    本研究は、高齢者の生活水準が退職後にどう変化するかを明らかにするものであり、これは政策的・学術的にも重要な課題である。高齢者の生活水準の問題を、標準的な経済理論であるライフサイクル仮説から考えると、Forward looking な家計や個人は、退職のような所得の予期される変化に対して、消費の限界効用を平準化させるはずだ、ということである(Modigliani and Brumberg (1954) や Friedman (1957))。しかしながら、退職にともなう消費の急激な低下が観察され(Banks et al (1998) や Bernheim et al (2001))、標準的なライフサイクルモデルでは説明しきれないことから、退職後の消費水準の低下は「退職消費パズル」と呼ばれ、研究されてきた。本研究は、この理由を日本の長期家計パネルを使って明らかにするものである。 昨年度は、慶應義塾大学の「日本家計パネル調査」をメインとして、大阪大学の「くらしの好みと満足度パネル調査」を補完的に使用し、「時間割引率が年齢に依存せず一定である」という仮定の妥当性を検証し、その内容を、共同研究者の東北大学経済学研究科の若林緑准教授、フランクフルトゲーテ大学の辻山仁志准教授、および、Hannah Paule-Paludkiewicz氏とともに、論文Time Preferences over the Life Cycle and Household Saving Puzzlesとしてまとめた。英文査読雑誌である、Journal of Monetary Economicsに公表された。ライフサイクルモデルにおいて年齢に依存した時間割引率を考慮することの重要を指摘するなど、良好な進捗であるといえる。

    本年度は、若林氏(東北大学)と暮石氏(国立社会保障・人口問題研究所)は子どもの貧困に関して、厚生労働省「21世紀出生児縦断調査」を用いてどういった世帯が貧困であるか、貧困率がどの程度であるか、また貧困が持続する世帯にはどのような世帯があるのかについて引き続き分析を行った。本年度は平成13年度出生児に加えて平成18年出生児に関しても分析を行い比較を行った。また高齢者の消費行動に関する研究も始め、高齢者の消費が退職とともに下落するのはなぜかという「retirement consumption puzzle」に関する研究を始めた。データに関しては慶應パネル(Keio Household Panel Survey)を中心に分析を行っているが、阪大データ(くらしの好みと満足度に関する調査)や中高年縦断調査についても検討を進めている。 梶谷氏(明星大学)は,2018年度は, "the Longitudinal Study of Australian Children (LASC)" の個票データを用いて,親と一緒に過ごす時間と子どもの非認知能力との相関について分析を試みた. マッケンジー氏(慶應義塾大学)は,厚生労働省「21世紀出生児縦断調査」を用いて、保育園の入所の分析を進めている。現在までの分析では、保育所への入園が、(1)子どもや夫の状況にかかわらず就業する女性、(2)子どもや夫の状況に関わらず就業しない女性、(3)子どもや夫の状況に応じて、また仕事の状況によっては就業をする女性の3パターンによって大きく異なることが分かっている。

    Mothers who return to work early after having their first child are found to have a higher probability of being employed full-time in the long-term (10 years later), but not in the short-term (3 years later). It is found that the gender of the youngest child has no impact on the labour market activities (labour market participation, hours worked or wage rate) of Japanese mothers. In contrast, in Thailand the gender of the youngest child has no impact on the labour market activities and that impact varies with the age of the child. For Japanese couples, an increase in the future probability of looking after their parents or parents in law leads to an increase proportion of couples born after 1946 choosing to have no children. Once a couple chooses to have at least one child, this probability has no impact. For the cohort born before 1946, there appears to be no impact.

