    In urban developments, inherently flood-prone areas are often developed to pursue economic benefits within land constraints. This trend has been observed worldwide, particularly in fast-growing developing countries, but has also historically occurred in developed nations, resulting in concerns about the safe development paradox and underestimation of flood risk. If these circumstances are persistently entrenched and difficult to improve, urban development in inherently flood-prone areas could be an irreversible bottleneck to sustainable urban development. This paper examines flood risk perception in the Arakawa River downstream area in Tokyo by analyzing land prices from 2005 to 2024. Over these 20 years, the official flood hazard map was legally set at the design flood level in 2005 and enhanced to the probable maximum flood level in 2015. The analysis showed statistically significant land price decline effects due to both design flood risk and probable maximum flood risk, regardless of inundation rank. This result confirmed that flood risk has been well perceived by society and residents at least over the 20 years in the area. Further analysis suggested that even before 2015, land prices significantly reflected probable maximum flood risk, likely due to past experiences. However, the 2015 legal revision of the flood hazard map amplified land price decline effects in areas with high probable maximum flood risk (above 5.0 meters of inundation). The results indicate that hazard maps can serve as effective disaster risk information tools to support sustainable urban development.

    <title>Abstract</title> Drought impact on crop production is well known as crop yield is strongly controlled by climate variation. Previous studies assessed the drought impact using a drought index based on a single input data set, while the variability of the drought index to the input data choice is notable. In this study, a drought index based on the standardized precipitation index with multiple timescales using several global precipitation datasets was compared with the detrended anomaly based on the global dataset of historical yield for major crops over 1981–2016. Results show that the drought index based on the ensemble precipitation dataset correlates better with the crop yield anomaly than a single dataset. Based on the drought index using ensemble datasets, global crop areas significantly affected by drought during the study period were around 23%, 8%, 30%, and 29% for maize, rice, soybean, and wheat, respectively, induced mainly by medium to longer drought timescale (5–12 months). This study indicates that most crops cultivated in dry regions were affected by droughts worldwide, while rice shows less correlation to drought as it is generally irrigated and cultivated in humid regions with less drought exposure. This study provides a valuable framework for data choices in drought index development and a better knowledge of the drought impact on agriculture using different timescales on a global scale towards understanding crop vulnerability to climate disruptions.

    Evapotranspiration (ET) over a diverse land use area in northern Thailand was successfully estimated by long-term eddy covariance measurements. Some measurement gaps due to instrumentation problems and administrative difficulties were unavoidable. Monthly ET trends revealed a maximum of 150 ± 10 mm in June and a minimum of 60 ± 10 mm in January. The annual mean ET was estimated to be 1300 ± 140 mm. The interannual variation in ET reflects the response of the land surface to meteorological events and land use/cover changes (LUCC); however, the effect of rainfall variation on ET was greater than that of LUCC. Effective heterogeneity was evaluated using the Bowen ratio; such information will be useful for understanding the effect of land surface heterogeneity on latent and sensible heat fluxes.<br>

    Depletion of groundwater is expected due to climate change. This study describes a catchment-scale study on projected groundwater recharge and storage in the Upper Chao Phraya River basin under changing climate scenarios. The period from 2026 to 2040 was assessed using climate projection results from global climate models (GCMs). Three GCMs, namely MIROC-ESM-CHEM (MIROC), HadGEM2-ES (HadGEM), and GFDL-ESM2M (GFDL), were used along with four greenhouse gas emission scenarios, namely RCP2.6, RCP4.5, RCP6.0, and RCP8.5, as the climate change conditions. The projected changes in groundwater recharge and storage were quantified as percent differences from the simulated recharge and storage for the reference period (1986–2000). A significant trend of decreasing mean monthly rainfall from April to June was detected for the HadGEM and the GFDL models. This change in rainfall pattern was projected to reduce the mean annual groundwater recharge (storage) by −12.9% (−1.46 km3), −9.7% (−1.35 km3), −13.9% (−1.49 km3), and −10.7% (−1.38 km3) for the RCP 2.6, 4.5, 6.0, and 8.5 scenarios, respectively. Based on the results of the relative change in groundwater storage, we expect that groundwater resources will be affected by climate change and that both groundwater recharge and storage will be reduced.<br>

