    This study investigates the differences in career trajectories between Chinese PhDs who obtained their doctorates in the U.S. and Japan, as well as the varying predictors of these trajectories for U.S.-trained and Japanese-trained Chinese PhDs. Utilizing two original datasets that include demographic information, educational background, academic output, and employment status of Chinese doctoral graduates in engineering, this study reveals significant differences between U.S.-trained and Japanese-trained Chinese PhDs regarding their likelihood of pursuing academic careers and securing positions at top-ranked universities. The predictors of career trajectories are found to vary based on the country where the PhDs received their doctoral education. The findings suggest that the value of doctoral education provided by the U.S. and Japan is perceived differently in the labour market for international students. These insights contribute to a deeper understanding of the role of national and institutional contexts in shaping the professional career paths of international PhD graduates.

    Purpose This paper explores the development of microcredentials (MCs) through a regional lens, considering their implications for lifelong learning and skilled labour mobility in Asia and the Pacific. It also examines recent global initiatives led by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Design/methodology/approach The study reviews recent global initiatives aimed at developing shared definitions and principles for MCs, as led by UNESCO, taking into account the importance of existing initiatives such as the pilot project launched by the Australian government in 2022. The formalization of MCs within national education systems is also examined, with reference to frameworks developed by organizations like the European Union (EU), Australia and the Malaysia Qualifications Agency (MQA, 2020). Findings The paper underscores the increasing attention from international organizations and governments to the development and recognition of MCs, with significant efforts in countries like Australia and pilot initiatives in New Zealand and Malaysia. However, it also highlights that many MC projects in Asia are still in their early developmental stages, emphasizing the need for further progress and formalization. Originality/value This paper offers a unique perspective on the development of MCs in the Asia–Pacific region and their potential role in international education. It explores the prospects for MCs in international education, including student mobility and cross-border online courses. The challenge of integrating MCs into existing systems for recognizing international qualifications is discussed. Overall, the paper contributes to the understanding of MC frameworks as essential tools in the formalization of lifelong learning in the region, supported by the provided citations (OECD, 2021).

    Abstract This chapter discusses the history, current profile, and future of higher education in Japan as the first Asian country to develop a modern Western-style higher education system. The author examines the historical development and current condition of Japan’s higher education system, especially in relation to the policy of nation-building and catching up with advanced economies, and challenges, such as the recent stagnation in public and private investments in higher education, the slow process of internationalization in higher education, and the rapid aging of society. Finally, the author discusses future perspectives, including the “new normal” caused by the COVID-19 pandemic and its aftermath as well as how Japan’s universities and higher education institutions are developing equal partnerships with other Asian higher education systems in line with the structural transformation of the Asian region in terms of both economy and knowledge.

    This paper examines the last 20 years of development in international collaboration for quality assurance in higher education in relation to the international mobility in learners and cross-border educational provision, its impact on university settings, and its future challenges and prospects. Examining the case of Japan in the context of the dynamism of global dialogue and practice, the author analyzes the interactions among the various actors involved in international cooperation in quality assurance for higher education. While this analysis confirms the progress of the systematic refinement of quality assurance and assessment reflecting international trends in Japan, it does not directly act as a driving force to increase mobility in students and education provisions. The author asserts the importance of interactive collaboration for comprehensive internationalization within each university and institution of higher education through dialogue among various stakeholders.

    This article aims to examine how the concept of the “university” has formed and developed in East Asia, with a particular focus on translation as a function for the transmission, consolidation, and sharing of knowledge. In East Asia, universities were formed from the late 19th century on in the manner of modern nation-states, following the models of the Western world. Under the strong influence of nationalism, these establishments were created using their own national languages. For example, there was a plan to make English the official language when Japan introduced its modern university and education system. However, this idea was rejected based on the argument that broader participation in education could be assured through instruction and scholarly activities in the language already widely used within the society (i.e., Japanese). Through the examination of literature in four languages (Japanese, Chinese, Korean, and English) on East Asian higher education, this article examines the development and formation of the concept of the “university” in various states and regions of East Asia. It then analyzes how the formation and development of the “university” as a concept has been influenced by changing international and national social contexts, first from the construction of modern university systems to the end of the Cold War, and then up through today in the age of globalization. The article argues that, in East Asian universities and societies, the transmission, consolidation, and sharing of knowledge through translation has been implemented in patterns very different from those in medieval Europe with Latin as a lingua franca or in contemporary Europe with English as a globally shared academic language. Modern universities in East Asia were established in close relation with each nation's development. In this region, the languages in use and the patterns of translation are more closely connected to the national identity that also appears in the concept of the university. The translation of knowledge at universities in East Asia tends to be implemented in a hegemonic power context rather than through voluntary academic activities. Also, the patterns and reasons for language choices (English, Chinese, or other local languages) at universities in East Asia are highly complex and geopolitically unbalanced. In these conditions, East Asian societies have not yet been successful in forming a common understanding of the concept of their own universities. In conclusion, the article discusses the potential of the universities in East Asia based on their indigenous academic approaches, represented as “Asia as method”. The article also raises concerns over losses in translation that may lead to misunderstandings of the essential characteristics of universities, such as academic freedom and university autonomy.

