This paper aims to study the relationship between human resource management practices (including work itself, training and development, supervisor support, co-workers ‘relation, salary, and working environment) and job satisfaction among employees in Japanese agri-businesses in Vietnam. The structured questionnaires were distributed to 200 employees to collect the primary data out of which 179 useable were returned to test the research hypotheses. Results shows that the work itself, training and development, co-workers’ relation, salary and working environment had positive effects on employees’ job satisfaction. However, there were no relationship found between supervisor support with job satisfaction. Finally, based on the results of qualitative and quantitative evidence as well of the comprehensive interview, some suggestions were given to human resource management practices in Japanese agricultural companies to achieve high level of job satisfaction.

<p>This study was conducted with the aim of examining the present condition of employee turnover based on the case analysis of large-scale paddy field farms. The results of the survey indicated that employee turnover of large-scale paddy field farms is very high and has become an important subject for their proprietors. The next match is needed to address these problems. In the adoption stage, it is important to promote understanding to work of large-scale paddy field farms of a getting a job person. In the upbringing stage, it is important to plan for proper communication between the proprietor and the employees.</p>

東北農業研究センターでは、寒冷な気象条件下でも小麦と大豆の連作を可能にする立毛間播種技術の開発を進めている。これまで北東北太平洋側の岩手県花巻市において、その導入効果を解明したが、今後さらに広範な地域で普及するためには、条件の異なる地域での導入可能性や課題を経営的視点から明らかにする必要がある。そこで本稿では、北東北日本海側地域を対象に、当該技術の導入効果について検討する。

本稿の課題は、夫婦一世代経営における上限規模と期待所得の分析のために、労働組織や受粉樹などリンゴ作の特殊性を考慮した線形計画モデルを構築し、そのような制約条件の有効性を示すことである。これまで、リンゴ作を対象にした線形計画モデルは、中田嘉博によって構築されているが、「技能を必要とする剪定等は基幹男子労働力によって担われ、摘果、着色管理、収穫等は家族労働力が総結集される」といったリンゴ作労働組織の特徴は考慮されていない。それは1980年代初頭を背景に、家族2人経営では1ha程度、家族3人経営では2ha程度、家族4人経営では3ha程度と、規模に対して基幹男子労働力が十分であり、熟練度について考慮する必要がなかったためと推測できる。しかし、90～95年にリンゴ作経営規模の分解基軸は作付1.5haで（農業センサスによる）、家計費充足を経営目標とした場合の単一経営の専業下限規模が、リンゴ作付2ha以上（90～94年の平均、農家の形態別に見た農家経済）である。2ha以上は分類されていないため下限規模の推定は困難であるが、リンゴ作の労働組織の特徴から、家族労働力に乏しい家族2人経営では、基幹男子労働力の不足によって規模が制限されることが考えられるが、最適規模、所得は明らかではない。

本研究の課題は、国による米の生産数量目標配分の廃止後、稲単作地帯における水田利用の高度化の条件を明らかにすることである。東北地域の大規模水田作経営およびJAを対象に調査・分析を行った。今年度の実績は以下のとおりである。第一に、秋田県における集落営農法人（農事組合法人）の実態分析から、農業用用排水路や農道といった農業関連資源の保全管理組織を複数集落にまたがる広域組織へ再編するとともに、営農組織が資源保全組織と一体的に運営することによって、保全管理水準を維持しつつ、農作物の生産コスト低減しうることを明らかにした。このことは水田利用高度化に向けた基礎条件となる。第二に、水田利用はその地域における農産物の産地形成と強く関連しており、その点でJAは大きな役割を有している。秋田県の稲単作地帯に位置するJAの実態分析から、一つには米の市場が縮小していく中で、今後JAが存立していくためにも水稲以外の作物への作付け転換が重要となっていること。もう一つには、JAが米以外の作物の販売力強化のための物流合理化施設への投資や、組合員農家への技術指導強化を積極的に図りつつあることを明らかにした。第三に、稲単作地帯において、国による米の生産数量目標配分の廃止が決定された時期から、米以外の複合作物の作付けが徐々に進んでいる。ただし、それらの作目の間で相互に単収を高めるような水田利用の秩序は形成されていないのが全般的な状況である。しかし、そうした中にあって、秋田県の中核的水田地帯の周縁部において、水田で大豆-小麦-ソバといった畑作物を輪作する水田畑輪作の導入が萌芽的に観察されることをモニター経営調査より明らかにした。

