    Abstract While urban reconstruction projects and land use regulations were implemented in each area affected by the tsunami following the Great East Japan Earthquake, concerns were raised regarding the impact of these projects and regulations on the industry sector. This study aimed to investigate the relationship between business recovery and post‐disaster urban planning, such as urban reconstruction projects and disaster risk area designations. We developed chronological panel data of establishment units before and after the disaster using individual data from Economic Census, inundation range data, urban reconstruction project zone data, and disaster risk area data. Cross‐tabulation tables and independence tests were conducted using the panel data. The results indicate that for establishments inundated to a depth of at least 1 m located outside the disaster risk area, the survival rate was significantly lower for those inside the urban reconstruction project area. For establishments outside the urban reconstruction project area, the survival rate was significantly lower for those inside the disaster risk area, for both nonflooded and flooded depths of at least 1 m. The results revealed that besides inundation damage, industry sectors, and numbers of employees, urban reconstruction project implementation and disaster risk area designation were some factors impeding survival.

    This study focuses on the town center transformation after the Fukushima nuclear power plant disaster, focusing on the reconstruction of buildings and the transformation of vacant lots after the demolition of buildings. Three factors influenced the spatial transformation of vacant lots after the disaster: the degree to which the residential population had recovered, the characteristics of residents and the associated types of reconstructed buildings, and the way vacant lots connected to buildings were utilized. In these areas, rather than a uniform approach, it is necessary to consider methods of utilization that are adapted to each vacant lot, based on the circumstances of each area.

    Based on the practices of the Odaka Reconstruction Redesign Center in Odaka Ward, Minamisoma City, Fukushima Prefecture, this study examines land use methods and the process of building them in the areasa affected by the nuclear power plant accident, using the three districts of downtown, Otomi and Kawabusa. There is an interrelationship between "platforms," which are local characteristics, "actors" as the center of activities, and "recipes," which are specific land use methods. External supporters may be able to play a necessary role in this process by understanding the tripartite relationships that are unique to each region.

    <p>In a conventional area-based method to evaluate the accessibility of convenience goods in Japan, a certain distance is used as a parameter to measure shopping accessibility. However, there are other affecting factors that determine accessibility and this study introduces a new, population-based method called "Inclusion Line (IL)" to better comprehend residents' conditions for future urban restructuring. IL displays the relationship between a distance based on personal mobility and a ratio of residents living in that area because personal mobile distance differs depending on residents' attributes. The study indicated that the new method allows for more accurate analysis and is effective for comparing cities' Compact City Policies and it also validated the existing method.</p>

    <p> In the erstwhile merchant town of Kuroishi City, a small city in a snowy region of Aomori Prefecture, "Komise," a sheltered walkway in front of the townhouse, has created a safe space for people to walk on the street since the Edo period. Similarly, "Kaguji," the open space behind the townhouse, has secured a space for snow accumulation in the inner part of the city block. Incidentally, "Komise" and "Kaguji," at the front and back of the townhouse, respectively, have supported life in this heavy snowfall area.</p><p> The Nakamachi area, with its traditional "Komise," was selected as an Important Preservation District for Groups of Traditional Buildings in 2005. Efforts have been ongoing in this area to conserve the "Komise" streets since 1985. Additionally, the hitherto unused "Kaguji" has now been utilized to create a public space in the inside of a city block.</p><p> The paper reveals the interconnection of "Komise" conservation and the maintenance of public space through "Kaguji" use, as well as the phased reorganization of the city block. These phases are summarized as follows:</p><p> 1. In the discussion between the government and the residents of Kuroishi City after 1985, the notability and importance of the function of the snow-proof passageway of "Komise" and the awareness of its ownership were clearly stated. It was positioned as a historical space at the heart of the urban renewal project for the revitalization of the shopping street and became a subject of conservation. Conversely, "Kaguji" was positioned as a residual space in the city block to complement street maintenance.</p><p> 2. Urban development since the 1990s has progressed in stages, with a series of small-scale spatial developments. The revitalization of "Komise," the development of public spaces using "Kaguji," and the development of circulation pathways have been interlocked, leading to the creation of a circulation environment not only at the front of the block but also in its inner part. Hereon, past methods will be used as a model for the reorganization of the surrounding blocks.</p><p> 3. The historicity of "Kaguji," shared by neighboring houses, was recognized by the results of public space development, which allowed recent administrative plans to position it as a historical space to be inherited. After 30 years of effort, a perspective of the entire city block as a historical environment was formed.</p><p> In conclusion, the case of the former merchant town of Kuroishi showed the possibility of a phased reorganization of the town area, where vacant land in the inner part of the city block is utilized to improve public space while conserving the townscape on the front side.</p>

    <p> The status of stay -i.e., the state in which an individual exists - is essential. However, when land is expropriated for public welfare under urban spatial policy, this state is often lost. The process of land expropriation requires rationality of planning and just compensation. From a public-welfare perspective on spatial policy, the principle of utilizing all the land available is considered more important than the current situation of each individual. As a result, the spatial policy tends to treat the relationship between individuals and land lightly, even though individuals protect their existence through space. This is an inevitable consequence of the fact that spaces are not independent, but have collective characteristics, and that spatial planning is performed under administrative management. Especially following the earthquakes, wars, and other disasters during the mid-twentieth century, the most important factor of urban planning has been to determinate how quickly broad areas can be made ready for new developments. That is the reason why the strong leadership of administrations are required. Although there were various criticisms against this concept at that time, such an idea of space policy under the exceptional state was inherited as the foundation for ordinary urban planning. It was suitable for the period of Japan's "economic miracle".</p><p> Times have changed; more lands with unknown ownership have become available in urban areas, allowing neighbors and community to manage them. Lands and buildings can absolutely be owned as property, but the various qualities of the relationship between an individual and a place should be considered in urban spatial policy. Moreover, since lands and buildings have a survival aspect, there are some policies in place to ensure that afflicted people can regain shelter after losing it in a disaster. However, in reality, it is difficult for victims to regain their lives and lifestyles. The place assigned to a victim may play a role in piecing together their survival for the time being, but it is difficult to live a normal life there. This is because both the building style and the surrounding environment have changed drastically. In order to stay where they are now, financial support may be needed; however, such support is very limited in Japan, whether for homes or for shops and businesses. Housing lacks good-quality private tenancies, and the basic need for affordable housing is not considered at the foundation of housing policy. On the other hand, it is believed that places for stores and business should basically be exposed to market competition.</p><p> We cannot respect for the status of stay under the current spatial policy. Viewing the status of stay as a property or as a place of survival is not sufficient to respect the individual. The land is more than that. It has the spatial aspect of supporting the existence of an individual. The loss of status of stay is a state of emergency. To respect the status of stay, it is necessary to consider the prevention of emergencies as the principle behind urban-space policy, and to consider the full response in the case of emergencies.</p>

  19. STUDY ON THE PROCESS OF FORMING WINE PRODUCING REGIONS BY REUSING ABANDONED FARMING LAND:"A case study of small winery formation in Tomi City Nagano prefecture in Japan" Peer-reviewed

    <p> This study clarified the process of forming wine regions in Tomi City, Nagano Prefecture in Japan, where abandoned farming land is being reused for small wineries. Nagano Prefecture has 38 wineries (2019), second only to Yamanashi Prefecture.</p><p> At present, most of Nagano's wineries are small-scale wineries. In particular, Tomi City, located in the eastern part of Nagano Prefecture, became a wide region wine special zone in the "eastern Chikuma River Wine Valley" in 2015, together with the surrounding municipalities. Ten wineries were established within a span of five years after certification.</p><p> In the special wine zone, wineries can obtain a brewing license by producing a minimum of 2000 liters of wine per year. Usually, more than 6000 liters of brewing was required per year in Japan. This deregulation has made it easier to establish small wineries. However, since the producing of high-quality wines requires good quality raw materials. Therefore, winery founders started their own cultivation of wine grapes, which also requires the skills of a wine-growing farmer.</p><p> In addition, since grapes are easily damaged, it is necessary to send them for the fermentation process as soon as possible after harvesting. Therefore, it is desirable that the vineyard and the wine-making factory are close to each other. In other words, the wine-making process, from cultivation and harvesting to brewing, characterizes the wine industry as local industry, rooted in the region, unlike beer and sake.</p><p> The wine industry human resource development center "Arc En Vigne" was established in Tomi City in 2015.</p><p> It supports people who want to establish a winery in cooperation with the agricultural production company "Shinshu Ueda Farm".</p><p> Arc En Vigne started the Chikuma River Wine Academy, which teaches winemaking techniques and winery management know-how to those who want to establish a winery. Shinshu Ueda Farm supports the establishment of a winery by hiring people who want to make wine as new grape farmers for two years.</p><p> In Tomi City, along with these support systems, a diverse winemaking community has been established. In includes those who have already established wineries, newcomers who are trying to establish a winery, a community studying wine-making techniques and management, a community of trainees, and an internet community limited to the growing of wine grapes.</p><p> Hence, a multi-tiered community is formed, which facilitates the exchange of information and technical advice.</p><p> This complex and multi-layered community connection is called a "Regional Linkage", and it is a factor that accelerates the accumulation of wineries, thus leading to be the formation of wine producing regions in Tomi City.</p>

  20. WHAT IS THE ENDURANCE OF THE TOWN DAMAGED BY THE NUCLEAR ACCIDENT?:Case Study: Aspects of out-of-town community of Namie Town Peer-reviewed