    This paper aims to clarify the unique characteristics of the higher education field in terms of global governance and education development. We overviewed the relationship between global governance and higher education development with a primary focus on the multilayered initiatives in international cooperation cases by international organizations, national governments and agencies, universities and other higher education institutions, as well as individual academics. We identified two main approaches in global governance for higher education development. The first approach is based on providing global and regional governance frameworks through the settings of international laws, treaties, and charters or presenting new concepts through research, reports, and dialogues. The second approach is to build frameworks of international cooperation through the initiatives of universities and higher education institutions as well as individual academics and their networks. The second approach is inherent in the higher education field that is backed by the tradition of academic autonomy as well as the more recent trend of their market-based behavior as knowledge industries. Finally, the authors suggest implications for stakeholders in higher education development in Japan: (1) the need to know the global landscape of issues in higher education, (2) a precise understanding of the position of the Japanese case among countries with various experiences of higher education development, (3) the importance of promoting higher education development in collaboration with the Japanese industry and society, (4) the importance of fostering leaders who can play active roles as facilitators in international dialogue and collaboration in higher education, and (5) the necessity of linking international cooperation and collaboration activities with the internationalization reform of Japanese higher education.

    This article examines the relationship between internationalization and reforms in Japanese higher education since 2003, when Japan reached its goal of accepting 100,000 international students. Firstly, the author gives an overview of the discussions and practices concerned with the internationalization of higher education that can be observed in many countries in the world and which can be thought of as having influenced Japan. Secondly, the author reflects on what policies the Japanese government has issued with the aim of promoting internationalization and related higher education reforms, and also how these policies have been aligned with market factors generated by trends in industry and the student world. Thirdly, the author analyzes what kind of institutional reforms have taken place in Japanese higher education in the context of internationalization, referring to global trends as well as to state policies and the market. Finally, the conclusions to date and the implication for likely emerging research issues over the coming decade are set out.

    The dominant role of Kyoju-kai (the professoriate) in university governance in Japan is now facing a critical examination as part of university reforms in response to global competition. What are the determinants of the characteristics of participation in university governance by individual faculty members? In what way does the organizational structure, such as the professoriates at Japanese universities, influence the participation patterns? This article first establishes an analytical framework for the examination of the role of the professoriate of Japanese universities, applying the arguments of McNay (1995) and Ehara (2010). Secondly, the structure of faculty participation in university governance in Japan is examined through analysis of recent survey data on the academic profession in Asia. Thirdly, through a comparative analysis this paper examines how dominance of decision making by the Kyoju-kai or the faculty committees and boards does not necessarily assure a sense of participation among faculty members. Based on the examination above, the author discusses how the legal protection of Kyoju-kai in Japanese universities does not necessarily assure collegium-type university governance, but may lead to a bureaucracy that satisfies neither institutional managers nor faculty members. Finally, the author discusses the significance of the above points in the broader context of the historical transformation of the characteristics of university governance in Japan, and argues for the necessity of further comparative studies based on a precise understanding of the historical and organizational contexts of universities and higher education systems.

    Japan's government ruled by the Liberal Democratic Party pursued a policy for fostering 'world-class universities', like most of governments in developed and middle income countries. The emergence of a new government ruled by the Democratic Party of Japan in September 2009 may mean a fundamental change in the policy of higher education finance in this country in this respect. In this article, the author examines Japan's higher education policy since the 1990s, focusing on the trials to foster these 'world-class' universities. Facing the rapid growth of the idea of the knowledge-based society, higher education finance of Japan has been relying more and more on science and technology policy rather than higher education policy. At the same time, the internationalization of higher education has become more stressed as an alternative solution under budgetary pressure. The 'world-class university' policy in the last two decades did not lead to a significant increase of public investment in top universities, and, naturally, did not realize the positioning of Japanese universities in the world university rankings at a higher level. Under the new government, access to higher education and direct support to the families in childcare have been given financial priority. Although the value of public investment into science and technology is widely recognized, investment in universities which can provide a high quality education and advanced research is not well-accepted among the general public. Overall, the destiny of the 'world-class university' in Japan is unclear, especially given the uncertain policy environment seen today.

    This paper analyses the effects of the university employment guidance system on the opportunities for new graduates in the labor market, The data were taken from a complete survey conducted on employment guidunce and equivelant organizations in all universities. Our analysis focused on the comparison between national and private universities. The empirical findings may be summarized as follows: 1) There are many ways university students find a job after graduation. More than half of the students in humanities and liberal arts find a job through free applications. On the other hand, more than half of students of science and technology go through the school's laboratory or individual faculty members. Furthermore there is the third channel for private university students, ie school placement division. 2) The guidance system differs between national and private universities. Only private universities have the school placement division and good employment guidance activities. 3) The opportunity for graduates to get a job in a large company does not differ now between national and private universities. Private universities have caught up with national universities, partly, through the placement division, and are ahead of national universities with respect to employment guidance activities.

    The purpose of this paper is constructing a theoretical framework in order to explain the mechanism of the expansion and the end or expansion of higher education in post-war Japan. This framework was based on the economic theory of educational services founded by Shogo Ichikawa. The economic theory of educational services originated from public economics, which discusses the role of the government when a competitive market doesn't work well. Through the process of the theoretical analysis, we reached the conclusion as follows : In the 1960's under the environment of a market where the government didn't play an important role, private universities had to expand in size or face a decline in managerial performance for they were characterized by the economic necessities of 'economies of scale'. In the 1970's, governmental subsidy to the private universities was realized, but it didn't change the shructure of the market surrounding the universities. From 1976, the number of students enrolled in 4-year universities became controlled by the government. Because of this control, a kind of coercive cartel was established which maintained economical differentiation among universities by size. Therefore, competition which should promote the efficiency of university organizations hasn't worked well, despite the fact that has become highly expensive. Although university behavior in post-war Japan has dramatically changed with changes of higher education policy and market environment, Japan's private universities have always been, especially in view of economics, rational. But their history has never been peaceful.

