Abstract A powder mixture of UO₂ and TiO₂ was mechanochemically treated in a planetary ball mill under Ar atmosphere for 1 h using a tungsten carbide vial and balls as the milling medium. Such mechanochemical (MC) treatment reduced the crystallinity of UO₂ and TiO₂. The mechanochemically treated powder mixture was heated at 700–1,300°C for 6 h under Ar atmosphere and analyzed by X-ray diffraction analysis, scanning electron microscopy-energy-dispersive X-ray spectroscopy, and X-ray absorption fine structure analysis. For comparison, a UO₂ and TiO₂ mixture without MC treatment was heated and analyzed under the same conditions. UTi₂O₆ did not form below 1,100°C without MC treatment and only the starting materials were observed. At 1,200 and 1,300°C, a small amount of UTi₂O₆ and equal amounts of UTi₂O₆ and UO₂ were formed, respectively. The mechanochemically treated sample produced nearly pure UTi₂O₆ containing small amounts of UO₂ impurities when heated above 900°C for 6 h. UTi₂O₆ was highly crystalline and uniform regardless of the synthesis temperature. It is suggested that the crystallinity of UO₂ and TiO₂ was reduced and the formation of UTi₂O₆ was promoted by MC treatment.

As for the Fukushima Dai-ichi Nuclear Power Plant Accident occurred in March, 2011, studies on characterization of fuel debris and movement of nuclear fuel materials, fission products and minor actinides in reactor, the evaluation of environmental contamination were introduced in relation with the radioactive waste managements. Furthermore, the situation of the back-end research in the fuel cycle and necessity of the facilities for nuclear materials and radioisotopes in nuclear engineering field were also discussed.

Due to the Naturally Occurring Radioactive Materials (NORM) existing in the earth's crust, the entire natural ore always contains some amount of radioactivity. In particular, rare-earth ore tends to contain relatively high amount of radioactive materials due to the geochemical property of rare-earth element. The main components of radioactivity in rare-earth ore are Uranium, Thorium and their descendant nuclides in the radioactive decay series. Therefore, the refinement and other processing of these ores, especially Monazite, Bastnasite and Zircon, could bring concentrated portions of U, Th or other radioactive materials, which might conflict to the laws and regulations on the handling of radioactive materials, depending on the collected amount and the concentration. In this article, the analysis method for the radioactivity in the ore based on γ-ray spectrometry and α spectrometry are introduced with the results for several rare-earth ores. Then, the concerning regulation laws and guideline on the nuclear source material, nuclear fuel material and radioisotopes are explained by focusing on the treatment of natural radioactive materials. Finally, the basics of chemical separation techniques of radioactive materials from rare-earth elements, i.e., conventional precipitation method, solvent extraction method and advanced chelate impregnated absorbent method are explained with the help of chemical equilibrium calculations and reported experimental data.

Massive tsunami generated by the Great East Japan Earthquake attacked the Fukushima Daiichi Nuclear Power Plant and caused the nuclear accident of level 7 to overturn the safety myth of the nuclear power generation. The domestic worst accident does not yet reach the convergence, and many inhabitants around the power plant are forced to double pains of earthquake disaster and nuclear accident. Large amounts of high-activity-level water over 200,000 tons are accumulated on the basement floor of each turbine building, which is a serious obstacle to take measures for the nuclear accident. For the decontamination of high-activity-level water containing seawater, the inorganic ion-exchangers having high selectivity are effective especially for the selective removal of radioactive Cs. On the other hand, radioactive Cs and I released into the atmosphere from the power plant spread widely around Fukushima prefecture, and the decontamination of rainwater and soil become the urgent problem. At present, passing about four months after nuclear accident, the radioactive nuclides of ¹³⁷Cs and ¹³⁴Cs are mainly contained in the high-activity-level water and the selective adsorbents for radioactive Cs play an important part in the decontamination. Since the construction of original decontamination system is an urgent necessity, selective separation methods using inorganic ion-exchangers are greatly expected. From the viewpoint of cost efficiency and high Cs-selectivity, natural zeolites are effective for the decontamination of radioactive Cs. This special issue deals with the selective separation and solidification of radioactive Cs and Sr using zeolites.

Stability constants for trivalent f-elements of Eu, Am, and Cm with dicarboxylates containing neutral donors such as secondary amine and ether oxygen were determined by the solvent extraction method in 0.1 M NaClO₄ at 25°C. Six carboxylic acids of suberic acid, 3, 6-dioxaoctanedioic acid, ethylenediamine-N, N'-diacetic acid, glutaric acid, diglycolic acid, and iminodiacetic acid were examined for a systematic comparison. The hydration number of Eu³⁺ in the 1:2 complex was also determined by time resolved laser-induced fluorescence spectroscopy. The role of the softdonor atoms in the complex formation of f-elements and the impact of multiple softdonor atoms on An/Ln selectivity are discussed.

