の人民主権論とが対峙した場であったのであり、その帰趨はアメリカ民主政が依って立つべき人民主権論の内実を定めることになったのである。以上の研究から明らかになったのは、人民主権の本質を人民による統治機構の自由な改変権としたドアに対し、州司法当局は法の手続き論を展開してドアの議論を一蹴したことである。この裁判の結果、ドアは合衆国史上初めて州に対する反逆罪を適用され、終身刑に処されたのであった。以上から、建国後半世紀を経過した合衆国においては、人民の革命権を認める独立宣言型の人民主権論は後景に退き、法の手続きを重視する合衆国憲法型の人民主権論が優位になっていたことが明らかになった。

This study aims to clarify the linkage between anti-intellectualism and whiteness by examining the discourse regarding slavery, popular sovereignty, and anti-miscegenation laws in the 19th century United Sates. In particular, this study focuses on the pro-slavery theories in the South, the American Enlightenment and its development, and the anti-black thought that backed up anti-miscegenation laws and considers the reasons why the people excluded the black people from all aspects of American life. As a result, it is made clear that these discourses were strongly influenced by anti-intellectualism that claimed absolute equality in both religious and civil areas. But it is also made clear that they were profoundly affected by people’s consciousness that defined the scope of ‘people’ by race.

This study aims to clarify the reality of the era of the Civil War and Reconstruction by examining the race-related laws from the point of the whiteness study. In particular, this study focuses on the legislative process of the constitutional amendment and the laws relating to military duty, labor, and civil rights and considers the reasons why the white lawmakers tried to deconstruct whiteness. As a result, it is made clear that the whites in the North wished to create a new color-blind American citizen on the basis of the free labor ideology. But it is also made clear that whiteness was not deconstructed completely because they agreed to maintain the traditional principle of national unity that respected the state sovereignty.

This study aims to clarify the origin of racism of American democracy by examining the black suffrage problem in the 19^<th> century from the point of the whiteness study. In particular, this study focuses on the disfranchisement of black suffrage in the free states and considers the reasons of it in relation to white suffrage problem. As a result, it is made clear that this phenomenon was an expression of popular racial consciousness that regarded suffrage as a symbol of independence and sought to make it the privilege of "white".

New academic findings of this research are as follows. 1.The historical preconditions of the federal integration of modern European and American regions are composed by the settlements of citizens, not only in cities, but also in rural areas, where citizens are the small self-sustained people, such as peasants, craftsmen and small merchants. 2.Especially in Europe both Raifeisenbank for rural peasants and saving banks for small craftsmen and merchants have equally functioned as important organizations to supply plenty financial capital fund and to support socially fundamental citizens. In USA also there has been the locally circulating financil system before and after the introduction of national bank and Federal Reserve Banks. 3.Modern federal civil society of Europe and America are composed, not by the vertical grant in aid but by the financial mutual aid of communities, such as town, cities and states, concerning the welfare works, medical cares and education. 4.Against the market fundamentalism, which mask the role of the central state authorities the minimum, modern European federal states fulfill a lot of roles positively through market regulations or local taxation. 5.Russian historical traditions from tzarism to soviet government have made the local autonomy of regional authories impossible, so it'll be better for us not to stress the federal character of modern Russian society.

This research is a general and interdisciplinary study concerning to the birth and development of "whiteness" in American society. You will find that this research is the product of many aspects of disciplines that are Social Studies, Cultural Studies, Intellectual History and Political Science. Participants of this research had met 2 or 3 hours every week, and discussed over D.Roediger's The Wages of Whiteness. On the meetings, every participant got incentives and had many questions to the theme of "whiteness." Then, to ascertain their questions and collect the materials for their concern, Koji TAKENAKA visited Chicago, Illinois in 2001, Masago IGAWA went to Elmira, New York in 2002, and Toyoshi OBARA visited Chapel Hill, North Carolina in 2003. As a fruit of this research for three years, we published a report, General and Interdisciplinary Studies of the Birth and Development of "Wiiteness" in American Society Takenaka wrote "Multiculturalism and "Whiteness" Studies in Japan : A Critical Review," and discussed the problems and perspectives of whiteness studies in Japan. Igawa wrote "Racial Arguments in the United States over Adventures of Huckleberry Finn : The Characterization of the Black Man by a White Writer," and discussed the description of the Black Man in Huckleberry Finn keeping the racial controversy on the, racism, over the book in mind. Obara wrote "Whiteness in the Right to Vote : An Analysis in the Black Suffrage Problem in the 19^<th> Century U.S." and discussed the building process of whiteness, especially concerning to Black suffrage, as an epoch of Civil War. Ochiai wrote "Race and Memory Glory as a Site of Memory" and discussed the relationship between making memories of the Civil War and the building of whiteness in the American history.

