    In a DC power supply system, a rectifier consisting of multiple parallel converters transforms AC to DC. The efficiency of converter depends on converted power level so that there is a possibility to raise efficiency of the DC power supply system by adjusting converted power with each converter. In this paper, we propose a new rectifier control method which adjusts percentage of converted power by applying active power control for a part of multiple parallel converters. The effectiveness of the method is shown by electromagnetic transient analysis simulation. And also, in order to determine the optimum allocation of converted power to each converter, a maximization problem of DC power system efficiency is formulated as a nonlinear optimization one and the solution is developed.

    太陽光・風力発電といった間欠性出力電源を主体とする電力システムでは、既存の火力電源だけでは需給調整・周波数変動抑制が困難になる。そのため、需要側の電力調整資源である多数の負荷機器の消費電力を調節し、それが需給調整・周波数変動抑制に有効に機能する負荷制御方法の開発が望まれている。 本研究では、この需要側電力調整資源の調節方法の原理を明らかにするため次の項目の研究を行う。(A)需要側電力調整資源の潜在量の推定、(B)動的量子化器を応用した負荷制御系の開発、(C)需要側電力調整資源の利用公平性を考慮した自律分散型負荷制御の原理の明確化。 令和3年度は、需要側電力調整資源の潜在量を推定するため、仙台市青葉区の600世帯の一般家庭を対象としたアンケート調査を実施し、164世帯から得られた回答の整理を行った。特に代表的な需要側調整資源である空調機の一世帯あたりの平均的な出力や負荷制御に参加したときに希望する電気料金割引率のなど、有効な負荷制御を実施するための条件を明らかにする定量的なパラメータを推定している段階である。 動的量子化器を応用した負荷制御系の開発については、昨年度考案した動的量子化器を組み込んだ周波数変動抑制用の負荷制御系を、電力網の電圧も計算できる詳細な電力システムモデルに適用し、その効果を従来の静的量子化器を用いた負荷制御系と比較検討した。なお制御対象の負荷機器として電気自動車の搭載蓄電池を想定した。比較検討の結果、蓄電池グループの個数が少なくなると、静的量子化器による負荷制御の周波数変動抑制降下は低下していくが、動的量子化器の場合はグループ数が少なくても効果が低下しにくいことが分かった。なお、動的量子化器を用いた負荷制御では、蓄電池の充放電を頻繁に行うため、新たに短周期の変動を引き起こすことになり、その変動の抑制が今後の新たな課題になっている。

In the study, by the simulation of an integrated model of appliances and electric power system, it was clarified how reinforcement learning can be applied to control system of heat pumped air conditioner, and average consensus algorithm is useful to reduce the bias in the use of many appliances for the load control.

    Consumers will change the use of their appliances in order to maximize their benefits obtained from electricity consumption when information about electricity price and power quality is given by electricity suppliers. This consumer's behavior is called demand response. The purpose of my study is to clarify how demand response affects stability of electric power systems. In the study, basic characteristics of the demand response were identified through questionnaire and experiment using a power system simulator. It was also clarified that time delay with direct appliance control for reducing frequency and voltage fluctuations could cause instability of power systems. The results of the study are useful for stable operation of future electric power systems with advanced demand side management systems.

    電力工学分野は、ともすれば大きな技術課題は一段落し、開発研究要素が見当たらないようにも捉えられがちである。しかしながら、超電導・パワーエレクトロニクス・新機能材料等、革新的で夢のある研究テーマも多く、加うるに、産業界における自由化・競争時代の中、今後一層求められる高経済性や低環境負荷をより進めていくには、新しい材料の導入や抜本的なシステム構成への転換など、これまでの考え方にとらわれない新しい発想での研究推進体制が必要となってきている。本課題では、前例にとらわれない新しい産学連携の仕組みの実現を目指して、企画調査を実施した。その成果は以下の通りである。 1.先行して模索が始まっている、大学と企業による自主的な産学連携組織「電力技術産学協調推進検討会(以下、推進検討会と略記)」と協力をしながら、推進検討会が進めている研究コンソーシアム活動の問題点や課題を把握し、今後の活動の方向性をまとめるに至った。 2.電力技術の将来の方向性を提示できるような、研究コンソーシアムの技術課題(大テーマ)として、電力工学のソフト分野関係から「次世代送電システム」、ハード分野から「革新的電気絶縁技術」を取り上げた。また、大テーマを実現していくための具体的な研究項目を7テーマ提案した。 3.大学が共同研究に要する外部資金を導入する方法について、その現状および課題を調査した。 4.知的所有権の取り扱いについて、各大学の規約等を集積し、比較検討を行った。 5.上記の検討結果を基に、平成17年4月からスタートする電力技術産学共同研究連合(コンソーシアム第4フェーズ)の基本的な枠組を構築するに至った。