    This article examines the contemporary tasks of Japanese higher education, especially focusing on the engineering education. The author points out the significant role of international cooperation in engineering education to the national development of partner countries. At the same time, the collaboration should be transformed into more horizontal one, under the rapid change of global environment. The author also argues the importance of the commitment of younger generation for establishing a sustainable long term relationship between Japan and other countries

    Following the introduction of a new quality assurance system in Japan, this article reviews previous studies of quality assurance in Japanese higher education, as well as current quality assurance system trends within the United States, Europe, and East Asia. The authors argue for the importance of recognizing systemic quality assurance development techniques in the context of these geographical areas and their respective educational systems. Using a comparative sociological perspective they diagram three distinctive quality assurance systems : internally evaluated vs. externally assessed, centralised vs. decentralised, and integrated vs. fragmented. From this diagram, they argue that Japan can be said to have an internally evaluated, decentralised, and fragmented model of quality assessment. A questionnaire was used to a survey the current quality assessment and evaluation initiatives being undertaken at Japanese universities. The data acquired from the questionnaires are presented and analysed, with results showing that various measures are being used in self-evaluation activities. These measures can be divided into six categories : student evaluation, organizational management, educational activities, research activities, input and output performances, and social services and public welfare. Further analyses show certain relationships between the activities and reforms of colleges and universities. Moreover, the analyses reveal that the evaluation system of Japanese higher education has a highly diversified and complex structure, reflecting the country’s hierarchical and compound higher education structure. Current quality assessment systems - based on self-evaluation - are helpful in the modification of assessment schemes at the respective institutions studied. This is due to the fact that they take into account both the variety of individual needs of each of the institutions and their different characteristics. However, if a newly centralised quality assurance body is established, its goal should be the technical support of evaluation activities and the assurance of minimum standards of quality, rather than the supervision or meta-evaluation of self-evaluation activities by universities themselves.

However, increased globalization and digital interconnectedness necessitate the internationalization of educational research, which demands deeper engagement with international colleagues and communities. This presents a substantial challenge, particularly for Japan’s education research communities that are deeply rooted in the national language and research structures. What should be done to provide early career researchers in education with future research perspectives and careers that are well connected to international research communities as well as national and local educational communities? What is the role of comparative education research in this context? Drawing on my research with leading experts, I will explore diverse perspectives on internationalization from the leaders of educational research associations, early career researchers, and prominent comparative education scholars.

Japan is now about to launch another program called the University for International Research Excellence (UIRE). This scheme is based on a national fund of 10 trillion Japanese yen (66 billion USD), which supports a rather limited number of universities with close monitoring and advice for 25 years. Why does Japan need another initiative to achieve academic excellence? Is it a promising frontier project under the continuous pressure of demography, and regional and global competition?     Japan and other East Asian economies have historically excelled in both higher education and economic performance, supported by strategic investments from both the public and private sectors. However, Japan now faces significant demographic challenges, particularly a declining youth population with a low birth rate, which have profound implications for its higher education system. Over the past thirty years, the Japanese government has emphasized accountability and efficiency in the funding and management of higher education. This focus has been primarily through the application of New Public Management (NPM), a model that emphasizes market principles and efficiency. While NPM has brought certain benefits, it has also led to significant drawbacks, including staff exhaustion, financial and managerial instability in universities, and stagnation in academic performance. At the same time, the higher education landscape has been shaped by diverse and sometimes conflicting policy initiatives from stakeholders such as governments, educational institutions, private sector entities, and non-profit organizations. In response to these challenges, there is an emerging discussion in Japan about embracing multi-stakeholder engagement. This approach aims to foster a sustainable knowledge ecosystem that facilitates mutual development between universities and society in global, regional, national and local contexts.

    Over the past 20 years, Japan's higher education policy has been strongly influenced by national policies for achieving world-class excellence as a tool for economic and social development. However, Japan's universities, especially the top universities, have faced difficulties in maintaining an international presence, both in terms of academic excellence and the development of globally competitive human resources. This paper reflects on how national policies, especially economic and fiscal policies, have intervened in higher education since the beginning of the 21st century, and then investigates the impact of these policies and discusses the future perspective on Japan's higher education given the current global challenges.

    Diversity, Inclusion, and Stakeholder Engagement: Ideological transformation of Japan’s higher education? Akiyoshi Yonezawa This research focuses on the recent discussion in Japanese higher education about diversity, inclusion, and stakeholder engagement. The Japanese government has made a strong policy push for high performance and financial efficiency based on a new public management ideology of centralized ministerial bureaucracy over the past 20 years. Within this framework, universities are seen as agencies for the delivery of public higher education services. More recently, however, there has been a movement within universities towards greater diversity, inclusion and engagement with multiple stakeholders, both nationally and internationally. This does not necessarily imply opposition to the government's pursuit of excellence and efficiency, but rather a desire for mutual dialogue and engagement with multiple stakeholders in a long-term vision. The author highlights how these concepts have been addressed in recent higher education policy discourse in Japan. Finally, the author suggests that this may indicate an ideological shift in comparative higher education studies.

