    Using the contrast between “formal equality” and “equity,” this study employs Amartya Sen's concept of capability to illustrate the relational structure of the distributive principle behind Japan's education system and policies, as well as its problems. In addition, it presents a practical principle and measures for implementing an educational system and policies that emphasize equity. The results demonstrate that Japan's educational system and policies emphasize formal equality and distribute goods on the principle of equity only to some children with difficulties. Additionally, a growing demand for both formal equality and equity has emerged in recent years. The reality, however, is a reciprocal relationship where the majority of students are still expected to achieve a high level of functioning, while “diverse learning spaces” are expanded for those children who cannot keep up. This paper explains that to move beyond this situation and realize an educational system and policies that emphasize equity and guarantee capability will be possible by ensuring that the distribution of goods and services for children with difficulties benefits all children. This can be accomplished by adopting the philosophy of “caring educational administration.”

    This paper examines the issues concerning public support for private organizations providing opportunities for truant students, considers the limitations of previous studies, and suggests an alternative viewpoint. In this study, we focus on the characteristics of the concept of “public,” which means “common” and at the same time connotes “diversity” from the meaning of “openness.” We also focus on another aspect of “public,” which is used to justify giving or receiving public funds and support. In the first chapter, we analyzed the current conditions of truant students and private organizations giving educational services based on some national surveys in Japan. We estimated that the actual number of truant students was larger than indicated in national surveys. We also noted that those private organizations accepted many high school students and young people over 19 years old. In the second chapter, we analyzed previous studies about issues related to public support for private educational services and found two significant points. The first point was that they had tried to change the image of public education through focusing on the aspect of “diversity” in the meanings of “public,” and tried to justify public funds and support for many types of private educational services. They had also required a quality assurance system and funding system in order to nurture private organizations, not to suffocate them. The second was that they had confronted the challenges of standardization required in the process of quality assurance as publicly-funded activities. In many examples, quality assurance required many documents to be written and rules stipulated by governments to be obeyed. Then they brought about transformation of original ideas and activities in private organizations. This standardization also caused a division among private organizations in terms of whether they could receive public support or not. Considering these points, we found the limit of public support for private organizations based on the logic of “public” education, which inevitably requires having the minimum aspects of “common” education. If we recognized various types of education as public, we could not do it in case of activities that are not aiming for education directly. In the final chapter, in order to overcome the limit of “public” education, we focused on the viewpoint of “the right to exist” of students and young people who have many difficulties. They have received various kinds of support about the right to exist from private organizations, and this support sometimes includes educational activities. Focusing on this viewpoint, we could effectively encourage those organizations giving comprehensive support for students and young people who have difficulties, because we could derive public support from the two sides: one is the logic of public education and another is the logic of the right to exist. Justified by this logic, various types of organizations and activities could be recognized as public. But in order to make these organizations work as a safety net for all students and young people, we also needed to build one-stop services, which estimate the conditions of students and young people and refer them to the organization best suited to their needs and difficulties.

    本稿の目的は、福岡市の「不登校よりそいネット」事業を事例に、多様な主体間のネットワークの形成・維持に寄与した要因を析出し、不登校当事者支援の領域における公私協働のガバナンスヘの示唆を得ることである。「不登校よりそいネット」の構築には、C氏と行政との連携実績、共働事業提案制度の存在、不登校に悩む保護者支援という課題設定、当事者性に根ざした保護者支援人材の育成という4つの要因が見出された。また、その構築過程でC氏が果たした役割・機能は、境界連結者の観点から、「情報プロセッシング機能」「組織間調救機能」「象徴的機能」の3点で捉えることができた。ここから、不登校当事者支援の領域における公私協働のガバナンスにおいては、C氏のような人物が台頭・活躍できる場づくりと、協働の可能性を広げる課題設定が重要になることを指摘した。

