Most of the urban areas in Japan is experiencing population decline. In this study, using demography and land use data, 109 Urban Employment Areas were classified into 6 groups in terms of in their urban spatial structure changes. As a result, in many urban areas, despite the population has relatively concentrated in the central areas, built-up areas continue to expand in the suburbs. This study also quantified the problems that emerged in a population-declining society, such as urban sprawl and decreasing urban density. The result showed that such "mismatch" in the spatial structure has a negative impact on efficient administrative services.

We aim at clarifying land environmental condition on the basis of the intensity of predominating geomorphic agents, and figuring out current agricultural management and acceptance process of environmental policies, in the eastern margin of the Ulan buh Desert. Geomorphologically, aeolian dune area continues to expand since about 8 ka, when the youngest fluvial terrace surface emerged along the Yellow River, and migrating rate of the dune front is estimated to be approximately 10^-¹-10⁰ m/yr during the past several thousand years, and 10⁰-10¹ m/yr in places since the 1960s. Because the terrace surface was almost entirely embedded under aeolian sand layer as a result of the dune expansion, the agricultural lands are exclusively located on the flood plain, where groundwater level is extremely shallow and topsoil salinization tends to occur. In the mid-1990s, people began to introduce sunflower production in the study area, because of its higher cashability and tolerance for dryness, and it became a new major income source, instead of the former stock farming, affected by the shrinkage and disappearance of grassland on account of the dune expansion. Due to continuous cultivation of the sunflower, they are in need of keeping a balance on land use, between risks in environmental resource, namely, decline of yield and soil fertility, disease and insect damages, overuse of chemical fertilizers and pesticides, and salinization, and farmland maintenance by winter-flooding in sunflower fields;however, the balance currently seems to be lost by degrees. Grazing prohibition implemented as one of environmental policies, had stronger characteristics of being income security, and therefore, in order to maintain the sustainability of environmental resources, operation of the policy taken into account both land environmental condition and people's livelihood strategy, should be necessary.

We sought to clarify the farming methods and implementation of environmental policies by inhabitants of the Bāyàn xǐguì settlement on the eastern margin of the Ulan Buh Desert. In this settlement, households of the Hui people constitute the majority. Hui people moved into this settlement after the original pastoralist Mongolian inhabitants moved to another area. The primary crop of the settlement is currently sunflowers, which are cultivated on the riverbanks of the Yellow River. New dikes constructed along the river in around 2000 made it possible to avoid the risk of flooding and facilitate sunflower production. The number of households in the settlement has increased as the children have become independent and constructed their own houses. When the parent generation retires, their children succeed their rights to the farmland. In this way, each generation expands the area under sunflower production. Despite decreases in yield and soil fertility due to salinization, sunflower cultivation generates high levels of income and profit. Consequently, compared to other rural areas of Inner Mongolia, the average household income in the village is relatively high. Similarly, unlike other rural areas where young people migrate to urban areas in order to increase their income, the households in this settlement are able to purchase passenger cars, afford newly built houses, and generally improve their living standards.

Collaborative studies on living environment and residents' health in temporary housing have been conducted by the Study Group on Recovery of the Areas Affected by the 2011 Great East Japan Earthquake. This presentation aims to integrate studies on room climate in temporary housing, physical activities of daily living of temporary housing residents, mental health of the residents with various experience related with tsunami disasters, spatial characteristics of living behavior of the residents in Miyako city, Iwate prefecture.

The victims living in the temporal housing after the 2011 Great East Japan Earthquake wish to move into the recovery public housing in the future. So, the information in actual state of the victims is the most important fundamental data to consider amenity of the recovery public housing and connection of its surrounding area. This presentation introduces overview of the collaborative study on the recovery public housing in Miyako city and Yamada town, Iwate prefecture. The study is conducted by the Study Group on Recovery of the Areas Affected by the 2011 Great East Japan Earthquake, and has 7 subjects; (1) Temperature environment in the temporal housing, (2) Hearing from the residents about inconvenience in the temporal housing, (3) Basic information of the residents in the temporal housing, (4) Physical activities and activities of daily living in the residents(5) Daily behavior of the residents in the temporal housing and its surrounding area, (6) Hearing from persons shutting themselves up in the temporal housing, (7) Recovery processes of the shopping district after the tsunami stricken. The collaborative study is just beginning, supported by The Toyota Foundation.

