    The aim of this study is to clarify the actual status of the city center revitalization in municipalities after the completion of the approved City Center Revitalization Plans. First part is identifying the factors that led to the termination of it. Second part is investigating the process leading to the development of municipalities' own measures to revitalize the city center. Third part is investigating the status of activities of the Downtown Revitalization Conference. Some important results are found: It had established its own plan to use it as a tool to express intentions for central city revitalization measures. As for the Downtown Revitalization Conference, it currently functioned mainly as a place for information sharing.

    The characteristic, effects and issues of the provisional utilization projects of underused land in the central area of Ishinomaki city were analyzed, and the following three conclusion were obtained. (1) There were two types of temporary shopping districts in the central area of Ishinomaki City: a type that emphasizes the reconstruction of businesses and a type that emphasizes the creation of liveliness in the area. (2) In the latter case, the town development company has expanded to provisional utilization of nearby low unused land and town development in the surrounding area. (3) The management system that are open to the outside and the area vision are considered to be the factors.

    This study focuses on commercial stores that have been individually relocated and rebuilt after the Great East Japan Earthquake. Based on the results of a survey of Ishinomaki City, Onagawa Town, and Minami-sanriku Town, and the results of questionnaires and interviews with stores that were relocated and rebuilt in Ishinomaki, we reveal the follows. In the areas where damage was severe, a large proportion of the stores relocated and rebuilt, a lot of stores wanted to relocate quickly and in a low-cost way, and the aim of relocating included the resolving the sales issues that had existed before the earthquake. As support measures for store reconstruction in a future earthquake, we showed the importance of early relocation promotion by providing information on relocation destinations, the effectiveness of the shared stores, and the importance of commercial revitalization measures in normal times.

    This study aims to clarify the actual condition of large scale retail stores' withdrawal and the tendency of subsequent land use after that through the casestudies in Tohoku region. The findings are following four points. 1) In the suburban area, more than 60% of vacant lots are subsequently used for retail stores, while less than 10% of them are underutilized. 2) In some case, most of the closed stores are used for businesses which is different from new stores in other area. 3) Some of the closed stores are used by associated company. The fact indicates that the collaborations of companies would help smooth reusing of vacant stores. 4) Agricultural land is converted into commercial space, even though there are vast vacant lots in the neighborhood. This illustrates the importance of the regulation of land use conversion.

    The purpose of this study is to clarify contents, effects and problems of ordinances regulating the location of Love-Hotels and accommodations related to it by focusing on ordinance enacted and operated by local governments. As a conclusion, locational regulation of Love-Hotels can be classified under four ways, Zoning area, perimeters of specialized facilities, both area of them and whole governing area. In regard to actual situation of newly constructed Love-Hotels regulated by ordinances, limited local government can be seen the new constructions of Love-Hotels. Newly constructed Love-Hotels regulated by ordinances were built out of restricted areas. However, on the other hand, regardless of restricted ways, Love-Hotels not provided by ordinances were built in the area restricted Love-Hotels by ordinances.

    In 1995, district community planning associations were established in Kobe for reconstruction from the Great Hanshin-Awaji Earthquake. The purpose of this study is to find out how these associations were keeping after the reconstruction projects had finished by hearing survey and document analysis. This study reached following three conclusions. Firstly, community activities of community planning association were succeeded to existing local community organization in most of the target district. Secondly, spatial management activities are much easier to be succeeded compared to community formation activities because of the budget and understanding of local residents. Thirdly, the spatial gap between community planning association and existing local community organization makes it difficult to succeed the activities.

    In the reconstruction process from the Great East Japan Earthquake, actual changes of spatial form have occurred in both urban and rural areas. The purpose of this study is to clarify the actual states of the building reconstruction in urban and rural area as well as its problems. From the results of this study, following conclusions can be drawn: firstly, characteristics of building (re-)construction (place and speed of construction, former land use of the building site, etc.) differ according to its use. Secondly, urban form disperses into the loose regulated suburban areas, whereas the affected inner city stays at low recovery rate. Thirdly, sprawling developments occurring in the suburban area result in formation of low density urban area on one hand, collective relocation project on a voluntary basis in the affected area result in the same form through different mechanism on the other.

