    Purpose: This paper uses a literature review to clarify how pedagogy transfers and processes knowledge from other fields toward contribution to the social sciences, using the politics of education as an example. It is based on the premise that the major disciplines of the politics of education should be politics, economics, sociology, history, and philosophy. The author's position is to formulate political science as a major discipline.  Method: This review uses 103 refereed papers published in the “Bulletin of the Japan Educational Administration Society” from 2000 to 2018. The analysis method calculates the ratio of documents cited from other fields in each paper's thesis.  Analysis Results: The citation rate from other fields was 28% throughout the period. Comparing the citation rate in the 2000s to that of the 2010s, the citation and adoption rate from other fields was higher in the 2000s. The number of papers submitted was almost the same for the 2000s and the 2010s.  Conclusion: From the above, it can be demonstrated that transferring knowledge from other fields has led to the vitalization of the politics of education. Also, it is evident that the politics of education is now losing vitality.  Discussion: From the above, it is apparent that it is always essential to transfer knowledge from other fields in order to revitalize the politics of education. However, the politics of education cannot contribute to the social sciences merely by transferring knowledge. We must contribute to political science as a major discipline. Through this ‘cross-cultural’ exchange between the politics of education and political science, it is possible to ascertain the accuracy of the transfer of knowledge of political science into the politics of education. Next, we need to consider ways in which the politics of education contributes to political science. For example, it is possible to connect current knowledge in the politics of education with street-level bureaucracy studies in political science by focusing on education as a human service field.

    This research material provides the descriptive results of a survey targeting the executive staff at the Ministry of Education, Culture, Sports, Science and Technology （MEXT） in Japan. This survey was conducted from October 2016 to February 2017. The subjects of the survey were all executive staff members of the ministry above the level of Director. Seventy-five responses were received from 114 subjects targeted by the survey.

    This article investigates why educational administration bodies in Japan receive criticism for being highly independent from local governors or governments, when educational administrations are more dependent on governing bodies than police and firefighting administrations. Until recently, in the field of educational administration, it was regarded as axiomatic that educational administrative bodies are highly independent from local governments. However, we find the following: (1) The independence of the educational administration is lower than that of the police and firefighting administrations. A person who is appointed superintendent of education may either have teaching experience, or be an administrative officer within a governor's bureau. In contrast, only police officers may become chiefs of prefectural police headquarters, and only fire department officers may be appointed as a fire chief. Additionally, the number of personnel exchanges between governor's bureaus and secretariat of education boards is larger than those between governor's bureaus and either prefectural police headquarters or fire departments. Therefore, educational administrations are more dependent on local governments than police firefighting administrations. (2) Educational administrations have more posts for branch office heads (principals) than police administrations (chief of police station) or firefighting administrations (fire station chief). Educational administrations thus have more positions and policy resources within local governments. Though educational administrations are not actually highly independent from local governments or governor's bureaus in terms of personnel management, especially at the levels of branch office head positions within local government, they receive severe criticism from local politicians and heads of government. The notion that these bodies are highly independent may result from primarily considering educational administrations in terms of boards of education, which themselves exist as administrative committees independent of a governor's bureau.

