    During the heavy rain in July 2018, emergency warning was issued by Japan Meteorological Agency, and evacuation orders and recommendations were issued by municipalities. In fact, many people, however, did not evacuate and stayed at home. This study conducted a questionnaire survey in Nishikyo Ward, Kyoto City, where there was concern about the flood of Katsura River and for which an evacuation order (emergency) was issued. The survey aims to investigate the relationship between personal attributes such as differences in the recognition of disaster and the actual situation of evacuation behavior. Results show that there is a relationship between perception of river flooding and evacuation behavior. Even after obtaining evacuation order, low percentage of people evacuated. The reasons for the failure to evacuate indicate the surrounding conditions such as weather condition and time affected the evacuation behavior. Despite recognizing that the house was expected to be inundated by the inundation hazard map, few people actually evacuated, indicating that there was cognitive dissonance.

    <p> There is a growing concern that wild bears encroach into cities in Japan, which has adverse impacts on agriculture and human safety. This paper theoretically analyzes the socially optimal land use policies, such as regulating total area of residential and agricultural land and controlling the number of plants that is a main food source of bears, considering the following three externalities: (a) ecosystem services, (b) damages to agricultural products by bears, and (c) farmers' fear of encountering bears. We find that, even if there exist these three externalities, the equilibrium size of residential area is consistent with the social optimum if bears do not enter the residential area, and that the optimal farmland size could be larger or smaller than the equilibrium size, which depends on the tradeoff between the loss in ecosystem services from expanding farmland and the decrease in the number of bears that have damages to the agricultural products and the farmers' fear of encountering bears.</p>

    This study presents a method to assess the value of the ecosystem and recreation of beaches on a nationwide scale, and impacts are assessed both without and with the optimal beach nourishment as adaptation to beach erosion due to sea level rise for RCP2.6 (0.39-0.47 m) and RCP8.5 (0.55-0.65 m). The optimal nourishment would cost about 660 billion yen for RCP2.6 and 110 billion yen for RCP8.5. Without nourishment, the Japan's total beach would disappear 84% for RCP2.6 and 94% for RCP8.5 by the end of 21st century. With nourishment, the optimal beach loss rate is estimated 57% for RCP2.6 and 70% for RCP8.5 by the end of 21st century. Considerable limitations remain due to the lack of consideration to ecosystems except beach plants, impacts of grain size on ecosystems, and frequency of beach nourishment.

    &nbsp;&nbsp;Many developed countries are undergoing decreases in population. The change in population is a key factor to determine the spatial residential pattern. For the case of increasing population, Fujita1), Wheaton2) and others examine the change in the spatial residential pattern, but no previous papers take account of decreasing population. This paper explores the change in the spatial residential pattern in a monocentric city according to the change in the population. Specifically, the paper examines when, where, and how the land is developed, renewed and returned to agricultural land. Conclusively, the paper shows several developing patterns, and clarifies which economic condition brings about such patterns.

    Many evacuation simulation models have been developed. However, all the models exogenously set the rate of evacuation and the evacuation route which are inherently determined by residents. With the exogenous settings, these models can not follow the change in the residents' behavior according to changes in policies. Therefore, it is necessary to model residents who evacuate based on their individual rationality. And now, it is known in particular that residents will not evacuate by some psychological factors (e.g. cognitive dissonance). This paper, focusing on cognitive dissonance as psychological factors, constructs an evacuation model incorporating individual rationality and cognitive dissonance. As a result, we show the effects of cognitive dissonance on the residents' evacuation.

    All the manuals of cost benefit analysis for anti-disaster prevention projects measures its benefit by the expected value of damage reduction. However, the expected value is not an appropriate measure because people are not neccessarily risk neutral nor there is perfect insurances. In order to enhance the confidence on the benefit value estimation, this study removes the availavility of perfect insurance and the observability of utility function, both of which are not realistic. This paper proposes the benefit measurement technique by observing the change of indivisual anti-disaster prevention investment behavior appeared as a result of public anti-disaster prevention projects. Since we can observe those behavior, it could be said that the technique proposed in this paper is practically useful.