    The purpose of this study is to clarify the actual state of the diversions of agricultural land and the urban form resulted in by those diversions through case studies on four cities and towns affected by the Great East Japan Earthquake. The authors concluded following three points. 1) The number of application for agricultural land diversion, mainly to building lots, increased rapidly after the GEJE and decreased also in a short term. 2) In the cities where the land use regulation is strict, agricultural land was mainly diverted in the urbanization promotion areas, whereas that in the urbanization restricted area was preserved. 3) In the cities where the land use regulation is loose, however, urban land use has expanded to the suburbs through the diversion. The authors pointed out the importance and necessity of land use regulation in the ordinary time to prevent those uncontrolled sprawl developments after the large scale disaster.

    The location of large-scale customer-drawing facilities, such as commercial facilities and public facilities has a great influence on urban and regional spatial structure. It has been rarely controlled in Japan, however, which resulted in suburbanized spatial structure oriented by automobile traffic. Two prefectures searched in this study, therefore, began to tackle the issue from regional aspect. The purpose of this study is to uncover the effects and challenges of the location control of large-scale customer-drawing facilities by these prefectures. Key conclusions of this study are the importance of the consistency between plan and actual situation regarding the possibility of large-scale facility location in the planning process, the importance of the collaboration between prefecture and local government, or furthermore the active engagement of local government. The authors also indicate the importance of consistency of plan and regulation in the realization process.

    The purpose of this study is to clarify how the disaster hazard areas based on the Article 39 of the Building Standards Law have been designated and how they influenced on the actual land use on the district level. Through this study, the authors revealed that this regulation were operated in various ways; each local government designated the area taking into account the geographic situation, damage of disaster and intension of residents. They also investigated that some local governments admitted to build houses in the disaster hazard area by dividing it into some zones with different regulation standards. This makes it possible to meet both demands of those people who want to rebuild on site and those who want to move. This, however, at the same time is at the risk of formulating law density urban area.

    Revised Urban Planning Law (2006) authorizes prefectures to refer some opinions about basic municipalities' planning to neighboring basic municipalities before prefectures agree basic municipalities' planning. This paper focuses on the regional adjustment of basic urban planning by prefectures. We carried out the general review of the target for regional adjustment, the criteria for deciding prefectures' agreement, and the regional adjustment procedure by questionnaire surveys to prefectures and 3 case studies. The paper concludes that prefectures need to establish "prefecture Master Plan" and "urban area Master Plan" for making a judgment on effects to prefectural structure and daily living areas, and to conduct numerical analysis about urban structure when basic municipalities try to attract large shopping center.

    The paper analyzed the current state and the problem of the administrative support to the community organization, which authority and financial resources are transferred to for public service. On the basis of a questionnaire distributed among the officials in charge of the community organization, we divided them into 3 types by their behavior. Then, we analyzed that the official leading types, the officials advise the residents or affect a decision making, it is important to construct a system which removes the technique to the residents with regard to businesslike work. The resident autonomy type, the officials work as the observer, it needs to make a decision involved various stakeholder with the officials' support on the case.

    In this study, we estimated quantitatively the energy use in the food supply chain and its reduction by doing "Produce Locally, Consume Locally" (PLCL) and "Produce Seasonally, Consume Seasonally" (PSCS) through the investigation on the amount and the origin of the foods used in the Japanese style hotels in Kanzanji spa, which locates in the western part of Shizuoka Prefecture, and through the estimate of energy use for food supply for each food groups (grains, vegetables, fruits, livestock, and fisheries). Moreover we analyzed the effect of PLCL on WTP (Willingness To Pay) for meal through questionnaire survey to citizens in Tokai district and visitors in Kanzanji spa.The results show first that the energy use in the production process is larger than that in the transportation process except for fruits, which shows the high import rate. PLCL was estimated to reduce the energy use by 8.0 ％, where PSCS was estimated by only 0.2 ％. Secondly, the results of the questionnaire survey shows that the meal is the most important object for the tourists, and it can be more attractive through PLCL. Tourists would pay for the meal consists of local foods which reduce the energy use for food supply more than the normal one.These results lead to the conclusion of this paper that PLCL and PSCS have good possibility to contribute to both promotion of reduction of environmental load and tourisms.

    This paper clarifies the criteria and its use for the location control of large-scale retail stores through planing of Bauleitplan (urban land-use plan) on the municipal level in Germany. The study deals with two developments in the low-ranking centers. The main results are summarized as follows; 1) the judgement, whether the development is appropriate or not, is not clear because of the abstractedness of the criteria. Therefore the conclusions of statements are sometimes different, which reflect the interests of the addressers. 2) There is no place to discuss and adjust the statements from the professional and objective viewpoint of urban commercial facility planning. 3) Political discretion is usually limited in the framework of statical central-place-system.