    <p> Eight years have passed since the Great East Japan Earthquake. The nuclear accident in Fukushima has forced planners to consider the following question for the first time. What is the endurance of disaster town in the event of a nuclear accident? The paper clarifies how to think about that through the case study on Namie Town. This question requires a new framework to consider because there are not so many cases and also this is a very historical event. That is the reason why the framework composes following three points.</p><p> 1. Endurance: local merchants, the mayor and residents who became the victim considered how the town could endure for the prolonged evacuation term, not 'build back better'. In that context, the discussion on villages is very useful and suggestive. A unit, which has an intentionality of endurance should be focused on.</p><p> 2. Town, downtown, neighborhood: the word 'town' includes at least two different meanings. One is a municipality and the other is a community.</p><p> 3. Counterfactual thinking: many plans were not realized because of various reasons. Because the current situations at Fukushima disaster area face so many difficulties, to salvage those plans or discussions or concepts should have significant meanings.</p><p> Through interviews and reviewing reports of plans and discussions, the process of the out-of-town communities is clarified. At the beginning, it was very clear that the out-of-town community should be built. However, the mayor and most local residents began to feel that it might become obstacles for return against the fiscal entrenchment under a very severe degenerate trend. That is the reason why they chose the return policy by using the financial support from the central government.</p><p> On the other hand, an organization based on the store association could get a support from researchers and made a plan of the out-of-town community. One of the core members considers that the essence of the town is the whole relationship among Namie people. Even if they cannot return immediately, to enduring the life together based on downtown with greetings will keep the Namie community. In the future, they will return together. The group could find a good place and get the consent of the land owners and host municipality. But the mayor did not accept it. As a result, the realized out-of-town communities are a few shops with public housing sites and some community center which was established by the refugee themselves.</p><p> The nuclear accident is pollution caused by the country and the national policy. The disaster area and people should be fully compensated. If the town can act to pursue two ways, namely the care of the original town and the construction of the out-of-town community, the current situation may be changed.</p><p> Planners should consider a town planning which can afford the endurance for the prolonged evacuation term after the nuclear accident.</p>

    <p> Eight and a half years have passed since the explosion of the Fukushima Daiichi nuclear power plant. Two years and two months have passed since the cancellation of the evacuation order in Odaka Ward of Minami-Soma City. In rural area of this region, a unit of a district, whose origin dates back to the Middle Ages, has been a base for the ordinary life including the collaboration for agriculture, clean-up of roads and some community facilities, a festival, common cemetery and so on. Each district has a mayor of their own and collects some money from each family, who share how to utilize and manage their lands in the district. In Odaka ward, there are thirty-nine districts.</p><p> By focusing on Urajiri District, this case study clarified the influences of the explosion by following the transformation from the old times, just after the evacuation until now. There were about one hundred households and half of them left. Because Urajiri District locates along the seashore and on the platform, the lowlands were flooded by Tsunami and zoned as disaster hazard area meaning that people cannot live anymore. All houses are gone and a huge public occupation including a seawall, windbreak tree plantings and temporary storages for Tsunami rubble garbage are set in lowlands. Rice-fields still wait for recovery construction from Tsunami. On the other hand, some houses without residents are left on the platform. Some agricultural fields are not in use because the drastic decrease and ageing of residents.</p><p> The most important thing is that the district tried to recover by themselves and they succeeded with some supports from external specialists. They, centered on the mayors at each time, started the process of discussion, intention survey of all residents, share the results and the contents of discussion. At last, they decided to establish a new organization by residents for management of their lands. They understand they have to change the previous way and update to fit the current situations even if the new way should be changed again before long.</p><p> This case study is very unique as a disaster area of nuclear power plant explosion, but shows us very universal knowledge that a traditional unit has autonomous power.</p>

    <p> Public Observatories in the Tokyo Area were mostly established in the 1990s for the first time in history. There are currently 9 such observatories, and they are the subjects of this paper. The value of public observatory and panoramic view has not been discussed deeply from academic perspectives, although it is conceivable. It was cleared that items of use is various, mainly use and relaxation, information and exhibition, education, sightseeing, city creation by scenery, valuation of scenery, etc.</p><p> 4. It was cleared that Relation of each section about use of observatory is not cooperated and not clear except for one observatory, HOKU-TOPIA observatory.</p><p> 5. From condition of use, it was cleared that 9 observatories have merits, demerits and influence effects. By space volume Merit and demerit are made. And it was cleared that discovery of new city scene and gathering by panoramic scene are made.</p><p> </p><p> From these point of view about study of the use, it will be able to point out that concept of public observatories was not discussed enough from opening, and the use was done. It made groping condition about use of public observatories. Public observatories and panoramic scenes have been not recognized deeply as precious city property.     <p> Back Drainage Space (BDS) is a 15-foot wide alleyway with surface drainage and underground sewage facilities built behind the building blocks in the Central Business District (CBD) of Yangon City, implemented by the British during the colonial period in the late 19th century. There are 188 BDSs in the CBD however the spaces above ground have been underutilized for decades. In 2017, a social enterprise called Doh Eain has attempted to revitalize BDS as a community space and transformed six BDSs from trash alley to garden alley via Alley Garden Project (AGP). Revitalizing BDS as a public space will benefit the citizens by improving the living environment and urban amenity and AGP demonstrated its potential. The authors investigated about historical background, residents' preference, project process and outcome to understand how the use and perception of the space were changed by the project and what issues remain. This paper is based on a literature review and field surveys including semi-structured interviews, ocular survey, Focus Group Discussion and household surveys conducted from July 2017 to October 2018.</p><p> The survey findings are summarized in the following six themes. 1) History: residents used to use BDS as a social space in the past but they were closed around the 1988 uprising. 2) Usage: Some informal usage in and around the entrance of BDS have been observed. Such activities are not officially allowed but some of them are accepted by the community because it provides not only place for socializing but also pays for the alley maintenance and serves as a security post. The city government today allows their use for a public good like AGP. 3) Existing self-governing organization: the active participants of the AGP turned out to be the members of existing self-governing, volunteer community group which manages infrastructure-related issues within the ward. 4) Existing issues and needs: issues related to safety, security and sanitation were recognized before the AGP. In regards to accessibility, most residents do not have direct access to BDS from their unit. 5) Impact and changes brought by the project: the AGP increased the use of the BDS and improved people's perception of it, while promoting communication among the stakeholders such as between residents and authority. 6) Future issues and residents' preference: most residents think BDS can be open to the public but not for business like teashop.</p><p> In conclusion, AGP was a long-awaited intervention realized by strong initiative and executing ability by Doh Eain but the active local community also played a significant part. Remaining issues are 1) Safety due to a lack of accessibility; 2) Sanitation; 3) Amenity for creating more open space; 4) Security; 5) Sustainable maintenance system; and 6) Community participation. This study demonstrated the potential of the remaining 182 BDSs. The city and the community could take on the work of solving the related issues in the future, focusing on 1) disaster prevention countermeasures by improving the accessibility to BDS; 2) designating a community organization to carry out a sustainable management scheme; 3) utilizing both local power and external support; and 4) scaling up from the project to a program, with a possible transfer of authority from the government to the community group.</p>

    <p>Despite its image of the global financial and cultural hub, New York City has recently adopted the policy to retain industry, particularly manufacturing since the early twenty-first century. This so-called "industrial retention" has been mostly advocated by the private activists as the small-sized, urban manufacturers started to feel that they had difficulties in staying in the city in spite of their growing business due to the competing use in the manufacturing zones. In this research, the New York City Industrial Retention Network (NYIRN) , which is the main force behind the increasing awareness of industrial retention is to be analyzed, particularly focusing on how they developed, their activities and the effect on the city's land use policy. NYIRN succeeded in influencing the city's land use policy to some extent by introducing the zoning tools to restrict some competing uses in the manufacturing zones.</p>

    <p> The Great East Japan Earthquake includes the nuclear power plant accident in Fukushima. The disaster still goes on. We have to record what happens and consider what we should prepare for the next disaster.</p><p> The nuclear power plant disaster requires zoning for evacuation. It can be classified into three types.</p><p> </p><p> 1. Zoning for Emergency Evacuation -2011.3. 11 – 4.21: it has to be decided under uncertain situations. The national government adopted the physical numerical value as a zoning line. On the other hand, local municipalities often used their own territory as a border. The current evacuation plan, which has been institutionalized after the Fukushima F-1, cannot realize its agenda at the next disaster.</p><p> </p><p> 2. Zoning for Temporary Sheltering 2011.4. 22 – 9.30: it is strongly influenced by the contamination level and will influence the future one. If the locals require for the strict decontamination, it will face difficulties in terms of construction work and storage place for contaminated soil. The municipality and community may discuss this conflicted matter from ordinary times.</p><p> </p><p> 3. Zoning for Protracted Refuge -2011.10.1-: the protracted term is very various including the negative repatriation area. However, it is also timed zoning in a similar way of other restraint order zones. The national government tries to construct a central hub for the negative repatriation area. We have to figure out a new methodology for this zone considering the relationship between non-returners and their home town. As the conditions of lifting the evacuation, the national government offered to prepare for the living environment. There is a difference between the consciousness of national government, and the reality of the damaged area and people.</p><p> </p><p> After the experience of Fukushima F-1 Disaster, we should understand that the zoning system cannot guarantee the evacuation from the nuclear power plant accident nor settle the turmoil by the contamination.</p>

    <p> In spite of the need for precious public spaces and views, the value of public observatories and panoramic views have not been discussed deeply. It's conceivable that public observatories and panoramic views have a value. The purpose of this study is to clarify the process regarding the establishment of public observatories in high-rise buildings. Public observatories in high-rise building in the Tokyo Area were mostly established in the 1990s for the first time in history. There are currently 9 such observatories, and they are the subjects of this paper. Basic view point of the study is that the process of establishment reflects the public characteristic in space and view. This study was conducted from the following five perspectives: 1. Provision of clear timely information about public observatories in each project, 2.Person who played important role and person concerned aimed at the realization of each project, 3. Detailed dispositions regarding approvals and disapprovals of each project, 4. Details regarding the steps toward realization of each public observatory, and 5. Evaluations of the value of each public observatory and panoramic view.</p><p> 1. Timely information regarding the public observatory in each project was almost always delayed by various difficult conditions.</p><p> 2. Person who played important role and person concerned supporting the realization of public observatories was quite varied: administrations, committees, designers, assemblies, non-governmental groups, and citizen groups. The power of ordinary citizens played an especially important part.</p><p> 3. Approvals and disapprovals regarding public observatories affected the process involved with each one. It was clear that listening to the will of the citizenry is the most difficult problem. A smooth process need to take into consideration the approval of the citizenry and the disapproval of various movements against public observatories.</p><p> 4. The steps taken towards the realization of public observatories were not easy or uniform. Each public observatory project had a fully worked-out plan for realization, and the efforts of administration played an important role among the many site owners.</p><p> 5. The perception of the value of public observatories and panoramic views was not deeply discussed, and often, the will of the citizenry was not reflected enough in the process of each project.</p><p>From these perspectives gained in the study of the process, it is possible to point out that the concept of public observatories was not positive in 90s. The very existence of public observatories was hidden behind high-rise buildings, and was not a priority in construction. It's hoped that there will be a growth of consciousness concerning planning processes for future observatories, with deeper discussions and a reflection of the will of the general citizenry, combined with necessary thoughtful leadership by administrative entities. And basic thought with guideline for application after completed as precious value is need.</p>