    We projected future river discharge in the Chao Phraya River basin and evaluated the uncertainty in future climate projections by using different resolutions and ensemble experiments of the Atmospheric General Circulation Model of the Meteorological Research Institute (MRI-AGCM). We also obtained estimates of precipitation, evaporation, runoff, and river discharge under climate conditions projected for the late 21st century. The results show that precipitation is projected to significantly increase in the future during April to August, excluding May. The projected river discharge at Nakhon Sawan located in the central region shows a peak in September, a delay of one month after the maximum monthly mean precipitation. The estimated reduction in river discharge for January and February was robust based on all members of the 60-km mesh MRI-AGCM ensembles changing in the same direction as that of the 20-km mesh MRI-AGCM. The uncertainty assessment conducted in this study could lead to increased robustness in projected changes in mean river discharge in the late 21st century for this basin.<br>

    <p>Sufficient supports and countermeasures from central and local governments in rural mountainous areas cannot be expected although a vulnerability to disasters at such areas has been increasing especially in developing countries including Thailand. On the other hand, the use of mobile phone has been growing more popular in such areas. This research conducted two surveys in remote mountainous areas to examine the possibility of introduction of Short Message Service (SMS) of mobile phone as a disaster information dissemination mean using Loei Province, northeastern Thailand, as a study area. Trough the surveys, recommended way of its introduction was found for improving present dissemination systems.</p>

    <p>Disaster information dissemination utilizing a mobile phone is highly efficient with its higher penetration rate at rural mountainous areas in Thailand where instantaneous information is required against sudden disaster such as flash flood and landslide. However, the disaster prevention framework of Thai government has been concerned for lag of information dissemination. Furthermore, many of residents in the areas cannot receive mobile phone signal properly. Through a literature research and interviews with relevant authorities and leading mobile phone operators, we were able to clarify the current situation of the Thai government's framework development and the possibility of future introduction of mobile phone as a disaster information dissemination mean for rural mountainous areas in Thailand.</p>

    A massive flood, the maximum ever recorded in Thailand, struck the Chao Phraya River in 2011. We had a questionnaire investigation for citizen in Chao Phraya River basin from 4th to 9th in 2011 which consisted of two question types, first was the damage situation and disaster response, second was the civil understanding for the flood disaster. We got 142 subjects.  We show the relations between the damage situation and response, and the understanding for main cause of this flood and past floods in Thailand.

    The 2011 massive flooding in Chao Phraya, Thailand prompted its government to revise its river management plan. H08 Model was one of the models chosen for this purpose due to its ability to incorporate reservoir operation in modeling. This study serves as base step of this purpose by calibrating four globally-determined parameters to suit the local conditions. The optimized parameter sets resulted to very good hydrograph fits in the daily, monthly and annual scales from 1981-2004 and 2010-2011. Nash-Sutcliffe coefficients at monthly and annual scales are 81% and 85%, respectively. Flood peaks corresponded well with that of the naturalized observed.

    A massive flood, the maximum ever recorded in Thailand, struck the Chao Phraya River in 2011. The total rainfall during the 2011 rainy season was 1,439 mm, which was 143% of the average rainy season rainfall during the period 1982–2002. Although the gigantic Bhumipol and Sirikit dams stored approximately 10 billion m3 by early October, the total flood volume was estimated to be 15 billion m3. This flood caused tremendous damage, including 813 dead nationwide, seven industrial estates, and 804 companies with inundation damage, and total losses estimated at 1.36 trillion baht (approximately 3.5 trillion yen).<br> The Chao Phraya River watershed has experienced many floods in the past, and floods on the same scale as the 2011 flood are expected to occur in the future. Therefore, to prepare of the next flood disaster, it is essential to understand the characteristics of the 2011 Chao Phraya River Flood. This paper proposes countermeasures for preventing major flood damage in the future.<br>