    One of main causes of commercial hollowing out of city centers is claimed to be the transportation improvements in outskirts areas like loop line. But few theoretical studies have been proposed to analyze the relation between commercial hollowing and transportation improvements. This paper presents the spatial competition model with central and outskirt commercial areas and show the relationship between commercial hollowing out of city and transportation improvements. In our model, improvement of radial line contributes development of city centers whereas improvement of loop line does not always promote commercial hollowing out of city.

    Pareto improvement can be achieved by congestion toll policy if toll revenue is appropriately redistributed to users. However, such redistribution is very difficult particularly if users are heterogeneous. This paper analyzes Pareto improvement conditions of the first-best policy optimizing both congestion toll and road investment against the policy optimizing only road investment with tax financing the investment. The results of the analysis show the existence of Pareto improvement and that the Pareto improvement conditions depend on the ratios of value of time, inverse demand function and population between high-income and low-income users.

    It is known that the model that expresses the city accumulation phenomenon by the change of transportation cost has multiple equilibria for two or three cities. However, there is no research on the pattern of spatial accumulation and decentralization of the population when the number of cities was increased further. In this research, the numerical analysis procedure based on computational bifurcation theory is carried out on the Core-Periphery model for many cities with the same population that are located evenly on a circle. As a result, complex bifurcation behaviors of the model has successfully been traced by means of this procedure.

    Populations in most developed countries, including Japan, are expected to decrease rapidly, and the rate of elderly people is increasing simultaneously. These population dynamics will affect urban land structures. This paper shows how the dynamic trends in populations affect the urban structure, using a OLG model with two zones. The model has young and old generations in a closed city. This paper presents a description of how young and old generations reside in the two zones, and how such residential pattern changes according to the population dynamics. The dynamic paths of the welfare of young and old residents are discussed.

Firstly, the paper shows that Nash (competitive) equilibrium locations can differ from that of social optimum, and that under what conditions Nash equilibrium location is not equal to that of social optimum.     Under an exogenous working time assumption, the value of time cannot be constant: it is affected by travel time, travel fees and other exogenous factors. This paper carries out numerical simulations, assuming a nested C. E. S. form of the utility function. They are derived from numerical simulations that the change in value of time tends to be sensitive to travel time and slightly sensitive to travel fees. The influences of changes in travel time and travel fees on the number of visits can differ greatly even if those changes are equivalent in terms of generalized transportation costs.

    This paper studies an efficient social system supplying open space with an explicit consideration of environmental movements by using general equilibrium theory. The results of this study are shown as follows. First, the marginal value of open space can be obtained from the behavior for environmental movements. Second, large-scale developments system, which can internalize the value of open space on rents, needs no assistance to environmental movements. Third, especially in small-scale developments system, the government roll is important because the supply of open space can be either too much or too small compared to the optimum supply.

    This paper develops the methodology of benefit evaluation of &ldquo;utility&rdquo;-related public projects under a distorted spatial economy. We treat congestion of public goods and environment externalities as distortions. First, we construct a model of &ldquo;utility&rdquo;-related public projects, then we show two benefit measurement formulas. Benefit measurement formulas have terms of the willingness to pay for environmental factors, which can not be directly observed from market. Thus, we develop a new estimation method of the willingness to pay for environmental factors using only observable data. Finally, we apply the newly developed estimation method for evaluating the willingness to pay for environmental factors of a road improvement in order to examine its practical applicability.

    This paper analyzes the location pattern of firms and workers when there exists heterogeneity of labors which is defined by the difference of ability for production. Although previous papers have pointed out that several factors, like externalities or imperfect competition of firms, cause agglomeration of firms and labors, this paper shows agglomeration caused only by the assumption of the heterogeneity of labors. The distribution pattern in which high producitivity area and low one area are geographically separeterd is shown in this analysis.

