    Abstract This study examines the role of public education in the advocacy strategies of non-governmental organizations (NGOs) under authoritarian constraints, using Chinese environmental NGOs (ENGOs) as a case. Despite the increasing use of social media, the advocacy function of public education remains underexplored in such contexts. Drawing on content analysis of 2,961 social media posts from 20 ENGOs and 12 in-depth interviews, we find that ENGOs primarily use social media to disseminate information and gain “safe attention,” while largely underutilizing their interactive potential. Public education is viewed as a long-term goal, but is not strategically integrated into broader advocacy efforts due to limited resources and political sensitivity. Building on attention-based advocacy theory, we propose a strategic attention management approach, recommending that NGOs adopt differentiated strategies: community-based education anchored in offline legitimacy for resource-limited organizations, and large-scale, frame-sensitive communication for those with greater capacity. This study contributes to NGO advocacy literature by conceptualizing public education as a form of indirect advocacy and highlighting the need for nuanced attention strategies in authoritarian contexts.

    Abstract In this study, we aim to investigate the much shrouded and problematic role of civil society organizations (CSOs) in conflict settings. We argue that to go beyond the “NGOization” of CSOs, there is a need to have a macro perspective of the interaction mechanisms between the shifting dynamics that CSOs play in development efforts. This lack of perspective impedes the ability of CSOs to navigate challenges in conflict settings because examining CSO dynamics independently will not be sufficient to develop effective solutions. Therefore, we investigated the interplay between dynamics in the case of Palestinian CSOs through our interactive framework, where we identified three main barriers faced by CSOs and eight interaction mechanisms between each of the dynamics and the barriers. Our framework appeals to policymakers and practitioners alike by offering practical implications emphasizing the role of locally led initiatives that mobilize communities to innovate and govern, with guidance from CSOs.

    This paper aims to grasp the current state of social capital and its relations to civic activities and environmental sustainability in Japan. The authors present findings from the first comprehensive survey designed to measure social capital, conducted in 2003, with the focus on civic activities in Japan, together with three cases relating to sustainable environmentalism. The major findings of the survey were: (i) each component of social capital and voluntary and nonprofit activities has a positive correlation, (ii) social capital has changed over time, and (iii) social capital exhibits major city-rural and regional gaps in Japan. Over time, trust and associations with neighbours and relatives have declined, while trust and associations with colleagues at work have been stable or even increased. Some implications are suggested concerning the roles of citizens, nonprofits, government and business: citizens and nonprofits play a crucial role in creating social capital, and government and business can play a facilitator role in the formation of social capital. Moreover, utilization of social capital through partnerships among different sectors is vital for vibrant communities and environmental sustainability.<br>

    This paper examines the social roles of universities, and their relationships and partnerships with communities, specifically community-based nonprofit organizations, through literature review and examples from the U.S. and Japan. Recently, universities have rediscovered the importance of their service mission, and started to invest in university-community partnerships (UCPs), with the focus on service learning. Universities and communities can mutually benefit through partnerships both short- and long-term: UCPs lead to more civic engagement by universities and universities become true social institutions. An integrated and balanced approach of UCPs is proposed on the basis of components of institutional commitment and efficient and effective use of an intermediary organization.<br>

    This book is about social capital―social relationships such as trust, norms and networks that facilitate cooperation among members of a community. Based on a thorough review of the concept of social capital, it discusses trend of social capital in Japan from a civil society perspective, in particular, emerging nonprofit organizations as well as some aspect of traditional neighborhood associations. Nonprofit organizations, which voluntarily have been trying to solve social problems and to create new social values, have an important role in creating social capital. Nonprofits in Japan have successfully created, accumulated and utilized social capital in various fields.     昨年度はコロナ禍のため、アンケート調査を見送ったが、アンケート調査票を精査し、アンケート調査を代行する業者(NPO法人)を選定した。一方、社会的企業家は、何も社会的企業だけに存在するのではなく、営利企業にも存在すること、また社会的問題を解決する民間組織は、社会企業だけではないという視点から、アンケート調査が出来なくとも、民間公共の動向を探る方法として、営利企業が実践する企業の社会的責任(CSR)について研究を進めた。特にCSRへの取組が企業の財務パフォーマンスを向上させるという仮説を立て、東洋経済新報社のCSRデータと日本の上場企業の財務データを用いて分析した。ここでは、財務パフォーマンスの代理変数としてROEとROAを用いた。これらROEとROAを被説明変数とし、日本の上場企業が取り組む様々なCSR活動が、労働者の労働生産性(付加価値)に正の影響を与え、ひいては財務パフォーマンスを向上させるという連立方程式を構築し誤差項のみの相関を加味した、SURE(Seemingly Unrelated Estimator)と、誤差項の相関および労働生産性の内生性を加味した3SLS(Three Stage Least Square)Estimatorの手法を用いて定量分析を行った。その結果、メンタルヘルスへの取組と女性の労働者数の増加が上場企業で働く労働者の労働生産性を高め、ひいては財務パフォーマンスを向上させるということを実証することが出来た。この分析結果は第二回日本社会関係学会にて報告した。

    In this study, we developed and practiced educational methods based on social capital to answer the research question, "How can we sustainably produce social innovators who lead NPOs and social enterprises that aim to solve social problems and make changes? The result of the study shows that it is important to continuously create opportunities and places to draw out trust and connection, empathy, diversity and inclusion, a sense of ownership, willingness to contribute to the community and others, autonomy, mission, mutual learning, and resilience based on basic social skills. It was also suggested that diverse leadership and followership, learning organizations and communities of practice, and the multi-layered presence and actions of mentors and peers are pivotal, especially in the practice of service learning and PBL.