    A massive flood struck the Chao Phraya River Basin in Thailand from August to December in 2011. The total flood volume was estimated to be 15 billion m3, and the area of damaged agricultural land was as large as the Kanto Plain. To understand the planar and temporal characteristics of water quality of floodwater along with the flow, the authors conducted a field survey of the flood from Chai Nat, Ayutthaya to Bangkok in November and December. The results show that some indices were higher in the southern area from Ayutthaya and that the effect of the first flash was observed in an area where inundation had started a few days earlier in Bangkok. E. coli was detected in the Chao Phraya River in inundated Ayutthaya in November, suggesting that human excrement flowed into floodwater. However, it was not detected in December there, suggesting that the inflow of human excrement stopped owing to the extinction of the inundated area.

    Eddy covariance (EC) flux measurement is the most-used technique for observation of the fluxes of sensible heat, latent heat, and carbon dioxide between the land surface and the atmospheric boundary layer. Despite the availability of plentiful EC data from numerous research projects, it is difficult to make meaningful comparisons of EC at different sites, to validate the models used, and to integrate observed data with models because the uncertainties of the method are inadequately defined. We developed a method to evaluate the uncertainties of the EC method without the need to consider individual site specifications and flux characteristics. We showed that the fractional error φ of EC (i.e., tolerance T) can be separated into random and illegitimate components. T can be used as a scale parameter for spatiotemporal stationarity, and can be defined as a rational function. We demonstrated a practical application of T analyses for two contrasting areas: a low-relief paddy field and an area of more complex land-forms where dramatic wind changes affect fluxes, and showed that T analysis provides an appropriate and effective method to determine the uncertainties in EC.<br>

    A reliable, practical method for estimating the evapotranspiration associated with rice cultivation is vital for proper water management in Thailand. We investigated the possibility of estimating rice-related evapotranspiration using only daily air temperature and wind speed, as a practical method for local application in Thailand. By applying regression analysis to a theoretical investigation, we developed a set of daily based equations that estimated evapotranspiration of rice cultivation for a typical Thai plains environment during the rainy season. The estimation error of the developed equations was approximately 20% on a daily scale, and 10% on a weekly scale. Although additional validation of the derived equations is needed for application at other location and at other times of the year, the developed equations show potential for use in water management of cultivation in Thailand.

    Melting Particle is important to estimate rain fall rate in winter season. There are many studies concerning melting particels relating to radar bright band or changes of dielectric constants, but few studies about quantitative observation.We observe rain or meteorological elements since July 2003 at IIS, Tokyo by using Micro Rain Radar(MRR, METEK GmbH Germany). MRR is the small, inexpensive instrument that can detect the radar reflectivity of each Doppler spectrum.In this study, we report the melting situation with comparision MRR observation to calculation of particle melting on 29th December 2004.

    &nbsp;Impact of high tide and high waves due to typhoon No. 10, 2016 was discussed through field surveys under and after the typhoon event. From visual observation and debris carried in the event, maximum run-up height on Sendai Coast was estimated to be about T.P. 4 m. Severe erosion of embankment toe along the coast line near Sendai Port was observed. Due to overtopping of high waves over sand dune, some amount of sediment was transported into Gamo Lagoon.<br>&nbsp;20 ~ 30 m retreat of shoreline was observed through shoreline analysis based on aerial photographs taken before and after the typhoon. In one or two months after the event, shoreline positions almost reached to the positions before the typhoon mainly due to the contribution of the cross-shore sediment transport. However, the recovery was relatively slow in the area around Gamo Lagoon and Idoura Lagoon where the wave overtopping over the sand dunes were observed during the field survey. In addition to a river mouth and detached breakwaters, some structures revealed to coast line due to the erosion by the 2011 tsunami have effect to block the longshore sediment transport to induce faster recovery of the shore-line on the up-drift side of the longshore sediment transport.