    The result of an on-site survey conducted at liberal arts colleges in the U.S. indicates that the following efforts are effective in promoting deep learning and developing self-motivation in students. Firstly, for students, the universities provide opportunities to take advantage of individual tutelage, study of second languages, study abroad, problem-solving projects, reflection by use of leaning portfolios, and senior research projects.     The result of analysis of a student survey indicates that the implementation of active learning strategies, such as individual tutelage and problem-solving skill instruction, is a determining factor in the development of student attitudes toward self-directed learning. In the field of engineering, lecture-style courses for freshmen and sophomores and experiment-style courses for juniors and seniors have a positive impact on the development of such attitudes. From this, we can assume that coherent coordination of various types of active learning strategies from entrance to exit of a four-year university education can play a significant role in providing effective educational curricula. Furthermore, the result of analysis of an on-site survey of liberal arts colleges in the U.S. indicates that U.S. colleges provide strong support for teaching staff by facilitating frequent meetings to discuss the effects of active learning beyond their specialties.

    In this study, which analyzed the internationalization of higher education in Asia using the concept of "knowledge diplomacy," the following research was conducted. (1)Together with the Directorate General for Education in Asia and the Pacific of the United Nations Educational, Scientific and Cultural Organization (UNESCO), we developed indicators for monitoring and evaluating the progress of the internationalization of higher education. The results were published as a UNESCO Policy Brief. (2)More than 30 experts gathered to share information and exchange views on the situation of internationalization of higher education at the national and regional levels in Asia. Every year from 2016 to 2019, more than 30 experts gathered to share information and exchange views on this topic.     Main findings of this project include: First, the demographic profile of international faculty differs from their Japanese colleagues; second, at least two broad types of international faculty could be identified, and which differ according to their size and professional roles within their institutions. Type I consists of both Chinese and Korean nationals; Type II is made up of both American and British faculty. The results imply that a diverse body of international faculty with varied demographics, identities, academic preferences and values has come into existence in Japanese universities; finally, in addition to teaching and research, international faculty are also strongly expected to take responsibility for undertaking any activities which cannot be accomplished by Japanese colleagues and helping enhance the international reputation of their universities.

    This study explored the background of Japan’s unusually low number of women university presidents through a statistical analysis, international comparisons, literature review, and interviews. We identified the basic attributes of women and men university presidents, the diverse aspects of their career paths, and the selection backgrounds and work styles of women presidents. <BR> Furthermore, in the fall of 2021, we organized a domestic symposium to present our findings and to host lectures by women presidents of Japanese universities. In January 2022, we also held an international symposium with guests from the U.S., the U.K., and China, where we received suggestions on how to foster women university presidents and leaders, as well as network formation.

    This research project focused on changes in global mobility of students and highly skilled workers with a special focus on changes in funding structures of tertiary education when transnational mobility is increasing under globalization. First, we investigated the increase in the transnational mobility of students and highly-skilled workers, as well as social and economic factors that explain the mobility. Second, we explored how education costs for mobile students and workers were shared between the host and the origin countries. Third, we inquired into how the cost-sharing determines or does not determine the destination countries of the highly skilled workers. Finally, we proposed policies and possible systems for tertiary education funding that would offer more equalized educational opportunities, which can also respond to increasing global mobility in higher education.

    This research examined the qualitative transformation of global university education that was taking place in the late 2010s, particularly in the reform of undergraduate programs. Focusing on country cases that are considered to be ahead of the changes and how they relate to university education in Japan. The study examined how to link a country's education system to the global context. The analysis included Japan as a starting point, South Korea, Malaysia, Australia, the Netherlands, as well as the United States, China, the United Kingdom, and a wide range of continental European states that are referred to as ideological systems. With the original framework, the validity of global studies approach was demonstrated. However, we also found that Japan is losing the direction for undergraduate education in terms of international context.

    To enhance the mobility of student and professionals, many OECD countries employ foreign credential evaluation (FCE) as a means for the recognition of educational credentials and work experience. The main component of this research is a comparative study of FCE functions in Europe, Australia, and the US, with a particular focus on how FCE centers in those countries examine the concept of “substantial differences” between the two credentials being compared. The concept of substantial differences is one of the critical features of the Lisbon Recognition Convention. If substantial differences exist between the foreign qualification and the required qualification, it will prevent the applicant from succeeding in their desired activity, such as further study, research activities, or employment. This research contribute to Japanese society towards establishment of a common understanding regarding substantial differences by identifying critical factors for FCE.

    Our comparative study of family burdens of higher educational expenditure and student financial aid and so called "information gap" among England, the United States, France, Australia, China, and Korea suggests these problems are very serious especially in Japan. Furthermore, we made a national survey of high school, and makes the problems and challenges in student financial aid and information gap. And we intensively examine the "New Economic Policy Package" in 2017, a brand new and very huge student financial aid program. We find a lot of problems in this package and propose the reform of the student financial aid programs.

    Based on the North American Study Abroad for Global Engagement (SAGE) retrospective tracer study, 4,489 people with study abroad experience and 1,298 people without study abroad experience were surveyed in Japan’s first comprehensive and systematic comparative analysis of the impact of study abroad on Japanese people. The results clearly indicate study abroad has an enormous impact in all areas including skill-level, class participation, career path, values, engagement and overall life satisfaction.

    In the rapid changing environments, universities are facing the challenges to reform both of governance and management. This study focused on the aspect of management and tried to analyze the interaction between "academic managers" such as president, vice president and deans and "administrative managers" such as the secretary general, registrar,and the financial director through the international comparison. As a result, we found as follows. First at the foreign universities, managerial positions are more differentiated functionally than Japanese universities. Second, however, the functional areas in which both managers may affect their authority and power are compatible between Japanese universities and foreign universities. Finally, the most striking difference is the way to acquire their capabilities to perform. While managers at foreign universities acquired through education and training, Japanese counterparts mostly did through experiences.

