Profile

鳥取県米子市生まれ。東北大学大学院情報科学研究科准教授。
津田塾大学国際関係学科で、異文化理解、国際問題などを学ぶ。その後、イギリスのUniversity of Essex大学院社会学部を経て、London School of Economics and Political Sciences (LSE)にてMsc. in Media and Communication（修士号）を取得。帰国後、東京大学大学院人文社会系研究科にて社会情報学修士を取得、同博士過程を中退し、東京大学社会情報研究所および東京大学大学院情報学環の助手を経て現職。
専門は、カルチュラル・スタディーズおよび欧米の思想、理論（サバルタン・スタディーズなど）に基づくメディアと文化に関する研究。
東南アジアでのフィールドワークや国際研究プロジェクト、国内でのメディアリテラシーに関する共同研究プロジェクトなどを行ってきたが、2011年の東日本大震災後は、被災地を外に開き、記憶を伝えるメディアやアーカイブに関する研究を行う。
また、書店／本屋および書籍／本に関する研究、災害と地域メディアに関する研究など、対話やつながりを創発するような「場」や「間（あいだ／あわい）」のコミュニケーション・デザインに関する研究を行っている。

    In terms of The Great East Japan Disaster, many archiving projects exist. However, some archiving activities in local community have a lot of problems. In this paper, "311 Marugoto Archives", "Center for Remembering 3.11" and "NPO 20 century Archive" will be introduced, followed by discussing a lot of problems of community based archiving activities, such as lack of money, manpower and knowledge, relations between recording and use of records as well as rights management. At last, the future of archiving activities in local community will be discussed.

    Almost two years have passed since the unprecedented catastrophe on March 11, 2011 in Tohoku, Japan. Although time is slowly changing the landscape and people's daily lives in the disaster-stricken areas, the platform provided for Subalterns in the media to make themselves heard is no better now than it was at the time of the disaster. This paper, based on an awareness of this problem, will discuss Subalternity in the special context of the Great Eastern Japan Disaster as well as introducing ways for a platform to be created on which Subalters in the disaster- stricken areas can make themselves heard around the world.

    "Mysteries in Asia" is an educational curriculum of cross-cultural communication and media literacy for students from different regions. The curriculum is composed of three stages. That is, (1) making and exchanging "image maps" on their partner's local culture, (2) producing quiz videos about their own local culture in each region, and (3) exchanging those videos as well as answers and opinions on them through the Internet and other electric media. In its Japanese local version, university students are expected to acquire media literacy through actual video production representing their own local culture, which will be transferred to people living in other region. At the same time, they are expected to note necessity and possibility of alternative communication network by realizing the influence as well as limitation of mass media that impose us certain and sometimes problematic local images.

    The term "digital divide" has become established in international society, and the question of an information gap between North and South seems to have reemerged. In view of this global situation, the media environment within developing countries should be reconsidered. What should be noted here is that "national development" always precedes the question of media and media systems in developing countries. In this paper, in order to expose the invisible relations between media and "development" ideology in the Third Word, mass-media policy in terms of national development in Indonesia is examined. Paticularly, "Sambung Rasa Communication" strategy and "Kelompencapir" are focused on as the most important and unique mass-media policies in the Suharto New Order Era. Such an examination sheds light on the social structure tacitly created by and around mass media, and also illuminates the power relations that operate under the complicity of the ideology of "development" and mass media In Indonesia.

    Many victims occurred by the Great East Japan earthquake, and most of them became the political weak. In our research project, we examined the possibility of the e-democracy from their viewpoint. And we paid attention about e-voting to facilitate their vote participation. There is not the local government carrying out election by the e-voting system now. However, We understood that many people permitted the use of the electronic voting system from a survey of public opinion poll that we made in Fukushima. And Our questionnaire survey for the EMB (election management body) of all Japanese cities made clear that they was careful about enforcement of the e-voting. We must solve concern of the EMB on promoting the ICT use in the election.

    In this research, we have surveyed process that students re-discover and re-appreciate new local images, conquering uniform stereotypes, through practical research and education program "Mystery of Local". Especially, we have collaborated with public library and museum, local media, civic-activities group and deepened the recognition about local culture. Furthermore, we have tried new communication methods like SNS and video hosting survice, in order to develop tools for exchange between different areas.