    This paper reviews Omomo Toshiyuki's discussion on the equality of educational opportunity mainly focusing on his articles issued after 2000. The feature of his discussion is the trichotomy in his cognitive framework on education reform, i.e., whether giving weight on parents' freedom of education to choose the schools they want (choice system), parents' and neighbors' participation in schools and deliberative decision making (participatory system), or ensuring the equal educational opportunity for children by government through narrowing parents' choice and participation. This framework has gradually changed in the way to put more weight on participatory system while recognizing the role of government basically as a meta−governance at the same time.     This paper tries to think of the difficulties of creating the alternative educational system through examining the small schools movement in the Unites States. Small schools are small scale learning environments, managed autonomously, and created through the systems of charter schools, schools-within-a-school, and so on. These schools introduced the progressive ways of instruction and assessment from the 1980s to the l990s in the U.S. After learning about the performance of small schools throughout the nation, the U.S. Department of Education and private foundations started supporting schools and districts to create small schools, and the number of these schools was growing enormously in the 2000s. Many of these schools, however, have not been managed by highly motivated teachers and have not focused on progressive ways of instruction and have mainly focused on raising scores on standardized tests required by the No Child Left Behind Act of 2001. Moreover, it has come to public attention that these schools were not raising test scores and have caused turmoil among schools and teachers in many districts. From that point the concept of small schools has been reexamined by educators and researchers. Why could the small schools movement not fulfill the goals proponents sought, despite huge financial resources having been poured into this movement? I analyzed this question from two viewpoints. The first is the change of the goal itself. Earlier proponents and practitioners of small schools sought to teach higher-order thinking skills alternative to the current approach through progressive ways of instruction, but this goal has changed gradually to teach the skills for standardized tests in these past 30 years. The second is that Smaller Learning Communities (SLC), which is a way of creating small schools through dividing a large high school into small schools, have essential difficulties, like the divisiveness and the stratification among SLCs. Based on the analysis, I further analyzed the difficulties of experimentation in search of alternative education systems, from three viewpoints: quality assurance, fairness, and sustainability. As for quality assurance, its system should be created deliberately in response to the goal of experimentation. As for fairness and sustainability, we should build common understanding for the need of experimental schools among stakeholders, and avoid to be viewed as "coercion of choice." Finally, I cited some prospective approaches to overcome these difficulties.

    One of the main issues of school choice systems has been how to understand the logic of market working in the opportunity of choice. People advocating school choice, however, have aimed to integrate racial groups, to encourage ownership of schools, and to build local or professional community. We can find two orientations in these aims, building community based on sameness and creating society involving different races. Realizing these two orientations requires us to coordinate two logics of recognizing commonality and of controlling people so as not to withdraw from larger society into their community. In order to understand the way to coordinate such activities, this paper analyzes the arguments of Mary A. Raywid and Clifford W. Cobb, because they advocate building community through school choice. This analysis can clarify the conflict points of political thoughts in the United States that lie behind their arguments. In Raywid's argument, there are five characteristics : (1) criticizing the voucher system, (2) regarding diversity among schools as important, (3) recognizing schools based on some types of sameness, (4) advocating Public School Choice, which means the system of dividing power among the people involved in education, and (5) taking the role of school boards seriously. Her logic of recognizing commonality is the following : in order to meet the demands of diverse students, we need a school community consisting of students having the same educational needs, and of parents and teachers having the same educational philosophy. She takes seriously the system of dividing power, and the role of school boards setting the standards between diversity and sameness in school choice. This is her way to control people so as they will not withdraw from larger society. On the other hand, there are four characteristics in Cobb's argument : (1) being skeptical about professionalism in education, (2) regarding the needs of racial minorities as important, (3) supporting a voucher system, and (4) having the ideal of a pluralistic integrated society. His logic of recognizing commonality is the following : we should give racial minorities the power to build their own community, because they need it as a right in their life. He thinks people can learn the habits of commitment to larger society in their community, and advocates realizing social integration among racial communities through a voucher system. His conception does not involve the logic of controlling people from withdrawing from society. The differences of their conceptions depend on how to understand the relation between the tradition of community, and the dialogical ability by which people can communicate with others belonging to different communities. This also shows the difference of their background thoughts. That is, one is liberalism, regarded as Raywid's standpoint, which understands tradition as a set of resources to create dialogical ability, and entrust their reasonable usage to professionals in education. The other is communitarianism, regarded as Cobb's standpoint, which understands that tradition contains the opportunity to create dialogical ability in itself. This difference reflects today's conflict in political thought in the U.S., but we can recognize that their conceptions can be from the same standpoint under specific conditions.