    The participation of independent power producers into free markets of electricity will cause insecure operating conditions of a power system such as unforeseeable power flow profiles where the effects of a fault spread over the whole system. In our research project, in order to prevent such effects from spreading, real time assessment of power system stability based on synchronized measurement technology has been studied. The results obtained through the project are as follows. 1. A novel method to estimate modal frequencies and damping factors of major power oscillations was developed which is based on identification of power system dynamics and eigenanalysis of the identified system. The synchronized measurements of rotor angles and speeds of all generators and load deviations are used for the system identification. The effectiveness of the developed method was evaluated through simulation studies of the power system model used by Tohoku Electric Power Company. 2. A new method to select the generators suitable for the detection of weakly damped slow oscillations from the rotor angles and speeds was developed which is based on coherency of generators with respect to the slow oscillations. 3. Through the investigation of the field data that were obtained by the GPS based synchronized measurement system deployed over the northeast power system in Japan, it was clarified that the stochastic properties of random load deviations can be estimated from power flow fluctuations. 4. In order to identify power system dynamics in real time, a parallel computing system, which consists of fourteen PCs and LAN, was developed. By utilizing the computing system, application of mobile agent to power flow management in competitive electricity markets was clarified. 5. As a new approach for DSM, Customer's Cooperation System was proposed in order to improve voltage profile of distribution networks including many dispersed generators.

    In the electric power system included multiple entities, entities or players take the complicated economic action by which they are able to get maximum benefit. Target of our research is the development of a packet-power transmitter for realization of open and homogeneous access for all entities in the power network. In our research, the packet power means a kind of capsule power with a level of the transmitted power transaction and the related information, such as 'from where to where by whom' and so on. In order to realized this concept in the real power system, we have to develop the monitoring devices of wide area dynamics in the power network through home power-outlet signal by GPS-internet based system. Interaction of generators inertia through power network induces multiple modes of voltage phase angle fluctuation in the power system. Measurements of the real time power fluctuations would be the important monitoring parameters of dynamic power system status especially under the competitive circumstance including various types of generation units and trading entities. We have measured the phase angle fluctuation among Hachinohe, Sendai (about 300 km from Hachinohe) and Tokyo (about 700 km from Hachinohe) by using the GPS-internet based PMU units, which was developed by the collaboration of Hachinohe Institute of Technology and Toshiba. Unique point of our work is in measure points of voltage signals. For enhancing the mobile ability and simplicity of measurement, the voltage phase angles are simultaneously measured through the home power-outlet at the remote area by GPS-internet based units. In this research, we are able to demonstrate the feasibility of the proposed monitoring system. The GPS-internet based device is featured as [sampling time : 0.02 s〜1s, data length < 36,000 continuously]. The setting of this monitoring system and the transfer of the observed data can be done through internet-media from the remote point. As a result we are able to survey the consumer behavior and the other entities of maximizing their profit under the competitive circumstances in the power network, in which the intrinsic oscillation occurs continuously. Concerning the packet-power concept, we are able to establish the concrete design by analyzing the obtained observation through the developed the monitoring system by this research grant.