今年度は、南北戦争以降の黒人選挙権問題の展開を検討した。特に報告者が注目したのは、南北戦争直後に成立した合衆国憲法修正第15条である。なぜなら本条項は「黒人選挙権保障条項」として知られるように選挙権における人種差別を禁止したにもかかわらず、結局のところ19世紀末の南部に展開した黒人選挙権剥奪運動を阻止しえなかったからである。そこで報告者は、本条項の成立過程を追跡することにより、同条項の意義を再検討できると考えた。考察から明らかになったのは、合衆国の国制的特質および当時の黒人選挙権観が本条項の成立に大きな制約を与えたということである。すなわち前者についていえば、そもそも建国期から選挙権授権権限は州に帰属していたのであり、連邦政府が選挙権問題に干渉する余地はなかったのである。こうした「選挙権におけるフェデラリズム体制」が既に確立していたために、連邦が直接黒人に選挙権を付与することは国制上不可能であったわけである。さらに後者についていえば、世論の反黒人選挙権感情は戦前から一貫して強固であり、奴隷制の存在しない北部においても大半の州が黒人選挙権を拒絶していた。しかしながら、憲法修正条項が成立するためには四分の三以上の州で承認を得る必要があったため、黒人に対象を限定した選挙権保障条項案は各州から否決されるおそれがあった。以上の国制的制約および世論的背景のために、合衆国憲法修正第15条は選挙権授権にあたって各州に人種資格の設定のみを禁止するという内容にならざるをえなかったといえる。以上のことから、合衆国憲法修正第15条は消極的かつ間接的な「黒人選挙権保障条項」であったといえ、本条項においても「選挙権のフェデラリズム体制」を根本的に変革し得なかったことが後の南部黒人選挙権剥奪運動を招来する一因であったといえる。
西洋近代化過程における民衆意識の変容と民族・国家の問題について

本研究の主題は西洋19-20世紀の政治社会変革と激動の時代に、西洋諸国の一般庶民、民衆が、国家・民族指導者の主導のもとに推進された政治社会変革にいかに対応し、いかなる態度、立場をとったか、を5人の共同研究者の専攻領域に即して究明することにある。研究代表者の古賀は主にイギリスのチャーティスト運動を研究主題にしており、1995年5月に『チャーティスト運動の構造』を公刊し、本研究では運動指導者とそれを支えた支持者大衆の間の問題の解明を試み、その一端として小論「チャーティスト運動とそのリーダーたち」を発表した。関連する主題として同時代のエンゲルスの歴史認識にメスを入れた論文も近日中に公刊する。分担者尼川はロシア革命におけるメンシェヴィキの研究に取り組み、本研究ではロシアの主流のメンシェヴィキから分離したグルジアのメンシェヴィキの研究に専念した。グルジアの運動家たちはなにゆえメンシュヴィズムを選択し、またその路線がなぜ民衆の圧倒的支持を得たのか、をグルジアの状況に即して解明しつつあり、近く論文「グルジア・メンシュヴィズムの形成」として公表する。分担者岩崎はマイマル期のドイツ国民の政治意識の分析をすすめ、本研究ではドイツ民主党に合流する青年ドイツ騎士団を対象にし、第一次大戦の参戦経験がナチ・イデオロギーへ結びつく要因となったことを究明しつつある。その一端は「自立的政治闘争団体と政党政治(III)」として発表した。分担者小原はアメリカ南北戦争・再建期の国家と民衆、黒人の問題の研究に務め、本研究では黒人選挙権問題の史的経過の考案と分析をすすめており、近くその一端を公表する。分担者岡本はナポレオン帝国と民衆の関係の研究に務め、その成果の一端は5月の日本西洋史学会で発表する。

本研究は、東北大学国際文化研究科アメリカ研究講座が開講する「アメリカ研究特論」の授業運営に関するものである。従来、同授業においては、講座に所属する全教員が各自の専門を反映させつつアメリカ研究論を展開してきたが、この授業を包括的なアメリカ研究入門論として各教員の授業間にさらなる一貫性をもたせるべく、本研究では授業内容、教材の吟味および授業方法の向上をはかる。

近年のアメリカ史学の領域においては、「人種」を歴史的・社会的構築物と捉える立場から、人種意識の歴史的構築過程に関する研究が盛んになっている。本研究はこうした研究動向をふまえ、南北戦争以前期の黒人選挙権問題の展開を追跡することにより、この問題に内在した白人側の人種意識の実相を明らかにした。

近年、アメリカ合衆国においては人種意識形成の鍵概念として「白さ」の意識が注目されている。本研究においては、白人民衆の「白さ」の意識が歴史的かつ社会的に構築されたとするＤ.R.ローディガーの研究を手がかりに、主として合衆国建国後から19世紀末にいたる人種関係の変遷を追跡した。特に分担者の小原は南北戦争以前期の北部自由州における白人と自由黒人との法的地位の相違を検討した。

現代アメリカ合衆国の深刻な国内問題でありつづける人種・民族問題の史的解明を課題に、エスニック・マイノリティ集団の史的形成過程を分析した。分担者の小原は、近年注目されている白人民衆における「白人性」意識の社会的・歴史的構築過程に注目し、黒人選挙権問題の史的展開過程を追跡し、白人選挙権の拡大と同時に黒人選挙権が拒絶された論理の解明を行った。