    In this paper, we consider the methodology of benefit measurement of transportation improvement under the core-periphery model, which has market distortion and multi-equilibrium. The result shows that when the transportation improvement takes a discontinuous path; i. e., it involves a jump from an equilibrium to another equilibrium, the traditional methodology cannot be applied. In that case, the method shown in this paper is useful. In addition, we examine how to use project evaluation under the existence of multik-equilibdum.

    We present a methodology for estimating the benefit of Variable Message Signs (VMS) projects, one of the components of ATIS. Using the logit model, the expected utility theorem and the option price concept, we develop a simple methodology to estimate the benefits of the provision of information. Furthermore, we extend the model in order to calculate the benefit of information considering safety and sensitivity analysis is carried out for determining the changes of value of information with respect to different variables and functional forms.

    In order to estimate the international trade flow, it is necessary to build a trade coefficient estimation model in conjunction with each domestic econometric model. The trade statistics published by United Nation is the most valuable data for this purpose, however, it has many problems to use directly. This paper first discusses the reasons behind of the inconsistency of the data and missing data, then, proposes a model for data adjustment. The paper next proposes a model to estimate trade coefficients in the future. Applying the model to the trade between United State and Japan, the validity and applicability of the model have confirmed.

    近年,クマなどの野生動物がエサを求めて都市へ侵入し,人を襲う被害が増加している.これには都市拡大と温暖化による森林内の木の実不作などが影響している.また,感染症を引き起こすウイルスを動物が運ぶことも多い.そして,ウイルスの発現にも温暖化が影響することが懸念されている.本研究では,都市化や温暖化によってもたらされる都市住民と生物の接触が引き起こすコンフリクトを経済学と生態学の両学問の統合を行い,その解決案を探ることを目的としている. 研究実績としては,Yoshida & Kono (2020)が用いたLotka-Volterra モデルを子供と大人の2世代に生物種を分割したLotka-Volterra モデルに置き換えた.この分割により,子供と大人の生態の違いを反映することができる.本年度構築したモデルでは子育てエリアを特定化しなかったものの,子育てエリアが都市内や森林に散らばるとメタ個体群モデルとなる.すなわち,局所的集団(パッチと呼ばれる)が多数点在し,それぞれのパッチでは生成と消滅を繰り返しながら生物が存続するモデルでなる. 分析結果として,温暖化が進み森林に動物の食物が豊富になるものの,それ以上に動物が増加する時期が来ることで,結果として動物の頭数が減少するというパラドックスを示すことができている.また,その現象における子供と大人の頭数の変化も表現できている.子供と大人を分けていることで,その生態の違い(行動範囲や警戒心の違い)を考慮して,最適な駆除計画を考えることができる.今後は,構築した生態系モデルと都市経済モデルの統合モデルの動学の解の性質について,パラメータを変化させて把握する研究を行う.

    インフラの効率利用のための税や料金による需要管理と税や料金によるインフラ整備・維持費用の効率的調達のための研究として,新潟県と日本全国を対象に,道路ネットワークの動学的維持管理の最適化分析を行っている.従来の研究が行っているライフサイクルコストの最小化ではなく,メインテナンスに必要な税負担の社会的費用も考慮した社会厚生の最小化である.具体的にはMCFを考慮して社会厚生を最大化する長期最適補修施策を橋梁を例に検討する.家計のモデルに世代重複モデルを利用し,補修施策によって社会厚生が変化する動学的経済モデルを用いた.新潟県を対象に行った数値分析の結果,健全度IIの橋梁は補修せず,健全度IIIの橋梁を50%補修し続ける施策が最適となった.国土交通省が推進している健全度IIとIIIの橋梁を100%補修する施策とは異なる結果となった.さらに最適補修施策において将来世代が現世代よりも効用が高いことが示された.これらは,財政制約が考慮されており,税の死荷重であるMCFの存在によりライフサイクルコスト最小化とは解が異なっている. また,都市内の鉄道について異質な通勤者が存在する複数の居住地をもつ線形単一中心都市を考慮し、各通勤者の出発時刻 選択と立地選択の分析を行っている.ここで,異質な通勤者とは所得や時間価値などが異なる通勤者の ことを意味する.理論分析では立地状態を所与とした際の短期均衡状態における出発時刻選択と各列車内で 発生する混雑費用の関係を求めた.また長期均衡状態では,短期均衡状態で所与とした立地パターンが存在す るための必要条件を示した.定量分析では,等価変分を用いて最善料金を行うことによる社会厚生の改善度合 いを示し,各立地パターンごとでの最善政策の効果の大きさの違いを明確化した.