ウラン鉄酸化物（UFeO4）固相を有機配位子を含まない液に浸漬したとき、U濃度は中性pHからpHの低下に伴い増加し、浸漬後1か月で定常状態に至った。この条件下では、固相中の5価Uと3価Feの間で酸化還元反応が起き、6価Uと2価Feとして溶解することが示唆された。浸漬前後の粉末XRD測定では、相状態に顕著な変化は見られなかったものの、熱力学的な解析から、6価U固相のMetaschoepiteが溶解度制限固相であると推察された。一方、高pH域においても中性条件よりU濃度が増加した。大気由来の溶存炭酸イオンがウラニルイオンと強く錯生成したためと考えられた。またU濃度にフィルタの孔径依存性はみられずコロイドの顕著な生成は確認されなかった。次に、ジカルボン酸であるマロン酸を含む液に固相を浸漬したところ、有機配位子を含まない場合と比して、Uの溶解が促進された。マロン酸濃度の増加（0.001M～0.01M）に伴ってU濃度が単調に増加し、ウラニルイオンとマロン酸との強い錯生成が示唆された。さらに、UO2にステンレス材およびZr金属を混合し、模擬燃料デブリをAr雰囲気下の1600℃で加熱合成した試料に対して浸漬実験を行った。ウラン鉄化合物と同様に、マロン酸の添加によりUの溶解が促進されることが分かった。なお、有機酸を添加した浸漬実験ではU濃度は時間（最長1か月）とともに増加傾向を示したことから、今後固相表面でのマロン酸とウランの錯生成反応機構について、更なる検討が必要である。

10 ppb or 100 ppb of La, Sm, Ho, and U were doped as the tracers into the sedimentary rock GW samples collected at Horonobe Underground Research Laboratory. Furthermore, the same tracers were doped into the crystalline rock groundwater samples collected at the Mizunami URL. The groundwater sample was sequentially filtered with a 0.2 micro meter pore filter, and 10 kDa NMWL ultrafilters. It was found from the experiment, that the solubility of the lanthanide was controlled by the phosphates in the Horonobe GW (sedimentary rock). Therefore, the solubility of MA, which have similar chemical behavior in an aqueous solution system, is also expected to be controlled by the formation of the phosphates. Besides in the Mizunami GW (crystalline rock), the result of this study indicated that a fraction of lanthanide and MA seemed to form hydroxide and/or hydroxo-carbonate. By contrast, the predicted U(VI) species were soluble carbonate complexes in both Horonobe and Mizumami GWs.

A cement-based barrier that retards the leakage of nuclides from the underground disposal facility for radioactive waste in a saturated flow-field with groundwater was developed in this study. The experimental data showed that calcium silicate hydrate (hereinafter referred to as the CSH gels) forms as a secondary mineral under a highly alkaline and flow condition, due to the elution of calcium ions from the cement necessary for the construction of the repository and the dissolution of silicic acid from the groundwater flow-paths. Besides it was figured out that the CSH gels lead a confinement function against iodide and iodate ions which is ten times or more than that conventionally assigned, because of both the decrease in the permeability of groundwater associated with the formation of the CSH gels and the chemical reactions. Moreover, the addition of hydrotalcite (HT) as a fine aggregate of cement can further improve their confinement effect under a freshwater groundwater condition.

A simulated fuel debris of MCCI debris that occurred at the severe accident at FDNPS was prepared as a fundamental study for the proposal of the final disposal. The relationship between properties of the solid phase condition and leaching of U and fission products was investigated. Additionally, we proposed the vitrification method for stabilizing the generated debris. Unlike ordinary spent fuel mainly composed of uranium dioxide, the formation of calcium-uranium oxide was confirmed at high temperatures, and the uranium boride was formed by reaction with B in control rods. Various fission products were introduced by thermal neutron irradiation. Based on the concentration of nuclides eluted by immersion in artificial seawater etc., the knowledge of long-term chemical stability of MCCI debris when disposed was obtained. When the debris was vitrified under an anaerobic condition, the volume as waste increased, but a significant effect of suppressing elution of nuclides was found.

Pa-231 is estimated to be the highest radiation exposure factor in a safety assessment of uranium waste disposal. However, the thermodynamic data set are not enough provided for Pa(V) so far. Therefore, in this study, we have retried the solution chemistry of Pa using macro amount of Pa-231 and trace amount of Pa-233. First, we have developed usable purification procedure of Pa-231 and milking procedure of Pa-233 from Np-237 by co-precipitation method and solvent extraction method. Then, we have determined stability constants of complex formation between Pa(V) and fluoride by UV-Vis-NIR photo absorption titration technique. Also, hydrolysis constant of Pa(V) was determined by solvent extraction technique.