    <p>Sufficient supports and countermeasures from central and local governments in rural mountainous areas cannot be expected although a vulnerability to disasters at such areas has been increasing especially in developing countries including Thailand. On the other hand, the use of mobile phone has been growing more popular in such areas. This research conducted two surveys in remote mountainous areas to examine the possibility of introduction of Short Message Service (SMS) of mobile phone as a disaster information dissemination mean using Loei Province, northeastern Thailand, as a study area. Trough the surveys, recommended way of its introduction was found for improving present dissemination systems.</p>

    <p>Disaster information dissemination utilizing a mobile phone is highly efficient with its higher penetration rate at rural mountainous areas in Thailand where instantaneous information is required against sudden disaster such as flash flood and landslide. However, the disaster prevention framework of Thai government has been concerned for lag of information dissemination. Furthermore, many of residents in the areas cannot receive mobile phone signal properly. Through a literature research and interviews with relevant authorities and leading mobile phone operators, we were able to clarify the current situation of the Thai government's framework development and the possibility of future introduction of mobile phone as a disaster information dissemination mean for rural mountainous areas in Thailand.</p>

    In order to design and develop a disaster information dissemination system, localization based on current local conditions and needs should be carefully considered. To clarify the current problems and needs at the local community level, we conducted a field investigation using Loei Province as a study area. First, we interviewed provincial and district officers in charge of disaster management in the region to clarify the flow of disaster information from the national government to the local community. We then organized consultation workshops in two villages in order to understand the current means of disaster information collection and what systems are desirable in the future.[This abstract is not included in the PDF]

    People in the northeastern part of Thailand have been affected by floods, storms, landslides and drought, resulting in delayed economic development and social problems. In order to address these issues, we hope to propose a disaster information dissemination system for improving local communitys’ disaster response ability in rural and agricultural mountainous areas where support from the national and local governments cannot be expected.     本稿では気象・水文観測網の密度が十分でない,いわゆる低密度観測流域における洪水対策として,およそ500km2縲・000km2規模の流域を対象とし,レーダーによる降水の詳細な空間分布観測値を用いて,標高と重心からの距離の2変数によって効果的な観測点を特定できる指標を算定し実流域で検証した. 加えて衛星による全球降水マップの有効性について議論した.全球降水マップは過小評価傾向や見逃しがあるが,一定の地上観測があれば洪水対策に対して有効であると判明した.This study aims to develop a new installation guideline of rain-gauge networks for the flood management in poorly gauged basins, whose area is about 500 ~ 1000 km2. So in this study a guideline was estimated with de-tailed precipitation distribution data from OmKoi radar data, and was validated with gauged data in MaeWang basin. In addition The GSMaP (Global Satellite Mapping of Precipitation) product is expected to detect flood events in un-gauged basins, but generally underestimate the amount of precipitation. So Bias in GSMaP was corrected with in-situ precipitation, and then GSMaP had a potential for flood detection.