    This project demonstrates nation-wide inconsistencies between the functional differentiations based on learning types at the undergraduate level and those promoted by the government on the basis of the scale of graduate education. The results of a quantitative study reveal that only 10.1% of undergraduate engineering students in national universities are highly motivated, and that they are distributed equally between institutions, independent of institutional size and student selectivity. A qualitative study about leading-edge teaching practices in Japan and the U. S. illustrates that both faculty and university administrators recognize that certain organizational characteristics, such as restricted enrollment, flexible structure without departmental divisions, collegial relationships, strong integration of organization culture, and collaborative linkages with industry, can be essential and advantageous to the effective fostering of self-motivated engineers in undergraduate programs.

    This survey reveals the financial burden of the family for higher education is the heaviest, in particular, among lower family income classes. They show the loan aversion, too. The participation rates for higher education is strongly related with income classes. Moreover the disparities have been widening since 2006. This survey estimates at least 60 thousands family and their children give up to participate for higher education every year. The implication of this survey is to consider the introduction of grants and income contingent loan scheme to improve the situation.

    As study abroad opportunities become diversified and more accessible, assessing the learning outcomes of those programs has become a critical issue for international educators. Assessing learning outcomes of students in study abroad programs in North America and Europe is widely practiced; however, Japanese universities still rely on output-based analysis.     The objective of the research was to analyze the social mobility of “newcomers" or foreign migrants who arrived in Japan after the late 1980s. To this aim, we collected large-scale data on foreign migrants based on both qualitative and quantitative methods. Qualitative data were derived from in-depth interviews with 130 foreign migrants (Year 1), while quantitative data were obtained through an Internet-based survey (Year 2 and 3). We have found so far that social mobility patterns vary significantly among the major nationality groups and that they depend more on migrants' region of origin rather than on class origins.

    Research outcome is reported as following four points. First is a part of primary education. We discussed the possibility of improving the student's academic skills by using the estimation of the production function of achievement test and the transition of Japanese equality system reflected in educational finance. Second is a part of high school and higher education. We examined the role of public expenditure from the results of determinants factors to educational expansion. Third is a result of the opinion survey on education in which educational policy has the lowest priority compared with other social policies. Lastly, we showed the problems of Japanese educational finance comparing with international perspectives.

    This research project aimed at analyzing situations of graduate education in Asian countries under the influences of globalization by focusing on its multi-faceted functions.     The number of those who go on to a university is also decreasing gradually with the reduction of age population. However, the number of universities is continuing increasing and the competition of student acquisition among universities become much more severe. How does the university overcome the time of this excessive competition? The university is asked for new management strategies. This research focused on the educational corporation who is an installation subject of a private school or a private university, and examined this issue. As approach for the research, strategy of corporation management was first divided into three types, and the case study and the questionnaire survey were performed about each. The 1st type is an educational corporation's internal adjustment. The 2nd type is cooperation between other educational corporations. The 3rd type is the change of an installation mode (from private to public) etc. Although the number of universities was increasing, we acquired as knowledge that only a simple management expansion is not increasing, and reduce or abolish a part of the school and junior college which the corporation itself founded, and various management forms, such as cooperating with a local community or other educational corporations, are developing.

    The purpose of this research project is to clarify process and characters of policy for marketization in higher education in Asia-Pacific area, Japan, Korea, China and Taipei-China. Main policy for marketization has consisted of deregulation, introducing of evaluation and changing of finance in national higher education governance. In institutional level, it should also be added that incorporation of universities and enhancing institutional autonomy were adopted these countries. Globalization has accelerated the pace of marketization, and marketizaition has encouraged quality assurance activities. One of the reasons that marketization has been expanding in lot of countries is changing concept of publicness of higher education. In another word, globalization in higher education means new concept of publicness in higher education instead of classical publicness based on Nations.

    The study analyzed the overall trend, development mechanism and the facing problems of transnational education (TNE) from a comparative and comprehensive perspective. TNE refers in this study to the education programs in which learners are located in a country other than the one in which the awarding institution is based. The study has found that the propensity for, types of delivery of and quality assurance system of TNE differs much among countries and institutions, and depending on whether sending or hosting programs. In conclusion, although Japanese higher education falls behind the other developed countries in this field, it dose not necessarily means the nation's failure in academic competition or the denial of inter-nationalization of the system in terms of long term development strategy of education.

    今年度は本研究プロジェクトの最終年度であり、大メコン川流域圏のインドシナ諸国における高等教育改革の現状と展望について多様な角度から検証を加えた。3年間の最終的な成果の一つとして、Springer社より『東南アジアの教育改革と能力開発』と題した著書を、代表者の北村が編者の一人として出版した。同書には、本研究プロジェクトの前代表者である廣里恭史博士(現アジア開発銀行上級教育専門官)や分担者の小川も執筆参加しており、まさに本研究プロジェクトの集大成として位置づけることができる。さらに、同書には、米国や東南アジア諸国の研究者たちも参加しており、本研究プロジェクトが国際的な視野のもとで展開されたことを示している。とくに、同書の中では東南アジア諸国(とくにインドシナ諸国)の教育改革を分析するためのフレームワークを提示し、そのフレームワークにもとづき国別の事例研究を行なっている。そのなかで、教育改革の推進のためには国レベルでの能力開発が不可欠なことを結論として導き出しており、とくに高等教育レベルでは質保証の面からも能力開発の重要性をしてきしている。このように、本研究プロジェクトの目的を遂行した成果として同書を捉えることができる。また、代表者の北村ならびに協力者の小川と米澤は、それぞれ個別の論文においても、高等教育の分析フレームワークと事例研究を行い、学会誌等に成果を発表した。本研究プロジェクトの成果を土台として、今後、さらに大メコン川流域圏の地方大学の展開について検証を継続していく予定である。