    The New Public Commons and the Society of Mutual Assistance are the philosophy relating to the provision of public goods and services by citizens, NPOs, companies, and other organizations. It entails opening up area previously monopolized by government bureaucrats to the “public” so that those aspects of it that cannot be dealt with by bureaucrats alone, can be managed through collaboration between the government and citizens. There are problems that need to be addressed. The first is a need to support for networking of small sized SE. For example, we must utilize a sleeping (dormant) account for social welfare. It refers to a deposit account in a financial institution that holds funds for a long period. The second is to eliminate inequalities in the tax system between new-comer small sized NPOs and traditional social welfare corporations.

    This study addresses the following question: what are the important factors for sustainability of social enterprises. To find out answers to the aforementioned question, I carried out a survey on leaders of nonprofit and for-profit social enterprises in Japan. It is essential to note that this paper assesses social capital of leaders because leadership involves accomplishing work through followers. Social capital can play an important role in the sustainability of social enterprises, particularly those facing hostile and benign environments. A leader’s character, grounded on values such as trust and networks, should influence his/her vision, ethics, and behavior. The empirical examination in this paper revealed that successful social entrepreneurs (innovators) have rich social capital in hostile and benign environments, thereby enhancing the sustainability of social enterprises.

    There are many disaster victims who don’t want to do anything with the excuse that they lost everything in the disasters. Meanwhile, there are also many positively trying to solve not only their own problems but also others’. This means that resource scarcity is not decided by objective factors but subjective ones, especially cognitive resources. Entrepreneurship promotes the reconstruction, but local conditions are also important. After the disasters, while entrepreneurial activities by mobile entrepreneurs become more intense, supporting organizations also arrange the mechanism to help the migrants into the regions to settle down in order to correspond to change in population composition due to the disasters. This leads to change in consciousness of victims, who then want to become entrepreneurs.

    The purpose of this research is to clarify the current state of the next generation development and leadership of NPOs in Asia and pick up facilitation and obstacle factors and their relationship with social capital. Current state was clarified on social system and management, and human resource development surrounding NPOs in 7 Asian countries and areas. In Japan, case studies and action research were conducted to find NPOs engaging in youth development, learning support of children and youth to bear future civil society, and NPOs accepting many young volunteers, interns and staff. Moreover, changes in the processs of consciousness of students through the experiences were studied. Moreover, through international comparison, current state of the next generation development of NPOs in Asia, factors to facilitate and obstacles, and its relationship with social capital were identified with several implications for the future development of NPOs in Asia.

    This research primarily focused on two objects; to analyze the economic/social impact; to examine and assess the signification on policies; based on quantitative analysis and statistical understanding of social capital.Through the outcomes of the study , some methods were developed to grasp quantitatively an abstract concept of social capital presenting a new set of index of social capital, which enabled it to conduct the empirical analysis.The important accomplishment of this research is the comprehension of the peculiar nature of social capital to Japanese society, while it had not been clarified adequately up to that time. Furthermore, it achieved these additional results; understanding of theoretical and empirical suggestions considering the relation between diverse subjects for policies towards social capital; classifying both the value of social capital for a society and themes to examine or topics on policy implications.

    Social enterprises play extremely important roles in supplying quasi-public goods as alternatives to central or local governments encountering significant budget deficits. However, there is no classification standard to distinguish between social enterprises and regular enterprises. This research, therefore, began by creating a classification standard to distinguish between the two. On the basis of the standard created, we distinguished social enterprises from regular enterprises and conducted a questionnaire survey of the leaders of social enterprises. Then, we created an empirical model in order to examine whether the social entrepreneurship defined by Dees(2005) can improve management efficiency and/or productivity of the social enterprises. Estimation results revealed that the social entrepreneurship could improve their productivity, but not their management efficiency. The results also revealed that social capital(networks and norms of reciprocity) could improve their management efficiency.

    Peter Drucker is the first person who clearly pointed out absence of bottom line in the private nonprofit sector. In fact, there is no universal mechanism of evaluating their performance in the nonprofit sector. The sector tend to invite inefficiency and to lose growth opportunities because of this nature. We decide to challenge this most essential problem. We carefully defined our desirable nonprofit organization by referring Drucker's nonprofit theory and extracted three bases, namely "Social Innovation" "Citizenship", and "Governance." Finally, we developed 33 standards and 105 self-assessment items. As an initial stage, we conducted qualitative and quantitative analysis to learn the current state of the NPO sector. We developed 7-year panel data base of the financial statement of the NPO organization in Japan. We analyzed the route through which NPOs reach financial sustainability with a structural equation model. The model confirmed that socially supported income such as donations and membership fees contribute to financial sustainability, although it does not contribute to income expansion. On the contrary, the results showed that while business income contributes to income expansion, it does not greatly affect financial sustainability. We also conducted survey with 2000 NPOs. The results show that NPO's current conditions are far from their desired socially innovative NPOs, and that they lose trust from public. We built the team with researchers and practitioners of NPO and NGO, and discussed how we fill the gap between the current state and our desirable organizations. Then, researchers extracted essence of those discussions and reflected it into 33 evaluation standards with 105 self-assessment items. Our research outputs are 6 study papers and 4 books. Among 4 books, two books titled "Excellent NPO Standards" are easy-to read designed so that NPO practitioners use it. We also established small organization so that we spread Excellent NPO Standards and share our evaluation methodology with public.

  17. Research of the Accumulation and Renovation of Social Capital in the Mountain Region-After the Earthquake and Community Development-

    We research the Social Capital in 2 area in mountain side of Niigata Prefecture, Takane and Kuwadori. Mainly through the interviews to the inhabitants of these community, we find the bonding-style Social Capital of Takane, and the mixture of bonding and bridging styles in Kuwadori.