The community-based farming cooperation is the one of the most promising farming organizations in Japanese agriculture. It’s very important to analyze it from the sociological point of view, because it has close relationship with its community. In this research, it’s identified there are two characteristics in the management of the model cooperation in semi-mountainous area of Hiroshima prefecture. Firstly they secure as many participants in the cooperation as they can. This is because they aim to make as many contacts with each other on face to face as they can. Secondly, the principle of the leaders’ behaviors is based on the reciprocity, which is the fundamental for the people to live in the community with interdependence. For the reasons mentioned above, the management of the model cooperation makes the deeper and closer relationship than before and also cultivate the reliance and solidarity among the members, which is a base of the interdependence in the vital community.

The main findings of the study were as follows: (1)The difference by the agricultural company was conspicuous for the affective commitment,(2) Proprietor's behavior and human resource management policy were important to improve organizational commitment,(3)In community-based farming corporations, work to the formation of relationships with local communities was important for externally hired employees.

空間計量経済分析においては、農業集落活動を表す指標として、人口、高齢化率、農業生産活動等が用いられることが多いが、これらの変数は相互に関連し、変数間の因果関係や重要な変数を特定することは極めて難しい。そこで2019年度は、内生性が問題とならない標高、傾斜度、時間距離、降水量等の指標が農業集落の活動に与えている影響を空間計量経済モデルの枠組みを用いて分析することを目的とした。そして、2010年と2015年の東北地方６県の農業集落データを用いて、環境保全型農業の普及メカニズム、耕作放棄地と農地流動化の関係、農業集落間格差の収束仮説などについて分析を行った。環境保全型農業の普及程度には空間的相関があり隣接効果を有していること、耕作放棄地が一定の閾値に達すると農地の流動率が高まること、さらに零細な農業集落であっても経営耕地面積の拡大や販売収入の増加に成功している集落が少なからず存在していることが明らかになった。秋田県と山形県の集落悉皆調査に関しては、以下の通りである。秋田県美郷町千畑地区後町集落居住世帯の世帯構成、年代、続柄等の基礎情報を把握するとともに、同集落を範域として設立された農業法人の経営概況ならびに法人構成員の農作業出役状況を把握した。併せて、秋田県大仙市協和地区庄内集落の成立過程、地域産業・生産・生活基盤の変遷等に関する情報収集を行った。山形県では、園芸作物の振興等により近年基幹的農業従事者数が増加した最上地域を対象に、調査サイトを選定するために関係機関等にヒアリング調査を実施し候補地の選定作業を行った。

This study aims to clarify present condition of Land Conversion between paddy and upland with Plow Tillage ( = LCPT ) which is clearly different from conventional shallow rotary tillage with a relatively large amount of chemical fertilizers, and to clarify conditions that LCPT leads to farming reform through case studies of large-scale paddy farming in Tohoku region of Japan. The following has been suggested. First, plow often are used in conjunction with large tractor, laser leveler and vertical harrow by large-scale paddy farmers. Second, the productivity improvement of not only rice but also field crops is expected by LCPT. Third, plow tillage after rice harvest is effective as an implementation period. Fourth, it must be able to procure the compost from nearby livestock farmers. Fifth, however efforts of LCPT is still limited because the public subsidies for field crops has large influence to farming, and the agricultural policy is unstable.