    First, Kureishi (2016) consider that individuals’ decisions to participate and pay to National Pension are financial behaviors, and focus on whether or not they are related to social connections. Using the National Survey on Social Security and People’s Life, conducted by National Institute of Population and Social Security Research in July, 2012, I examine whether or not the strength of social connection induces individuals to participate and pay to National Pension. Second, Kureishi and Wakabayashi (2018) analyze whether or not informal family caregiving worsens caregivers’ health and life satisfaction among Japanese married middle‐aged and elderly individuals from the Japanese Study of Aging and Retirement. Unlike previous studies, we distinguish between wives and husbands as caregivers and between one's own and one's spouse's parents as care recipients.

    The purpose of this research project is to analyze the relationship between the change of the composition of family members (for example,becoming single and unmarriage, becoming extended family and nuclear family, and divorce) and the behavior of family. We did various researches, for example, Kureishi and Wakabayashi found that people who are not get married in near future increase their saving for precautionary motives because of the function of the marriage of risk sharing. Sakata and Mckenzie found that co-residence with a single adult child decreases the life and marital satisfaction of Japanese parents. Sekita found that individuals who have savings plan do not tend toborrow to pay off debts and the impact is strong especially when wivesmainly decide on savings and investments.

    In this research, we conduct a theoretical and empirical analysis of the impact of bequest motives, social norms, and the social security system (especially the public long-term care insurance system) on the consumption, saving, labor supply, leisure, bequest, transfer, long-term care, and co-residence behavior of parents and children using micro data from China, India, Japan, the United States, etc. We find that the intra-family behavior of individuals varies greatly from country to country, with the Chinese and Japanese behaving relatively selfishly and Indians and Americans behaving relatively altruistically.

    In this research, we analyzed the determinants of household behaviors considering each family member (for example, labor supply, parent-child co-residence, financial assistance and care of parents by their children, etc.). We constructed theoretical models and discussed derived hypotheses using Japanese micro data. Then, we found that it is important to discuss the household model considering each family members rather than by unitary model.

    In this research, we used data from Japan, the United States, China, and India to analyze the current state and determinants of bequests and other intergenerational transfers and parent-child relations (parent-child co-residence, financial assistance and care of parents by their children, etc.) from a cross-national perspective and to shed light on which theoretical model of household behavior applies in the real world and on what differences exist among countries. We found that the Japanese are the most selfish and that those in the United States, China, and India are the most altruistic.

    私はこの一年間で博士論文を完成させた。具体的には以下の3章を完成させている。 第1章では、(財)生命保険文化センターおよび東京大学社会科学研究所附属日本社会研究情報センターより提供を受けたマイクロデータ「公的保障と自助努力に関する意識調査-1996年-」を用い、老後生活費の財源である将来の貯蓄の取り崩し予定額、公的年金・退職金の期待額が、退職前の人々の老後貯蓄の現在額にどの程度影響するかについて分析した。本分析から、勤労者は将来の貯蓄の取り崩し、公的年金、退職金受給額等を考慮に入れ、現在老後貯蓄を行っているという結果が得られた。これはライフサイクル仮説とも整合的である。 第2章では、郵政省郵政研究所から提供を受けたマイクロデータ「家計における金融資産選択に関する調査-1996年-」を用いて、老後生活費や将来受給予定の公的年金・退職金が老後貯蓄目標額および個人年金需要に与える影響について分析し、人々の年金資産が過剰か否かについて検証した。本分析から、自営業者世帯に限り、公的年金と老後貯蓄だけでなく、公的年金と個人年金の間にも代替関係があることが示された。これは次の3つのことを示唆する。すなわち、自営業者世帯ではライフサイクル仮説が強く支持されるということ、彼らの年金資産が過剰ではないということおよび公的年金給付の削減が自営業者世帯の個人年金需要を増加させるということである。 第3章では、第2章と同じマイクロデータ「家計における金融資産選択に関する調査-1996年-」を用いて、人々の所得や消費が退職前後でどのように変化するのか、また変化する原因について分析を行った。本分析から、人々の退職が「予期できたものである」と仮定した場合、家族人数の減少と仕事関係の消費の下落により退職後の消費の下落を説明できることがわかった。これはライフサイクル仮説と整合的である。