In consideration of embedding radioactive waste in the subsurface where the liquid-solid ratio is small and saturated by groundwater, the confinement function of calcium silicate hydrate (hereinafter referred to as CSH) was examined by using mainly iodide ions. While CSH is the main component of cement, it is known that Ca gradually leaches due to alteration. However, even if the Ca/Si molar ratio 1.6 of ordinary cement decreases to 0.4, the results in this study showed that the CSH confines iodine undergoing a form dissolved in the hydration water. Furthermore, such a confinement function also appeared in the flow field of groundwater. This means that in a geological disposal system CSH itself repairs the barrier damaged by crustal deformation and so on.

Basic research for constructing rational treatment and disposal system of radioactive wastes generated by Fukushima Dai-ichi nuclear accident have been performed in three research fields of characteristic of solid and liquid contaminants, treatments of solid and liquid contaminants, and radioactive waste disposal. As a result, we have obtained many useful data on properties of fuel debris, leaching behavior of nuclides from debris, treatment methods of contaminated water, solidification method of wastes, novel decontamination methods, migration behavior of nuclides in the fields containing salts of high concentrations, and so on. These results are expected to contribute to the management plan of radioactive wastes generated under abnormal conditions in contact with water containing seawater in the Fukushima Dai-ichi nuclear accident, and to the progress of radioactive waste managements.

Humic substances (HSs) are heterogeneous mixture of high-molecular-weight organic materials formed by humification of animals, plants and microbes. HSs plays an important role in the transportation of cations in environment, and are confirmed to be present even in the deep underground where radioactive wastes are planned to be disposed. The purpose of this study is accurate determination of delta_G, _H,_S in protonation and complexation of natural humic acid with Cu(II) by calorimetric titration. Furthermore, the reaction mechanism is discussed from the obtained thermodynamic quantities. It is revealed that the absolute value of complexation enthalpy is negative and decreases with pH increase. In addition, the complexation reaction of Elliot Soil humic acid is driven by enthalpy term, while the protonation reaction in this pH range is driven by entropy term. This difference is considered to be caused by the difference of the bonding mode between proton and Cu(II) to humic acid.

The secondary dispersion of radiocesium is important to understand the migration behavior of radiocesium (134Cs and 137Cs), released from the Fukushima Dai-ichi Nuclear Power Plant (NPP) accident, in river systems running through the areas with widely various radiocesium deposition. This study investigated radiocesium radioactivity in river waters in Abukuma, Same, Natsui, Niida, and Uta Rivers, Japan. The secondary dispersion exhibited that total radioactivity of radiocesium decreased concomitantly with increasing time after the NPP accident at normal flow condition. Higher radioactivity and particulate phase percentage were found at high flow condition caused by rain events. The percentage of particulate phase for May-September 2011 was 20-30 points lower than those after December 2011 at normal flow condition. These results indicate that the supply of radiocesium from the watershed differs from the early stage up to September-December 2011 and from the last stage.

Interaction of iodine ions(I^-,IO_3^-) with altered Calcium Silicate Hydrate (CSH) was examined, by considering the condition saturated with groundwater. In the safety assessment of geological disposal of radioactive wastes, it is necessary to describe the ability of the concerned humic substance to form complexes with metal ions. In this study, the interaction of metal ions with humic substances was described by the following proposed equation, logK_<app>=logK+alogα-blog[Na^+]-mlog[M], for k_<app>=[ML]/([M][R]), where [ML] and [M] are the concentrations of bound and free metal ion, [R] is that of dissociated proton exchange site and a is the degree of dissociation (charges are omitted). The applicability of the model equation was verified by using the data on various metal ions and various humic substances reported in the literature. Moreover, to examine the individual dependency of the apparent stability constant on each term more precisely, the calcium-bindings of some humic substances were studied by potentiometry with using the Wallingford titrator which allowed to measure or control pH and pM simultaneously by using glass electrode and ion selective electrode. The model equation fairly well reproduced the apparent stability constants of the humate complexes with various cations (including proton) reported by other researchers, indicating the practical usefulness of the equation. The dependence of the apparent stability constants of calcium-humates on pH or pM obtained by keeping the other variables constant by using the two-electrode titration technique clearly indicated the effectiveness of the proposed model equation. The values of model parameter m were consistent with its meaning, the degree of heterogeneity or distribution of the complexation-strengths of the sites, indicating that the model is chemically reasonable.