    Monoterpenes are highly reactive biogenic volatile organic compounds (BVOCs) with O&lt;SUB&gt;3&lt;/SUB&gt;, OH radical, and NO&lt;SUB&gt;3&lt;/SUB&gt; radical. Although these reactions may occur in the aerial space under tree canopies, only a few studies about monoterpene behavior under the canopy are available. In the present study, concentration profiles of six monoterpenes (&amp;alpha;-pinene, myrcene, &lt;I&gt;&amp;beta;&lt;/I&gt;-pinene, sabinene, limonene and &lt;I&gt;&amp;beta;&lt;/I&gt;-phellandrene) were measured in a Japanese red pine forest in June, July and August, 2002. Their concentrations were usually low in the daytime, but high in the nighttime. Monoterpenes were stored under the canopy during nighttime and the amount as a total of the six monoterpenes was calculated as more than 700 nmol m&lt;SUP&gt;-2&lt;/SUP&gt;. The variations of their concentration ratios were also observed. The concentration ratio of myrcene to &lt;I&gt;&amp;beta;&lt;/I&gt;-pinene was usually low in nighttime and high in daytime. It ranged from 0.27 to 2.28. Correlations between the ratio of myrcene/&lt;I&gt;&amp;beta;&lt;/I&gt;-pinene and O&lt;SUB&gt;3&lt;/SUB&gt; concentration or NO&lt;SUB&gt;3&lt;/SUB&gt; radical production rate were 0.78 or 0.54, respectively. These results suggested the possibility that the low concentration ratio in the nighttime was due to decomposing of monoterpenes during the storage period under the canopy. The stored monoterpenes would influence the next-morning fluxes since these fluxes include stored and decomposed monoterpenes during the nighttime. The evaluation of the amounts of stored and decomposed monoterpenes will be important when measuring monoterpene fluxes or determining monoterpene contributions to aerosol formation in the forests.

    本研究では北タイのメーワン流域における現地観測データを用いて,地球観測データが流出予測精度に与える影響を調べる。また,観測データが無い状況に対しては,メソ気象モデルMM5出力値を用いる。これらのデータを陸面過程モデルSiBUC及び分布型流出モデルHydro-BEAMに入力し流出計算を行うことで,地球観測データが流出予測に与える影響を評価する。さらに,観測データが欠測であった状況を仮定し流出計算を行うことで,現地観測サイトの重要性についても議論する。In this study, the impacts of the Earth Observation Data on the improvement of runoff prediction are investigated using the in-situ measurement data in the Mae Wang river basin in northern Thailand. For the case of un-gauged condition, precipitation data is given from the output of mesoscale meteorological model (MM5). SiBUC land surface scheme and Hydro-BEAM are used for runoff simulation. For the gauged condition, 11 raingauges are used. Furthermore, several rainfall datasets were prepared considering the &quot;missing&quot; of some observation. Through the comparison of simulated discharge, importance of each observation site is discussed.

    本研究の目的は,緩流河川であるタイ国チャオプラヤ川流域の洪水常襲地に古くから建立する寺院の嵩上げ高さから,寺院空間の安全性を担保しうる立地特性を明らかにし,高田・桑子(2016)の仮説「ある土地において信仰上の重要な役割を持つ神社は,自然災害発生時においても安全性を担保しうる立地特性を有している」を実証することが目的である。 洪水常襲地の抽出に関しては、過去の浸水域(中村・小森ら, 2012)を基に、洪水常襲地を抽出しデータベース化した。対象地域として、チャオプラヤ川下流域のアユタヤ市(17寺院)、チャイナット市(18寺院)、中流域のナコンサワン市(17寺院)、スコータイ市(24寺院)、上流域のチェンマイ市(17寺院)の洪水常襲地を選定し、対象地域に古くから建立する寺院(計83寺院)を特定した。 洪水氾濫解析に関しては、これまでに収集した現地現業機関による過去50年分の水文気象観測データより確率降水量および確率流量を算定した。これらの確率水文量を基に洪水氾濫シミュレーションを行うために、チャオプラヤ川流域における土地利用情報を収集・データベース化し、降雨流出氾濫モデル(RRIモデル)を用いて、特定した寺院における洪水氾濫解析を進めた。 現地調査に関しては、上述した特定した寺院における浸水深の確率評価を参照しながら、対象寺院の過去の被災履歴・嵩上げ高さの現地調査をするとともに、現地自治体や地域住民に被災経験の有無や自然災害に対する意識に関してヒアリングを現地協力研究者と合同して実施した。