    We built the refuge decision making model in consideration of personal rationality and cognitive dissonance. We performed the derivation of the jitters of the inhabitants every area and the quantitative analysis of the refuge rate using the model and refuge action data at the time of the Great East Japan Earthquake. As a result, we show that the jitters of the local inhabitants who experienced tsunami inundation damage are large. In addition, an elderly person had larger jitters than the youngers, and the giving and receiving of the tsunami warning affected the jitters. About the high tide refuge, we carried out the questionary survey about the refuge action at the time of the typhoon No.21 in 2018. We can show that the estimated death-probability is lower due to the influence of cognitive dissonance.

    We will develop two models as a model with multiple heterogeneous areas. One is to develop an Urban-ecosystem model that integrates a traditional Alonso-type urban economic model with an ecosystem with a food chain. Unlike conventional research, it considers continuous metric spaces, so it is possible to propose land use regulations and forest policies for each point after grasping different mechanisms for each point. The second is to simultaneously optimize the location and level of cordon tolls and transportation-related taxes in busy cities. The analysis results are useful for discussing automobile-related taxes that should consider space.

    This project built some new theoretical frameworks and conducted empirical studies of spatial economics including firm heterogeneity and country/region/city heterogeneity. More specifically, we analyzed gains from trade considering capital mobility and disclosed the economic mechanism for countries to change their parallel import policies. We have made substantial progress in analyzing the relationship between agglomeration and trade in intermediate goods. We revealed how regional governments make good policies to develop their regions by attracting good firms. Finally, we examined the optimal capital tax, optimal property tax, and other related policies considering consumer heterogeneity and differences across and within cities.

    The purpose of this research is to propose a comprehensive disaster prevention and mitigation policy by performing benefit evaluation that takes into account the long-term changes in the local economy and society associated with the measures as well as the direct risk reduction measures such as coastal seawalls/dykes and town relocation. A review of the concept of examination of seawall height, quantification of the relationship between tsunami scale and occurrence frequency, probabilistic estimation method of storm surge, inundation depth estimation by flood simulation, evaluation of resilience of protective facilities, quantification of the effects of hard and soft measures, social implementation issues in the decision process of measures, economic evaluation, externality evaluation, etc. were examined with case studies. The results are being compiled as "Technical Guidelines for Coastal Conservation Facility Development Plan against Tsunami".

    This study has experimented what conditions are needed for faciliating to restore the worsen relationships between superior-subordinate at the individual and group levels. (1) We reviewed enormous articles that was conducted based on leader-member exchange theory and found some conditions to restore them. Then we reported them in the chapters of each two books. (2) From the collected data, we found that subordinate's altruistic behavior to his/her superior and, influence based on perceived superior's respect enhanced the reconciliation. And also, we have submitted an article reporting that the relationship value predicts forgiveness and that their psychological process is mediated by empathy. Moreover, subordinates with low-quality LMX incline to have much greater envy than those with high-quality LMX. Data suggested that its negative effects were eliminated by a team goal and a role given to the envious person.

    This study explores the simultaneous imposition of land use regulations and related policies (e.g., cordon pricing) in a continuous and closed monocentric city. This considers environmental externalities and marginal cost of public finances. Results show that 1) optimal land use regulations considering environmental externalities are demonstrated according to city properties, 2) optimal level of a single cordon toll and its location and the optimal floor area ratio (FAR) regulation, clarifying what distortions remain in the existence of cordon pricing and FAR regulation. And 3) optimal spatially-differentiate property tax is proposed.