Operator of these power systems has to sustain the permissible level of power quality and has to realize physically the complicated transaction on the real power network. We have studied the safe realization of the competitive transactions in the normal state, the preventive action including the transaction curtailment for network line loading relief procedure in order to survive the predicted emergency state, the duty allocation among the entities for maintaining the reliability and the effect of the coalition behavior of entities to the reliability enhancement by the support of the Grand-in Aid for Scientific Research. Studies include the followings : 1) Contribution of multiple entities on the line loading relief procedure and the improvement of system reliability. This study was reported at the CIGRE London Symposium on June 1999. 2) Feature extraction for controllable area of power flows depending on the phase shifter allocation. 3) A study on screening of electricity transaction path from the standpoint of dynamic stability. These topics appeared on the IEE Japan Periodicals, Transaction Section B in 1998 and 1999, respectively. 4) New reliability concept of the electric power system under the competitive circumstance, specially focused on the coalition behavior in the preventive or the emergency state. This study was reported at the PSAM5 Osaka Symposium on November 2000. 5) Analysis of the reliability collapse through the network stress followed by the complicated power flow because of selfish economic actions among the entities. 6) Solutions to sustain the reliability by the nodal price and the reliability must-run-generation. 7) Simulation study by using the client-server system established on the supported WS system.

    平成11年度は、生物の社会集団的行動原理に基づく電力システムの協力制御理論の構築に向けて、前年度に開発した電力貯蔵装置群による線路過負荷解消制御についてさらに検討を深めた。主な研究結果は以下の通りである。 (1)電力ネットワークに分散配置された各電力貯蔵装置が、隣接した線路の過負荷を解消するように充電あるいは放電すると、線路過負荷は解消されるものの、電力システム全体の需給平衡を崩してしまうことが明らかになった。これは前年度開発した充放電ルールがローカル情報のみに基づいており、電力システム全体の振舞いを表すグローバル情報を利用していなかったためである。そこで各貯蔵装置の近傍で計測可能なグローバル情報として周波数に着目し、それを組み込んだ充放電ルールを検討した結果、需給不平衡量を低減できることが明らかになった。 (2)線路過負荷の解消時間と需給不平衡量の競合の度合いを、充放電ルールにおけるローカル情報とグローバル情報の重みの付けで調節でき、その重みを電源構成や潮流状態に合わせて各貯蔵装置が自発的に変更できれば、動物の社会集団的協力行動に類似した現象を電力システムにおいても発生させうることが分かった。 (3)開発した充放電ルールによる線路過負荷解消制御が、電力システムの安定性にどのような影響を与えるかを固有値解析手法を利用して分析した。その結果、貯蔵装置の充放電速度を適切な値に設定することにより、固有動揺モード等を不安定化させないことがわかった。ただし、充放電ルールに含まれている非線形性と電力システムの安定性との関連については今後の研究課題である。

    Recently, worldwide regulatory reform for electric power generation and transmission promotes the participation of IPPs (Independent Power Producers) into electric power markets. If a great deal of electricity is traded on the markets, then the risk of power flow congestion or line overloading in part of transmission network becomes high. In this research project, a new strategy which overcomes such power flow problems was studied. The strategy is based on intelligent control of power flow by phase shifting transformers, series capacitors or electric energy storage devices. The major results of the projects are as follows. 1.In order to control power flow by autonomous decentralized actions of phase shifting transformers distributed over transmission networks, intelligent control abilities such as self-creation of control target and coordination among the actions should be embedded in each local controller for phase shifting transformer. 2.A novel technique based on eigenanalysis was devised which can find out power flow profiles controllable with minimum number of phase shifting transformers. The profiles depend on the allocations of phase shifting transformers. 3.A fundamental method using non-linear optimization techniques was developed which determines line impedance of transmission networks or charge/discharge action of electric energy storage devices so as to modify power flow profiles to specified ones.