    <p> The factor predisposing to the Itai-Itai disease is Cadmium, which had been discarded by the metalliferous mine factory located at about thirty kilo-meter above along the Zinzu River. Poisoning can cause softening of the bones and kidney failure. Because the patients feel so severe pains, the name of the disease was called "it hurts-it hurts".</p><p> The case area of the recovery from the Itai-Itai disease is exceptional because the injured party won the lawsuit. New knowledge of epidemiology was adopted to support the winning lawsuit.</p><p> Subsequently, the plaintiff, namely the damaged people and the accused party, the aggriever company set a promise to compensate the pollution. The contents of promise consist of three topics; 1) health damage, 2) environmental rehabilitation and development as an agricultural living town, and 3) restraining of recurrence of pollution. It means that they should cover not only the current damage but also the future things. They made it clear what should be done after the artificial environmental pollution.</p><p> To realize the contents, those two parties had made efforts involving other agents. After forty years, the damaged local party accepted the apology from the aggriever company at the first time.     <p> Due to urban expansion of Hanoi, Vietnam, peripheral hamlets (urban villages) have been integrated into the city area, changing the lifestyle and built environment there. In urban villages, people used to take water from wells for drinking/eating purpose and from ponds for other purposes in their daily lives. Recently, such traditional water use have been disappeared, while public water supply have been installed in some urban villages, which is said to have some troubles in terms of service. To solve this problem with public water supply in urban villages, where urban and rural characteristics are mingled, it seems important to have local residents involved in watering planning. This study aims to reveal how local people have been associated with wells and ponds, called 'common watering sites'. In this study, it is assumed that each common watering site has three perspectives; 'water surface', 'space' and 'place'.</p><p> Based on interview surveys with community leaders and residents of selected urban villages, it is found that management activities of some common watering sites have resumed, or is going to be resumed, after suspension. Originally, water from common watering sites was used for daily lives and fish-raising. It is revealed that, while such usage has been declined, residents have come to attribute the value of common watering sites to their public, spiritual, Fengshui and historic functions, and that they have been involved in renovation projects of common watering sites, using a fund from national New Rural Program. This also means that the point which local residents put value on has been shifted from 'water surface' to 'space' and 'place'. As the recognized functions of common watering sites change, the management system has also shifted from voluntary one to the way in which the responsibility for management is clearly assigned.</p><p> In conclusion, three elements to revive management activities of common watering sites are demonstrated as below:</p><p> 1. Recognized multifunctionality of common watering sites;</p><p> 2. Improvement of common watering sites by the will of local people, with a governmental help in terms of finance; and</p><p> 3. Introduction of a new, more sustainable way to manage common watering sites.</p>

    <p>This study analyzed concentrated living and spatial use of "Metropolitan Suburban Old Fishery District", where its fishery declined (abandonment of fishing rights and dissolution of fishery cooperatives) during rapid economic period, mainly focused on transition of spatial structure and land ownership of Horie and Nekozane District, Urayasu Motomachi Area. With the fishery declining and the urbanization, but the spatial structure, "riverside" and "non-riverside", have been inherited. While "riverside" has been renewed and lost the connection with the river, "non-riverside" has inherited the site subdivision. Based on the structure, the featured spatial use, "Michi-Niwa", has also been inherited, and it functions as a connection for the effective use of sites inside a block.</p>

    <p>This study aims to suggest how commercial facilities should be situated around suburban stations in Bangkok. It is revealed that there are few commercial buildings around suburban stations that is newly developed after the stations are opened, especially along Airport Rail Link (ARL). However, many family-run shops, including streetvendors and small canteens, are found to be opened around stations after stations' opening. Also, it is suggested that stores opened before the opening of stations are used by local people who use ARL,while family-run shops tend to be used by local people who only like to live around their house. Therefore, involving exsiting commercial buildings in a neighboring areas of stations or securing the existance and quality of family-run shops around stations should be taken into consideration when planning the areas around stations.</p>

    <p>This study aims to clarify the transition of land ownerships in the central commercial area in Kuroishi City after the modern era, and thereby obtain basic findings for reuse of vacant lots in local town. As methodology, old cadasters and public figures were employed to trace the changes of ownerships and lot forms of 47 lots between 1890-1953. As a result of the analysis, three features were identified: First, the open space behind the main building (kaguji) flexibly accommodated the changes in the lot size according to the commercial status. Second, in spite of the changes of ownerships and lot forms, spatial configuration derived from traditional life style in snowy region was sustained. Third, there was unique land management strategy where a land is temporarily made commons by several households including leading merchant family, and it's inherited to the present day.</p>

    <p> During high economic growth period, due to industrial transformation and urbanization, living industries, for example fishery and agriculture, have declined in the metropolitan area. In this study, the district where fishery disappeared with such background is called "a former fishery district in the metropolitan area". Urayasu Motomachi District, composed of 3 areas: Horie, Nekozane, and Todaijima, is a typical example of it, and the target area of this study. The district ended the fishery in 1971, and started the urbanization from opening the subway (in 1969). This study is focusing on the spatial transformation and inheritance in "a former fishery district", where fishery disappeared due to industrial transformation and urbanization. Particularly, 1) Understanding the transformation of the entire district, 2) Finding some specific spatial characteristics. Our goal is to clarify the spatial characteristics of "a former fishery district".</p><p> Originally, the district started from the residential area and surrounding farmland of the fishery town. Before the development during high economic growth period, the residential area of Horie and Nekozane was a center of the district, from the viewpoint of population and commercial accumulation. However, the land improvement project and the new transport infrastructure constructed in the surrounding farmland changed the situation. The new commercial accumulation was made in the area around the subway station or along the new trunk road, and the former commercial accumulation was almost disappeared. The population was rapidly increased in the surrounding farmland area, and the center of this district was moved.</p><p> Focusing on the residential area in 3 areas. In all of them, street networks and block compositions have not changed so much between the time of fishery and now. We can regard it as the inheritance of spatial composition. In addition, we can point out some inheritance of historical components (ex. temples, traditional houses). Oppositely, waterfront space has changed its spatial role. In the past, it was a front place of the district, because it was a place of living industry. However, parking / greening / river-dike construction made the place back, even though it remains a public space. In addition, with the extinction of living industry and commercial accumulation, apartments and parking were radically increased, and the area was changed its role.</p><p> The built environment analysis in a selected block found some townscape characteristics. In the relationship between alleys and streets, we can see the "MICHINIWA" composition. Even though the land-use was entirely changed, some original built environments have been inherited from the fishery time. Between each 3 areas, we can guess the relationship between the difference of the townscape characteristics and the difference of street networks and block compositions. The difference of streets and blocks are inherited from the fishery time, so we can point out that the difference of townscape characteristics.</p><p> Our conclusions of spatial transformation of "a former fishery district" are as follows:</p><p> 1. With the industrial transformation / urbanization, the center of the district has moved from a fisherman's residential area to the area around the subway station or along the new trunk road.</p><p> 2. In each fisherman's residential area, even though the land-use of each site has radically changed, there are some characteristics of space composition.</p><p> 3. There are some differences of the space composition between each fisherman's residential area, and each townscape characteristic reflects the differences.</p>

    <p> While reconstruction projects and land use regulations have been implemented according to urban recovery plans in each area affected by the tsunami following the Great East Japan Earthquake, the impact of these projects and regulations on the industry sector has been pointed out. The purpose of this paper was to investigate the relationship between business recovery and the implementation of urban recovery plans after tsunami disasters such as urban reconstruction projects and disaster risk area designations. We developed time series panel data of each establishment before and after the disaster using individual data of the Economic Census, inundation range data, reconstruction project area data, and disaster risk area data. The panel data can help identify the status of establishments and analyze the factors affecting business recovery.</p><p> First, using the panel data, we examined the influence of inundation damage and business characteristics on business recovery. Inundation damage caused by the tsunami was one of the factors promoting the failure of establishments: the greater the inundation depth, the smaller the survival rate, and the longer the impact on survival. Business characteristics were also related to survival. Smaller establishments had smaller survival rates. Moreover, the survival rates of smaller establishments decreased significantly, especially when the inundation depth was large. A comparison by industry sectors revealed that the survival rate of inundated establishments was lower than that of non-inundated establishments in all sectors, but the difference in percentage varied depending on the sectors. In some industry sectors, establishments were likely to exit, while in others they were likely to survive.</p><p> Next, we examined the influence of the implementation of urban reconstruction projects and the designation of the disaster risk areas on the survival of establishments. Since reconstruction projects were implemented and disaster risk areas were designated in places where the inundation damage was large, and because the composition of the establishment characteristics varied greatly inside and outside the areas, it could not be determined immediately whether project implementation or area designation themselves had a negative impact. It was thus necessary to show that survival rates differ inside and outside the areas, independently of the influence of inundation and business characteristics. We created contingency tables based on inundation depth, industry sector, and employee size and ran independence tests. The results revealed that there was a significant difference between the survival rates of establishments inside and outside the reconstruction project areas after controlling the depth of inundation, industry types, and number of employees. The same applied to the survival rates inside and outside the disaster risk areas. In other words, besides inundation damage, industry sectors, and number of employees, implementation of reconstruction projects and designation of disaster risk areas were some of the factors that impeded survival.</p>