Characteristics of radiation dose rate distribution were investigated along the 114 national road in Watari located in southeast part of the Fukushima basin on the basis of the measurements at two-month interval. The results are as follows.  (1) Most of the radioactive material fell on the ground before the last summer. (2) The radiation dose rates in the tunnnels were tenth part of those on the open areas. (3) The radiationdose rates on the mountain slopes were about one and a half times as high as those at the urban areas.

After World War II, Japan increased its institutional efforts to improve the technology of rice production. As a result Japan experienced a remarkable increase in the domestic yield of rice. Since the middle of the 1960s the overproduction of domestic rice has raised nationwide concern. To prevent the decrease in the domestic price of rice due to overproduction, Japan implemented the Policy of Reducing Production (Seisan Chosei). Under this policy, the acreage of rice planted paddy fields has been strictly restricted respectively at each level of farmhouses, agricultural settlements, and municipalities. With this policy a farmer can receive a subsidy for planting crops other than rice on a paddy field. The subsidy received is based on the type of substitute crop. The Government has guaranteed pastures to receive the highest subsidy. In this article the process of regional adaptability to the Policy of Reducing Production is discussed with regards to the impact of a farmer's organization and the condition of the agricultural land. To accomplish this, the municipality of Towa-cho, where rice production is predominate, was selected as the study area. To examine the impact of a farmer's organization and the condition of the land, two agricultural settlements within Towa-cho were selected: Momonosawa and Motomachi. Before the 1970s a large-scale reclamation had been carried out at Momonosawa. A farmer's cooperative for mutual use of agricultural machinery had not been organized at this settlement. The farmers had individually adopted agricultural machinery such as a cultivator, a tractor, a rice planting machine and a combined harvester. The use of this type of machinery would alleviate the time spent on farming and allow the farmers to manage more time so they can pursue other potential sources of income outside of farming. As an adaptation to the policy, crop conversion from rice to pasture has been the general tendency of the farmers since the 1970s. However, after the 1990s there has been a regional overproduction of pasture at Momonosawa. This in turned has forced farmers to change from pasture to a lower subsidy crop. As a result the “adjusted paddy field” (Chosei-suiden, a paddy field where no crops are planted) has been increasing at Momonosawa. It should be noted that there is a cultural propensity for Japanese farmers to resist abandoning a paddy field. The conversion from paddy field to pasture is also a common practice at Motomachi. In contrast to Momonosawa, a well-developed farmer's cooperative has been established at Motomachi since the 1970s. Within Motomachi there are varying functioning levels of farmer's cooperatives. To examine the possible impact of the of a farmer's cooperative in more detail, three hamlets within Motomachi have been selected: Yakata, Nakada and Oki. In Yakata, the farmer's cooperative is very weak. Due to this weakness the lower class farmers have tended to abandon agricultural activities except for the cultivation of a paddy field for self-sufficiency. As a result fallow and abandoned fields have increased since the 1990s. In Nakada, the farmer's cooperative had been well developed but has weakened over time. The decrease in the farmer's cooperative membership played a key role in it's weakening. Despite the weak farmer's cooperative, it helped hinder the development of fallow or abandoned fields there. In Oki, a strong farmer's cooperative has been developed. They have demonstrated a collective behavior toward adapting to the policy. As opposed to converting paddy fields to pastures, a large-scale collective production of high-returned crops, such as cucumber and alley, has been implemented. This is an example of the possibility of maintaining regional agriculture despite of severe circumstances brought about by policies such as the Policy of Reducing Production.

This paper aims to discuss the changing process of agriculture in terms of part-time farm households. For this purpose the author used a cluster-analysis to extract the changing characteristics between 1960 to 1990 and considered the process in progress of part-time farmings for this purpose. The results are summarized as follows. 1) The main trend in progress of part-time farmings, as a whole, was to shift to secondary part-time farmings earned main income from non-agricultural jobs. although, a regional variety in the characteristics was clarified in the study period. 2) In towns and villages located along the major roads and railroads in Aizu Basin, secondary part-time farmings remarkablely increased from the beginning of the study period except for the towns (villages) where full-time farmings predominated. 3) In the towns and villages located at mountainous area, part-time farmings with daylabor and part-time jobs once occupied an important position. Since 1980's, however particularly in the north area, part-time farmings followed the similar trend observed in Aizu Basin. Moreover a regional difference is pointed out between the two that the former experienced more severe depopulation. 4) In towns and villages located along midstream of Tadami River, depopulation continued and now aging society is emerging. As a result, proportion of full-time and secondary part-time farmings increased simultaneously. This trend is also seen in parts of Aizu Basin, however it must be recognized that the characteristics are different each other.