    Visualization technique of dynamic phenomena and steady-state condition in large-scale power system has been studied in this research. 1.P-delta map, V-dalta map, Q-delta map and Q-V-delta map are proposed and their 2D animations are developed, where P and Q are active and reactive power through transmission line respectively and V and delta are magnitude and phase angle of node voltage respectively. 2.3D animations of unstable and poorly damped swing phenomena in large-scale power system are developed as shown bellow (1) animation with vertical pole, height of which represents phase angle or angle speed, and horizontal pipe representing transmission line, diameter, color or moving stripe of which represents active power flow (2) animation with balloon, diameter and vertical position of which represent stored energy and phase angle of generator respectively, and pipe between balloon and load node representing active power flow through transmission line (3) animation with vertical pole, height and diameter of which represent node and transmission line respectively and horizontal position of which represents phase angle (4) animation with disk, diameter and rotation of which show magnitude and phase angle of voltage respectively, and elastic strings representing synchronizing power. 3.Some oscillatory modes of swing phenomena analized through FFT are represented as 3D animations to help us understand physical meanings of complicated power swing phenomena. As a result, it has been made clear that it becomes easy to understand intuitively where what kinds of oscillatory mode appear by looking at the above 3D animation. 4.2D animation is developed to show how coherent generators behave during the period of oscillation in large-scale power system. 5.3D animation are developed for voltage instability phenomena in small model system.

    In this cooperative research works, we discussed the power network control and management that will be required more complicated and delicate procedures among entities after the deregulations of power industry. Dr.J.Toyoda proposed market power dynamics models of IOU and IPP based on the ecological theory. Concerning the flexible transportation for the low-grade solar generating power, Dr.Y.Ohsawa discussed the DC-link of photovoltaic generation system and SMES.The management and control of this system are also studied. Dr.A.Yokoyama developed a new method which calculates the system eigenvalues using the hierarchical and distributed structure for the on-line steady-state stability monitoring in a deregulated environment of power utility. This method is also effective in the future system introducing FACTS devices. Dr.H.Saitoh discussed the autonomous charge and discharge functions of the power storage devices that can control the flow of Electricity-Packets in Open-Electric-Energy-Network. Cooperative control actions by multiple power producers in a competitive electricity market is also studied. Dr.S.Iwamoto applied a GPS (Global Positioning System) technology for identifying the source of power system harmonics. A robust control method of generator was also studied. Dr.Y.Mitani proposed a method to enhance the network efficiency and system stability by applying the dynamical power flow control with power electronics in the open power network. Dr.S.Yamashiro developed a transmission expansion planning method based on the fuzzy theory. It includes the customer reliability and interruption cost, which were surveyed in Hokkaido area. The expecting profit of PV-SMES with short-run marginal cost are also discussed. Dr.H.Asano proposed a method of regional transmission capacity cost to reflect the proximity of the demand site of IPP_s. He also developed a model of wheeling rate based on short-run marginal cost, considering transmission capacity constraints and transmission loss calculation.

    In electric power transmission network, the power flow fluction occurs by the interaction among multiple generators through the line reactance. The power flow fluctuation include hidden nonlinear signal which arise from the discontinuity of system operation. Aim of our research project is focused to find out a key parameter that will show the dynamic behavior of power systems and to develop a prototype of the multiresolution analyzer to estimate the nonlinear signal for identification of the system insecure condition. The major results obtained through the study are as follows. (1) A prototype of the analyzer for electric power flow fluctutation is configured by 4 digital signal processors. This allows parallel processing in a sufficient high speed for the on-line operation. (2) We can estimate the insecure condition of power system by a key parameter obtained by an identification algorithm based on a linear time-invariant model. In addition improvement of the accuracy is confirmed if the nonlinear dynamic characteristics of power systems are taken into account. (3) Experimental test of the prototype analyzer was performed by using a power system analog simulator at Tohoku Electric Power Company. The results of test show that the deterioration of system damping according to the increasing generator output can be detect by the prototype. (4) Man machine interface has been studied which visualizes the power flow fluctuations synchronously collected at multiple locations by the GPS based measurement system of Tohoku Electric Power Company.

