    For most Japanese companies and organizations, the enormous damage from the Great East Japan Earthquake (GEJE) was greater than expected. In addition to the great tsunami and the earthquake motion, the lack of electricity, fuel and other supplies disturbed recovery efforts and activities for business continuity. This should be considered an important constraint factor of large earthquakes. The Japanese government and industries should utilize the lessons of the GEJE and execute effective countermeasures, considering the concern of other great earthquakes occurring in Japan in the near future.<br> Of the countermeasures, improving the earthquake-resistance of buildings and facilities is the most basic approach. In addition, the spread of a BCP (Business Continuity Plan) and BCM (Business Continuity Management) to private and public organizations is also indispensable. Based on the lessons of the GEJE, BCM should more clearly include the standpoint of supply chain management, and emphasize "alternate strategy" more. The central and local governments are requested, in addition, to develop their own BCP and to prepare prerequisites for the BCM of private sectors, such as showing damage estimations in detail and improving related frameworks.

    In the time of disasters, construction companies' roles of disaster recovery are indispensable in each region. Local governments that are responsible for disaster relief have been depending on these roles. However, the amount of construction investment has been decreasing in Japan, and the business environment of construction firms has changed to be very severe. Authors have executed a questionnaire survey to the prefectural governments and ordinance-designated city governments to examine actual situations, expectation and supportive measures of disaster recovery cooperation with local construction companies. Those governments have recognized the importance of continuous existence of the companies in their regions, but their supportive measures should be more enhanced.

    In 11 local cities in the Tohoku region, which is an advanced region of population decline, we conducted detailed on-the-job hearing surveys on the actual conditions and issues of town development corresponding to the declining population, the actual conditions and responses of vacant houses and vacant lots, and town development through public-private partnerships. The problems related to the conventional town development legislation, including not only the city law but also the land expropriation law, were clarified. The problems obtained in the above research were organized from the legal and economic aspects, and the hypothesis of the solution was considered. In addition, by feeding back the hypothesis of the solution to the local city to be interviewed, after verifying the effect of applying it, the policy proposals were summarized from the legal and economic aspects.

    To enhance business continuity ability of the medium and small enterprises which are the keys for Japanese industries to overcome disaster damage, we extracted the required elements for improvement of the business continuity ability of them. The elements need not high cost and long time to realize. We extracted them based on the analysis of central/local governments’ guidelines of Business Continuity Plan (BCP) for enterprises, interview research and reports of disaster response of damaged companies, and the discussion with experts. We studied effectiveness of the required elements and improved them in many study sessions with enterprises and BCP seminars for companies. Furthermore, utilizing these required elements, we formulated a simple check list of the company's business continuity ability for medium and small enterprises and publicized it at a website. We continue improvement based on the opinions of users at present.

    This study evaluates the economic losses of business operation stop caused by the direct damage from the Miyagi-Ken-Oki earthquake, the Nagamachi- Rifu fault zone earthquake and the Mt. Zao volcanic eruption predicted in the Miyagi prefecture. In addition, this study also evaluates the possibility of the indirect economic impact based on an input-output analysis using the interregional input-output table divided into the Miyagi prefecture and the rest of Japan. The result suggests the simple approach to evaluate the characteristics of the differences in the economic damages caused by disasters from the perspective of industry.