    In 11 local cities in the Tohoku region, which is an advanced region of population decline, we conducted detailed on-the-job hearing surveys on the actual conditions and issues of town development corresponding to the declining population, the actual conditions and responses of vacant houses and vacant lots, and town development through public-private partnerships. The problems related to the conventional town development legislation, including not only the city law but also the land expropriation law, were clarified. The problems obtained in the above research were organized from the legal and economic aspects, and the hypothesis of the solution was considered. In addition, by feeding back the hypothesis of the solution to the local city to be interviewed, after verifying the effect of applying it, the policy proposals were summarized from the legal and economic aspects.

    (1)空間形成実態論：石巻市市街地部を事例として、被災後の建物再建動向を時系列的に調査し、従前土地利用ごと、区域ごと、事業ごとに時系列的に変化があること等を明らかにした。 (2)規制・事業制度論：嵩上げ型土地区画整理事業の事業区域内において空き地が発生している要因を調査した。その結果として、事業前後の土地利用の変化として建物が再建されないことにより空き地が増加していること、民地買収による公共事業地が空地化防止に寄与していること、さらには土地の売却・再建と外形的要因との関係性や、再建状況と被災直後の被災者意向との関係性について明らかにした。また、防災集団移転事業によって居住地移転を行なった石巻市雄勝地区の住民を対象に、新たな居住地として高台移転地を選択した住民と、内陸側の土地区画整理事業地を選択した住民の、居住満足度の違いに関するアンケート調査を実施した。漁業集落復興に関しては、漁業集落防災機能強化事業による居住地移転を行った岩泉町小本地区において、復興事業評価のアンケート調査を行った。復興事業のスピードおよび内容に関して全般的に好評価の住民の多いが、移転先住宅地整備の進め方の評価はあまり高くないことがわかった。早期再建が好評価につながっているが、進め方の課題を検証する必要があるといえる。 (3)空間マネジメント論：石巻市、大船渡市、陸前高田市で活動するまちづくり会社へのヒアリング調査を行った。施設の管理業務や地代の減免等の事業インセンティブを付与されることにより、エリアマネジメントへ注力させる枠組みが、整備計画に組み込まれてきた実態を窺うことができた。また低平地利用に関しては、その持続的なマネジメント手法について、同上の石巻市雄勝地区で住民や行政と協働で実践的に取り組んでいる。

    Using the 100m mesh population data originally developed, we create the population density structure at several points in time by the initial and expanded urbanization promotion area and the divisions by distance zone and direction, and make time-series ratios and intercity comparisons. As a result, we confirm that many of the local cities that had a compact structure lost their concentric density structures due to the decrease in density as the urban area expanded. Furthermore, we show that strategic setting of residential guidance areas and appropriate population density target setting are essential for rebuilding a compact structure in the location optimization plan.

    Perceptions on the benefits of relocating have changed due to experiences in resettling communities away from hazards to reduce future risk. Generally, effective recovery governance and comprehensive processes to rebuild livelihoods are two key aspects for successful outcomes. Results showed that governance structures during recovery changed depending on which stakeholders hold ultimate power to decide on and implement plans and projects. These structural changes delayed entire resettlement processes and disrupted livelihood rebuilding in the resettlement area. Time also plays a significant role in the way individuals view the potential benefits of relocation. Early on, residents base their decision-making on their own experiences in a disaster, viewing relocation as a way to reduce future hazard risk. However, as time passes, residents' desire to relocate reduces as their lives continue in current situations, and sustaining and developing their life becomes more important.

    This study aims to suggest to the existing land use system adjusted to Urban Facility Location Plan by surveying the policy and operation condition of the development permission system for the cities already making plan. We clarify the situation of the ordinance operation of the cities already making both 3411 ordinance and the plan. Three cities reviewing the ordinance with the plan making consider the development diffusion by 3411 ordinance as problem. The cities aim at the urban hub formation and the concentration as measures. We make the deregulation area maps according to both old and new ordinance, and verify the number of suited development and the land use composition. We confirm that the number of suited development decreases along with the reduced deregulation area and the area that can be developed is reduced in all of the three cities.

    This interdisciplinary research project tackled the shrinking of society, one of the most pressing policy issues in Japan, where an aging and decreasing population is expected to shake the sustainability of local governments. First, in view of a residential decrease and diminishing social resources, we engaged in theoretical and philosophical analyses on desirable ways of maintaining social and private life, its social and institutional foundations, and their historical changes. Second, by focusing on the discrepancy between the legal system established in Japan during the period of population growth and the legal issues in the period of population decline, we identified some options for how to reorganize the legal system to suit a shrinking society. Finally, we examined feasible and comprehensive policy options, which could address a wide variety of practical issues that might arise from population decline related to governance, public law, and civil law.

