Building relationships is a key strength of international volunteering for development. This study explores the role of bonding, bridging, and linking social capital in shaping the effectiveness of international volunteering. Using survey data from 1,330 Japanese international volunteers who completed surveys before, during, or after their 2-year volunteering experiences, the study employs principal components and multiple regression analyses to construct social capital measures and examine their association with perceived volunteer achievement and outcomes. The results indicate that bonding social capital, developed within host organizations, was positively associated with volunteers’ perceived achievements and outcomes. Furthermore, bridging social capital with local people outside host organizations and linking social capital with the volunteer-sending organization—both created during the first half of the volunteering experience—were also associated with enhanced outcomes. The findings highlight that social capital is crucial in overcoming challenges and maximizing the impact of international volunteering for development.

The purpose of this study project is to explore the change made by international volunteers to people in developing countries and its influence on the shaping of global civil society, from perspectives of social sciences and humanities. This study selected the case of Japan Overseas Cooperation Volunteers (JOCV) and discussed that the JOCV program was effective in development cooperation, depending on the concepts of social capital and capacity development. Further, it examined the reciprocity defined as a feeling that volunteers as service provider are given something in return by local people through their JOCV activities. Also, this study addressed the issues of returned volunteers’ career path and their contribution to Japanese society and comparison between JOCV and similar programs in other countries. Finally we concluded that JOCV contributed to shaping the global civil society.

This interdisciplinary research project tackled the shrinking of society, one of the most pressing policy issues in Japan, where an aging and decreasing population is expected to shake the sustainability of local governments. First, in view of a residential decrease and diminishing social resources, we engaged in theoretical and philosophical analyses on desirable ways of maintaining social and private life, its social and institutional foundations, and their historical changes. Second, by focusing on the discrepancy between the legal system established in Japan during the period of population growth and the legal issues in the period of population decline, we identified some options for how to reorganize the legal system to suit a shrinking society. Finally, we examined feasible and comprehensive policy options, which could address a wide variety of practical issues that might arise from population decline related to governance, public law, and civil law.

The East Asian countries (except Japan) achieved the V-shaped recovery through efforts to liberalize trade and investment, improve the technological capacity, and to make the labor market more flexible. These reforms never progressed through the automatic corrective mechanism of the market but were realized through political coordination of interests among big enterprises, SMEs, farmers, workers, and socially vulnerable people. The content and effectiveness of the reforms vary reflecting different political institutions and different state-society relations in these countries. However, they are converging in the point that political coordination of interests is increasingly difficult due to the trade-off relations existing between trade liberalization (and/or the labor market reform) and the enhancement of social welfare programs and between the short-term increase of returns for individual enterprises and the long-term improvement of the national capacity for technological innovation.

The purpose of this study is to explore, from a comparative perspective, political processes on financial restructuring that governments of South Korea, Thailand, and Mexico tackled after the financial crises in the 1990s. The researcher visited Thailand and Mexico in 2009 and South Korea in 2010 for making research. In the three countries, he had interviews with incumbent and former executives of ministry of finance, central bank, professors and researchers of university and institutes, staffs of Japanese embassies and Japanese commercial banks. Also he worked to collect documents, articles and books at university libraries, institutions, and government organizations. The researcher made an analysis based on the research in the three countries and reached the following conclusion. The Kim Dae Jung government of Korea chose a government-led approach because of legacy of its interventionism in the market and the control of commercial banks. This legacy was evident in the organization and personnel of economic ministries such as the Financial Supervisory Commission. In Thailand, two legacies influenced the government decision to adopt a market initiative approach. First, Thailand's economic ministries had maintained non-interventionism in the market since the 1960s. Second, under the oligopoly of the largest banks, which continued even in the post-crisis years, government policy tended to reflect the preference of private bankers for the market-led approach. Mexico's financial restructuring, featuring government initiative and substantial access for foreign capital (free market principles), was determined by two different factors. First, the government initiative reflected the PRI's tradition of interventionism in the economy. Second, however, government leaders no longer hoped to control the financial market as they had done before the Peso crisis. Their economic ideology was transformed into neoliberalism. This ideological change occurred because they had been seriously damaged by the two financial crises in 1982 and 1994.