    Education researchers have taken notice of "Schools as Communities" as the alternative to the bureaucratic control of schools in the United States. The activities of the Coalition of Essential Schools (CES) are regarded as building "Schools as Communities" in the U.S. However, few of them have researched into what is viewed as "community" in the CES, and what kinds of activities realize it. The purpose of this paper is to clarify the concept of community in the CES, through the analyses of the CES's philosophy, and of its reform activities about school's organization and schedule, curriculum, and evaluation. In the first chapter, the author shows how CES started and developed. CES is the organization encouraging school reform based on its philosophy, Common Principles, which Theodore R Sizer showed in his book, Horace's Compromise. Common Principles contains the ideas of making schools smaller and of "exhibition, " which evaluates the mastery of students' learning. These ideas are based on Sizer's experience as a teacher and a principal. CES was founded in 1984, and it has affiliated about 1, 200 schools by 2000. In the second chapter, the author analyzes the reform activities of CES, and evaluates their significance in today's reform movement in the U.S. There are three aspects in its activities. First, CES has developed the curriculum focusing on students' minds, and created school's organization, schedule, and evaluation system, that are suitable for its curriculum. Second, CES has spread the way of reform mentioned above, through CES's workshop aimed to create the collaboration among teachers and schools. Third, CES has executed collaborative inquiry, which is the action research carried out by researchers and teachers of affiliated schools. These activities characterize not only CES's reform approaches connected each other, but also the multiple collaborations, i.e., teacher's collaboration, school's collaboration, and the collaboration between schools and CES. These characteristics are the significance of CES's activities in today's reform movement. The issue we have to take up here is how CES's activities are related to the notion of "Schools as Communities." In the third chapter, the author clarifies the ideas of "Schools as Communities" in Common Principles, through the analyses of Sizer's educational thought. Sizer regarded making school smaller as the way to encourage collaboration between teachers and parents, and to build teacher's community. He expected students to become members of "community of learners, " through student's collaboration. And he advocated the concept of "community of learners, " which is characterized by teachers' and students' using the "habits of mind"-some intellectual abilities to inquire, and by persistent rethinking the aims and means of learning. Based on Sizer's thought above, CES's idea of "Schools as Communities" can be viewed as building "community of learners" in small schools. 米国における学校の官僚制的統制に代わる制度構想として、今日注目されているのが「コミュニティとしての学校」の構築である。米国のエッセンシャル・スクール連盟(CES)の活動は、それを構築するものとして知られている。しかし、CESにおける「コミュニティ」とは何なのか、また、いかなる活動がそれを構築しているのか、などについて具体的に検討されることは少なかった。本稿の目的は、CESの改革支援活動の内実(学校の組織・運営、カリキュラム、学習評価)に関する検討を通して、その背後にあるコミュニティ観を明らかにすることである。第一章では、CESの設立と発展の経緯を概観した。CESはサイザ-(Theodore R.Sizer)がその著書『ホレスの妥協』で示した改革の指針、共通原理をもとに学校改革を支援する組織である。共通原理における学校の小規模化や、生徒の学習の熟達度を評価する「学習発表」という評価方法の導入は、彼の校長や教師としての経験から導き出されたものであった。1984年にCESが設立されて以来、2000年までに約1200校の加盟校を得るに至っている。第二章では、CESの活動内容を分析し、その今日の改革運動における意義を検討した。その活動の要点は、第一に、知性を重視するカリキュラムとそれに関係した学校の組織・運営の方法、評価方法を開発してきたことである。第二に、以上のような実践を学校間、教師間の協働形成を中心とするワークショップ活動によって普及させていることである。そして第三に、加盟校に対するアクション・リサーチの過程において研究者と加盟校の人々が情報を共有し、共に改革を推し進めていく協働的探究(collaborative inquiry)を行っていることである。このようにCESの活動は、改革手法の相互連関だけでなく、多元的な協働、すなわち教師間の協働、加盟校間の協働、改革支援組織と学校との協働という特徴を持っている。これらを総合的に推し進めている点に、今日の改革運動におけるCESの活動の意義を見出すことができる。ここで問題となるのは、以上の活動が「コミュニティとしての学校」という考え方とどのように関係しているのか、ということである。そこで第三章では、サイザーの思想の分析を通して、共通原理における「コミュニティとしての学校」理念を明らかにした。サイザーは学校の小規模化を親と教師の協働、および教師同士のコミュニティの構築を促すものとして位置づけていた。また、生徒に対しては、生徒同士の協働を通して「学習者のコミュニティ」の一員になることを期待していた。さらに、サイザーは「学習者のコミュニティ」という概念を提唱し、教師と生徒がともに「知性の習慣」(=探究を導く知的能力)を用いることや、学習の目的と手段のあり方が常に議論に開かれていることなどをその特徴としていた。以上のようなサイザーの思想を踏まえるなら、CESの「コミュニティとしての学校」理念は、小規模な学校において「学習者のコミュニティ」を構築することと見なすことができる。