    We analyze the operation situation of Area Division, then examine the intensive type urban structure by studying Area Divided cities giving a mind to the Urban Facility Location Plan. Then we analyze the relation between urban density structure and Urbanization Promotion Area and the relation between urban density structure and the residence inducement area designated in Urban Facility Location Plan. Additionally, we compare the space quality of Area Divided cities and Non-Area Divided cities. We proceed to a discussion based on these analyses how Area Division system has influenced the transition of the urban structure, and view the role of Area Division system when we advance the intensive urban structure under a population decrease in the future.

    At the planning stage of rebuilding town development from the Great East Japan Earthquake, "compact town planning" has been promoted, and the space formation based on it has been proceeding. On the other hand, various problems are pointed out with respect to the space that has been formed in practice with this plan and its realization. However, this point is only an impressive evaluation, and empirically it has not been sufficiently verified and evaluated. Therefore, this research empirically clarified the plan of the space structure aimed at the rebuilding community development from the Great East Japan Earthquake and the situation of the space that has been formed in practice, and presented the solutions.

    One of our significant researches is urban vulnerability evaluation. Using the actual building damage data due to the 1995 Great Kobe Earthquake, Prof. Murao clarified the relationship between seismic ground motion and building damage. As a result, he constructed building vulnerability functions and proposed a method of building collapse risk evaluation for Tokyo. Monitoring urban recovery of areas affected by the disasters in the world, ISDM quantitatively evaluates the urban recovery processes for planning future disaster risk reduction strategies. To date, our overseas research fields have been in Taiwan, Turkey, Sri Lanka, Thailand, Indonesia, Peru, China, Hawaii, New York, and Myanmar. In addition, Kobe, Tokyo, Kanagawa, and Sanriku Coastal Areas affected by 2011 Great East Japan Earthquake and Tsunami have been significant research objectives for us in Japan.

    This study aims to clarify the location factors of the wind power generation facilities from the viewpoint of the permission system of Natural Parks Law and to make the proposal for the effective land use control under Natural Parks Law. We target the executed cases and the cancelled ones. As a result, we find the following: 1. At one case, when selecting the viewpoints for judging the landscape, a prefecture deletes some points because of unsuitable for view, then it permits the project. 2. At another case, a prefecture permits the project after deleting the permission standard on the landscape by applying the exception of Natural Parks Law. 3. At cancelled case, because a project at Ordinary Zone has a natural resource at Special Zone level, the project is canceled by the examination at the prior consultation before submitting the application.

    The lesson of the reconstruction from Great East Japan Earthquake is that a bottleneck process of reconstruction would often happen at the implementation of the plan. On this study, we compared three different disaster affected areas; New Orleans, Sichuan, Jogjakarta. We uncovered the relationship between stake holders and the problem against the implementation. In New Orleans, the government tried promote reconstruction with real estate market, so around low market potential area, they could not but collaborate multi-stakeholders. In Sichuan, the government applied the counter assistant system, however, they faced a difficulty for encourage these independencies of affected areas. In Jogjakarta, the government vitalized the potential of the community with distributing the fund. To cancel the bottleneck, they cultivated the existing social resource.

    The climatic characteristics at different locations (Sendai, Nagano, Guangzhou and Wuhan)and the main influential factors contributing greatly to outdoor thermal comfort of each location were clarified by conducting field measurements. Next, the effects of urban forms on urban ventilation and sun-shading were quantitatively assessed by the climatic analysis using CFD. Based on these results, the method for climatically adapted urban planning with high environmental efficiency was proposed.