    The purposes of this paper are to point out the problems with the methodology of educational administration research in Japan, and to propose the method for improving the problem. Since traditional educational administration research had a strong tendency toward being domain-oriented study, it has had a strong interest in educational administration institution and policy. In other words, traditional educational administration research was concerned with independent variables. As a result, traditional educational administration research has formulated a description of educational administration institution and policy through observing a single example. However, traditional educational administration research was unsuccessful in accumulating descriptive inference and causal inference. These are the knowledge which should be accumulated as social science. This is because traditional educational administration research had had less concern about the dependent variable. Traditional educational administration research had a problem of research methodology, so the actually technical problem has arisen in research of educational administration. The problem is that, for example, although it is required to apply time series analysis to quantitative analysis by collecting the time series data, many quantitative analyses consist of one-shot surveys. The same problem has also arisen in qualitative analysis. In recent years, many studies are conducted which observe change of policy choice of the local government which was caused by decentralization reforms. However, many of those are analysis focusing on a single case. It is impossible to perform causal inference in these analyses. The viewpoints incorporating comparative theories and methods required for educational administration research are as follows: (1) Comparative study among the regions in one state is required. As a result of performing decentralization reform, the flexibility of the local government's policy option became high. Then, since the variation of the local policy increased, the comparative study of two or more areas became easy. (2) Comparative study among states is required. By comparing two or more national educational systems and education policies, it becomes possible to perform causal inference. (3) A time series analysis is required. In other words, comparative study between two or more points in time is required. (4) Comparative study between similar systems is required. The current system needs to be evaluated in consideration of a possibility that it is not the best system. (5) Comparison with educational administration and other administration domains is required. The required conditions are as follows when making a comparative analysis: (a) It is necessary to change the form of a question from the "How" question which is connected with descriptive inference to the "Why" question which is connected with causal inference. (b) It is important to have a question common to researchers as much as possible. A review and meta analysis are effective means to realize this goal.

    The purpose of this paper is to identify the strategies of reform that effectively gave control over the education policy community of outsiders and to clarify the features of the institutionalization process of the evaluation system in Japan after the 1990s by adopting the principal-agent theory and the policy community theory. A major characteristic of the reform process was that this reform was driven by outsiders of the education policy community not by an insider such as the Central Council for Education or the Ministry of Education, Culture, Sports, Science and Technology. The features of the evaluation system are congruent with advanced NPM governance reform in an educational area, and contributed to the cost reductions in the public service. The new reformers were the organizations under the immediate control of the Prime Minister that is the National Commission on Educational Reform and the Council for the Promotion of Regulatory Reform. These organizations used the evaluation system to control the education policy community from the outside. The background context to the reforms included a financial crisis and a supply side failure of the education system.

    Although several attempts were made to change educational policy in the 1970s and 1980s in Japan, substantial changes were not realized until the second half of the 1990s. Why did the change occur only in the late 1990s? One explanation has been that the Ministry of Education was forced to change its former policy because of external pressures brought by ad hoc committees and councils set up in the cabinet during the 1990s. This argument appears to exaggerate the strong tendency of the Ministry as a whole to preserve the status quo and often ignores internal processes that enable changes in attitudes within the Ministry. This paper attempts to explore such internal factors in terms of the power relationship between various bureaus in the Ministry. The paper focuses on the relation between the Minister's Secretariat ('kanbou') and other bureaus ('genkyoku') such as the Elementary and Secondary Education Bureau. These two types of bureaus entail a difference in responding to the demands for change. In contrast to the other bureaus that are responsible for the implementation of specific policy, the main role of the Minister's Secretariat (MS) is to exercise a comprehensive coordinating function over all bureaus ('kanboukinou') ; and thus, the MS is more flexible when it comes to policy change than are other bureaus. We hypothesized that the MS's coordinating function was strengthened during the 1990s and that this allowed the Ministry to change its overall behavior. To examine this hypothesis, we analyzed the status of the MS within the Ministry concerning three points: (1) changes in the organizational structure of the MS; (2) the career pattern of the Director-General, or the chief, of the MS; and (3) the frequency of contacts between the Director-General of the MS and the Prime Minister. Results of our research found that, first, the sections responsible for investigation, statistics, and policy planning within the Ministry were integrated into the MS by the 1970s; in the 1980s, a Senior Deputy Director-General was newly established in the MS; and the Deputy Director-Generals of the other bureaus were transferred to the MS. These reorganizations reinforced the structure of the MS. Second, through analyzing the career pattern of the people who were appointed as Director-Generals of the MS, the paper demonstrates that, though being equal in rank to other bureau chiefs, the position grew important during the late 1990s in terms of the status which it has related to its influence on the ministry's behavior. Third, whereas there was hardly any contact between the Director-General of the MS and the Prime Minister in the 1980s, such contact sharply increased in the late 1990s. These analyses revealed that whereas the structure of the MS was empowered during the 1980s, the position of the MS's Director-General remained unimportant within the Ministry. It was in the late 1990s that the MS properly performed its coordinating function attaining its high status among the bureaus as well as relying on its reinforced structure. This empowerment of the MS's function then enabled the Ministry to change its policy during the same period.