    <p> This research focuses on the development of the residential environment by residents in Kakuma Camp in Kenya. Kakuma Camp was established in 1992 to accept refugees from South Sudan and the number of refugees are still growing because of the continuous conflicts among the tribes.</p><p> We conducted the survey at Kakuma 1 (since 1992) and Kakuma 4 (since 2014) and done interviews and measurements to 17 households in both camp.</p><p> Refugees are tend to live closely within the same tribe community and call relatives to the same plot. It is obvious especially among the minor tribes which all the members of the tribe in Kakuma try to live in a same block or plot. This phenomena is one of the reasons why the Kakuma 1 is becoming congested.</p><p> Also, the congestion affects to a management system of the land. In Kakuma 1, as the block became congested, people started to construct fences along the border of the plots to protect their property. It divides the plot and the path clearly and create the narrow and winded pathway inside the block. It is a transition process of traditional management system to modernized management system.</p><p> There are limited support for constructing houses from international organization. The UN provides shelters for refugees and advise them to renovate to permanent structure. Once the residents renovated the wall, the UN provides the super structure. However, most of the further construction works are planned and done by the residents. They utilize given materials or used materials to reduce the construction cost. They construct kitchens, shades, shops or rental houses for their better living environment and for their business. Observing those additional construction, we can understand the needs and potentials for the further planning for the refugee campes.</p>

    The purpose of this study was to investigate the relationship between business activities, land readjustment projects, and temporary facilities for private business built by governments in tsunami-affected urban districts. Most of the land readjustment projects in the tsunami-affected area took a long time. However, many businesses were located in the execution area before the disaster, suggesting that temporary building restrictions affected the business recovery process. The administrative agency later recognized the role that the temporary facilities had in supporting the business continuity during the long construction period. In the area around Ofunato Station, a large amount of businesses reopened in the areas scheduled for urban redevelopment projects before building restrictions were implemented. We have explained the options for resuming business and the recovery processes of temporary facility tenant enterprises.

    &nbsp;Kamiura is a traditional and natural village with about fifty households and one of thirty-nine districts consisting of Odaka-ku, Minami-Soma City, Fukushima Prefecture. As the area of Kamiura is located within twenty kilo-meters from the nuclear power station accident, it was influenced not by Tsunami but by the evacuation order. Local residents could not live in their hometown for six years after the East Japan Great Earthquake.<br>&nbsp;The paper makes it clear how houses and barns in such a disaster area, were kept, renovated and reused through the interviews of local residents and filed survey. The situations can be classified into four types other than demolition.<br>&nbsp;1) A main house is kept and maintained without much repair. When a building was not so damaged by earthquake, its owner could select this choice.<br>&nbsp;2) A main house is renovated. On this type, many residents have returned or prepare for return. Because they could not use their own house ordinarily, they required to repair them for residential reuse.<br>&nbsp;3) A main house is rebuilt. This type is also selected when its owner wants to return. As many local residents have strong affection to their original house, they tried to make them renovate. But when buildings were too damaged, they had to rebuild. It means that new houses are under the building code and they may require change from the original one.<br>&nbsp;4) Only a kind of barn and warehouse is kept in a plot. Those owners often commute from their new residences for agriculture. This activity means that the sufferer can continue one aspect of their original life and that they can contribute to maintain their hometown environment.<br>&nbsp;The history of Kamiura showed that the social transformation had already happened and influenced each family before the disaster. They started to change their houses and use of their fabrics. Many returners utilized the disaster as an opportunity to customize their house to their current and future lifestyle.<br>&nbsp;The radioactive pollution especially made young generations lost their will of return. As a result, the ordinary family sometimes divided into some households. Moreover, the radioactive pollution required more than six -year evacuation term. With those backgrounds, intension of return and situations of each family affected how they dealt with their own houses in a way among four types.<br>&nbsp;Because the public support has been directed to demolish broken houses and has focused on return, the commute activity has been taken place by self-help efforts of afflicted people without official assistance. If we consider the meaning of the commute, our society have to propose the appropriate social system for commuters.

    &nbsp;Public Observatories in the Tokyo Area were mostly established in the 1990s for the first time in history. There are currently 9 such observatories, and they are the subjects of this paper. Some of the profit-making observatories are also called public observatories, but they are actually not. They are established for business purposes in high-rise buildings to provide panoramic scenery. The total volume of free space in the public observatories is small, considering the huge Tokyo area. It was found in this study that while the number of such observatories are limited, they provide precious public space and valuable scenic views to the public. We carried out this study on public observatories and panoramic scenery using the following three perspectives.<br>&nbsp;1. Its location in an urban setting, 2. Spatial design within the building, 3. Panoramic scenery seen from the observatories<br>&nbsp;1. Public observatories were established on the top floor of the high-rise complex building situated in the areas with high potential within the city, as status symbols of many high-rise buildings. Once established, they become the highlight of the area. Public observatories provide panoramic views of the city, and the public can follow the transformation of the city's scenery from these vantage points. The creation of public observatories however, has never been the main objective in construction projects. For almost all projects, the main focus was the outside appearance of the architecture. This became clear from the official minutes of the various assembly meetings.<br>&nbsp;2. Free and open public observatories are valuable spaces and provide great scenic views. The total amount of such free space is not much considering the huge Tokyo area however. It is difficult to create free public spaces with observatories for a few reasons, namely limited floor volume and competition with other facilities. Almost all 9 public observatories discussed in this paper were constructed in the 1990s during the so-called Bubble Period. The space secured for free open public spaces was limited since the intention was to make various functions coexist with each other in the limited floor space available, such as eating and drinking areas run by businesses. There are a few cases, such as the Tokyo City Government building and the Ichikawa city's I-Link-town building, which provide expansive, comfortable public spaces for visitors.<br>&nbsp;3. Panoramic views from perfect circulation are 2 examples only. Other examples are partly and divided by other use. Scope of panoramic View is limited by planning with other use. The value of panoramic scenery seen from public observatories had not been thoroughly discussed in the process of each project. There are only a few documents that discuss this aspect of the value of public observatories. The panoramic scenery viewable from public observatories is worth considering as a valuable public asset. Historically, it has always been difficult for the public to have a chance to view the city as a whole.<br><br>&nbsp;From these three points of view, it became clear that the value of public observatories is difficult to be understood and the opportunity to view panoramic scenery has been hard to secure throughout the history of Tokyo. Nine public observatories were established in high rise architectures between the years of 1980 and 2000. Many of them , free spaces, were poorly planned, with limited space being divided among varying functions. Highrise buildings and its tops were realized as symbols of each area. Symbolism of outside and business of other use are main focus. Public observatories inclouded in highrise buildings were not main theme of the projects. They were almost realized without discussing about value of free space and panoramic view in this city.

    &nbsp;Brooklyn Navy Yard (BNY) is a rare example of adaptively reuse of historic industrial site into urban manufacturing enclave, unlike repurposing it for residential or commercial uses. In my previous research (Morokuma et al. 2016), by using BNY as a case study, the background and measures of revitalization of the old shipyard as manufacturing hub was revealed. Despite the relatively low interest in preservation on the operator's side, authenticity of the historic resources has been maintained to some extent due to the frequent involvement of the New York State Historic Preservation Office (NY SHPO).<br>&nbsp;In this paper, by using the same case, SHPO's involvement is extensively studied to analyze the roles and effect of its review system based on National Historic Preservation Act (NHPA). In the existing Japanese literatures on the U.S. preservation system, the general roles and review system as well as its National Register have been studied, however, actual use and effects of reviews through the case studies have not been fully explored. Additionally, the use of preservation covenant in transfer of nationally owned land was applied to the BNY, but this preservation tool has not been researched in the academic field, even in the U.S. The research method is the interviews to the SHPO and operator of BNY (BNYDC) as well as the preservation experts in NYC, and analysis of the applications and correspondences between SHPO and BNYDC.<br>&nbsp;In BNY, the covenant was applied to a partial land and introduced as mitigation to ensure preservation of historic resources in the future redevelopment by having BNYDC gain permit from SHPO whenever they touch on the historic resources, which increases the level of SHPO's involvement compared with the regular review. The process and outcome of the review triggered by covenant and those of regular reviews by SHPO are similar, but the use of covenant over NAVSTA site virtually led the BNYDC to pursue pro-preservation redevelopment approach unlike the Admirals Row site.<br>&nbsp;This study revealed that within BNY there were twelve redevelopment projects which were realized through rehabilitation or demolition of the historic resources and most of them were reviewed by SHPO due to BNYDC's reliance on state and federal funding in addition to the covenant. Lack of finance of BNYDC caused this reliance on public grants, which triggered SHPO's frequent reviews. Even though SHPO did not necessarily succeed in preserving all resources, it succeeded in identifying the underrepresented historic resources, proving the significance of BNY as a historic district by taking advantage of series of reviews, and led BNYDC to register BNY to make its significance more official.<br>&nbsp;In conclusion, although SHPO's regulatory power over historic resources is relatively weak compared with that of municipal governments, it is still quite effective in the recognition of underrepresented historic places like BNY through the series of reviews triggered by public funding and covenant. At the same time, having SHPO involved in BNY was quite important in raising awareness to historic resources and safeguarding them to some extent, as the city's preservation authority was not interested in protecting BNY as a historic district due to the political reason or lack of constituencies. The benefits of covenant such as facilitating pro-preservation redevelopment, giving oversight to all potential historic resources, and mandating new owners to maintain them during interim period, in exchange of transfer of public properties were recognized in the case of the BNY.

    We describe the establishment of a community initiative control system and the transition of issues for conservation by focusing on community organizations and the preservation committee in Tsumago-juku. During the start-up period, members of the Control Committee, established under the Residents' Charter, considered intensively and implemented mechanisms of fairness and effectiveness. Subsequently, the establishment of the foundation and integration of organizations strengthened the system. The members strive for comprehensive control, including that over landscape, business-related actions, traffic, real-estate buying and selling, and operation of organizations etc. In particular, business-related actions, real-estate buying and selling, and traffic issues were continuing and relapsing issues. Therefore, community organizations always took the lead; however, we identified changes in their control. With flexible direction as a whole, they practice individual control, depending on aspects such as the applicants' residence, location, use, action, and architectural style. In this process, the Residents' Charter introduces the community principles and background and imposes accountability of the contents of the control and changes.