    (1)防災便益、(2)交通整備便益、(3)観光・レクリエーション開発便益、(4)死亡率の変化の便益(と統計的生命の価値)、(5)特定の災害と復興の経済的被害、を対象として、その動学的便益時系列を算定する手法の開発を行うことを目的として研究を行ってきた。第1に、資本ストック蓄積を内生化した経済成長経路に関する長期比較静学分析による上記(1)と(2)の定常均衡便益の算定公式の開発を行っている。また、上記(1)から(5)の比較動学を行うことができる動学SCGEの開発を行っている。 本研究では、交通、防災、環境整備は、それぞれ、適切なパラメータの変化で示すことを提案している。そして、時間資源と時間価値の導入、交通ネットワークサテライト勘定の導入、不完全視野の導入からなる典型ラムゼー動学の理論的拡張を行なってきた。次に、以降経路を占める非線形連立微分方程式の対数線形近似による比較動学の開発、および、その解に基づく便益推定式の開発を行ってきた。 理論分析として、(1)ラムゼー型完全視野動学とソロー型予見ゼロ準動学の欠点を克服した不完全視野動学の開発を行っている。(2)世帯の労働、旅客交通時間及び余暇時間の選択導入と、企業の労働と旅客交通の選択の導入を行った。(3)1国多部門のオイラー方程式を1部門と形式的には一致する合成消費と資本ストックの微分方程式で表現して、定常均衡、以降経路、便益公式を求めている。(4)一般均衡下での人流物流別需要供給別の時間価値の市場関連情報による表現と時間節約便益の算定公式の掲示を行っている。 実証分析として、(1)地球温暖化により今後100年にわたり水害が増大していくことの日本経済への経済的被害の予測を行っている。(2)東日本震災の日本経済への被害と復興過程の推進を行い、実行されている復興政策の是非を分析している。(3)戦後の高速道整備の日本経済への便益の推定を行っている。 動学SCGEとして、(1)交通ネットワークをサテライト勘定として組み込んだ社会会計表を作成した。(2)対応する動学SCGEを用いて、新幹線整備、高速道の地域別帰着動学便益の算定を行っている。

    This study shows the capability of the proposed methods to measure the components of the value of time, i.e., value of time as a resource and value of time as a commodity calculated independently or combined using observable demand for business and non-business person trips. The value of time for business and non-business freight trips is expressed by only the value of time as a commodity also calculated by using observable freight trip demand.The time saving benefit measurement formula under compensated equilibrium is expressed as the integration by transport time of equilibrium demand function multiplied by the value of time function. This study measures the value of time as a resource for toll road trips as 2,450 yen/hour by applying the above formula to social experiment data, which shows the value of time measured is very close to those of recent studies.

    This project develops spatial economics and considers policies to realize sustainable growth of urban and regional economics from the following four aspects. 1. We formulate models of spatial economics which can be applied to examine urban and regional policies for economic growth. In particular, we reveal a new mechanism of spatial income inequality which is related to the research of economic inequality and growth theory. 2. We examine policies for sustainable development of cities and regions. We investigate the role of tourism industry, the behavior of city developers and land use. 3. We study transport policies from the viewpoints of industrial agglomeration and disaster prevention. 4. In empirical studies, we examine interregional utility differentials, agglomeration effect of inter-firm backward and forward linkages and decreasing transportation costs by use of firm-level data.

    Comparing with the model of point CBD, assumption of area CBD leads new distortion, i.e., location externality to be emerged, which is unrecognized previously. Since CBD area shrinks with implementation of UGB restriction, for residents, commuting distance will be further than before so that their commuting cost will be increased, which weakens the effects of UGB restriction. If influence of location externality is less than that of congestion externality, UGB regulation is still an effective second policy to mitigate traffic congestion although the effect of such regulation is much smaller. On the other side, if influence of location externality is greater than that of congestion externality, UGB regulation will be ineffective completely. In such case, policy suggestion will encourage urban planner to expand urban boundary to improve social welfare. This research demonstrates that even in the framework of mono-centric city, it is possible that UGB regulation is ineffective.