    Public interest in environment and site problems of utility's large scale power plants tend to encourage the effective use of small scale dispersed generation plants such as photovoltaic cell, cogeneration and fuel cell in metropolitan areas. Such dispersed plants generate a small amount of electric energy individually and the most of them would be owned by consumers. In addition, the quality and supply reliability of the generated electricity depend on each plant. If a lot of dispersed generation plants are interconnected with the utility's power network in metropolitan areas and the surplus electric energy can be supplied to the other consumers through the network, then it would be difficult to monitor and control the energy flow in the centralized manner which is adopted by the existing power utilities. In this study, a new method for electric power flow control is developed for overcoming the difficulties associated with the interconnection of dispersed generation plants. The major results obtained through the study are as follows. (1) A novel method of electric power flow control is developed which is based on electric energy storage and real time communication. The most important concept in the method is that the surplus electric energy generated by each dispersed plant is treated as a packet of electricity, and the information about sender (plant) and receiver (consumer) is attached to this packet as a tag. The concept makes it possible that electric energy can flow autonomously from the specified power plant to the specified consumers without the centralized monitoring and control of entire power flows. The packet of electricity is called "Electric Energy Packet" (2) In order to achieve the autonomous flow of Electric Energy Packet, a new device for power flow control is devised which consists of electric energy storage device and multi terminal AC-DC converters. The new device is called "Electric Energy Router". (3) The methods to determine the size and the way of power flow control action of Electric Energy Router are developed by applying queuing theory and optimal control theory. (4) A small scale prototype of Electric Energy Router is manufactured for trial.

    太陽光発電や風力発電、燃料電池、コ-ジュネなどの小規模分散型電源は、原子力など在来の大型電源と比較すると“ミクロ電源"と言え、その個々が発生する微小な余剰電力をどのように効果的に利用するかが大きな課題となっている。本研究では、確率的に発生する微小な負荷変動を個々のミクロ電源が自律分散的に吸収することにより、在来の大型電源を主体とするマクロ電源システムの電力動揺を安定化する方法について検討を行い、以下の知見を得ている。 1.電力システムモデルのシミュレーションにより、確率的に発生する微小負荷変動の吸収能力を燃料電池と同期機型の分散型電源で比較した結果、直流で発電する燃料電池の方が回転体を有する同期機型の電源よりも負荷変動に対する応答が速いことが確認された。しかし、大型電源の動揺安定化に対しては、同期機型の分散型電源が効果があり、負荷変動に対する応答能力・吸収能力だけでは大型電源の動揺安定化には不十分であることが明らかになった。 2.同期機型の分散型電源と誘導機型の分散型電源が需要側ネットワークに混在する場合、それらの配置、台数、運転出力状態により不安定な固有動揺が発生する危険性のあることを、モデルのシミュレーションにより明らかにした。また、固有値解析や位相面軌跡法などを用いて、その不安定な固有動揺が発生するメカニズムと発生条件を明らかにした。 今年度の研究結果より、種類の異なる複数の分散型電源が相互に情報交換を行わないとき電力システム全体が不安定になる危険性のあることが分かった。今後は、分散型電源間の情報交換を行った場合の電力システムの安定化について研究を進めたい。

    本研究は、生体などにみられる自律分散機構を利用して電力システムがどの様に秩序化・構成されるかを分析することを目的としてスタートした。自律分散システムが持つ基本的性質は、多くの研究者によって共通の認識が得られつつあるように思えるが、現状では、電力システムの秩序化プロセスを分析するための一般的な形式化や理論的な分析ツールの確立には到っていない。そこで、本研究では、ほぼ共通の認識として捉えられている自律分散的性質の枠組から現在の電力システムの構造を捉え直し、その成長プロセスを分析してきた。 そこで、電力システムの将来形態の予測と外界の変化に柔軟に対応できるシステム管理・運用の実現を目的として、電力システムの成長を支配する原理を生体の自律分散機構という視点から模索した。まず、近年普及しつつある太陽光、燃料電池、廃棄物発電、コージェネなど、小規模分散型電源の電力システムへの併入プロセスを分析し、電気事業者と需要家の意思決定行動をペトリネットで記述することによりその併入プロセスをモデル化している。このモデルのシミュレーションから、分散型電源の併入プロセスとその併入量が電気事業者と需要家の間に設定される電力売買等に関する連系ガイドラインに大きく左右されることを明らかにしている。以上の検討結果を自律分散システムの視点から解釈してみると、自律個に対応する電気事業者と需要家が連系ガイドラインという場を通じて意思決定行動を行い、その行動による相互作用が電力システムに新しい構造変化すなわち成長という秩序を生み出していると考えることができる。本研究では、この点をより明確にするため電気事業者と需要家の意思決定行動をさらに分析し、より現実に近い分散型電源の系統併人プロセスのモデル化を進めた。