    2023年度は本科研の第1年目である。メンバー全体が参加する活動として、書籍合評会を1回、研究会を2回開催した。 本科研は以前の科研(18H00970)と内容面でもメンバー面でも継続性を有している。前科研の成果として2023年3月に出版した横井編著『子ども・若者の居場所と貧困支援:学習支援・学校内カフェ・ユースワーク等での取組』(学事出版、2023年3月)と研究代表者が分担執筆し、内容的にも関わりが深い平塚眞樹編『ユースワークとしての若者支援:場をつくる・場を描く』(大月書店、2023年2月)の合同合評会を2023年5月14日に開催した。双方から報告者とコメンテーターを立て、若者支援や教員などの多数の実践者も参加して、ユースワークと居場所実践の特質や意義について意見交換を行った。 第1回研究会(2023年9月23日)では、まずこれまでの科研の研究経過について確認しながら本科研の研究課題、分担・協力、調査、成果発表などの計画について検討した。ついで、研究報告2本を得て、討議を行った。 第2回研究会(2023年3月17-18日)では、上記横井編にも寄稿している学習支援事業等を行っているNPOさいたまユースサポートネットの青砥恭氏を招いて講演会を開催し、「学習支援・居場所・社会関係資本」をテーマとして共同討議を行った。他に、研究報告3本を得て、公教育制度編成のあり方や教育機会保障の課題について検討した。 研究分担者はそれぞれ調査と論文執筆、学会発表を行っているが、調査では海外調査(イギリス)が1件あったことを付記する。

    The outcome of this study is the clarification of the commonalities and diversity among countries in guaranteeing learning opportunities for children and youth at risk. In terms of commonalities, we found that all countries need to (1) provide places and opportunities that respond to diverse needs and difficulties, (2) establish a system for the maintenance and quality assurance of those place and opportunities, and (3) expand the availability of such places and opportunities. On the other hand, it became clear that there are differences among countries in terms of whether the above-mentioned elements (1) to (3) should be publicly guaranteed or provided through public-private partnerships, and in terms of the content of alternative education, whether the emphasis should be on providing a place to stay or on connecting to a career.

    The educational assessment policies currently being developed around the world are increasing the sphere of influence on each country while also bringing about a permeation of the global market into the entire educational system. For instance, high-stakes test in the USA are being used as requirements for high school graduation, to evaluate schools and teachers, to reorganize schools, and to make retention decisions about teachers.This study investigates the development of and issues with the academic testing policy among local education authorities on the basis of the data obtained from a nationwide survey implemented by the Board of Education in 2016.

    This research analyzed the political process in which institutions having especial curriculum for school non-attenders became possible to be settled in Japan, and compared the curricular and other measures for those students among some local governments having those institutions. Also, it analyzed the example of effective collaboration between public and private sector in the process of the measures for school non-attenders in Fukuoka city. Outcomes of this research are as followings; 1)the extent of activities of NPOs for the sound development of children and youth,2)through examining the financial affairs of NPOs aided by the central and local government or contribution by donation, how civic society contributes and compensates for the public policy.3)new governance system was created by joint up thinking through the co-operation between local government and NPOs.

    The purpose of this research is to analyze the actual conditions of the education reform centering on the testing policy currently implemented in the United States. Keywords are "standard," "accountability," and "assessment." In this research, the actual conditions of the education reform based on the testing policy at the federal, state, and local levels were analyzed from diverse and structural perspectives. The results of the research over the past three years were presented at 3 roundtables at annual meetings of the Japanese Educational Research Association. The contents of the roundtable presentations were (1) the Analysis of the No Child Left Behind(NCLB) Act, (2) the NCLB Act and the Teacher Policy, (3) Theories and the Actual Conditions of the "Grass-roots," Alternative Education Reform in Opposition to the NCLB Act. Overseas research trips were also carried out. In those trips, testing policy in states such as Washington, California, Massachusetts, Texas, etc. were researched in detail. The trend of the testing policy of the United States was presented at the annual meeting of the Japan Comparative Education Society in 2011(Waseda University). Moreover, the results of the research over the past three years were published in the following books : (1) Kitano, Akio 2009 The Development of the Educational Assessment Administration in the United States Today(Toshindo); (2) Kitano, Akio 2011 Japan-U. S. Testing Strategies(Kazama Shobou); (3) Ishii, Hidemasa 2011 Development of Theories on Educational Objectives and Assessment in the United States(Toshindo), etc.

