    This study investigates the influence of infection cases of COVID-19 and two non-compulsory lockdowns on human mobility within the Tokyo metropolitan area. Using the data of hourly staying population in each 500m×500m cell and their city-level residency, we show that long-distance trips or trips to crowded places decrease significantly when infection cases increase. The same result holds for the two lockdowns, although the second lockdown was less effective. Hence, Japanese non-compulsory lockdowns influence mobility in a similar way to the increase in infection cases. This means that they are accepted as alarm triggers for people who are at risk of contracting COVID-19.

    <title>Abstract</title>This study investigates how a revenue-maximizing tax strategy of local and central governments incorporates dual networks, namely, an inter-firm transaction network and an inter-country geography network. We assume a two-stage game in which governments propose discriminatory tax levels for firms, whereas each firm has an incentive to invest in a country near the foreign branch office of its transaction partner. In our model, the centrality index of the Kronecker product of the two networks describes the interplay among the location choices and tax strategies in the equilibrium. A stronger linkage within each network generally increases demand for investment and in turn raises overall tax levels to exploit the high demand. Although more central firms in the inter-firm network are likely to be levied higher taxes because of their high demand for investment, firms in the highest tax bracket differ among countries depending on their geographical location. Finally, we show that a uniform tax in which firms are not discriminated and networks do not matter is the socially optimal tax, which incorporates all inter-country externalities. We also investigate decentralized tax strategies based on the rule of non-discriminatory (uniform) taxation and show, by comparing social welfare under discriminatory and uniform tax regimes, that restricting tax discrimination improves social welfare.

    <title>Abstract</title>This study investigates how the structure of a domestic firm-to-firm transaction network influences the foreign direct investment (FDI) decisions of embedded firms in the network. We theoretically describe firms’ FDI decisions using an incomplete information game that considers the firm-to-firm transactions of intermediate inputs and in which firms have an incentive to collocate with their trading partners in foreign markets. We show that the probability of a firm engaging in FDI increases with its Katz–Bonacich centrality, which is defined as aggregated accessibility to all other firms and represents expected profit gained from colocation with its partners. We empirically show that this prediction is supported using disaggregated inter-firm transaction network data on Japanese firms. We also extended both theoretical and empirical frameworks to consider the dynamic aspect of FDI. When we consider existing foreign affiliates, accessibility to prior investors in the transaction network, named Katz–Bonacich accessibility, positively influences FDI as well as Katz–Bonacich centrality.

    We investigated decision making for investment in infrastructure to avoid the risk of natural disasters in the transportation sector, and designed a system to optimize the investment. As a result of an analysis focusing on the independence of natural disasters and risk sharing between infrastructures, if the disaster is widespread and the spatial independence is low (e.g., climate change), investment by a private company Is less than public investment, but spatially local ones (earthquakes, etc.) have the opposite tendency. We have also developed a model for welfare analysis in which the effects of transportation infrastructure investment spread to the entire economy through interregional intermediate material transactions. As a result of applying a linear approximation method based on the latest nonlinear international trade model, an induction system similar to the Leontief inverse matrix was obtained.

    This project built some new theoretical frameworks and conducted empirical studies of spatial economics including firm heterogeneity and country/region/city heterogeneity. More specifically, we analyzed gains from trade considering capital mobility and disclosed the economic mechanism for countries to change their parallel import policies. We have made substantial progress in analyzing the relationship between agglomeration and trade in intermediate goods. We revealed how regional governments make good policies to develop their regions by attracting good firms. Finally, we examined the optimal capital tax, optimal property tax, and other related policies considering consumer heterogeneity and differences across and within cities.

    Transport costs are essential in the process of transactions for economic activities, such as production and consumption. Transport cost has been treated as an exogenously given parameter in studies of urban economics, spatial economics, and international economics. We construct theoretical models of transportation market, in which transport cost is endogenously determined. We investigate the structure of the transport cost empirically. This project deals with the following 4 subjects: (A) Theoretical model of transport market with shippers and transport firms; (B) Transport cost determined by network strategies of carriers; (C) Transport cost determined by infrastructure policies of governments; (D) Empirical analysis of transport cost.

    This study examines how structure of inter-firm network influences location and agglomeration of firms. Using location choice game of firms embedded in transaction network, we show a theoretical result that firms with higher Katz-Bonacich centrality agglomerate in higher probability. We also show an empirical evidence supporting this theoretical insight from the data of inter-firm transaction and foreign direct investment of more than 100,000 firms in Japanese manufacturing sector. Further, we also investigate international tax competition for attracting firm in transaction network, and obtain a theoretical result that reginal governments will offer lower tax to firms with higher centrality.

    Considering that (i)the supply and demand relationship with land-use conversion between adjacent zoning, and (ii)the impact of land use externalities brings to the adjacent zoning, and this study propose a framework for analyzing the land use policies. For this reason, we extend the Alonso model and developed a metropolitan area model that included the land market consisting of multiple zoning. In addition, we estimated the several types of land use externalities. We presented a framework for numerical analysis analysis of the land use policy.

    本年度は昨年に引き続き論文「Economic development and non-monotonic spatial transitions」の修正を行った.本論文は、完全予見の下での家計の人的資本蓄積と地域間移動を分析した、2地域の動学モデルである。既存の動的人口移動モデルでは考慮されていなかった、内生的な人的資本形成をモデルに導入することでモデルの動学的側面を強化し、地域間格差と人口移動を、経済発展と関連付けて分析することを可能とした点である。本論文では地域間における移住費用の水準が、経済発展に伴う人口移動の過程に与える影響に焦点を当てて分析を行った結果、既存研究とは異なった結果が幾つか導出されている。第一に、本研究では移住費の水準が十分に低い場合には、一度過度の人口集中が起こり、その後人口の分散が緩やかに進行するという"逆U字型"の人口移動が得られた。第二に、本研究は家計の人的資本水準を内生化し、それが集積の経済による影響を受けるため、人的資本水準の格差に基づく地域間の経済格差を、モデルの中で内生的に説明することが可能となった。そして実質的な地域間格差の時間的推移を移住費の水準と関連付けて分析した結果、移住費が中間的な水準にある場合に、地域間格差が発展の初期段階で拡大し、その後縮小するという、逆U字型の推移を行うという結果が得られた。本論文は、日本経済学会春季大会、東北大学現代経済学ワークショップ、北米地域学会で報告し、加筆修正した後に、The Japanese Economic Reviewに投稿中である。