    &nbsp;Tsumago-juku is an old post town along Nakasenndo in Nagano Prefecture and the pioneer of historical village preservation in Japan. In 1971, after the completion of a memorial project marking the 100th anniversary of Meiji, the residents of Tsumago-juku established a Residents' Charter in an attempt to protect the town's historical buildings, their surrounding natural environment, and residents' lives from both internal and external risks(Fig. 1).<br>&nbsp;At first, the Residents' Charter was not legally binding; however, in 1973, the local government of Nagiso Town passed a municipal ordinance for the preservation of Tsumago-juku (1st legislation). Such an advanced step for the preservation of historical buildings and their surroundings helped initiate the establishment of preservation districts for groups of historic buildings (hereinafter, the Denken policy) in 1975. In 1976, Tsumago-juku, along with six other districts, was designated as cultural property under the Denken policy (2nd legislation).<br>&nbsp;This paper elucidates the two-stage legislation process of the Residents' Charter by procuring and analyzing the minutes of the local assembly and the Council for the Preservation of Tsumago-juku. Moreover, it also considers the significance and limitations of the legislation of the voluntary rule, the relationship between the Residents' Charter and legislation, and the conceivable actions of the local community.<br>&nbsp;The 1st legislation process of the Residents' Charter involved the following four main points: the significance of the legislation of the Residents' Charter, publicness of Tsumago-juku and its relation with other areas, property rights of residents, and residents' agreement (Table1). Tsumago-juku used a comprehensive perspective to address these points and limited the legislation to a single phrase: &ldquo;We won't destroy.&rdquo; They also emphasized the necessity of rigorous maintenance of the Residents' Charter and considered systems such as a special account for paid parking for balance adjustment between areas, especially between Tsumago and other areas. On the 2nd legislation process, discussion was concentrated on the area for preservation and practicable adjustments of the operation mechanism between local circumstances and national rules.<br>&nbsp;The legislation guaranteed the preservation of Tsumago-juku by making it a part of ongoing preservation projects. Besides, it allowed for the reevaluation of the characteristics of Tsumago-juku under different frameworks concerning its publicness. However, compromises were made on some points, such as the area for preservation(Fig3.→Fig. 4→Fig. 6) and changes to be implementation(Fig. 2→Fig. 5). To put it differently, the legislation became a limited tool for the local community, and realizing this, they formulated local systems such as a Control Committee and thought up other measures (Table2 and Fig. 7). Thus, they succeeded in developing a comprehensive system to satisfy the requirements mandated by the Residents' Charter.

    &nbsp;This research focuses on the city planning of Beppu city before WW2.<br>&nbsp;Beppu is one of the famous tourist destinations in Japan since late modern period. Its start of city planning was a road development project started in 1906. It lasted for about 20years and the road of the Beppu city changed to grid patterns.<br>&nbsp;After city status were given to Beppu in 1924, the discussion about the city planning of Beppu city started. Because Beppu had unique characteristics as a tourist destination, city planning engineers from the Japanese government had much interest in and expectation to the planning. On the other hand, engineers from Oita prefecture and Beppu city, who were in charge of the planning, struggled with the methodology to plan.<br>&nbsp;The city planning law was applied to Beppu city in 1927 and just after that Mr. Hiroyuki Kayanoki, an engineer from the Home Ministry, visited Beppu city and decided the vision of Beppu city as &ldquo;the city with a scenic view and hot spring&rdquo;. Along the lines of the vision, engineers from Oita prefecture and Beppu city cooperated and worked together on the planning of streets in 1932 and land use in 1935.<br>&nbsp;Characteristics as a tourist destination were reflected in the planning of them. As for the streets, the railway track and the street was planned as grade intersections to avoid the atmosphere of the tourist destination. As for the land use, the ratio of the industrial areas was only 3% of the city planning area.<br>&nbsp;However, the planning regarding streets and the use of land only covered the city central area and most of the suburbs had no city planning. This situation encouraged Beppu city to make plans on its own in 1937, which was called as &ldquo;Sento Toshi Keikaku (Hot spring capital city planning)&rdquo;. Beppu city created the plan with the help of Dr. Tokutaro Kitamura, who was an engineer from the Home Ministry, and Prof. Eitaro Sekiguchi, who was a specialist of landscape architecture. It included the planning of streets, parks and tourist facilities.<br>&nbsp;Also Dr. Tokutaro Kitamura was in charge of the planning of scenic districts. The scenic districts surrounded the city area. Not only natural areas but also tourist attractions and recreation areas for residents were also included in the scenic districts.<br>&nbsp;Even after the Sino-Japanese war was started in July 1937, Beppu city continued making efforts to realize the plan. One large park was created following the Sento Toshi Keikaku with the help of a private company in 1942. Three large land readjustment plans were designed to control over lands, which were owned by owners outside Beppu city.<br>&nbsp;In the previous research, it was mentioned that the city planning technique for the tourist destination before WW2 was the &ldquo;park system&rdquo;, which connects parks by roads. However, in Beppu, one of the famous tourist destinations in Japan, how to control land and space were one of the issues to be solved by city planning techniques.

    This paper tries to clarify the achievements and future issues in the historic urban conservation of Hanoi Ancient Quarter by reviewing the frameworks and projects during the 1990s to 2010s, with a special focus on the development of the idea of dynamic intangible elements. Literature reviews and interviews were employed to grasp the conservation history and current status. By analyzing the regulatory documents, past project reports and ongoing projects, three achievements were identified; the dynamic intangible elements as conservation target in regulatory documents, walking streets projects as promotion of dynamic intangible elements, and the shift towards the street-oriented conservation. Five future issues were identified; further clarification of intangible elements, implementation of promotive management of dynamic intangible elements, deployment of model project achievable by residents, redefinition of trade streets, and exploring the community participatory approach.

    The purpose of this study is to clarify relationship between the reconstruction after the Showa Sanriku Tsunami and the reconstruction after the Great East Japan Earthquake, and to clarify relationship between spatial transformation in time of peace and reconstruction after the latest tsunami. This research is focus on the village in Iwate prefecture relocated after the Showa Sanriku Tsunami. From the results of this study, the following conclusions can be drawn. Firstly, the relationship between the reconstruction after the Showa tsunami and the reconstruction after the latest tsunami is specified in the topographical special features of the village. Secondly, the tendency of the spatial transformation in time of peace continues also in the reconstruction after latest tsunami.

    &nbsp;This paper focuses on the revision of the City Planning Law in 1933, which extended the law's application to small towns, focusing primarily on towns with hot springs (Onsen), beaches, historical sites and sightseeing places.<br><br>&nbsp;In the 1920s, scenic areas started to be developed, but the disorganized and uneven nature of this development caused some problems. In the face of this, city planners realized the importance of planning in scenic areas. Research by the Toshi-Kenkyukai (都市研究会) in 1930 clarified that many city planners could utilize city planning in scenic towns to protect the environments from damage by the private companies, to conserve the scenery, to improve the space for tourists, and to combine existing industry with new markets for tourism. At that point in time, the City Planning Law did not apply to small towns. In 1933, the law was revised and small towns with hot springs (Onsen), beaches, historical sites and sightseeing places were included. Kazumi Iinuma, the chief officer of the city planning department, aimed for conserving the natural scenery of these towns, in addition to developing the district close to the natural scenery properly.<br><br>&nbsp;Through the application of the City Planning Law, the layouts of small towns were decided not only by the town's will but also the prefectures. 576 towns in total applied the revised City Planning Law by the end of the WW2. 224 of them had planned streets, scenic districts or parks. In this paper, 56 towns are identified as scenic towns in light of official statements made and reasons given for the plan. These scenic towns, compared with the others, made a greater number of planning decisions regarding scenic districts and parks.

    The revitalization of the Brooklyn Navy Yard (BNY) in the fringe area of New York City as a city's industrial site is a rare example where its original use, manufacturing, has been maintained in its historic environment, unlike most of the typical historic preservation projects in waterfront areas through the introduction of new urban uses such as residential, commercial and office. This paper aims to examine how such case was achieved and how historic preservation and retention of manufacturing policies interacted in the BNY. In conclusion, the non-profit organization who operates the yard has succeeded in creating jobs and utilized the unused industrial buildings by focusing on small manufacturers who need affordable working space in the high-cost environment. Although manufacturing is retained in the historic environment, two policies do not promote each other, but receive some benefit from each other, which balances two acts in the yard at this moment.

    This study focuses on the "Unzen garden city planning" by the urban planner Taniguchi in the early Showa era. This study examines the details of the plan, the effects of the Act and the Law and the role of Taniguchi. The plan was comprehensive and included the street and square developments, zoning, facilities as well as a wide variety of city planning techniques.     In Kamaishi and Otsuchi, the municipalities and the agency built the temporary business facilities (e.g. stores, factories and offices) after the Great East Japan Earthquake. By the interviews to the municipalities and business owners, we show that those facilities relax spatial and financial restrictions especially for small business owners to resume and continue their business. Most of them improve working environment or change their businesses. Each business needs different specs and periods of use. The municipalities took the lead in building them and could consider several conditions of needs such as appropriate locations. The aim of this project is to support disaster business people towards permanent buildings. However, provision of the temporary places for business is important in itself.