The purpose of this study is as follows. (1) Elucidation of changes in the urban living environment and its regional significance in Hohhot, a provincial capital located in the central part of Inner Mongolia, China. (2) Clarification of the actual situation by comparing the food system of meat in Inner Mongolia, which is especially important traditionally and culturally, and the food system of meat in Mongolia, which has the same cultural background. (3) Elucidation of the characteristics found in the expansion of the urban area of Hohhot City, the provincial capital of Inner Mongolia, using Nightlight data.

We studied the following sub-theme such as (1) central places and gateway cities, (2) evacuated behavior and residential migration, and (3) distribution of primary industry products and geographical rumor. First, we presented in the Annual Meeting of the Association of Japanese Geographers that the severe accident of Fukushima Dai-ichi nuclear power plants was considered the geographical catastrophe, needing the re-conceptualization of Oekumene. Second, we published the paper in English book of the famous publisher, taking into account of the stigmatization of the place Fukushima that has enforced some dis-communication between Fukushima Prefecture and others. Third, we investigated the recovery process of Onahama fishing industry in Iwaki city and delivered the poster of research results in Japan-Korea-China Joint Geographical Conference in English. However, the newly emerging regional division in Fukuhsima Prefecture has not fully been discussed among study members.

Modern geographical sources concerning East Asia, such as maps, aerial photographs and meteorological observation data, are found among collections in major overseas libraries and archives. However these sources have been underutilized for the study of environmental change, because they were not catalogued systematically as documentary records. This study intends to search and collect them mainly in the Library of Congress and the National Archives and Resource Administration Ⅱ. We confirmed in them wartime maps since the Arrow War, aerial photographs of China and South East Asia during and after World War Ⅱ including those by U-2 plane in 1960s and wartime meteorological observation data by Japanese military. In addition, we studied land use changes in Chinese loess plateau, Laotian highland and the Taoyuan tableland of Taiwan.

In the Wuchuan County, the middle part of the Inner Mongolia Autonomous Region, China, it is clarified that maximum gully erosion rate estimated to 25-115 cm/yr during 2003-2010 due to our observation. The gullies in this area continue to form since the middle Holocene. On the eastern margin of the Ulan Buh desert, Western Inner Mongolia, the amount of sand dune migration attains more than 1, 500～2, 800 m since ca. 8 ka, especially 1～10 m/yr in the past five decades. Under such physical environment, local farmers intensively engaged in sunflower cropping in unsustainable consciousness. We also made clear the part of desertification processes of the Hunshandake Desert, from the analysis of NDVI-value change during the recent years.

The purpose of this study is to compile maps, aerial photographs and meteorological records produced by former Japanese military, in order to monitor environmental changes in Asia and Pacific Areas. The surveys of these materials at the Library of Congress, Washington, D.C. were carried out six times. Many manuscript maps of Korea and China drown by Japanese army officers were discovered. The aerial photographs observed were catalogued. Meteorological records which were kept in various sections of the library were partially catalogued. The maps in the collection of Japanese universities were digitized and catalogued. A symposium was organized by the participants of this study at the conference of the Japan Cartographers Association to advance the progress of the study on the Japanese military maps. In addition, awards to our study were presented by the Japan Cartographers Association and the Association of Japanese Geographers.

Throughout three years, we chose Busen Prefecture and Siziwang County of Inner-Mongolia Autonomous Region as the object area, and carry out the intensive investigations in each fields of geomorphology, climatology and humanity geography. As the result, in geomorphological field, the actual condition of the gully erosion was clarified, and the erosion regression ratio is exceeded 1m/year. The effect of the thermal soil erosion in spring was suggested except for the strong rainfall in summer as this mechanism. In climatological field, the meteorological observation has been carried more than 3 years, contributes to elucidate the mechanism of the gully erosion, moreover brings new knowledge on occurrence condition of the dust storm observed suing the camera. The dust storm increases in the central. Inner-Mongolia. Autonomous Region recently, and it seems to contribute to the increase in the yellow sand phenomena flying to Japan. In spring with advancing the soil melting timing by the global warming, the aridity tendency of the soil is accelerated in addition to the evapo-transpiration increase, these processes contribute the increasing of the dust storm. In human geographical field, the influence of "returning cultivated land to forest policy" is investigated. It deterrents partly to the desertification, but result in separating the pastorals from grassland against the background of economic power. From the comparison with the western arid region and Mongolia, the effect of the economic development is observed in the central Inner-Mongolia Autonomous Region. The research results were presented to the researchers of the both countries in the workshop of two times held in Sendai and Huhehot, and it caused the extensive and serious discussions. Through the present research project, the academic bond was formed between the researchers of both countries, and the promotion of future continual research has been enabled.

