    In recent years, among the governance theory, especially the corporate governance has attracted social attention. In the field of the business administration, economics and law, a number of literature on the corporate governance have been written. However, it has not been much attention in the political science. The object of this article is to review several recent political studies on the corporate governance, here termed the 'politics of the corporate governance'. <br>  This article summarizes the previous researches, stressing the distinctiveness of the 'three I's approaches in the political analysis of the corporate governance: institution, interest and idea-based approaches. The institution-based approaches reveal correlation between the political institutions and diversity of the corporate governance. The interest-based approaches focus on the role of political parties, political coalitions of some interest groups and corporate actors to the political process of the corporate governance. The idea-based approaches reveal role of the ideas, discourses and framing which effect on the corporate governance system changes. <br>  Although the previous studies has contributed to the 'politics of the corporate governance', there still remain questions. We need to address the challenges.

    金沢大学人間社会研究域法学系日本の医療供給政策は，1980年代中葉に，従来の供給促進型から供給抑制型へと大きく転換した。他方，その主要政策手段は誘導型規制から直接規制へ変化し，当時の新自由主義的改革の基調とは逆行するように，行政介入が強化された。この80年代の医療供給制度改革の背景・要因と，その政策過程の解明が本研究の目的である。本稿ではウィルソン（Carter A. Wilson）の提唱する「政策レジームモデル」を分析枠組みとして援用し，包括的な政策過程分析を試みた。政策レジームは，①権力変性，②政策パラダイム，③組織，④政策，の4つの次元から構成されており，通常は長期的安定状態にある。しかし環境の変化が政策レジームに圧力を加え，その後，供給促進パラダイムの危機と転換，専門家共同体の形成と社会党の現実政党化による政策ネットワークの変化，厚生省衛生部局の再編，供給抑制型政策と直接規制の実施を経て，レジームが完全に変容し医療供給政策の転換がもたらされたことが明らかになった。

    本研究の目的は、日本型福祉国家における家族政策の後進性に焦点を当て、なぜ日本では家族政策の発展が遅れたのか、その要因とメカニズムを政治学的に解明することにある。この重要な問いに取り組み、福祉国家の政治研究に対して理論的な貢献を果たそうとする。 この目的の達成に向け、2021年度は、主として先行研究の整理を行った。従来の福祉国家研究で大きな関心が払われてきたのが、組織化された労働運動と、労働組合を支持母体とする社会民主主義政党の役割である。福祉国家研究のなかで最も伝統的ともいえる理論的フレームワークである権力資源論は強力な労働組合とそれに支えられた社民政党の政権奪取が、北欧諸国に典型的な普遍主義的福祉国家の形成の重要な要因であったことを明らかにした。権力資源論は資本家階級と労働者階級との対立構造を前提とし、福祉国家の形成は後者の利害の反映であると理解するため、資本家階級たる使用者や経営者団体は福祉国家に敵対的な勢力として捉えることが通例である。これに対して、2000年代になり、使用者側の役割に焦点を当てる資本権力論が興隆する。資本権力論は、使用者側も実際には福祉国家制度の形成に対して常に反対するわけではなく、労働者の確保・維持やリスクの再分配といった観点からすると企業側にもメリットがあるため、それらの制度を支持する場合もあることを明らかにした。 しかしながら、これらの研究の多くは、「古い社会的リスク」に対応するための社会保障制度（失業保険や医療保険など）の形成・発展過程に焦点を当てているため、近年の福祉国家研究で論じられることの多い家族政策のような「新しい社会的リスク」向けの政策（家族政策など）の形成過程で、企業や使用者団体がどのような役割を果たしているのかは、必ずしも十分に明らかにされていない。 このように、先行研究の課題を詳らかにすることで、本研究の方向性を見定めることができた。

    In advanced countries including Japan, the governments have promoted institutional reforms aiming to transit from the big government to the small government, thereby revitalizing markets and increasing the freedom of business activities since the 1980s. However, while neoliberal reforms have been promoted, the Japanese government has changed some policies in order to allow the government to intervene rather actively in the market. This study focused particularly on the corporate governance reform and the competition policy (anti-monopoly policy) in Japan and revealed that, contrary to the neoliberal trend, the economic regulations have been strengthened since the 1990s.