    &nbsp;Akahama in Otsuchi, Iwate prefecture is one of the areas severely damaged by the Great East Japan Earthquake and Tsunami (3.11). A purpose of this paper is to clarify how residents used the evacuation places and shelters from emergency evacuation phase to refugee life phase in 3.11 in relation to the transition of disaster preparedness places and the transition of daily gathering places in order to get the suggestion about how to design a disaster preparedness place.<br>&nbsp;In chapter 2, it is clarified that how evacuation places were used in three phases. In emergency evacuation phase, many residents evacuated to an elementary school, but there was flooded and many people got wet. In temporarily shelter use phase, residents could find a printing office near the school and about 140 people stayed there for 3 days. Many residents went to private houses and stayed. 3-chome residents could not find large facilities, so they went to a neighboring village. In refuge life phase, about 80 residents used the gymnasium of school, about 20 residents used welfare facility and 8 households used 2 vacant houses that were owned by Otsuchi-cho.<br>&nbsp;In chapter 3 and 4, transition of disaster preparedness places and daily gathering places are clarified. In chapter 3, findings are as follows. 1) A damage of past tsunami was recorded, but evacuation behaviors or the places where people gathered was not passed down. 2) the understanding that a school was designated as a disaster preparedness place was widely shared. 3) In the late 80's, a numbers of preparedness place increased because of expansion of village. 4) In the late 90's, 1-chome's preparedness place was gathered to a school because a new gymnasium was built. 5) In the late 2000's, local organization decided that Akahama had 3 prepared places in terms of governance after a discussion that Hachiman Shrine didn't have a enough space. In chapter 4, findings are as follows. 1) A school and Community center had been the base of Akahama community. 2) A school had been the base of community, and that's why a school became center of disaster preparedness place in spite that there was not evacuation place during Sanriku tsunami of 1933. 3) A community center had been the base of community and located a little higher ground, and that's why disaster prevention materials was stocked before 3.11.<br>&nbsp;In chapter 5, evacuation places and shelters in 3.11 are analyzed in three phases in relation to the transition of disaster preparedness place and daily gathering place. It is found that in emergency evacuation phase, a school had been known as a preparedness place in spite that in the past there was not evacuation place and gymnasium was located in dead end, and in 3.11 many residents were exposed to danger. In temporarily shelter use phase and refuge life phase, it can be necessary to think preparedness place not only inner village but also wider area, etc.<br>&nbsp;In chapter 6, the following four points are suggested. 1) It is important to think the role of disaster preparedness place in the disaster phases. 2) Changes of a village environment and modernization of daily gathering place influence a numbers and characteristics of disaster preparedness place. 3) The actual condition of evacuation behavior such as gathering places in past tsunami disaster is necessary to be come up for discussion about the disaster prepared. 4) For the occurrence of a gap between evacuation places and disaster preparedness place, residential network is needed for a use of private houses or facilities, and also vacant ones owned by municipality should be prepared for an emergency evacuation.

    &nbsp;This study, as a study of the Azabu-Juban shopping street, which was carried out street space development by business for the purpose of street space development, obtain basic knowledges by analysis of spatial transition of store placement and of fluctuation of land prices of the time series.<br>&nbsp;In Chapter2-5, we organize previous studies, carried out the positioning of this study<br>&nbsp;In Chapter6, we show that there is an increasing trend from year to food store has performed a street space development in the study area on the basis of the commercial statistical survey data.<br>&nbsp;In addition, we plotted food stores of each time series on a map, and we reveal that food stores integrate in the area were carried out street space development.<br>&nbsp;In Chapter7, by using rate of change of land assessments that eliminates the macro-economic change (the rate of change in the following post CI), we analyze time-series changes due to "street space development", "subway opened" , "around large-scale development". As a result, fluctuation rate after CI of this study area has been transformed into the area to rise than the Tokyo metropolitan area rate of change, because it shows the trend of upward than the Tokyo metropolitan area average commercial land price rate of change after the street space development. Further, although even average variation rate shows increasing direction, the variation rate after CI indicates that varies greatly increasing direction than the average variation rate after each business. Because variations in the average variation rate is the time to show a substantially linear increase, the difference in the magnitude of this variation can be considered a variation caused by the contents of each business. If compared, including up to the rate of increase, fluctuation rate after CI by street space development is the largest. In addition, as the premise of this rate of change, the influence of "street space development" is considered even larger , because the premise of this rate of change included influence of street space development, and influence of the development of transport infrastructure by the subway. Generally land assessments improved by the development of transportation infrastructure. From this study, the large effect remains temporary variations. Then the degree of decline shows the results that the rate of increase remain at the level of the average variation rate.<br>&nbsp;In Chapter7-2, Along with the street space development, in a time series we showed the ratio of the number 12 and the other route value , In order to confirm the changes of structure of land assessments in the study area from 1984 to 2014. As a result, the street space development, give the changes of structure of land assessments of the region. Furthermore, the street space development shows result of increase of land assessments and maintenance of the status quo of land assessments.<br>&nbsp;In Chapter7-3, by multiple regression analysis due to the cross section data for each age, We analyze whether or not to contribute to land assessments by the street space development. The results, Contribution to land assessments by street space development is smaller than the item of real estate. However, over the each age, but contribution to the land assessments by street space development is small, has revealed that the explanatory power there.

    The idea of a &ldquo;compact city&rdquo; plan has become common in Japan with population declining. However, these plans do not draw a future for the areas where infrastructure will be decommissioned and have little connection to the grassroots activities that are trying to use the vacancies. This research looks into a citywide plan of Detroit, Michigan created by the foundations that also support the grassroots in the area, called the Detroit Future City. By organizing 1)the long term changes of the plans of the city and 2)the developments of grassroots from documentary records and interviews, the research argues that there has been a reversal in the figure-ground of planning in Detroit Future City to encourage efforts of &ldquo;active neighborhood deurbanization&rdquo; and that the reversal was made possible by the interactions of nonprofits that developed grassroots activities.

    This paper tries to examine the achievements of transfer of development rights (TDR) system as a historic conservation tool operated in Dadaocheng, Taipei, and aims at evaluating the impact on sending sites and clarifying the future issues. Interviews and literature review were conducted to grasp the current situation, operational process, and the development of TDR system. By analyzing the achievements with the framework of hardware and the software side of historic conservation, five impact factors were extracted; historic survey as the prerequisite, five-step restoration checking, flexible operation in the urban design committee, flexible amendment on the system, and TDR bonus. While the TDR bonus is contributing to conserving historic buildings in terms of number and quality, the high profitability may have a large influence on the change in social tissue in the area. The paper concludes with the emphasis on necessity of the re-design of the incentive and regulation.

    This study aims to clarify the aim of the &ldquo;Kanko Gijutsuka Kyokai (Tourism technical experts association) &rdquo;, which was established in August 1946 but had been ignored till now. The association was consist of about 50 experts (architects, landscape architects and industrial artists) including Uzo Nishiyama, Kenzo Tange, Eika Takayama and so on. It aimed at creating fascinate tourism destinations. Comprehensive settlement of tourism destinations was the association&rsquo;s priority. However its actions were mainly focused on facilities and each of the professional ability were not centered on how tourism destinations should be but each of the members see tourism destinations only from their professional ability&rsquo;s views.

    When the serious damage caused by the disaster, reconstruction forced at a position away from the original. However, It is moving to cut off the community.&nbsp;In this study, picking up the Wakamiya town in Ashiya city as a model case of reconstruction, we&nbsp;analyzed&nbsp;the reconstruction process and recognition after 20 years of the Great Hanshin-Awaji Earthquake. At Wakamiya town, despite being rated as a good space, space had changed before and after the earthquake&nbsp;and&nbsp;residents didn't feel good.&nbsp;But rather, at the followed process, they get a feeling of satisfaction.

    This study clarifies the transition of subway stations and exits by literature survey and defines the PVA: Physical and Visual Accessibility. Then through the cluster analysis using the data based on field survey, it evaluates PVA of exits placed with urban development projects. The results show that station space and PVA become altered along with various restrictions of station construction. In terms of exits placed with urban development projects, these have various types and these PVA are unstable because government evaluates not exit's quality like PVA but existence.

    By focusing on vacant houses regeneration activity in Nagano city, this study aims to clarify effective strategy of vacant houses regeneration management, as well as the relationship between vacant houses regeneration management and community regeneration. Through case study, following aspects are clarified: To activate and manage the area regeneration successfully, the target town should rediscover its vernacular potentials or add a new value, which is based on their own historical city environment. It is possible to attract private organizations to involve in the regeneration by offering financial and human-resource assistance. This research also points out that new resident fit into the community through four phases and they are able to activate the community effectively with the support gained from vacant house regeneration activities delivered by certain organization.

    Many elderly people were killed by Tsunami during Great East Japan Earthquake in Akahama, Otsuchi town, Iwate prefecture. The purpose of this paper is to describe the evacuation behaviors by interviews with residents in Akahama which is along the rias Coast and clarify how the built environment influence on the evacuation behaviors of the elderly. It is found that 1) geographical features such as nearness of a rising ground, sloping road to the sea and a narrow plain land are good for evacuation, 2) the town's background such as past tsunami, seawall construction and elementary school which has never been damaged in a few hundred years influence on evacuation behaviors and 3) family network and local community led to an influence on a turning point of an evacuation behavior, but there were younger people who tried to help the elderly and damaged or killed.

    Sawara is a mercantile historic city at watery environment along the Tone River, which had been flourished from Edo era to the middle of Showa Era. Some parts of it have been designated as cultural property, namely a preservation district for a group of historic buildings. Through minute interviews of local people, the memory-evoking framework of Sawara is clarified. It consists of four conditions, 1) disappearance, 2) surviving figure, 3) inherited use, and 4) correspondence of memory and historicity. The memory-evoking framework and the system of historic value are very similar to but different each other. The local community can imagine how the life was in their habitat just by touching their surroundings. Not just the historic environment that is already put in the formal preservation system, but also the fabrics with collective memories of local people are important to succeed the meaning of its lived environment.

    The aim of this research is to clarify how vacant spaces in Tomo district are distributed and how they have been utilized through accumulated changes. Those vacant spaces can be classified into nine types in terms of location, process, and users. Some vacant spaces are richly utilized by the surrounding neighbors without any relations of their owners. Such a common use is only found at the historical urban area, not at the landfill zone, and is likely to happen where residents have known each other before it becomes vacant.