    This paper examines how policies for the construction of public schools for compulsory education underwent changes in Japan during the period after the end of World War II. The viewpoint taken for the analysis is what methods were used by the Ministry of Education for the realization of its financial policies. Also, the paper shows those areas where the Ministry of Education exerted influence as a result of policy implementation. The following points were made clear as a result of the analysis: 1 Policy Changes 1-1 The establishment of financial system in itself was the policy means during the post-war reform period. Other means implemented included presentation of awards to outstanding schools. 1-2 The number of schools had to be increased during the period of rapid increase of school-age children. As a result, the financial system was expanded. Due to the necessary acquisition of land for development, the sphere of policy influence of the Ministry of Education expanded. Policy means were primarily financial in nature. 1-3 During the period when quality of school facility became the focus as the number of school-age children decreased, an unprecedented funding for facility development was begun. As seen in the past, a system of funding subsidies was established. Policy change did not take place. 1-4 During the period of decentralization, new policy means began to be adopted because of reassessment of the funding subsidies system. 2 Effectiveness of financial measures for policy implementation by the Ministry of Education 2-1 The system of disbursements of the national treasury occupies an important position of policy means. 2-2 With financial measures as the basis, other policy means function effectively. 2-3 Once the financial system is established, the regional governments does not go beyond requesting changes. 2-4 When for some reason it is difficult to use financial measures for policy implementation, other policy means are used.

    2023年度には、3回の研究会を開催した。第1回研究会は5月に白尾安紗美による報告（「戦前・戦後におけるアルザス地方の宗教教育－ライシテとの共存の歩み」）、第2回研究会は7月に岩下誠による報告（「公教育三原則の「イギリス」モデル？―オーストラリア・ビクトリア州教育史の研究動向」）、第3回研究会は11月、2023年度の総括として、研究メンバー全員の進捗状況を報告するかたちで開催した。また研究成果の中間報告として、9月23日に開催された教育史学会第67回大会において、コロキウム1「公教育の世俗化と宗派的多元性」で、共同研究の成果を報告した（岩下誠司会、渡邊昭子、中村好甫、白尾安紗美報告、前田更子コメント）。教育史学会における共同発表が、2023年度の主要な成果と言える。 実証研究を担当するメンバーは、長期休暇等を利用して、各自が国内外での史料調査を実施した。中野修治はノルトライン・ヴェストファーレン州のデュースブルク市文書館にて、カトリック労働者協会の活動に関連する未刊行文書を調査した。白尾はフランス国立図書館、ナンテール大学図書館、メッス市立史料館、メッス図書館コルマール市立史料館で宗教教育史料を中心に史料収集を行った。前田はパリの国立図書館とパリ郊外（ピエールフィット）の国立文書館,リヨンのローヌ県文書館で史料調査を行った。渡邊はブダペシュトにて、国立セーチェーニ図書館とアカデミー図書館にて文献調査を行い、カトリック司教協議会関連史料を中心に史料を蒐集した。青木（利）は、メキシコ国立図書館にて、教育の世俗化に関する史料や先行研究を調査した。岩下はトリニダード・トバゴ国立公文書館および国立図書館で、イギリス本国より派遣されたアイルランド人官僚による教育改革史料を中心にトリニダード公教育改革に関する史料調査を実施した。

