    The protest movement in Wackersdorf, which stopped a plan to construct a nuclear fuel reprocessing plant and forced the federal government to abandon fuel reprocessing in Germany, is a remarkable case in which local people and "Autonomen" (the violent young) overcame the gap between them and joined forces. In this paper the changed perspectives of the local people towards outsiders is clarified, making clear the process of building solidarity between them and the conditions under which the local protest movements achieved their openness toward outsiders. In this protest movement, the local people entered a confrontation with the national authorities, and then the activists were swept away by the federal government. Their collective identity as "rational protesters" was denied and they were forced to admit a new collective identity as "people labeled by the national authorities". Then they tried to overcome their sense of injustice by building a new frame of movement, "the struggle for justice". This new focus of movement gave openness to the local protest movement and enabled it to form regional networks among several protest movements.

    「語り」（オラリティ）は、その時、その場所で、語り手が発出でき、聴き手が受け入れられるかたちで紡がれる。オラル・ヒストリー研究、ライフ・ヒストリー研究やライフ・ストーリー研究は、語り手と聴き手のラポールを前提に、「語り」が持つ力強い「生の世界」を描き出してきた。そこには、語ること、語られることが、語り手の固有の文脈や、語り手を取り巻く社会関係、聴き手との距離感などによって変化することが含意されてきた。 他方で、語り難い沈黙を破って生まれた「語り」は、権利や生活を守る社会運動の文脈で凝縮され、社会的な力を獲得してきた。個の経験や記憶が歴史の切片として語り継がれることを欲する社会は、博物館や資料館で、学校現場の平和教育や人権教育の場で、こうした「語り」を聴いてきた。 戦争、公害や環境問題、災害経験やマイノリティの当事者性などにかかわる「語り」は、現在社会が描き得る未来への道標として記憶し、教訓化され、そのままに引き継がれるべきものと意味づけられてきた。だが、語る主体の高齢化や世代交代は、無意識に前提にしてきた「語り」の真正性と不変性を揺さぶっている。定型化された「語り」から零れ落ちるもの、ノイズとして排除されること、語る主体への役割期待がもたらす当事者性の呪縛、語りを継承する困難、さらには語り手と聴き手の間にある「伝わらなさ」の現在について考察してきた。 最終年度となった2021年度は、オラリティと個人または地域のアイデンティティの関係にも着目しながら、パブリックな記憶が分有され当事者性を呼び起こしていく過程、語られずに閉じられていくオラリティのなかにこそ潜む課題の現在性、過去との対話と他者との対話を通して開かれていくオラリティの可能性に特に注目しながら、オラリティをめぐる理論構築を試みた（この成果は学会セッションで報告した。また、2022年度に論文集として公表予定である）。

    本研究では、放射性廃棄物処分政策に関して、1)政策に関する責任論・規範論的側面、2)放射性廃棄物のリスクと費用の側面、3)意思決定プロセスにおける市民参加の側面、の3つの側面から評価する。その際、放射性廃棄物処分政策を適切に行うにあたって重要となる基本概念の整理を行い、必要な概念ツールを共有し、再構築する。 この方針に基づき、2021年度も引き続きコロナ禍の中で、オンラインを中心に研究会活動を継続した。他の研究グループと共同で、海外の研究者にオンラインで研究報告をしてもらう研究会を開催した。2020年度に続き、従前の研究成果を踏まえた一般公開のオンラインセミナーを開催した。 責任論検討班および費用負担論検討班では、引き続き、主として福島原発事故に由来する放射性廃棄物等に関する責任と費用負担のあり方について検討した。意思決定論検討班では、主としてドイツとフィンランドにおける市民参加と意思決定過程の分析を進めた。 特に、海外調査が実施できない代替措置として、ドイツの高レベル放射性廃棄物最終処分場の立地選定過程における公衆参加手続きを担う国民参加支援委員会（NBG：Nationales Begleitgremium）の会合の動画配信を活用し、議論の文字起こしと日本語訳、内容の要約を行う作業を研究補助員を雇用して実施した。あわせて、在外の関連分野の研究者に現地での政策状況や研究動向の調査を依頼し、報告書を作成してもらうなどし、海外の情報収集を進めた。 更に、2022年度には、前年度まで海外調査ができず繰り越していた予算を活用し、ドイツやフィンランドなどへの現地調査を実施した。前年度までオンライン等で収集していた情報を踏まえ、政策担当者などへのヒヤリングを対面で実施し、現地の最新動向を把握するとともに、疑問点の解消に努めた上で、研究成果の最終的なとりまとめを行った。

