    During World War II, Britain lost most of its Canadian assets, along with its other overseas assets. The government therefore made a successful attempt to rebuild its investments in Canada. The purpose of this paper is to show the reasons and details of this re-expansion of Canadian investment. So far, scholars have asserted that Anglo-Canadian economic relations started to dis-engage from World War I and that this dis-engagement was completed after World War II. However, Canadian assets were so important to Britain in the inter-war period, for example coming second (following Australia) in the 1930s, that the government aimed at rebuilding them after the war. Further, the British government hoped that the rebuilding of such dollar area assets would provide a future source of hard currency earnings. In the dollar area, the government preferred Canada to the United States because of its Commonwealth ties. The policy for promoting investment in Canada was established in 1952, when the Treasury became able to use the dollars which had been bound in security for U. S. loans. The authorities regarded chemicals, aluminum smelting, mining, and the oil industry as the main sectors in British Canadian investment, and ICI, British Aluminum, Rio Tinto and BP made heavy investments in these areas. Therefore in the1950s Anglo-Canadian economic relations still showed strong ties at least in terms of capital flow.

    今年度は、アメリカ、イギリス、アジアの３地域それぞれの研究で、以下のような進展があった。アメリカに関しては、特に順調に研究が進展した。本プロジェクトの中心的な課題である、「ネットワーク理論」にもとづいた、金融危機が波及と危機波及が抑制について、大恐慌期の事例を通した解明が進展した。本プロジェクトの構想当初に、アメリカ大恐慌を、「周辺→中心」の金融危機波及とする仮説を設定していた。先行研究についての詳細な検証と、アメリカの週ごとの銀行破綻数と預金喪失額のデータ整理が大きく進展したことで、この「周辺→中心」という金融危機波及という仮説が実証的に支持できることが明らかになった。この研究は、菅原研究室の木村雄太氏（東北大学大学院経済学研究科大学院生）によって実施された。アメリカについては、中心とニューヨークとシカゴに分けた上での「中心→周辺」という金融危機の反作用の検証が課題となることも明らかとなった。イギリスに関しては、一次史料研究と既存研究の組み合わせによって、研究が進展した。主な成果は、国際金本位制期・第一次大戦期の（１）英系商業銀行が受け入れていた海外コルレス預金の額が明確になった（２）英系商業銀行が保有していた海外コスレス先の預金額が明確になった、の２点である。これらの発見によって、金融危機波及の際のロンドンでの各種金融資産の動きという次に解明すべき課題が明確になった。アジアに関しては、19世紀から20世紀という長期のシンガポールの国際金融センターの歴史的発展の過程が明らかになった。特に、シンガポールの国際取引の基本的基盤としてのマレー半島との経済取引の内容が具体的に明らかになった。シンガポール証券取引所でのマレーシア関係の証券取引が次の検討課題であることも明らかになった。

    We have studied on whole supply chain or circulation of iron/steel from the view of international comparative business history. And our research resulted in 11 articles, papers and book chapters. We analyzed the adaptive behaviors of major firms in several major steps out of this total chain, such as investing or managing iron mines, creating new index of international market price of iron ore, constructing international production network of steel, and recycling the steel product.

    We researched how the US monopoly on the international nuclear industry had been challenged by the other countries such as Japan, West Germany and Commonwealth of Nations. We especially focused on 1950-1979 during which the international nuclear industry had been born and developed, and analyzed this period from the original sources. Then we concretely pointed out the following issues: Japan’s nuclear policy during 1954-67, the relationship between the coal crisis and nuclear policy of West Germany during the 1960s, uranium procurement activities by the UK during 1947-57, the British export of the Calder Hall reactor to Japan in the 1950s, and the Licensing Process of the Seabrook Nuclear Power Station under the Carter Administration during 1976-77.

    We have studied on resource-procurement systems from the view of international comparative business history. And our research resulted in 15 articles, papers and book chapters. We revealed the detailed historical process that Australia became the largest iron source in the middle of 20th century, analyzes the whole resource-procurement system of ArcelorMittal, the transnational steel enterprise, and describe the recent trend how iron-ore commodity market developed.

    It has required "Configuration" and "Coordination" of the Japanese Corporations' Production Facilities accumulated in Mainland China due to the Structural Change of Chinese Economy with the sky-rocketed economic growth brought by the Reform and Open-door Policies, huge disasters of East-Japan Earth-quake, Big Flood in Thailand, and geopolitical risks of territorial disputes and claiming the reorganization of the Order shaped after the World War Second. In order to clarify the impacts of these "Configuration" and "Coordination" on the East Asian Economic Growth in the future, we have tried the New Global Management Structures and Value Chains of the Japanese Corporations located in Asian countries, and the New Economic Policies contributing to the Sustainable Economic Growth in Japan, Mainland China and ASEAN countries based on the accurate grasp of the actual conditions of "Configuration" and "Coordination" implemented by the Japanese Corporations.