    Concentration or hollowing-out of retail stores are the results of market interactions. Since shopping behavior involves market failures, the spatial location of retail stores is not socially optimal. Our objective is to analyze how market failure affects consumers' welfare through the change in retail store location, which is caused by urban policies including transportation planning. We consider four types of market failures in commerce: a) spatial price competition of commercial location, 2) imperfect competition among retail stores, 3) shopping externality caused by multipurpose (one-stop) shopping and 4) asymmetric information on the quality of goods.

    Two-location Core-Periphery (CP)models in New Economic Geography exhibit a bifurcation from a symmetric equilibrium to an asymmetric one, depending on transportation costs. This study reveals interesting bifurcation properties of the CP models in more general settings, such as a two-dimensional space and a multi-industry economy. Some of the major findings of this study are 1) Christaller's hexagonal agglomeration patterns are proven to exist as stable equilibria of the CP models on a two-dimensional lattice, 2)"Hierarchy principle" of industry agglomeration patterns holds for the multi-industry CP models, 3) the multi-industry CP models generate the population distributions that follow"central place regularities", i.e, the distribution satisfies a rank-size rule, a hierarchy principle, and a number-average size rule.

    In a long-run, population decline might possibly solve the urban problems since 1960's, but it might generate a various problems in a short-run. Although the most existing economic models presume urban growth, the shrinking process is not reverse of the growth, and its dynamic aspects are much more essential. This study is aimed at the multi-faceted approach to the problems of population decline, which includes theoretical analysis on de-urbanization of residential districts and consolidation of supply facilities, as well as estimation of urban amenities and data necessary to conduct the multi-regional cohort analysis at the census tract level.

    This study aims to explore the relationships between the definition of benefit, its measurement methods, its consistency with utility level and compensation test under uncertain, dynamic and /or multiregional economy. The main results are summarized as follows. 1. Benefit definition, its measurability and its consistency with compensation test under uncertainty: It proposes to apply the concept of Allais Surplus to the definition of benefit under uncertainty, and shows that (1) the proposed definition is consistent with both the expected utility and compensation test; (2) it is measurable by observing the individual behaviors of disaster prevention investments. 2. Benefit measurement formula for multiregional (dynamic) economy:(1) It shows that the reason that new transportation project induces further congestion deterioration is due to the existence of agglomeration economy, and that for measuring total transportation project benefits it needs to measure not only the transportation user (dis) benefits but also agglomeration benefits. (2) It shows that without small and open assumption the total benefit of local public goods can be measured by the change in land prices. (3) It improves the transportation benefit measurement formula by explicitly expressing the transportation activities as a economic sector within the framework of SCGE. 3. Macro economic evaluation of global warming mitigation policies under dynamic economy: (1) it develops the modified RICE model where Japan is treated as one region, and (2) defines benefits=GDP+WTP, cost=investment, net benefit=consumption, then (3) develops the algorism within the optimization problem framework for simulating the business as usual situation, and (4) carries out the sensitivity analysis on the pure time preference rate and elasticity of marginal utility with respect to consumption. 4. Evaluation model under dynamic and uncertain economy: (1) It develops the pre and intermediate evaluation models with explicit inclusion of stop and pause options for a public project, and (2) shows methods to measure the economic value for such options