    We conducted case studies and theoretical considerations on the relationship between energy technology and society. A series of social experiments are also conducted to realize appropriate governance, after clarifying conditions for making energy projects suitable for the wellbeing of diverse stakeholders. As a result, we clarified (1) interaction of the energy technology and society, (2) the legal, ethical and social issues occurring in current- and inter- generations (3) the effectiveness of social experiments to concretize necessary distributional and procedural justice. In this process, we have established a universal analytical framework including indirect effects on the social impact of energy technology. We also proposed deliberative methods applicable to real governance such as zoning with citizen participation, ordinance, and workshops.

    There is a very wide variety of vulnerability revealed in the local communities of Tohoku by East Japan Great Earthquake. Disaster prevention system of the Government did not function effectively. One of reasons is the system assumes a rather small-scale disaster that a local government can cope with. Although you may evaluate the revision of the disaster prevention system that the Government performed the past few years, it lacks in a comprehensive idea that covers both a disaster prevention and a recovery from a disaster.

    This research project aims at clarifying roles to build up political environments and circumstances of social movement, which have been carried by Japanese and German' 68 generations, who had their youth at the end of 1960s. For this purpose, their life histories has been gathered and analyzed. Analyses shows following findings : Japanese and German' 68 generations have been played an important role in various social movements after 1970s as they used to be, however their ways of engaging in social movement and main issues have been different in Japan and Germany.

    Global Social Movement (=GSM), a form of civil action that runs throughout the globe, has emerged in the last decades of the 20^<th> century. Its campaigns and actual activities are often observed in occasions of international political and economic events, such as the WTO ministerial and the G8/G20 Summits. Little has been known, however, about the dynamics and mechanisms in the formation of the GSM. This study has explored the emergence and the impact of the GSM, investigating from organizational phase, formation of the protest action, to its cultural factors that lie behind the GSM, and has achieved several important research findings that will be listed as contributions to the academic area of sociology and political science.

    Under the law to promote protection against global warming, each prefectural government is encouraged to nominate a prefectural center for climate change actions. Almost all 47 prefectures have such centers. These centers are performing a lot of the tasks of outreaching, advocating, education, supporting local level activities and so on. They are also educating the volunteers, named "local initiators for climate change actions". Nationwide we have 7246 initiators in total. I selected eight prefectural centers and conducted a correspondence questionnaire survey on more than 1500 initiators. I analyzed their major characteristics including their motives, attitudes, awareness and actions.

    昨年度に引き続き、ドイツにおける環境運動、とりわけ原子力施設反対運動の展開過程の研究を進めた。研究活動の具体的な内容は次に示すとおりである。 まず、昨年度にニーダーザクセン州ヴェントラント・ゴアレーベンでおこなった聞き取り調査の記録を分析し、当該地域で展開されている原子力施設反対運動の参加者がもつ運動観および運動の参加動機に関して、第31回環境社会学会セミナーで報告した。次にこれを論文にし、『東北社会学研究』に投稿した(現在査読中)。これらのなかで指摘したのは、当該反対運動の参加者に共有されている特殊ドイツ的な運動観の存在である。第二次世界大戦の経験者に共通するのが、「もう二度と故郷を失いたくない」という感情と「権力に盲目的に従ってはいけない」という強い反省の念であり、学生運動世代にみられるのが、行動を起こした証を後の世代に残したいという思いであることを明らかにした。 同時に、バイエルン州オーバープファルツ・ヴァッカースドルフにおける原子力施設反対運動の事例をもちいて、運動開始当初は連邦政府の公正さを信じていた反対派住民が敷地占拠を経て連邦政府と対峙するに至った運動観の変化の過程を検証した。さらに、これらの成果に加えて、原子力施設反対運動終結後の地域におけるビュルガーイニシアティヴによる市民活動や環境運動の動向の分析をおこない、現時点までの研究活動の総括として博士論文『ドイツにおける原子力施設反対運動の展開過程-環境志向型社会へのイニシアティヴ』を執筆した。 最後に、博士論文における考察に関してインフォーマントにインタビューをおこない追加資料を収集するために、3月にゴアレーベン、ヴァッカースドルフ、ヴィール(バーデン・ビュルテンベルク州)の3地点を中心にフィールドワークをおこなった。