In Japan, farmer's retirement age has been rising up and it's one of the main reasons why regional agriculture can hardly be revitalized. Because such trend is with big difference between districts, we have chosen some areas in Hokkaido and Tohoku and have conducted survey in each area on the delay of farmer's retirement, maily from the aspects of farm asset transfer and life plan after retirement. And we have also conducted research on business support services for elderly farmers such as contract farming by private company in the USA and retirement planning supported by business consultants in Canada.

There are currently only a few cases of cooperation between community-based farming groups (CBFGs) and agricultural enterprises. A small number of these CBFGs have aimed to further their management development process by scaling up and diversifying their products through cooperation with other organizations. The main findings of our study, relating to such cooperative initiatives, are as follows: First, cooperation with other organizations constituted one step in the management development process. Thus, when CBFGs aimed to enhance the quality of their management, cooperative partners were selected based on their image of management development. Second, to further advance their management practices, CBFGs undertook an innovative management approach, under the banner of the "economy of connection", through which strategic cross-industrial cooperation was promoted.

Firstly, we aimed to catch the change and character of competitive structure of the recent rice market in Japan. The Mega buyers like some major supermarkets, farmers and furthermore the general trading firms, agricultural cooperatives and the integrated National Federation of Agricultural Cooperatives join in the market and compete for the channel leader. In addition, the appropriation of Minimum Access Rice by the government has made the competition more intense. Secondly, we tried to catch the behavior of producer groups under the above-mentioned competitive structure. Rice policy reformation requested the process, deregulation → competition intensification → rice price depreciation, a increase of direct sale by farmer the first, next by agricultural cooperation made that process reveal. Direct sale by agricultural cooperatives causes the competitive problem of NFAC, so it is necessary for NFAC to actualize two missions, "the maximize producer's income" and "the function to link the producer and the consumer". Thirdly, we tried to catch the reorganization and the marketing strategy of the main rice producing district. The increase of agricultural cooperation direct sales has urged various marketing strategy and requested a product differentiation strategy in diversification and decrease of household consumption. The strategy needs the quality control of the whole producing district and production control of the producers through the agricultural cooperative designates. Finally, we considered the direction and measures of rice producing district through the historical study and the comprehensive appraisal of policy. The consideration that the joint sales due to agricultural cooperative urged marketing of rice made in Akita Prefecture from Meiji final period in Taisho period, gives full of suggestion to design the strategy. The proposal that it is necessary to constructs the participatory farming based on the measures to conserve and improve land, water and environment, may contributes the solving of problems.

This interdisciplinary research aimed to improve and disseminate sustainable farming systems that would avoid environmental deterioration in the surrounding lake as well as keep high agricultural productivity. As was put in the category "Grant-in-Aid for University and Society Collaboration", this research was conducted in Ogata Village in Akita Prefecture, the largest reclaimed farmland in Japan, in close cooperation with local farmers. The results can be classified into three areas. In the first area related to soil and water sciences, we succeed in building Water Quality Variation Analysis Model which showed (1) that the expansion of sustainable farming systems in Ogata Village would reduce suspended solid (SS) straight in the surrounding lake, (2) that if we divide the farmland into upstream and downstream areas, and provide different water treatment, the water quality would be greatly improved. In the second area related to agronomy, agricultural engineering and agricultural economy, we evaluated material mobility and profitability as to conventional farming, lower-input farming, least till farming and less chemical stockbreeding, soybean-wheat rotation and intensive wheat cropping. Results of a simulation analysis suggest that sustainable farming could be both environmentally and economically sustainable. In the third area related to agricultural economy and sociology, we analyzed social conditions to disseminate such new farming systems. Working on this task with local farmers, we reached an idea that establishing systematic programs to ensure farmers' voluntary participation and steady environmental improvement would be essential. Practically, based on the results of our research, farmers of Ogata Village published the "Declaration of Nature Creation in Farming and Living for the 21^<st> Century Ogata", on June 30, 2002.