    &nbsp;An online questionnaire to the residents in the Tokyo metropolitan area was carried out in order to assess the residents' acceptability of introducing channels by using treated wastewater for improving the amenity performance in urban area and their preferences of the bank shapes. The 95.8% of residents approve the scenario, it indicates that residents highly value the introduction of channels and treated wastewater has the potential for this use. The order of residents' preference of the bank shape was observed as followed: (1) good vegetation and good accessibility (35.1%), (2) no vegetation and good accessibility (28.5%), (3) good vegetation and no accessibility] (21.5%), (4) no vegetation and no accessibility] (10.8%). This order shows no significant correlation with regional environmental conditions but with the positivity of waterfront usages and valuations or concerns of environmental issues.

    Considering national financial situation under the population decreasing, there has been more and more necessity for establishing the spatial planning institutions regarding disaster risk control, which includes land use regulations, to reduce public investment. The purpose of this study is to reveal the original idea of Article 39 of the Building Standards Law as one of the land use regulation in Japan. Through this study, we revealed the original idea of Article 39 of the Building Standards Law was to enhance the local robustness through land use regulation before disaster. However, it has been almost forgotten throughout this half century due to its difficulties in application criteria or luck of the local governments' initiative to regulate land use of established city area.

    To propose sustainable water circulation in a domestic environment, this study aims to develop a method to deliver typologies from historical water systems. Four water systems in Japan were analyzed by physical form, by use and maintenance, by water quality and by their transition. The analysis revealed some important findings: multiplied sources and drainages, decentralized water use by physical form, the return of drained water in a short distance to natural water circulation, and important roles of inhabitants. These findings deliver typologies"cascade use"and"repetitive use", and they show the applicability of the proposed scheme.

    The traditional townscape of Kagurazaka-KAGAI is appraised by citizens and tourists, whereas the structure of this townscape is not yet clarified. This paper clarified following three points.<br>1. Prewar Kagurazaka-KAGAI provided more mysterious townscape for visitors than present condition because there are more complex network of alleys and taller buildings.<br>2. The townscape, which has been rebuilt after the war, underwent big change. But some elements of prewar building design are inherited in KAGAI's buildings. Moreover, many ordinary buildings modeled after KAGAI's buildings in Kagurazaka-KAGAI.<br>3. We need more consideration how to control a design of buildings out of Kagurazaka-KAGAI.

    In Kagurazaka area, public and private sectors have been trying to increase the number of Registered Tangible Cultural Properties, and have registered five buildings since 2010. The aim of this paper is to clarify advantages and problems of public-private partnership on the process of registering historic buildings as Registered Tangible Cultural Properties. We found that three advantages are: 1) financial supporting to the project, 2) being familiar with administrative service, and 3) enlightening local residents by the information of public sectors. Besides, we found that three problems are: 1) lack of connection between the administration and owners, 2) shrinkage of the project due to difference between public and private purposes, and 3) how to apply the project to other cases.

    After the war, the historical area of Warsaw were reconstructed accurately by Warsaw's people. In this way, the history of Warsaw was succeeded to. However, Poland have begun to experience many changes for example social system after the war, so our view of the Old Town has changed. In this study, I would like to discribe how the Old Town and its memory have been succeeded, by looking at the track of the Old Town after the war, the process of the reconstruction and its design, the transition of the discussion about the reconstruction of the Old Town, and the movement of urban design and the protection of historical heritage in recent Warsaw. The Goal of this study is to consider how we should succeed to the history of the city. I would like to get a suggestion about how to utilize historic space in the city.

    &nbsp;Treated wastewater have had potential of urban water resources and expect to be applied to maintaining the river environment. Arakawa basin, suburban area of Tokyo, was selected as the model and an acceptability of using treated wastewater for the purpose of improving urban river environment was analyzed by an online questionnaire. The 78.9% of residents approve the scenario and value the quality of treated wastewater. Residents who don't appreciate their neighborhood environment show high acceptability of using treated wastewater and strongly expect that urban rivers would provide the natural habitat of wild lives. It indicates that the secondary effects derived from the river water quality improvement by introducing treated wastewater to urban rivers should be focused on for the actual planning decisions.

    Recently, the modern architectures in urban spaces have been destroyed successively. How to regard the owners' approvals is a critical issue for the conservation. The purpose of this paper is to clarify the system and issues of registration of buildings without owners' approval. In Yokohama, since the municipality was anxious about infringement of private property, they established the system without regulations and announcements of the name of the registered building. In addition, this system brought some effects as follows, grasping situations of more buildings, using for strategic urban policy, enlightening owners and citizens. However, since it is legal for the official announcement, we should consider the system including discussion about methods of regulations and risks of announcements.

    The regional planning idea evolved in Britain and was statutorily incorporated in city planning laws in the U.S. and England in the 1920s.Kazumi Iinuma introduced the regional planning idea to Japan after his visit to the U.S. and Europe on 1923.After that regional planning idea were developed in Japan with the influence of foreign countries. Then, there were some committee on regional planning. Central government formed the committee for researching urban planning and regional planning through 1940 to 1941. Finally, they created the regional planning bill. Also there was the committee for the local government in 1941 to 1942. This committee decided the regional planning policy for the Kanto area.     &nbsp;Sotobori moat, made outside in the Edo castle for its defense in 17th century, has various values not only of a waterfront space but also historical ruins, which values are widely recognized by residents near and far from Sotobori moat. The aim of this study is to analyze the citizen's preferences of "use values" (direct/non-direct) and "non-use values" (historical value, bequest value, existence value and ecological value) in Sotobori moat. The data for analysis were collected though an online questionnaire survey of citizens living in Tokyo and the suburban of Tokyo. The results showed that 1) canals are valued higher than bridges, 2) the frequency of use is positively correlated with the degree of valuation, 3) non-use values are preferred to use values and 4) no correlation is found between the residential area and the degree of valuation. Citizons favor the preservation of factors like pine and cherry trees and stonewalls which provide the non-use values more than the development of Sotobori moat.

    This study focuses on the cultural routes programme of the Council of Europe and aims to clarify 1) the transition of the programme since its start and 2) the structure of the programme. As a results, the transition can be devided into 6 parts; the discussion on the cultural tourism (1960s); the discussion on the revitalization of the Santiago de Compostela pilgrim routes (1980s); the tools for the East and West Europe to be cooperated culturally (1989-1993); the first rule which reflects the Wien Declaration(1993-1997), the first resolution which requires all the cultural routes to establish networking association(1998-2007); the revised resolution which tighten the first resolution strictly(2008-). As for the structure of this programme, the Council of Europe, the Institute of Cultural Routes and each networking association work to enhance European cultural identity.

    The purpose of this research is to examine the lives of foreign residents and to present models of action from case studies at ten public housing estates. The research results are summarized as follows:<br>1) The difference between Japanese and foreign residents in terms of language and everyday customs is a direct factor behind daily problems. Complex, indirect, and background factors are also important.<br>2) The activities of residents' associations at public housing estates are useful in creating a significant relationship between Japanese and foreign residents.<br>3) The lower the number of foreign residents (less than 10% of total residents) is, the more effective the problem-solving actions are.<br>4) The effectiveness of and difficulties faced by the actions are dependent on the size of public housing estates and the proportion of foreign residents.<br>5) Five models of action taken by residents' associations, local governments, and regional associations exist.

    After some years of enforcement by the Tokyo Metropolitan Government, the support policy for the homeless was entered a new phase, namely the program from the street to community life. The program is characterized by housing first. With the background of the history in the Japanese housing policy and the drastic change of social and economic conditions, the paper concludes that we should introduce the housing first approach into the support policy for the homeless and the housing policy. The following issues should be discussed; 1) the publicness of the private rental apartments, 2) the realization and preservation of affordable housing with stable living environment through urban planning, 3) the arrangement for the support organizations in the private sector to act fully, 4) the definition of homeless as a broad sense.

    Research was conducted at ten public housing estates in the Kanto and Chubu regions, focusing on the efforts of each residents' association. We confirmed that, in small housing estates, active efforts from the stage when only a small number (less than 10 per cent) of foreign resident are present is an effective way to promote living together (Kyosei). Such good results lead to better conditions even when foreign residents become the majority. However, we also demonstrate that support from local governments. NPOs and other community associations are also necessary.

    To integrate considerations for cultural assets and townscape into urban planning, we should improve the current planning institutions. We can find some clues from the preservation system, including making a list and designating a historic district, which emphasizes on value of cultural assets. In addition to that, we should start a design review to discuss what a design should be at each site and conform each project to a master plan. To make those improvements effective, we should reduce the number of FAR and establish a permission system. A set of fair criterion with rationality through the due process will reform the current urban planning institutions.

    Landscape Law, enacted in 2004, promotes the re-shaping of urban space by providing legal support to control the design of development projects and is highly expected.     In Arakawa-ward, there are many vacant sites where factories were located and new apartment buildings are planed. So Arakawa-ward adopted a regulation to start consultations regarding big-scale housing development over 5000 m2. The regulation should be evaluated as an effective measure to prevent serious troubles between residents and developers.<BR>Although the issue for procedure seems to be resolved, the issue for substance of planning is still unresolved.

    <p>This paper focuses on an evacuation risk in the central business district (CBD) of Yangon City and the role of Back Drainage Space (BDS), long and narrow back alleys built for drainage purpose during the British colonial period, in disaster risk reduction. There are 188 BDSs in CBD but they have been underutilized for nearly three decades. Since democratization of the country in 2011, some of the BDSs were revitalized as public space and the survey conducted by the authors indicated the usefulness of BDS as public space while revealing its low accessibility from surrounding buildings. This study aims at understanding the current evacuation risk of residents in CBD by checking the condition of 115 BDSs in four townships in the CBD and key factors in considering the utilization of BDS in the future are discussed.</p>

    The Law to support homeless people become self-reliance has been effective since 2002. Then Tokyo has built emergent temporary shelters and self-reliance facilities, cooperating with wards, on its own system for financially independence. Those facilities have some problems in terms of their location, design and program. The policy is sometimes criticized as to be too much work-fare oriented. But the situation has been improved. Tokyo is preparing for leasing private housing units. A council meeting has established in Shinjuku-ku, consisted of not only NPO and local government, but also local residents and homeless people. In the future, measures should include the concept of preventing homelessness, giving a primary role to the homeless, and politicizing based on the right of residence.