    Both Japan and Germany are categorized as the 'coordinated market economies' as described in the "Varieties of Capitalism" theory. The coordinated market economies have different characteristics from the 'liberal market economies' typical of the U.S. In recent years, however, institutional reforms modeled on liberal market economies have been promoted, leading to the liberalization of the coordinated market economies. The aim of liberalization is to revitalize the market economy through the reduction of government and reform of non-market mechanisms. In fact, however, even in the midst of liberalization, there are cases in which government regulation is rather strengthened. This study focuses on the competition policies of Japan and Germany as cases to show how government regulation has been strengthened under liberalization.

    It is widely acknowledged that Globalization and employment/income insecurity, along with welfare policy changes, seem to have resulted in the economic decline of the middle class and decreasing popular support for the welfare state in the 1990s and thereafter. Reflecting on these contemporary tendencies, we attempted to clarify the policy changes in social security benefits and tax burden in six countries (Japan, US, UK, Germany, France and Sweden) in detail. We also explored how the governments sought to gain political support from the changing middle class and the degree of their success or failure. The research was conducted in close collaboration of scholars in the fields of political science and fiscal policy analysis.

    This study focuses on the corporate governance policy changes related to the Japanese production regime, which is classified as the coordinated market economy in the varieties of capitalism literature, through the political analysis and the policy study. In Japan, the Commercial Law and the Corporate Law associated with the corporate governance has transformed since the 1990s. These policies had been grounded in the coordinated market economy model. Recently, however, they have changed to ones according to the liberal market economy model. This study describes and explains the policy development from the critical juncture in the early 1990s, when the political structures had been opened, to the policy reforms in the 2010s. Existing policy norms and networks had been eroded in the early 1990s, and then new policy ideas and actors have influenced policy processes. As a result, the policies changed.

    By analyzing various public policies from the horizontal angles such as time, space, knowledge and technology, goals and outcomes, policy types, etc., which are different traditional and vertical angles such as environmental policy, monetary policy, education policy, etc., we attempt to establish a public policy study as an integrated discipline as well as to learn each other among other policy areas. For example, from the point of view of space, we got the point of view to measure the style(hukaku) of the city, was published a monograph to measure and compare the local cities. From the viewpoint of goals and outcomes, we got the point of view of "political success - policy failures" and "political success - political failure".

    The object of this study is to examine the political mechanism of institutional change in the welfare state. Focusing institutional changes of the public assistance policy and the number of doctors policy in Japan since the 1980s, this study obtains the following findings. The policy change of the welfare state is different from the popular policy in the unpopular policy. On the one hand, credit-claiming is sought in the popular policy, on the other hand, blame-avoidance strategy is important in the unpopular policy in order to achieve the policy transformation. However, in both policies, the change of the cognitive foundation is inevitable, therefore the discursive mobilization strategy is important in the policy process. At the same time, the study finds that the material basis of the advocates is an important factor as the conditions that allow the discursive mobilization.

    本研究の目的は、福祉国家再編期における社会保障政策の展開過程について、政策ネットワーク論の視角から分析を行うことにある。研究対象国は日本とし、1990年代以後の医療・年金・社会福祉の各政策の展開過程の相違を分析した。その研究成果の一部はすでに、学術論文(「福祉国家再編のメゾ・レベル分析に向けて」)、共著書(「少子化社会とガバナンス」岩崎正洋編『ガバナンスの課題』所収)、研究報告(「比較福祉国家の中の医療政策」)として、順次発表してきた。 90年代以後の日本の社会保障政策の動向を概観すると、年金や医療分野などにおいては制度の抜本的改革は行われていない一方、社会福祉分野では基礎構造改革が進められている。政策領域ごとに異なる軌跡を捉えるには、政策セクターを対象としたメゾ・レベルの分析が必要である。そこで、メゾ・レベル分析において有用であると思われる政策ネットワーク論、その中でとくにローズ=マーシュ・モデルを主に参照して分析を進めた。 本研究から以下の知見が得られた。医療政策ネットワークおよび年金政策ネットワークにおいては、参加アクターが比較的少数でかつアクター間の関係が緊密な「政策共同体」が形成されているために、政策変化が起こりにくかった。ただし、両者を比較した場合、医療政策ネットワークにおいては日本医師会という強力な拒否権プレイヤーの存在ゆえに、年金政策に比べても変化する可能性がさらに低いという特性が見られた。他方、社会福祉政策ネットワークについては、多数のアクターが存在し、アクター間の関係も緊密ではない「イシュー・ネットワーク」の状態にあるため、介護保険制度の創設、育児支援制度の充実化、社会福祉基礎構造改革といった大きな政策変化が起きた。以上が本研究の結論である。