    1. Survey with Japanese universities We conducted questionnaire and interview research with thirty Japanese universities that have biggest number of international student enrollment to explore how they manage foreign credential evaluations at admission screenings : The result mainly shows the following three points : (1) Systematic approach to foreign credential evaluations does not exist at most of the universities, and they evaluate the documents, such as transcripts and degree certificates, on the basis of knowledge gained from past experiences. (2) They pay attention mostly to the authenticity of the documents rather than its contents. (3) Faculty members are deeply involved in the process of international students admissions. 2. Networking and information gathering in the U. S. and Europe We participated in the annual conferences of NAFSA and EAIE to obtain updated information on foreign credential evaluations in the U. S. and Europe. We also visited professional organization of foreign credential evaluations such as WES, AACRAO, Nuffic to learn actual process of evaluation, training methods of evaluators, background policies, etc. 3. Seminar, Workshop, and Symposium We have organized three opportunities to share our findings and exchange ideas with professionals of international students admissions and policy making for further practical application. (1) We invited professional foreign credential evaluators from U. S., U. K., and the Netherlands to the seminar. They introduced each of the system and practical approach to the audience who are mostly international student admissions officers. (March 2006) (2) We organizes two-days workshop with forty participants by inviting 2 lecturers from WES and Nuffic to spread practical methods of credential evaluations. (July 2006) (3) To summarize the research project, we had an international symposium with two guest speakers, who are scholars of higher education policy, from the U. S. and the Netherlands to discuss policy issues on development of foreign credential evaluation system in Japan. (November 2006)

    Based on the overseas research in the United States, Europe in 2005, we had several times of domestic research and study sessions. In such ways, we have promoted our research, so that individual universities evaluate their progress about internationalization, and bearing in mind that this is to be used for self-improvement; we developed evaluation indicators as below. First of all, we developed evaluation indicators and guidelines to suit Japanese universities in terms of their administration and organizational structures, referring to "Activity Category" and "Viewpoint", which are adopted in the evaluation activities for assessing "International Affiliation and Academic Exchange Activities" in national universities that are conducted by National Institution for Academic Degrees and University Evaluation in 2003 to review the evaluation indicators as well as the Internationalization. Performance Indicators by the IQR,ACE guidelines, and Michael Page. The draft of the evaluation indicators are arranged "Item, Sub-item and Sub-sub-item," "Objective and challenge of evaluation," "To be surveyed," "Techniques of surveillance and analysis," "Evaluation indicator," and "Guidelines" in chart form. Evaluation indicator made up from 8 items consists of other than the curriculums : 1.Mission, goals and plans of the university 2.Structure and staff 3.Budgeting and implementation 4.International dimension of research activities 5.A support system, information provision and infrastructure 6.Multifaceted promotion of international affiliation and curriculums : 7.Internationalization of the university curriculum 8.Joint programs with external organizations and 23 sub-items and 49 sub-sub-items. These developed evaluation indicators were prepared to take into consideration philosophies of foundation, sizes, features and other aspects of universities, as well as diverse concepts of "internationalization", so that each university is able to select and use only the items suitable for its own objectives from the various items of the indicators, representing a so-called a la carte menu of indicators. In Osaka University, we investigated using these evaluation indicators experimentally.

    This study focuses on international competitions including the trade in higher education services, to examine the roles of the market, government and the quality assurance. This year, we have conducted the a survey of the higher education in Chile, which we could not carry out last year, and supplemental surveys in the UK and the USA. The summary of our findings is shown below : 1.The characteristics of education from a perspective of the market, lies in its public nature and uncertainty. In the world of corporate management and investment, uncertainty is normally regarded as something that should be avoided. In the education sector. however, it is expected to manipulate uncertainty to producing better outcomes. 2.An international comparative analysis in general terms, of institutional positions of higher education which transcends national borders, which provide a premise for the trade in higher education services, was included in the "Summary of Deliberation" of the 'Meetings of Cooperative Researchers of Surveys on the Quality Assurance of International Universities' -a series of meetings which had been organized along with this project, and to which the representative of this project attended as a member. Hence, we have analyzed in this study the institutional positions, as well as the influence of such positions to education systems in various countries. 3.As Japanese higher education market is protected by a natural barrier of the language, and also it is excess in supply at the present, the chance of overseas universities to invade the national market is small. However, trades in higher education services is at the same time a network of intercomparison, and therefore, we should try to avoid the situation where the standard of Japanese universities go unrecognized due to their detachment from this network. We have pointed out in this paper, that we could not expect higher education in Japan to be a large export industry, but the internationalization of Japanese middle-level universities would be meaningful, in a sense they allow higher education in Japan to enter this network of intercomparison.

    This research aimed to develop benchmark indexes of ODA evaluation in the field of educational technology from the viewpoint of making evaluation more objective. The difficult items to evaluate in international education cooperation were social impact or external effects. For example, calculation of a social rate of return to education and training is a useful method to evaluate a education or training project, however, the collection of necessary data isn't necessarily easy. So, it was analyzed by using the technique to ask about the amount of payment will as one of the ways of measuring the externality of the education and training. It was shown that the impact of the short-term training measured by the total amount of payment will was more than the cost when all of the transmission of the skills and knowledge through lecture, writing articles, consultation etc. are considered It is said that an outcome and an impact are important as an effect of the international education cooperation. However, it isn't clear whether an outcome or an impact was caused by the project, and it is important to clear the causal relationship to evaluate the attribution of the project on outcomes and impacts. Furthermore, as it usually takes time to realize an impact, it is necessary to find an appropriate intermediate indexes which would lead to an impact in future. For example, when the effects of an educational development project in Indonesia were analyzed, an interest to study, an active participation in a class, and tendency to learn from others are used as intermediate indexes although the final impact was scholastic achievement. Moreover, a degree of satisfaction was used in the class evaluation analysis as an intermediate index.