    Currently, disputes on construction of new residential buildings are intensified. Especially super high-rise condominiums, which can be classified as a new building type, are planned to be built as much as never before. Although the super high-rise has many aspects which are not clearly understood, Japanese procedures for construction and urban planning do not have opportunities to consider influences on surroundings by a new building project. The dispute on a plan of a super high-rise condominium at Kagurazaka shows that current system cannot function fully to do machi-zukuri based on discussion and participation by inhabitants.

    While the system of urban planning based on the concept of sustainability is required, each municipality does not have reasonable and legal plans. Basic environmental plans should be located at fundamental level of all policies. In addition, laws or ordinances should be prepared for environmental plans with regulations. Or if there are no comprehensive ordinances, each regulation should pay attention enough to realize the philosophy of basic environmental law.

    In the USA, the institution of historic districts was exploited in the 1930s to protect extraordinarily important historic and architectural values. In the 1960s, more usual environment began to he designated, and historic districts became so widespread. This study analyses the historic districts from four aspects, namely, zoning, historic preservation, aesthetic control, and design review. Sometimes the institution has been adopted even though it is not clearly constitutional and has changed the interpretation of the law. On the other times, the law requires civic participation, clear standards and so on, and has made the institution improved.

    The institution of historic districts is the main tool of preservation planning in the USA. Its current legal issues can be summarized as the following four points: 1) demolition by neglect, 2) establishment of legal standards for design review, 3) freedom of speech for architects and owners, and 4) reasonable relations with other fields. Through democratic procedures emphasizing the openness of public meetings and the selection of commissioners, more sophisticated methods can be exploited.

    The institution of historic districts was exploited in 1965 under the Landmarks Law in New York City. Because the institution has ambiguous purpose, namely to preserve the special character, it is being improved as an universal method of preservation planning. The improvement has been sustained by the citizen, who has contributed to designations and regulations of living environment as historic districts, and the Landmarks Preservation Commission, who has kept the importance of preserving historic and architectural heritage in addition to accepting the public opinion.

    The purpose of this study is to clarify the difference between the assumptions of the refugee camp system and the actual state of the spatial changes brought about by residence. At the Kakuma refugee camp in Kenya, which is the main subject of the survey, although ownership is not recognized, the spatial scope of oneself and the family is clarified, a place is set up to make it easier to live, a place for interaction is formed, and influxes of the same family were accepted. All of these spatial transformations are owing to the refugee themselves and these phenomena correspond to the concept of occupancy. The characteristics of the hierarchy and location of the road composition were also born. These modifications by the refugees themselves were not evaluated by the international government agencies governing the area and were considered subject to modification. As discussed in peer-reviewed papers, the authors have found value in these phenomena for human life.

    1)日本国内の外国人集住地区の抽出と実態把握:国勢調査小地域集計等を用いて、外国人率15%以上の小地域集計地区を全国で702地区抽出した。これらの地区について、住宅地図や航空写真などから地区の土地利用・市街地状況を確認・分類したところ、工場隣接地区、教育施設(留学生会館等)、駅前地区、住宅団地、外国人居留地、大使館・入管収容施設等に分類された。特に集住傾向が高い住宅団地に着目すると、全国で129団地・124小地域集計地区が抽出された。 2)外国人集住団地の実態分析:外国人集住が進む住宅団地の一部について、現地調査・管理主体へのインタビューなどを行い、集住の現状や課題を調査した。住宅団地への集住の背景として、民間住宅への入居審査の厳しさ、団地の空き家対策などが関連しており、一定程度の集住が進むと日本人居住者との生活様式の違いや言葉の壁による意思疎通の問題が顕在化すること、対策には多言語情報提供や相談といったソフト対策に加えて、外国人居住者向けの交流スペースの整備やごみ集積所の整備といったハードの対策の組み合わせが有効であることが分かった。 3)海外の動向調査:移民対策が進むドイツとカナダで事例調査を行った。ドイツでは、ノルトアリンヴェストファーレン州ドルトムント市ドルトムント・ノルト地区及びデュッセルドルフ市ホフフェルト地区の視察を行った。両地区とも長年移民が多い地区であるが、集積している移民の出身国・文化が大きく変遷してきており、近年は東欧やロマの移民が増加している。環境改善や住宅整備といったハードに加えて、子どもの教育を通じた家族全体へのアプローチに力を入れており、成果をあげつつある。カナダでは人口の50%以上が移民のバックグラウンドを持つトロント都市圏を対象に、生活支援から雇用支援までの包括的な支援の取り組みを視察し、ハードとソフトの取り組みの連携の重要性を確認した。

That is, risk management of safety and neighborhood harmony, maintenance management according to the shared vacant lot image, active vacant lot modification and vacant lot utilization, create and development of usage image by prototype utilization, mechanism to continue proper use and management of vacant lot, and so on. The following comprehensive approach is effective not only for designing open spaces on the surface, but also for extending the impact of public use to areas and cities.     Disasters occur for reasons unique to each region and bring about a variety of situations, but the common is that the expansion and prolongation of reconstruction projects makes it difficult for disaster victims to return to their original places of residence, but many of them hope to return to their normal lives as soon as possible. In the aftermath of a disaster, it is important for residents, local governments, and experts to complement each other in the multi-stage planning and implementation of projects. Therefore, it is suggested that it is a necessary condition to enable the inheritance of place characteristics if the actors involved share the post-disaster philosophy of restoring the pre-disaster state rather than reconstruction. However, it must be recognized that this is not a sufficient condition.

    In order to solve the problems on water use systems in rapidly developing urban area of developing countries, practical approaches to enhance residents' ownership on local water systems were discussed through the field survey on Hanoi in Vietnam and Galle in Sri Lanka.     The purpose of this study is to consider the reform of administration and finances of the national government and municipalities stricken by the Fukushima nuclear accident, in order to promote rebuilding the livelihoods of residents who have returned home after evacuation orders were lifted. We interviewed residents in / refugees from mainly Odaka, Minamisoma City, and also investigated reconstruction finance. As a whole, reconstruction finance is characterized by its emphasis on public works for infrastructure, and the low proportion of funds to support disaster victims. This suggests necessity to reform reconstruction finance.

    The earthquake hit World Heritage sites in Kathmandu valley in April 2015. Along the post desaster reconstruction proces, it became clear that there were no statutory tools to protect area-bsed heritage rather than individual monument. The study reinforced improvements of legal system for historic conservation and provided local governments with design guidelines for reconstruction of historic houses in the core area of both inscribed World Heritage sites and sites in the tentative list. Moreover,the study proposed the networking system of Heritage cities in the Kathmandu Valley mobilizing mayors of the cities and improving local ordinances for the resoration and reconstruction of heritage buildings. Also the outcome of the study ennabled local engineers to meet reglarly to share the technical findings and problems of each city and aaplication of the proposed design guidelines with our help and initialives.

    Whilst “streets” are the public spaces needed to be utilized and managed by local communities or private sectors, that concerns the local governance, there is not yet clear solution for these social needs. So this research clarified the types of street management and the methods for implementation of community-based use to treat with issues based on two approaches to the community-based street use and management. The chronological analysis approach figured out the chronological change and typology of street management and the revised process of legal administration system in motorization. The case study approach on Japanese cities as well as foreign cities suggested the key points for well-managed process and method of street utilization initiated with local communities. Consequently, it argued the issues and possibility on “street design management” and phased development process of well-organized local governance through street management.

    Recognizing that urban conservation in Asia requires the comprehensive perspective with the consideration on the roles of their social tissues as well as the significance of tangible and intangible heritage, the study took four historic areas in Asian cities; Taipei (Taiwan), Hanoi (Vietnam), Penang (Malaysia), and Bangkok (Thailand). The on-site survey at four cities including interviews and questionnaire survey gave the following findings in every city; 1) the clarification of local socio-economic transition, transition of social tissues, and the interrelationship between those two transition process, 2) the state of conservation of tangible and intangible heritage, 3) essential factors for establishing the urban conservation system that accommodates social tissues, and varied approach to those factors taken in each area.

    本研究では、西新宿を高度経済成長期・都市計画の象徴として捉えている。 初年度は、寄せ場とは異なる路上生活者が集中する場所としての側面に着目し、その支援施策の状況を明らかにした。 次年度は、新宿駅周辺地区の詳細な景観調査を行った。分析されたことは、西口と東口の景観上の大きな差異はそれまでの都市計画による違いが天きいこと、西目ではヒューマンスケールでの景観的な配慮がなく、東口ではコマ劇場やMOA街などの景観整備事業が過去にあったにもかかわらず、その設計思想が活かされていないこと、さらに周辺には住宅地が存在しているが土地利用上も建築物の密度や集積状況からも、すなわち総合的に景観上の特徴に欠けていること、いくつかの再開発事業が進行中であるが必ずしも住民の合意がきちんとどれていないケースもあり曖昧な状況にあること、また大規模再開発事業め直近では適切な投資が行われないたあに市街地め質が落ちていること、などが指摘できる。 総じて、景観の魅力は非常に乏しい。 今年度は、景観調査を続行し、市民(区民)にわかりやすいかたちでそれを示すための作業と、現在の景観が形成されてきた歴史的背景を明らかにした。近世江戸において、玉川上水や神田上水、街道、大名庭園、近郊農村、街道の宿場町として始まった新宿駅周辺地区であるが、近代に入り、一大ターミナルとしての駅、駅前広場事業、幹線道路整備、淀橋浄水場などの都市インフラストラクチャーの整備が進んだ.そうした基盤を踏まえて、東口では戦後のヤミ市、昭和のアンダーグラウンド文化の隆盛、歌舞伎町開発、一方の西口では特定街区をつかった都市開発(世界で1920年代に理想とされだタワー・イン・スペース型)、さらにそうした開発に「取り残された」地区が混成している。 今後は、駅周辺地区の回遊性や新たな文化創出を目的として細やかな対応が必要だ。