    循環型社会形成の一つの手法として,「地産地消」が叫ばれている。農業の進歩は園芸施設の開発等,作物の周年供給に大きく貢献したが,その一方で,地産地消型農業を過去のものとし,農業のエネルギー消費量を増大させている。「エネルギー依存型農業」はエネルギー価格高騰のリスクや地球温暖化への影響を孕んでいる事から,「低エネルギー投入型農業」の実現が望まれる。そのためにはエネルギー消費量の変遷を明らかにし,エネルギー消費量削減のための方策を検討する必要がある。本研究では,園芸施設の面積が最も広く,エネルギー消費量が高いと予想される野菜に関してのエネルギー消費量の変遷を明らかにした。 結果によると,野菜生産によるエネルギー消費量は1975年から1994年の間に約2,700TJから3,200TJに増加していることが明らかとなった。とりわけ,トマト生産によるエネルギー消費量の増加が1980年代から顕著であったが,それは冬春トマトの生産による光熱動力の使用量の増加と冬春トマトの生産量の増加が原因である。また,季節ごとの野菜消費量の変遷を解析した結果,夏秋トマトの消費量が減少し,冬春トマトの消費量の増加が明らかとなったことから,これが冬春トマトの生産量の増加に寄与していると考えた。 そのため,エネルギー消費量削減対策として,旬の時期に生産された作物を旬に消費する「旬産旬消」によるエネルギー削減効果並びに農家所得への影響を定量化した。その結果,仮に1億人が冬春トマトを夏秋に400g旬産旬消することでエネルギー消費量の7%を削減できることがわかった。 以上のことから,トマトの旬産旬消は生産によるエネルギー消費量を削減し,光熱動力費の増加に伴う農家所得への影響を小さくできる取り組みであるといえる。

    本研究は、バングラデシュ国首都ダッカの災害脆弱性を克服するための技術を開発し、その効率的な普及を通じてより安全な都市を築くための戦略を提案するものである。地震や重力などの自然外力に対する建物の強靭化のために同国の材料特性や施工技術を踏まえて新たな建物補強技術を開発するとともに、これを実装する建物の崩壊危険度診断の結果や地域の社会経済的特性の分析を踏まえて強靭な建物の計画的な配置を提言することにより、ダッカの災害レジリエンス向上を実現しようとするものである。

  2. 被災後の都市・集落形態の変容に関する研究－コンパクト化？スプロール化？

    我が国においては、人口減少・高齢化・財政状況の悪化等を背景として、都市・集落形態のコンパクト化、いわゆるコンパクトシティが希求されており、多くの自治体においてそのための都市計画的努力がなされている。被災自治体においても同様であり、被災直後に策定された多くの復興計画においては、総論的に「コンパクトシティ」が謳われていた。 その後、復興計画が実施へと移行する中で、防災集団移転促進事業を中心とした自治体主導型の再建が行われている。その一方で、個人レベルで土地や住宅を購入して住み替える、個別的自力再建も多数行われている。しかし、これらの動きが全体として空間的にどのように行われており、それが都市（集落）の空間形態の変容という観点からどのように評価できるのか、コンパクト化が進行しているのか、それともスプロール化が進行しているのか、ということに関しては、全く明らかになっていない。 そこで本研究では、被災後の被災自治体の空間的土地利用的変容と、それに対する各種再建事業等の影響に関して明らかにすることを目的とする。

    一般に「まちづくり」とは、主体が住民であり、かつソフト面も含めた内容を含む点で、行政主導型でかつハード面の事業が中心となる「都市計画」と区別されるものである。このようなまちづくりは、行政のマンパワーや財政力に限界がみられる中で、非常に重要な役割を果たすべきものである。その点は、震災の有無にかかわらず該当するが、震災時はその必要性がさらに高まる。 本研究は、このようなまちづくりを「震災時のまちづくり」と「平時のまちづくり」に区分し、その両者の関係性を明らかにすることを目的とする。具体的には、「一方で、平時のまちづくりは震災時のまちづくりを円滑に進める上での重要な構成要素であり、他方で、震災時のまちづくりは平時のまちづくりへの円滑な移行を行う上での重要な構成要素である」との仮説に基づき、その点を実証的に明らかにすることを目的とする。

    人口減少・少子高齢化によって各地域が抱える問題を総合的かつ広域的に捉え、広域政府が総合的な戦略・計画の中にその対策を具体的に示すための指標作成を目的とする。本研究では人口減少・少子高齢化が原因となって生ずる諸問題を、まず自治体という地域単位で総合的・包括的に捉え、各自治体において人口減少・少子高齢化にかかる問題がどの程度、深刻な状況になる恐れがあるか、またそれに対して各自治体でどの程度対応可能かについて、既存の統計を用いて総合的な指標としてわかりやすく示す。各自治体の状況や問題、また対応力を総合的に捉えるために、また国土政策の役割が従来から変化していることに鑑み、本研究で扱う範囲として、国土政策に直接関わる基盤整備、土地利用、地域開発などに限定せず、医療、介護、教育などの諸問題についても排除しないで、重要な分野については可能な限り、対象に含めることとする。問題を示す統計が見当たらない場合には、統計作成の必要性について言及する。