    具体的内容：①「官僚サーベイ」の実施に向けた準備作業を行った。主として分担者の北村が2019年に実施した官僚サーベイを検討し、調査方法全般について検討した（北村 2022）。その結果、調査対象の選定、回答方法等の工夫が必要だと判明した。官僚サーベイに関連して、研究代表者（青木）が別の研究代表者となっている科研プロジェクトが実施した別テーマ（官僚のワークライフバランス）のサーベイに関するセミナーを共催した。②「オーラルヒストリー」については、コロナ禍のため研究方法を変更した。まず既存のオーラルヒストリーのうち、公刊されたものから数点を選択しテキストデータ化を施し、今後の分析に資するデータセットづくりに着手した。これにくわえて、対面のオーラルヒストリーが可能となることを想定し、対象として想定される方の事績を年表形式でまとめた。③「ポスドク雇用」を行った。年度後半の6ヶ月間、1名を特任研究員として雇用し、過去の官僚サーベイの検討、オーラルヒストリーの準備作業を分担していただいた。 意義：①今後の実査や分析作業を考慮した分析方法の検討を行うことができた（学術的意義）。②ポスドクを雇用し、官僚制研究に若手研究者を招き入れることに成功した（人材育成的意義）。 重要性：官僚制研究におけるサーベイは長らく途絶えていたが、このプロジェクトは北村らのサーベイを引き継ぎ、かつパネルデータ化することを目的としている。当該年度に実施した研究の成果は、この意味でパネルデータ化に向けた基礎的なものとして重要性がある。

    The outcome of this study is the clarification of the commonalities and diversity among countries in guaranteeing learning opportunities for children and youth at risk. In terms of commonalities, we found that all countries need to (1) provide places and opportunities that respond to diverse needs and difficulties, (2) establish a system for the maintenance and quality assurance of those place and opportunities, and (3) expand the availability of such places and opportunities. On the other hand, it became clear that there are differences among countries in terms of whether the above-mentioned elements (1) to (3) should be publicly guaranteed or provided through public-private partnerships, and in terms of the content of alternative education, whether the emphasis should be on providing a place to stay or on connecting to a career.

    The purpose of this research is to provide academic findings on the Ministry of Education, Culture, Sports, Science and Technology (MEXT). First, we review the results of the empirical studies on bureaucracy in public administration and indicate the importance of conducting surveys on bureaucrats. Second, we point out that no survey has been conducted on MEXT and state the significance of studying about MEXT as a subject of research into bureaucracy. Third, we analyze the survey results of all senior officers in MEXT conducted in 2016 with studying on personnel data of MEXT and researching on policy process of education and technology. In particular, these results indicate a lack of contact with the prime minister’s office, an emphasis on the intergovernmental fiscal transfer system for local government, and difficulties in coordinating with the Ministry of Finance.

    Japanese large urban cities which are confronting fiscal austerity need some new types of education policy management tools, including the idea of New Public Management. Based on case studies and a survey by questionnaire to the designated cities in Japan, for example Seirei Shitei Toshi, Chukaku Shi, and so on, this research analyses current status and issues of big cities' education reform policies. We point out that it is useful to pat attention to management tools for educational policies from four perspectives, i.e. time management perspective, number management perspective, space management perspective, and fiscal management perspective. For example, not much is known concerning the relationship between the number of part-time teachers whom big cities assign to each public school and per capita resident tax revenue.

    Consequently we implemented an international comparative study on local government management practices by surveying the perspectives of local citizens for the UK, US, Norway,New Zealand, Korea and Japan. The findings are as follows. (1)Current management practices in all nations are a mix of OPA, NPM and Post-NPM. This means that NPM is still alive and Post-NPM could not be regarded as a transformation from NPM. (2)In every nation, OPA still dominated NPM and Post-NPM. (4) In Asian countries, there is no dominant management principle. The strengths of three principles are much lower than other nations.

    In this study we investigate teachers’ emotion and work condition through analysis of interviews to teachers and school documents. As a result it is evidentthat on one hand teachers tend to have negative emotions because of the uncertainty of teaching and continuous educational reform, but on the other teachers manage their emotions to transform negative emotion to positive one. It is also clear that in some schools teachers’ emotions vary so much and in others they do not depending on the principal’ s leadership and other factors.