    This research made clear the transformation of political measures for lifelong learning conducted by local governments, through focusing on the change of administrative structure caused by their municipal merger and austerity. There are two findings in this research. The first is the transformation of main bodies conducting measures for lifelong learning. The measures had been conducted mainly by the board of education until the late 1990s. Now it has been conducted, however, by other bodies such as local chief executives and designated managers, or the networks consisted by various actors. The second is the transformation of the goals of the measures. They had been conducted to encourage citizens' learning for hobbies and cultures in many cases before. Now it has been multifaceted, however, from cultivating skills for jobs or community action to building community center.

    地方公共団体の生涯学習施策は、財政難による行政サービスの効率化が求められるなかで、ボランティアやNPOなどの住民参加を活用する方向に進みつつある。しかし、ボランティア・NPOは、個々人の多様なニーズに対して行政よりも柔軟に応答できるとされる一方で、運営基盤の安定化が常に課題として指摘されている。そうだとすれば、実際に地域の生涯学習機会の提供を行っているボランティア・NPOは、どのようにしてその運営基盤の安定化を図っているのか。 こうした視点から、本研究では生涯学習事業を担うボランティア・NPOの人材育成・確保のメカニズムを分析し、地方公共団体の生涯学習施策における住民参加の可能性と課題を明らかにする。

    The purpose of this research is to clarify the actual situation of and the problems in the transformation of public management system in the field of adult learning through the surveys of foreign countries as well as of Japan. In this field, along with the promotion of lifelong learning, suppliers of learning opportunities have been diversified earlier than in the field of school education. The main findings are as follows. 1.The introduction of the designated manager system has changed the relations between public administration and foundations supported by local public bodies, between public administration and inhabitants or NPOs, and between foundations and inhabitants or NPOs. These changes require public administration to Ve-examine the extent of its activities, and to re-set the relations among suppliers. 2.Active programs for lifelong learning led by volunteers of inhabitants and supported by public administration have come out. However, in the programs led by inhabitants, along with the expansion of the programs, it has become a problem how to secure the function of coordinating different sectors. 3.In England, traditionally, there has been a way of public management that the State has confirmed the private initiatives. However, since the Thatcher administration, the public management based upon the evaluation for the outputs has been strengthened. 4.In the U.S., public sectors are responsible for literacy education and for vocational and technical training. However, for-profit and non-profit organizations have participated even in these areas, and the management system based upon contracts and the evaluation of performance has been organized. 5.On the other hand, in the measures for lifelong learning by local public bodies in Japan, while problems concerning the evaluation of outputs of learning have been pointed out, there are developments of measures for creating cooperativeness through the organization of learners.

    本研究は平成15年度日本学術振興会科学研究費補助金(特別研究員奨励費)による研究成果である。主な目的は、①1960年代以降の米国における学校選択論をコミュニティ概念に焦点を当てて再検討し、その理論的構図を描き出すこと、また、②その構図を多元化社会における公教育の正当性に関する議論と重ねあわせることで、公教育における「コミュニティとしての学校」構築論の正当化論拠を明らかにすることにあった。 結果として、①生徒集団の多様性と同質性のいずれに教育的価値を見出すかが、これまで明示されてこなかった学校選択論の重要な分岐点であること、②両者の立場の違いは、多元化社会の公教育に要請される「対話能力の育成」の制度構想において最も明確に表れること、などを明らかにした。

    The purpose of this study is to analyze the debates about the public nature of schools historically, and to clarify the problems of the current school reforms. We paid special attentions not only to the relations between the state and the market but also to the contradiction between the maintenance of commonness and the recognitions of differences. The main findings are as follows. 1. In the founding era, B.Rush tried to make a unity among diversities by fostering morals. On the other hand, T.Jefferson's education bills did not use the words of 'public school,' 'private school' or 'common school.' 2. In the common school movement era, H.Mann's annual reports of the secretary of the board of education contained both words of 'public school' and 'common school,' and differentiated those from 'private school' in terms of the guarantees of commonness. 3. There are different understandings about the creation of special education classes around the turn of the 19th century to the 20th century. While some people consider this as a response to children deviating from the ordinary classes under the strong demands of bureaucracy and efficiency, others consider this as a response to children with different needs. 4. In the recognition of identity differences, and in the choice and evaluation systems based upon this recognition, there is a possibility of harmonizing the equality which a welfare state requires and the freedom which a market requires. However, today's federal educational policies may introduce the 'politics of exclusion and inclusion,' which will conflict with making this harmony. Further, today's excessive deregulation which includes collective bargaining of teachers might impair the public nature of schools. 5. About higher education, State flagship universities are being more and more privatized, and these 'privatized' 'flagship universities' will compete with prestigious private universities in scientific researches.