    今年度は、気候変動も考慮した流木流出統合モデルへの高度化および河川生物多様性評価への応用に向けて、対象地域の選定および検証データの整備を進めた。 モデリング班に関しては、中国の災害データベースを基に、中国全土を対象に1997-2019年の期間に土砂災害が多発している地域を抽出し、四川省が最も多く南中国で多発していることがわかった。次に、中国全土の降水量データ整備し、1981-2020年の40ヶ年を統計期間として年最大日降水量の2-1000年確率降水量を解析した。中国東北部および中国南部にて大きい確率降水量が生じることがわかった。これらのデータに基づき、本研究の対象地域として四川省を選定した。次に、対象地域の降水量データおよび統合モデル相互比較プロジェクト(CMIP)の公開データを参照し将来気候の降水量データを海外共同研究者と共同で整備した。現在、基課題で開発した流木流出統合モデルの適用に向けて、モデルパラメータの整備を進めている。また、斜面崩壊物理モデルの検証データの整備として、基課題で開発した衛星画像を用いた対象地域の斜面崩壊域抽出を進めている。 生物多様性班に関しては、研究協力者がこれまでに生物多様性調査研究を実施してきた流域(名取川流域、耳川流域)を対象に、基課題で開発した流木流出統合モデルの適用に向けて、降水量データ、モデルパラメータおよび検証データを整備した。現在、対象地域のダム貯水池流域を対象にヒンジ幅を用いて異常時流出流木量を抽出し、モデル適用可能性の検討を進めている。

    A quantitative model for analyzing the mass balance of large wood and its export on an annual scale at a watershed scale was developed for the first time in the world. The model consists of two frameworks: the rainfall-induced analytical shallow landslide model for the large wood recruitment, and the double storage function with the lumped hydrological method at a watershed scale for the large wood entrainment. For the model application to the whole of Japan, field surveys at recent disaster areas with large wood export, model verification and improvements were carried out. Finally, a method for the risk assessment of large wood export on a watershed scale, considering its storage and , was established using the model.

    This study addressed the change of endorheic inland lakes. The hydrological analysis was conducted for "a cause of the change," and field surveys and observations were for "environmental impacts resulting from the change." In the terrestrial water circulation model, we performed a water circulation analysis considering climate change and human activities in the whole basin. The model could show that the water level of Lake Turkana was displaced to different levels before and after the low rainfall period around the year 2000. In addition to surveying the damage caused by the water level change in the surrounding area, meteorological observations and in situ measurements of soil moisture were conducted. Satellite monitoring of actual irrigated areas was also conducted, and the impacted area by severe drought in 2001 was accurately detected in the Aral Sea basin.

    Distributed model of periphyton was developed using a nutrient transport model and a water temperature model based on a distributed hydrological model. The model accuracy is RMSE=11.5mg/m2 monthly. Positive correlations were observed between the population densities and eDNA concentrations for orders Ephemeroptera, Plecoptera, and Dipetra. Field observations showed significant and positive correlation between periphyton and stream insect biomass. The variation of periphyton biomass as producer influenced consumer biomass in the higher energy position of ecological pyramid.

    I developed an evaluation method of spatial-temporal uncertainty for turbulence measurements. Furthermore, I developed new evaluation method for partitioning Evapotranspiration/CO2 fluxes into evaporation/transpiration and photosynthesis/soil respiration. I clarified that CO2 flux and H2O flux in the dry season were not often possible of Monin-Obukhov similarity due to the plant physiological heterogeneity and soil surface water heterogeneity.

    Landsat images can detect landfill areas in flood plains of the Mekong River. Multiple regression analysis shows correlation coefficient 0.34 using existence or nonexistence as an objective variable and annual maximum water depth, straight distance from central Phnom Penh to landfill area as explanatory variables. Landfill areas by wasted solids have 25 times more total phosphorus and 4 times more COD than those of floodplains. Landfill areas having factories have more iron than that of floodplains. One area has 21 times more than WHO standard of iron. Land use of agriculture can be classified by annual flood duration. NPP with 134kgC/m2 in flood plain will be lost in the case of change from present natural vegetation to agricultural area.