    The multi-agency nature of children's services infiltrate into the UK, USA and Nordic Countries. Through inquiry into several Local Authorities in the UK former Labour Government proposed ‘Children's Centre' for attempting to strengthen collaboration for delivering social services and to share information concerning children among different organizations.     We had tried to clarify the bend of teachers' salary system reform and how the system have operated in local government under the reform after decentralization-reform(2000).The results of this research project are the following;(1) We tried to clarify how the teachers' salary system with personnel management policies have operated in local government and how the principals have recognized the teachers salary system through the questionnaire survey.(2) In addition to the above questionnaire survey, We tried to arrange and confirm the main issues and problems by making interview-investigation into the school board in 7 prefectures and 5 government-designated cities.(3) We could collect the basic data of teachers salary to be compared with the salary of the public official or private enterprise workers.(4) We could collect the basic data and information of the teachers' salary system reform in various foreign countries (the United States, Britain, France, Korea, China)However, We had no sufficient time to making those basic data into general theories and comparing the system in Japan with the system in the foreign countries. So, we want to grapple with the problems to be left in the near future.

    ・平成17年度にまとめた都道府県独自の少人数学級編制について、フォローアップを行った。、山形県酒田市で開催された少人数学級編制に関する全国規模の研究会に参加した。フォローアップに際しては、山形県は全国に先駆けて本格的に少人数学級編制を県独自で行った。導入同時の県教育委員会事務局幹部にインタビュー調査を行い、導入同時の教育委員会内部の政策過程、意思決定過程に関して知見を得た。さらに、研究会で導入約5年を経過した段階での県内教育行政の変容について知見を得た。具体的には、導入当初は児童生徒の学力や生活状況が向上するというデータが得られるなどのインパクトがあったものの、その後教員が大人数の児童生徒を対象に教育活動をしなくなったことにより、指導力の向上・形成が政策課題となっていることが明らかとなった。・今年度最も研究資源を投入したのが質問紙調査である。この調査は、大都市(政令指定都市、中核市、特例市、その他県庁所在市の121市)教育委員会事務局幹部と議会事務局に対して行ったものである。教育委員会調査では、幹部職員の属性(職務経歴)、市内政策エリート(首長、教育長等)との接触頻度、政策情報収集行動(視察・照会)、当該市議会における教育政策に関する議論の現状・変化を調査した。市議会調査では、先進的教育施策に対する視察・照会を当該市議会がどの程度行っているのか、また当該市議会において教育政策に関する議論がどのように行われているのかを調査した。調査の結果、地方分権改革後、大都市においては先進的な自治体に対する情報収集活動が増えており、市議会においても教育政策に関連する質疑が増加しているという変容がみられることが明らかとなった。

    School-level autonomy is main stream of recent educational reforms in Japan and USA. We conducted a questionnaire survey on city level 698 boards of education in 2002, respondents were 576. About thirty five percents of respondents have some policies to give principals authority to make decisions related to spending money which were funded specially. According to the survey, in 339 cities, principals are authorized to spend money allocated by central office ; however in most case an upper limit is set. We found that almost 200,000 yen for purchasing supplies at a time and also 200,000 yen for contracting with any company to repair facilities. Applying the logistics regression analysis, we choose five factors as a explanatory variations; principals' authority, to make payment, an existence of city wide balance sheet, discretionary funds, codes of public school financial accounting, number of junior high and the financial capability index. We can say that the city, which have discretionary fund for schools, which have code of public school financial accounting, and which have a large number of schools, tends to give principals some authority. On the other hand, considering the great difference between Japanese public school accounting system and United States, we translated a "Financial Accounting for Local and State School Systems (2003 edition) published by National Center for Education Statistics in U.S. Department of Education, and then compared both types of accounting system. We pointed out that the establishing of accounting system by objective or by activities such as U.S. is needed in Japanese public school systems.