    The purpose of this study is to explore unique approaches and perspectives of Japan's international education cooperation in Sub-Saharan Africa by comparing the roles of international development cooperation with the procedures of educational development including educational reforms. There have been tensions between the reality of international assistance and the idea of self-help in development. There are two main areas of research : (1)the studies on supporting self-help efforts in development assistance, which is one of Japan's philosophies of international cooperation, and (2)the studies on exploring fresh perspectives of educational issues based on case studies carried out at the school and household levels. There are also two approaches in terms of research methods : One is extensive field work at schools and their surrounding areas, and the other is a literature review in combination with intensive interviews along with practical experience. There are some major findings, which have been obtained from the critical analysis on the concept of self-help efforts and the idea of sustainable development and also from the exploration of the real value of primary schooling in the traditional societal settings.

    The management policy to the facilities of universities is gradually noticed. It is needed for the introduction of the stock management to gain the fundamental data and comprehensive analysis. The purpose of this paper is to show the proper way of facility management of universities, with the two concepts, that is, 1) developing and remodeling the old and new complex facilities, 2) maintaining the facilities and surroundings synthetically dividing into some zones. The results are as follows : l) The data for bench marking were investigated by analyzing the percentage of management enforcement and the costs from the questionnaire for all national universities administered in 2002. In addition, the way of cost-effective management was examined. It was cleared that maintaining each building in each area unit, including the surroundings of the buildings, was important. 2) The problems of facility management were showed from the viewpoints of quality, space and cost management. They needs to be solved by enhancing the consciousness of instructors and officers, grasping the conditions of facilities continuously, planning the long-term management considering the life-cycle-cost, redistributing the spaces properly, introducing the burden-sharing by beneficiaries and managing partly by instructors and students. Concerning these results and the investigation of foreign universities carried in 2002, the new way of facility management of universities are suggested. In addition, the concrete contents of the way are showed by the research for advanced universities (Nagoya university, Tokushima university, Yamaguchi university and Kagoshima university).

    The expansion of private sector in higher education. is remarkable in East Asia and Japanese families have traditionally invested into higher education. However, in recent years, because of the recession the 'cost-sharing' debate has reactivated. To construct a proper cost-sharing system in higher education it is necessary to explore the structure of family investment and our project practice an assessment survey on higher education by parents of private university graduates. We focused on these three points 1) the involvement of families consuming process of higher education, 2) the satisfaction structure of parents in higher education, 3) the difference of between first generation and second generation families. The main findings are as follows. 1. Reinforcement of traditional image of university life through the consumption of second generation. 2. People are (forced to) satisfied with current condition within Japanese context, but highly problematic in international context. 3. First generation may have more 'globalized' university image, by contrast second generation consumption could be obstacles of drastic change.

    The purpose of this research project is to clear the financial management system for the corporative university which will start from 2004. The following results were obtained. In the first place, the financial management system of the independent administrative agencies, which were established in 2001, aren't so effective that they should be improved for increasing flexibility further. In the second place, visiting investigations which we conducted have shown the structure of the corporative financial of universities in the United States, Australia and Japan clearly. Furthermore we investigated the annual budget cycle at national universities, reviewing requests from departments and institutes, recommendation of budget, allocating resources. The result of the investigation leads to the conclusion that financial affairs of national universities are changing from the management based on the faculty to the management based on the planning and the leadership of top manager of universities.

    本研究では、当初研究の焦点を収入依存型奨学金政策と効果に絞り、日本への応用可能性を検討することにしていたが、表題にあるように、研究実施期間の間に高等教育財政のフレームワーク自体が大きく変動を続け、より広く、奨学制度がおかれている高等教育の財政環境の背景について、理論的、実証的整理を行うことに力点をおいて研究を実施した。 具体的には、オーストラリア、ニューカッセル大学のDavid Gamege教授と共同で、HECSおよび日本の奨学金政策の動向も含めた、オーストラリアと日本という、歴史、国家システム、人口規模などにおいて距離があると感じられる両国家間において最近の高等教育政策の動向についての比較を行い、その成果を、World Studies in Educationに掲載するとともに、Comparative and International Education Societyで発表し、グローバル化の進行の中で、異なる性格を持つ国家システムの中でも教育政策の共振化が進んでいることを明らかにした。また、ニューヨーク州立大学バッファロー校のジョンストン教授や、同オルバニー校のレヴィ教授らとの議論を通じて、吉田香奈氏と共同で世界比較高等教育会議や高等教育学会等でジョンストン氏の主張するコストシェアリングの観点から、日本の国立と私立の間の学費負担・奨学金政策等についてのリヴィジョンについての提唱を行い、これについては、Levy氏の研究室よりWorking Paperとして出版をする準備を進めている。

    1. Theoretical Study of Mode Distinction of Knowledge Production (1) To investigate and to reorganize relationship between the Mode distinction theory and preceding arguments. (2) To investigate the organization of research activities in the university. (3) To investigate and to reorganize relationship with Evolutionary Economics, National Innovation System, and University-Industry Collaboration. (4) To investigate a new stage of relevant arguments through information exchange with foreign researchers. 2. Case Studies Following case studies were conducted. (1) Highly fluid researchers such as post-doctoral fellow, etc. (2) New settings of research organizations appeared in university-industry relationship, including local system of university-industry collaboration. (3) Emerging forms of university education focusing on links with society, such as certificate. 3. Investigation of Global Trends (1) Investigation of arguments in OECD-CSTP was conducted, as well as information exchange with OECD officers was done. (2) Discussion about development in mode distinction theory with foreign researchers has been continued. (3) International trends of spin-off firms were investigated. 4. Conclusion The project concludes : The transition of knowledge production system affects the university in the knowledge society. Its influence ranges from education and research in the university to organization of the university. For example, we can find the changes in research activities, changes derived from university-industry linkage, shifts of education curriculum to modules, transformation of certification, and structural changes brought by those changes. Such phenomena are seen as re-articulation of university and society.

