初年度にあたる2023年度は、当初の研究計画にもとづき、関係する一次資料や文献の調査に多くの時間を割いた。とくに戦後の東北開発史に関する一次資料を発掘するために、東北地方の各地での調査を実施した。それにより、日本社会党の東北開発政策の取りまとめ役であった政治家や、昭和末期に東北開発を提唱した県知事経験者など、新たな非公開資料の存在を確認できた。これらで収集した一次資料の内容を精査・分析していくことが次年度以降の大きな作業となる見込みである。 また、戦後の東北地方への開発政策は、戦前の植民地統治政策との比較が有益であるという着想を得て、台湾や満洲における関係資料の調査も実施した。そのほか、東北地方との比較の視座を得るために、九州地方の地域振興政策についても、資料調査や先行研究の読解等の基礎作業に着手した。 本研究課題において、重要な分析対象である戦前の政治家・後藤新平について、その一次資料の所在状況を調査していたところ、新たに後藤・安田記念東京都市研究所市政専門図書館において、未公開資料の存在が明らかになった。それを整理・分析するとともに、とくに関東大震災後に構想された地下鉄計画について、新出資料に基づきながら詳しく再検討する論考を発表できた。東京などへの都市政策の形成には、後藤をはじめとする東北出身者が多く関わっていること、そして、それらの都市政策が、のちの地方開発政策にも影響を及ぼしていること、という見通しを立てることが可能になった。 戦後の東北地方への開発政策については、東北開発三法が制定された時期における外資導入政策との連関について分析を重ね、その成果の一部を、公開シンポジウムなどで報告し、さまざまな専門家からの知見を得て、今後の研究を発展させていく貴重なヒントを得られた。

研究計画の2年目にあたる本年度には、コロナ禍による前年度の進捗の遅れを取り戻すための作業に多くの力を注ぐことになった。まず、１９５０年代において東北開発三法などが制定される際に、世界銀行の対日融資などの外資を導入した地方開発論の単著となった愛知用水プロジェクトの展開について分析を進め、その後の東北開発構想への影響に関する資料を収集した。そして、日本政治学会の分野別研究会などでの研究報告の機会を通じて、隣接分野を含む専門家からの指摘を得て、研究視角をより明確にすることができた。それらを踏まえ、次年度での公表を目指して、学術論文として成果を取りまとめる作業を進めた。また、戦後の東北開発論の原型となる明治末から昭和初期にかけての東北振興に関する政治過程に関する分析を進め、とくに重要な政治指導者である後藤新平に関して最新の一次資料に基づく論考をいくつか発表することができた。さらに、コロナの感染状況が一時的に落ち着いたタイミングにおいて、１９７０年代の東北開発論を分析する上で重要な政治家である椎名悦三郎の関係資料について、岩手県奥州市を訪問調査して集中的に分析を加えることができた。その上、戦後の東北開発論の枠組みを深める上で東日本大震災後の復興過程への影響を考えることの重要性を深く実感したため、新たに平成期の震災復興に関する研究も実施し、中でも宮城県山元町における復興コンパクトシティ構想をめぐる政治過程に関する学術論文を公表できた。

In 11 local cities in the Tohoku region, which is an advanced region of population decline, we conducted detailed on-the-job hearing surveys on the actual conditions and issues of town development corresponding to the declining population, the actual conditions and responses of vacant houses and vacant lots, and town development through public-private partnerships. The problems related to the conventional town development legislation, including not only the city law but also the land expropriation law, were clarified. The problems obtained in the above research were organized from the legal and economic aspects, and the hypothesis of the solution was considered. In addition, by feeding back the hypothesis of the solution to the local city to be interviewed, after verifying the effect of applying it, the policy proposals were summarized from the legal and economic aspects.

This project studied the party politics and policy processes for the economic development of the Tohoku area in modern Japan. The structure of conservative party dominance in the Tohoku area, which was formed in the early twenties century, constricted the possibilities of drastic political and economic changes of the Tohoku region in the 1930's.

This interdisciplinary research project tackled the shrinking of society, one of the most pressing policy issues in Japan, where an aging and decreasing population is expected to shake the sustainability of local governments. First, in view of a residential decrease and diminishing social resources, we engaged in theoretical and philosophical analyses on desirable ways of maintaining social and private life, its social and institutional foundations, and their historical changes. Second, by focusing on the discrepancy between the legal system established in Japan during the period of population growth and the legal issues in the period of population decline, we identified some options for how to reorganize the legal system to suit a shrinking society. Finally, we examined feasible and comprehensive policy options, which could address a wide variety of practical issues that might arise from population decline related to governance, public law, and civil law.