    A rapid population decrease happens in Japan as a result of the fertility decline. There is no problem in population decrease itself from the viewpoint of the resource allocation. Econom ical and/or social strains may occur in the transitional phase. The population is changing qualitatively, too. A decrease in labor force alters production and demands for goods and services. On the other hand, the increase in fossil fuel consumption, which caused by population growth and improving living standards in developing countries, is more important issue for the entire world. This is the reason why a phrase "quantitative and qualitative change in the population" is included in the title of this research instead of a phrase "declining birthrate and an aging population". "City structural analysis" and "dynamics analysis" are other main keywords. In traditional urban planning and land planning in Japan, assuming economic growth, the goal was maximizing social welfare. We should focus on quality and selective withdrawal in the future. This study aimed at a comprehensive study on analysis and evaluation techniques appropriate for the situation of population decline. This research report includes 11 theoretical or empirical articles. They are related with any of the three keywords. We classified the nine thesis based on modeling the space, and composed three chapters of them. These are (1) analysis of changes in the urban population, (2) dynamic analysis model of regional population change, and (3) a spatiotemporal analysis of discrete-space model. Another chapter is composed of two papers in which the falling birthrate and aging are analyzed from original aspects. Quantitative and qualitative changes in the population are the theme that is important in both the land development program and the macroeconomics. We are going to continue a multidirectional study aiming at more useful result.

    H18年度については,Wheaton(1998)が単一中心都市において最適なlot size zoningを検討したモデルを修正して,最適な容積率規制を検討した.また,動学モデルでも最適土地利用密度規制を検討している. 具体的には,Wheaton(1998)で検討されたモデルにビル建設費用を考慮し,最適容積率規制と都市規模規制の検討を行っている.過去の論文において,ビル建設費用の存在による容積市場における死荷重の発生を考慮した容積率規制,都市規模規制の検討を行ったものはない.外部不経済は,Wheaton(1998)と同様に,交通混雑に応じて発生し,CBD(中心業務地区)に向かうときの交通所要時間に影響を及ぼすものとする.なお,都市人口移住に関してOpenとClosedについて検討した. 結論として,OpenとClosedそれぞれについて,最高および最低容積率規制の必要性とそれぞれ都心部と郊外部のどちらに課すべきかを示した.また,都市規模規制は必ず市場均衡より小さく課すべきであることを示した.以上の結論は,Wheaton(1998)が求めた最適なlot size zoningとは大きく異なる.これは,lot size zoningの場合は最善規制が達成されるものの,容積率規制の場合は次善規制となることが大きな要因である. なお,上記のモデルおよびWheaton(1998)はいずれも静学モデルである.そこで,動学モデルとして,Kono et al.(2002)の2ゾーンの都市モデルとWheaton(1998)の単一中心都市モデルの2つの静学モデルを動学モデルに拡張して,動学的な最適床面積規制を求めた.紙面の都合上,この結論については省略する.

    平成16年度は,異質な個人が複数タイプ存在する歪みのある空間経済モデルを構築し,1)便益計測式と2)補償テストと便益指標の整合性に関する分析を行った.1)については,歪みのある経済における交通施設整備の便益評価式を求めた(この分析の一部については土木学会論文集IV,2005年4月号に掲載予定).また,費用便益分析を実際に行うためには,経済変量を予測する必要がある.そこで,異質な個人が複数タイプ存在する空間経済として,unskilledとskilledがいる場合の静学的均衡パターン,およびunskilledとskilledが別々の財を生産している時の静学・動学均衡パターンの分析を行った(前者については土木学会論文集IV,2005年4月号に掲載予定).2)については,異質な個人が複数タイプ存在する空間経済においてアレー余剰と弱カルドア補償原理の同値性は成立するかについて検討を行った.結論として,平成15年度に同質な個人が存在するとして分析した結果と全く同様のことが言えることがわかった.平成15年度の結果を再掲すると,歪みの有無に関わらず,空間経済ではアレー余剰の定義が複数あり,定義によってはアレー余剰と補償原理(弱カルドア原理)との同値性は満たされないことを示した.ただし,歪みのある空間経済を考慮しても,アレー余剰を経済で最大余る合成財と定義した場合,同値性を持つ.しかし,歪んだ経済で最大余る合成財を定義することは,歪みを補正した場合の合成財を計量しているにすぎず,現実の歪んだ経済を評価していることにはならない.そこで歪んだ経済においても利用可能なアレー余剰を本研究で新たに定義した.新たな定義によるアレー余剰は補償原理と,完全競争の場合は必要十分条件を持ち,歪みのある経済の場合でも,十分性を持つなど,望ましい性質を持っている.