Inner Mongolia Autonomous Region, environmental degradation by human production activity such as the unplanned reclamation by population growth or excessive pasturage is worse. Poverty of inhabitants of the district makes more environmentally charge it, and existence of the vicious circle that environmental damage affords poverty is pointed out as a cause. Chinese Government carries out some policies for the solution. A representative policy is called "Returning Cultivated land to Forest Land "or "Returning Cultivate land to Grass Land". This policy prohibits agriculture and stock farming in the cultivate area which deteriorated, and changes back cultivated area into a forest land and grassland. In addition, grazing is prohibited and switching from small livestock to Large-sized livestock is measured in some area. In this study, our aims are to evaluate this Environmental policy, as Returning Cultivated Land to Forest, Grass Land from view points of Physical Geography and Human, economic Geography. Our group started regional research in Busen. Shisiouki from 2003 to 2005. As a result, we pointed out three features as bellows. First, from GIS testing on Land environmental situation and human land use, Desertification in Inner Mongolia is becoming more serious. Second, from research of Agricultural management in Research area, under environmental policy, agricultural management is changing from small livestock to large one. This makes farmers getting more income, and more loan money in order to introduce Large-sized cattle. Third, from research of physical geography, Climate condition and land erosion, vegetation are becoming no good situation/

本研究の目的は，津波被災地における水産経済の回復段階を詳細に解明し，復旧さらには復興の阻害要因を水産業の連関構造をふまえて実証的に明らかにすることである。東日本大震災によって甚大な被害を被った三陸沿岸は世界三大漁場の一つであり，わが国の水産業にとって重要な地域である。とりわけ特定第三種漁港に指定され，かつ大きな被害を受けた気仙沼漁港，石巻漁港，塩釜漁港は，冷凍や高次加工において周辺の小漁港を含めた拠点である。これら漁港の水産業の地域的特色を俯瞰すれば，気仙沼漁港はカツオ／サンマ，フカヒレといった最終製品向け加工が卓越するのに対し，石巻漁港はサバ／アジの水揚げが多く，加工形態も低次加工／冷凍加工やフィッシュミール・魚油が主要な品目に入る。さらに，気仙沼・石巻漁港は冷凍加工や最終製品加工が主業なのに対し，塩釜漁港は生マグロを中心とする生鮮出荷が多いという特徴を有する。このように同じ特定第三種漁港でありながら，その漁獲種構成および流通，加工形態によって，地域における水産業の様相は異なり，地域ごとに目指すべき方向性や水産経済の復旧および復興への課題は異なる。したがって，早急および着実な水産経済の再建を展望するためには次の2点が重要である。第一は多様な経営体によって構成され，裾野が広い水産業の地域構造を一体的に把握することである。第二は水産業の地域構造を地域間で比較し，水産経済の再建に関する課題を地域構造に由来する地域的課題，産業構造に由来する産業的課題に整理，分析することである。上述の分析を通じて，本研究は津波被災地における水産経済の再建に寄与することを目的とする。

東北地方太平洋沖地震による大津波で自宅が全壊した被災者は、大半が応急仮設住宅に居住しており、高齢者を中心として災害復興公営住宅等に将来移り住むことを希望している。本プロジェクトでは、復興公営住宅の建設で暮らしやすい「住まい」が実現できるように、（1）仮設住宅内の温度環境や構造等の大きさ・高さの計測、（2）仮設住宅内の構造や設置物にかかわる不便・改善点の聞き取り、（3）日常生活の基礎となる被災者の体力や体格の計測、（4）日常生活での空間行動の聞き取り、（5）空間行動が展開される被災地の商店街等の時系列的・空間的な再建過程等の復元とモニタリングを行い、被災者の生活および被災地の再建についての実態把握を行う。そして、復興公営住宅等の「住まいづくり」とそれを取り巻く「まちづくり」について、被災者の生活と被災地の地域性に応じた「必要なところ」を岩手県等の復興公営住宅にかかわる政策との関連で提言する。調査地域は、岩手県宮古市と山田町である。「まちづくり（被災地再建）」で最も重要な安全にかかわる「津波の浸水高」を主な市街地で既に高密度で計測しており、防災面も含めて考察する。
生態系サービスを活用した持続可能な農業に関する研究