    Our new analysis of the Bretton Woods System at the adjustablepeg era gave a new aspects and outcome on its origin and its working mechanism. We tried it by using the original documents and records of IMF, WB, BIS and National Archives of U. S. A and U. K. in cooperation with their staff. It is the first attempt all over the world. As a result, we are able to analyze the movement of the international money and capital market not only theoretically but historically and institutionally.

    Through hearing research in the U.S. in the first year and discussion among the members, we have established three viewpoints to analyze current U.S. economic policies, including fiscal policy, industrial policy and social policy on domestic area, and trade policy, international monetary policy and foreign aid policy on international area. The three viewpoints are as the followings : First, We grasp the characteristics of current U.S. economic policies as inter-relationship between old Keynesian economic policy and Neo-liberal economic policy. Second, we focus on pluralistic decision-making structures on both across and within the governments, based on policy process approaches. Third, we take attention to the effect of national security policy on the economic policies. According to these viewpoints, we lead to the following results : 1. In analyzing the fiscal and trade policies, it is worth to take together with pluralistic approach and normative approach. 2. In industrial and innovation policy, regional actors, such as state officer or universities, play more important role than federal government. 3. In the area of trade and foreign aid policy, we take attention to the effect of national security concern on these economic policies. 4. On social policy, "New Deal Order" has still remained as the firm social system, while neo-liberal reforms, like as G.W. Bush's "Ownership Society" agenda, have tried to do several times. 5. Analyzing foreign capital inflows, which is one of the most remarkable policy issues in international monetary policy, regional difference in investment behavior, especially the one between European countries and Asian, is so critical.

    本年度は基本的な情報収集を行った。資料状況についてはサンフランシスコ(カリフォルニア大学バークレー校、ウェルス・ファーゴ銀行、サンフランシスコ連邦準備銀行)、上海(上海社会科学院)を訪問した。また、学会、研究会に参加することで、フランス、スイスなどヨーロッパ諸国の資料状況に関する状報を得た。先行研究のフォローとしては、金融センターの形成や各金融センターの比較、金融センター間競争に関する文献を収集した。特に、M.A.Golodberg、R.W.Helsley and M.D.Leviの2論文(The Location of International Financial ActivityおよびOn the Development of International Financial (enters)は、計量的な手法による金融センター比較の数少ない重要な文献である。またH.Reedの著書(The Preeminence of International Financial (enters)が金融センター比較の計量的アプローチの先駆である。比較の手法は、基本的には各金融センターの総資産を貿易量、GDP、企業本社数などに回帰させるというものである。ただし、これらの研究は対象時期が1980年ごろまでであった。今後は、上記で得られた資料を使って、上の計量手法に基づき時期を後に伸ばし、対象国として新たに中国なども加え、分析を拡充・発展させていく。

    1.The Analysis of the Circulation of Funds at British Overseas Banks The circulation of funds between the head offices and branches in the period from the 1850s to 1913 has been analyzed from the figures of the branch balance sheets at the Chartered Bank and the Chartered Mercantile Bank. The time series statistics complied from the trade goods between Britain and Asian countries have also been compared with the inwards and outwards exchange transactions of these two banks, and relations between the distribution of goods and the circulation of funds have been indicated. Furthermore, the causes of the sharp decline in silver price since the 1870s, and their actual effects on the assets and the fund position of British overseas banks have been examined. Although there has been a small number of the surviving records concerning the Oriental Bank Corporation, the most eminent British overseas bank of those days and bankrupt in 1884, its new record has been collected at the British National Archives and examined. The Hongkong Shanghai Bank's Hongkong branch new managerial records as well in the Inter-war period at the Shanghai Business History Center have been picked up and studied. 2.Relations between the London Money Market and the Activities of International Banks Researches on bank histories published by British overseas banks and London clearing banks, and on concerned financial journals have been carried out. On this basis the various issues of existing studies have reviewed. The archival research on the relations between British overseas banks and the London clearing banks, the [London] City Bank and the London Joint Stock Bank, has been done and analyzed from a viewpoint of the London discount market. It has been revealed from this study that the role of London (head) offices is most important for the management of British overseas banks. 3.The Analysis of German and French Overseas Banks, and of their Local Activities For German international banks, records concerning the Deutsche-Asiatische Bank, held at the Archives of the Deutsche Bank, have been investigated and collected. From these the activities of the Deutsch-Asiatiche Bank in the Shantung Province in China have been revealed ; for French international banks, the new records concerning the Banque de l'Indo-chine, the Comptoir d'Escompte and the France-Russo Banque have been pursued and their actual transactions in Asia have been studied. In particular, it has been confirmed that the record of the Franco-Russo Banque, held at the Japanese Foreign Office Archives, is useful ; for American international banks, the record of the International Banking Corporation, held at the Shanghai Business History Center, has been collected and examined.
