    本年度の研究キーワード「ネットワーク」に即して、3回の共同研究会及び1回の国際シンポジウムを開催した。 10/12には「私人のための公用収用」をめぐる研究会を開催した。研究協力者ソ・ヌリ氏(神戸大学大学院法学研究科博士後期課程)による韓国憲法裁判所判例に関する報告、研究代表者角松による日本における「私益収用」に関する報告及び研究協力者兪珍式氏(全北大学校法学専門大学院教授)によるコメントを受けて議論した。 11/24には、上智大学で「縮小する都市空間の管理」に関する研究会を開催した。饗庭伸氏(首都大学東京都市環境科学研究科教授)による報告及び連携研究者窪田亜矢氏によるコメントを受けて議論した。 3/6にはKUルーヴェン(ベルギー)において、同大学 Global Governance Centre及び神戸大学エコノリーガル大学院プログラムとの共催により、"Regulation and governance in an interdisciplinary perspective"と題する国際シンポジウムを開催し、分担者小田中、分担者西村、代表者角松が報告し、それぞれについてKUルーヴェンのKesteloot教授、Vanoberke教授及びGuistini教授、Voet教授がコメントした。また、研究協力者松本未希子がエコノリーガル大学院プログラム参加者として報告した。 2/8には上智大学で上記シンポジウムの予備研究会を開催し、上記報告者小田中・西村・松本・角松が予備報告を行った。また研究協力者尾下悠希がアメリカ障害法に関する報告を行った。

    We analyse the mechanism how the so-called urban problems emerged and what the characterisics of effective urban policy are, taking as an exemple the history (1960-2010) of the two collective housings located in the city of Montpellier, sothern France. We found that mechanis of the emergence of urban problems must be analyzed , not only at the level of "politics of identity" such as the arrival of many (mainly Magleb) immiglants, but also at the social and economic levels such as the relation with the housing market, the characteristics of dwelers' movement and of the human relation amoung them, or the spatial structure of each collective housing.

    The representative democracy is characterized by the ideal of political equality interpreted in terms as equal worth of citizens, regardless of the fact that citizenship is defined on the basis of residence in a particular geographical unit. The purpose of this research is to rebuild the representative democracy. The members, while pursuing their own projects in their respective disciplines, sought to reexmine the framework of the representative democracy by focusing and analyzing keywords: Land, Electoral system, autonomie. The main achievement is organaized in a book titled “Rebuilding Representative Democracy――Three Questions concerning Election” published in 2017 from NAKANISHIYA-Syuppan.

    More than one hundred years have passed since the “Western history” as a discipline of historical studies had been established in the Japanese academic world. Nobody may deny the contributions by historians of “Western history” to the development of the social sciences and humanities in Japan since the Meiji-period. On the other hand now we are aware of all sorts of problem which are inherent in this discipline. In this research project we tryed to reconsider the development and the present conditions of the "Western history" from perspective of East Asisn modern historiography. We organized several conferences and symposium in each year, in which we invited historians of "Western history" from South Korea. Part of the results was published on the journal "Shiso" (no. 1091) in 2015. We also started the "Japanese-Korean Forum of "Western History" as a platform of discussion between Japanese and Korean historians studying "Western history".

    Our purpose was to clarify the socio-economic character of political elite under the French Second Empire (1852-1870). We studied the selection process of French official candidates for the elections of Legislative Body (le Corps Legislatif) members in the so-called "Grand Ouest" region (composed of 25 departments in the French western area) under that regime, using the so-called <<applied prosopographical>> approach which uses as data the information extracted by prosopographical analyses already done. We found a trend that the industrial or commercial class members had become preferred to the land owners under the Second Empire. From this finding we conclude that the widely-shared image of 19th-century French society as dominated by the Notables (see Daniel Halevy's argument) must be reconsidered, and that the Second Empire must be regarded as a somewhat progressive regime.

    Japanese governmental system has undergone various significant reforms since the second half of the 1990s, which we see as the emergence of "structural-reform type of governance". In this interdisciplinary research project, we have analyzed such changes under the methodological framework of social constructivism. Utilizing chosen common research keywords for each year(2009 : participation, 2010 : responsibility/accountability, 2011 : relationship), we have examined several important aspects of "structural-reform type of governance" such as : citizen participation for city building, duty to explain, amendment of the Basic Act on Education, introduction of Saiban-in system, rights of the child.

    It is commonly said that France since the early modern age, i.e. the beginning of the Bourbon dynasty, is a model of "centralized state." Our research intended to judge whether this argument is true or not by analyzing the documents conserved in three Departmental Archives (Ille-et-Vilaine, Cote-d'Or, Herault) in order to make clear how the institutionalization of administrative system, core of centralized state, was realized at a local level. We conclude, from the research, that there were many conflicts and trials-and-errors about the legitimacy of Governance concerning political and administrative actors.