    Utilising university graduates survey data conducted in eleven Europe countries and Japan, this research has analyzed the relationship between higher education and graduates' transition to work. In recent years, the relationship between higher education and work has attracted considerable attention in developed countries due to several circumstances. The enrolment ratio in higher education has increased in Japan as well as in European countries during the last decade, which is expressed as "massification" or "universalisation". On the other hand, the knowledge-based economy and socio-economic globalisation have developed. Then the requirements for human resource, the recruitment practices and the graduates' careers are changing. Thus European and Japanese researchers groups have jointly conducted a comparative study of graduates with the first degree. Finally, more than 35,000 graduates data were obtained in 1999. This research project proceeds as three steps ; 1) evaluating various dimensions of transition outcomes of twelve countries' graduates, 2) grasping the varieties of higher education experiences and 3) explaining the transition outcomes by various factors of higher education experiences, including multi-level indexes of country's contextual differences. The focus of this analysis are consisted deeply from Japanese concerns, how university graduates are seeming not to use well knowledge acquired during university study in the occupational activities after graduation. Several considerations can be drawn from this study. First, Japanese graduates show better transition outcomes in terms of smoothness to find employment than European counterparts, but worse in terms of the knowledge utilization. Secondly, Japanese graduates have enrolled at younger age and finished in shorter duration of study, with fewer work experiences both before and during study than many European countries' graduates. Thirdly, the low levels of knowledge utilization in Japan are mostly explained by both the fewer work experiences during the study and the younger graduation age. From these findings, it seems quite important in Japan to encourage work experiences in higher education including internship programs, and to evaluate carefully the competences which university graduates are bearing and would become useful at the further stage of their career.

    本研究の目的は,我が国の大学評価・改革の推進政策が、私立大学に対してどのようなインパクトを及ぼしたのかを検討することであった。中心となった作業は、広島大学大学教育研究センターが1998年に行った「大学評価に関する全国調査」の再分析であった。この分析を軸に,私立大学が急速に発展している中国、国立大学の企業化が積極的に試みられているオーストラリア・ニュージーランド等での学会発表及び比較のための意見交換を進め、成果を高等教育学会、大学評価機構国際ネットワーク(INQAAHE)、広島大学などで発表、出版した。また、必要に応じて、専門的知識の供与の依頼や、大学へのインタビュー調査を行なった。得られた結論の要約は以下のとおりとなる。 自己点検・評価に重点を置き、分権的で内部評価志向であるところに特徴を持つわが国の現行の大学評価システムは、結果として評価の手法や重視する指標に関して大学間に非常に大きな多様性を生んだ。私立においては、入学・卒業に関する指標が重視され、入学志願者の動向や卒業生の就職実績がそのまま大学の収入や経営実績として大きく意味を持つ私立大学の評価の実態が浮かび上がった。わが国の評価の問題は、国立大学と私立大学という大学システムの構造の二重性を内包していることにある。国立大学に対して比較的有効と考えられる西ヨーロッパ型の中央評価システムは、おそらく私立大学の存在のゆえに設立が2000年まで遅れることになった。一方、アメリカ及び東アジアで一般化したアクレディテーション型評価機能も、大学基準協会による基準認定を受けないことの社会的サンクションの不明瞭さによって多数の不参加大学を生んでいる。この中で、事実上選択されたのが自己点検・評価重視の評価政策であり、これは実施したか否かだけを見れば、絶対多数の大学において何らかの形で実施されるまでに定着した。

    Using Data on cultural activities, tastes and lifestyles from 1999 KAWASAKI survey, we analyze the relationship between cultural phenomenon and social structure at kawasaki city, near Tokyo. We formulate two competing sets of hypotheses, which are social exclusion hypothesis and cultural omnivore hypothesis, and find that cultural omnivore which participates in both high-status culture and low-status culture is increasing. Cultural tolerance rises with socio-economic status, cultural capital and education, but decreases with age. Cultural omnivore hypothesis is supported in urban city in Japan. Both popular culture and high culture is common culture in Japan because 85% of the samples participates in high cultural activities and 83% of the samples participates in popular culture in these few years. The meaning of cultural tastes and cultural consumption differs between men and women in Japan. Women's aesthetic disposition is status culture and increases with cultural capital and education, but men's aesthetic disposition do not relate with job and education.

    With the expansion of higher education, higher education insitutions in Japan have become increasingly diversified.This study attempted to analyze the structure of such differentiation through collecting and analyzing data covering various aspcts of individual insitutitons.For that purpose a data-base was constructed gathering data from various sources. Analyzes on the data-base showed that the institutions were indeed diversified in many ways.Especially prominent are the behavioral differences among three types of private institutions, i.e.the first-, the second- and the third-generation institutions.They prsented distinctive patterns in setting their tuitions and enrollment size.
