    本年度は，各分担者の勤務校での校務負担が大きく，加えてオンライン授業化のための追加的負担もあったため，9月以降にグループとしての会合を再開した．研究会では，分担者の大内がギリシアの軍事クーデターへの対抗の中で，ヨーロッパレヴェルでの「人権」のディスコースが用いられるようになった経緯についての報告と検討を行い，同報告は日本国際政治学会で報告された．また1968年をめぐる近時の研究動向について，代表者が書評的報告を行い，研究動向についての情報共有と今後の方向性についての調整を行い，2021年度に実施する研究会において，各分担者が担当部分についての報告を順次行うこととした． 研究会とは別に各分担者は担当する研究トピックに関連する研究を個別に進めており，「人権」「民主主義」「法の支配」といったトピックについて，その歴史性を踏まえながら現在の状況と関連させて議論する論稿を個々に発表している．分担者の中田は二回の学会報告を行い，現在の中東欧における「民主主義」「法の支配」をめぐる問題を，歴史的含意を踏まえつつ検討した． 分担者の板橋，八十田は，EU政治をめぐる教科書を執筆し，板橋はドイツ統一をめぐる概説書を翻訳した．これらを通じて本研究のいわば「終着点」となるであろう1980年代末の変動につながる見通しを検討した．代表者は，ドイツの戦後体制に関するモノグラフを単行書の形で発表し，本研究の取りまとめと関連する戦後体制の推移についての見通しを得たほか，共編著の中で，官僚制や裁判所といった，一定の自律性を必要とする統治機構と民主政を両立するための制度設計とその論点について検討を行った．

    In this research, political history researchers, who study domestic politics, and historians on European integration jointed together to analyze the visions on the postwar order, which were envisaged by the politicians and theorists during WWII. Our targets diverse from Italian liberalists, Czech and German Socialists, French and Dutch Christian Democrats, a German lawyer, to European theorists in exile in the US. After precise investigation of archival materials, our findings were as follows. First, partial transfer of sovereignty over the international regime was incorporated into each reestablished nation state from the beginning. Secondly, communitarian orientation both by the Christian Democrats and Social Democrats was dominating the blueprints of the post war political and social order. This fact is not in consistency with our ordinary image on post-war liberal democracy whose leading ideas are individualism, competition between political actors and market economy.

    With economic globalization being accelerated, interdisciplinary study of Livelihood Security System has been required for overcoming poverty and social exclusion. Given this situation, six members majoring in social policies, law (constitutional law, social security law), and international politics collaborated and implemented interdisciplinary studies. Since the urgency of these issues has been accelerated, we are currently aiming at publishing our research outcome as soon as possible, and we hope our research will contribute to the Japanese social policy.

    This project is designed to reconsider the nature of the European construction within the wider contexts of security, economy and identity. We have over the past three years examined the origins, transformations, and possible termination of the complex system of the EU-NATO-CE regime, historically. Only in this way can we reach a tentative conclusion on where Europe stands, and whither. We tackled the task of historically-thus realistically-considering the weight and scope of the EU, against the dominant view that the EU is replacing the traditional nation-states, and that its development can be traced only through the steps of institutional building. With this project we analyses the primary historical materials, elevating the entity to a serious subject of historiography. We have published a seminal work on history of European integration (Nagoya UP). Then we have assembled the items of historical importance, with annoted explanations stressing the birth and transformation of the complex Regime, which is due next month. To assess all these accomplishments, we organized an international symposium in early September, with which we now have clues on the directions of the future research.

    This cooperative research was held under three subunits (family, market and risk society). In each subunit it was discussed, how the global or regional standard issued by EU and the local standard issued by each member state can be harmonized or cooperated. And it was also analyzed, how these discrepancies of two or more different rules can be resolved. In general, so far as coordination of different rules is concerned, EU commission has explored and developed various schemes in various domains. We can take out from them many fertile indications about legislative technique in case of regional rule coordination. However as economic unification and consumer protection for example, there is a dilemma or trade-off between them. Because EU legislation aims at the former by elimination of economic activities' obstacles existing between member states, the latter represents each member state's own social and cultural diversity assured by EU Treaty itself. We must further keep an eye on how EU manages this difficult task in future. Characteristic of this research is that, in addition to the final report, we have settled our own website and from there continuously informed outside of our activity and books information bought by this grant-in-aid. And we have compiled translations of foreign researchers' report as addendum of the final report. By this occasion almost all members of this research have traveled across Europe for research and made up many personal contacts with foreign academics and organizations needed for future research.

    This project is designed to reconsider the nature of the European Union by investigating its origins and transformations historically. This we consider an important topic, in that the EU extends its membership (with renewed weight in world politics), obtains a constitutional status, and takes a different perspective and stance from the one of the US in the run up to the Iraq war. We tackled the task of historically -thus realistically -considering the weight and scope of the EU, against the dominant view that the EU is replacing the traditional nation-states, and that its development can be traced only through the steps of institutional building. With this project we analyses the primary historical materials, elevating the entity to a serious subject of historiography. The first thing we did was to survey the recently active historical studies of European integration, from which we tried to understand the entire post-war political structure as the complex 'EU-NATO-CE (Council of Europe) Regime'. Then we assembled the items of historical importance, with annotated explanations stressing the birth and transformation of the complex Regime. In this way we attempt to completely rewrite the history of European integration as part of the larger international histories of security, economy and norms.