    電力システムは典型的な工学システムであるが、独立した一つのシステムを一つの細胞と見なすと、生体とよく似た性質を持つとみなせる。需要は各所に分散しているので、いくつかの独立した電力システムがまず形成される(個の形成)。それぞれのシステムは、その遺伝子情報に含まれる工学的秩序、たとえば需給平衡や電源ベストミックスを維持するように運用される(個の自律性)。隣接したシステムは、相互の秩序を乱さず、相互に利益を得る範囲で連系し拡大していく(個間相互作用)このような連系拡大は、生体の細胞分裂や増殖作用に似ている。 一方、燃料電池、コ-ジュネ、風力発電など小規模分散型電源は、非電気事業者に属する場合が多く、一般電気事業者に課せられた供給責務というコンセプトが含まれていない(各個は自己完結的)。したがって既存のシステムに新しいタイプの電源を接続するには、両者にとって具合のよい連系のル-ルが必要となる。自律分散構造の視点からみると、電力システムには、個の自律性の目標がそれを支える場の中で達成され、場の全体目標が高位の個の自律性の目標に移行していく階層構造をもつように思われる。これは見方をかえれば、電力システムが機能の上でフラクタルにおける自己相似性をもつといえるかもしれない。 本年度は、一般電気事業者に課せられた供給責務のモデル上での表現、分散型電源の連系の要件の表現、分散型電源の電気エネルギ-供給への協力の度合いの表現など分散型電源の系統併入を決める指標を検討している。また、分散型電源所有者及び電気事業者の行動原理をペトリネットで記述することによって分散型電源の系統併入メカニズムをモデル化している。

    The most important objective of operation and control in large-scale power systems is to avoid the blackout in wide area of the systems. In order to achieve this objective, our research project has studied the advanced techniques of dynamic security assessment and preventive control strategy of power systems. Our approach is based on the monitoring of small fluctuations observed on the active power flow of tie-line or the rotor speeds of generators because those fluctuations include the electromechanical modes which are the useful informations for evaluating the system stability. The main results obtained through the project are as follows : 1. A combined technique of FFT processing and principle component analysis is developed for systematically extracting the features of electromechanical modes from line flow fluctuations. The application of the developed technique to the field data shows that the technique is effective for detecting the change in the characteristics of modes from the small fluctuations. 2. A new approach for evaluating the damping effect of power system on the modes is developed. The approach is based on the interesting characteristics that the energy of modes changes with the increase or decrease of total generating power of the system. 3. A new type of filter for extracting dominant modes of power systems is devised. This filter can be obtained by using the inherent characteristics of power system network and the covariance matrix of rotor speed fluctuations of generators. There are many applications of the filter to the power system problems such as on-line stability monitoring, fault identification and creation of control signals for power system stabilizer. 4. A preventive control strategy for enhancing the stabilizing capability of power systems is proposed which is based on artificial neural network and monitoring of line flow fluctuations. In addition, the scheduling technique of economic load dispatch coordinating. the system economy and stability is developed using the neural network and the fluctuations.

    本研究では、多数の小規模分散型電源が需要側に出現し、その余剰電力を一般の需要家が直接購入できるようになった状況において、分散型電源が既存の大規模電源と共存しながら電力供給の場に参入できるための新しい電力ネットワークの実現可能性を模索した。研究の結果、電力貯蔵装置と電力取引に関する情報通信の環境を整え、電力を行き先情報付きのパケット(小包)として捉えるコンセプトを導入することにより、本研究の目指す新しい電力ネットワークが実現でき得ることをシミュレーションにより例示した。
