    Abstract The quality of post-disaster data directly impacts the reliability of empirical fragility curves. Many seismic studies rely on estimated, rather than measured, ground motion intensity due to the limited number of recording stations. However, this study utilizes a unique database of over 7,817 buildings surveyed near 37 ground motion stations in the prefectures of Fukushima, Miyagi and Iwate Prefectures following the 2011 Great East Japan earthquake. This research examines damage data inland of the tsunami inundation zone, which has received little attention. A flexible Bayesian framework is employed to construct fragility curves, accounting for data overdispersion and uncertainty in the actual level of ground motion intensity experienced by the buildings. Despite large uncertainties, the results reveal that post-2000 buildings demonstrated superior seismic performance, while pre-1981 buildings were the most vulnerable. Contrary to observations from the 1995 Kobe earthquake, heavy steel frame buildings emerged as the most susceptible to damage, whereas wooden buildings performed similarly to reinforced concrete and light steel frame structures. Additionally, a sensitivity analysis indicates that the difference between the recorded ground motion intensity and the level actually experienced by the buildings surveyed in the station’s vicinity has a negligible impact on the fragility curves.

    The act of visiting disaster sites by non-locals is often controversial, such as the promotion of so-called dark tourism or post-disaster tourism. After the 2011 Great East Japan Earthquake, Tsunami, and Nuclear Disaster, the affected communities in Northeast Japan encouraged travel to the disaster sites as a way to support the region financially and pass on lessons learned in the disaster for disaster mitigation. This paper discusses how the promotion of post-disaster tourism through novel brands such as “Bosai (disaster mitigation) Tourism” or “Hope Tourism,” conversely emphasizes the positive aspects of disaster-related tourism rather than the “dark” or negative aspects. Drawing on ethnographic field research, analyses of tour descriptions and contents on websites offered by national and prefectural disaster tourism, participant observation at disaster tours, and interviews with local community members and tour organizers, this paper discusses the framing as well as the potential benefits of disaster-related tourism for local recovery and disaster mitigation, while exploring the challenges and burdens this form of tourism may inflict on the local communities. We argue that, despite the ethical challenges dark tourism may generate, confronting tragedies through dark or post-disaster tourism encourages visitors to connect with uncomfortable pasts, potentially helping to prevent similar tragedies from recurring as a result.

    The study discussed the utilization of records of a natural disaster at schools affected by the disaster for future disaster risk reduction. It dealt with a school-based tsunami disaster risk reduction education in Ishinomaki City, Miyagi Prefecture, which is one of the most severely affected areas by the 2011 Great East Japan Earthquake and Tsunami. Examining the history of developing the tsunami disaster education program, it discussed how timings and conditions for the elementary school children to learn from the actual tsunami disaster record of the community. As teaching and learning materials, local and original contents were utilized including locally displayed tsunami records in the community and the ‘Reconstruction Map’ that recorded progress of reconstruction in the school district, made by the school children between 2012 to 2014. The study found that disaster education shifted in 2016 from its focus on recovery to more on disaster risk reduction, five years later from the earthquake and tsunami, when the City experienced an earthquake with a tsunami warning for the first time since the 2011 disaster. This study intends to contribute to the issue of dealing with disaster experiences within school education programs.

    <p>Digital archives related to the Great East Japan Earthquake started to be constructed spontaneously by various organizations immediately after the disaster occurred, and several dozen have been created in the six and a half years since the earthquake, with millions of records open to the public. In this paper, we will summarize the cases and transitions of earthquake digital archives constructed by various organizations after the Great East Japan Earthquake, and clarify the contents and components of digital archives of the earthquake disaster of local governments. Furthermore, we will clarify the challenges related to earthquake disaster digital archives of the Great East Japan Earthquake and discuss the future of earthquake digital archives.</p>

    By using the survey results in Sendai for the building vibration damages caused by the 2011 Tohoku earthquake (M9.0), we investigate the relationships between the strong-motion amplitudes and the damage ratios, which are classified by the structural types and the construction years. The following results are obtained: 1) Dependency of the damage ratios on the construction year is significant. 2) The obtained damage ratios for severe damages, especially to wooden buildings, generally agree with the fragility curves of Murao and Yamazaki (2002), Midorikawa et. al (2011), and Sakai et al. (2002). 3) By comparing with the survey results for the RC-building damages caused by the 1978 Miyagi-oki earthquake (M7.4), the damages for the 2011 earthquake, are heavy in Oroshi-machi, where the many old buildings are still used, while the damages are decreased for the 2011 earthquake in the other two areas, where the many new buildings have been constructed.

    Since 2010 the committee of Sendai City had started to study a training program for disaster prevention promoters, authors were strongly involved in the development of the program and the training aid and textbook. The first training course was implemented in 2012 with original materials as one of the policy measures of Sendai city to enhance the capability of disaster prevention at local community level. In this paper, the personal characteristics of the participants of the course are analyzed. In addition, the activities of them as disaster prevention promoters in a local community after finishing the course are reported. We emphasized the importance of sharing their experiences and knowledge over the whole area of Sendai city. Finally, to discuss emergency response potential ability of voluntary disaster prevention organizations in neighborhood, we made a comparison of the abilities before and after the occurrence of the Great East Japan Earthquake 2011.

    Activities to collect disaster archives are quite important for disaster prevention education and remaining in memories. There are many projects aiming to collect records and evidences concerning to the Great East Japan Earthquake. Hereafter, this sturdy will be used as a basic material to achieve effective activities to collect records. Also, the current issues and spatial tendency of collecting activities would make clear. Using a database of KahokuSinpo, which is a local newspaper in Tohoku region, and retrieval service of Internet, 54 projects are picked up. They are divided to each 5 attributes: Contents, Continuity, Accessibility, Spatial distribution, Main parts of an activity. As a result, activities tend to focus on serious affected area, especially coastal area.

    Currently used Japanese seismic intensity based on measurement value by mechanical instrumentation, which is called measurement seismic intensity and not always affects human body feeling and earthquake damage. The measurement seismic intensity represents local ground motion characteristics at an observation point due to the foundation and geology conditions and is difficult to evaluate the seismic intensity at a point between observation points. The questionnaire seismic intensity can be said to be very effective in the point. Therefore, in this research, the questionnaire survey to investigate areal ground motion characteristics in two cities in Miyagi prefecture during the 2011 off the Pacific coast of Tohoku Earthquake and its one of aftershocks on April 7, 2011.     We developed the immediate earthquake intensity information aggregation system using PC built-in sensors and IP multicast. This system detects earthquake motion using the PC built-in acceleration sensor and transmits the information of earthquake motion to other PC using IP multicast communication. This also records earthquake motion at the same time, which will be very useful for firefighters to rescue victims. We confirmed the usability of this system by carrying out the vibration tests.

    &nbsp;&nbsp;This paper proposes an evaluation method of Regional Safety Factors (RSF) for local voluntary organizations to support their planning and measures for earthquake disaster prevention/mitigation. The RSF is defined as the ratio of the Emergency Response Potential Ability (ERA) to Earthquake Disaster Risk (EDR) of each organization. Against the expected Off Miyagi Earthquake with Mj=7.9, which is one scale larger than the usual assumption model with Mj=7.5, the proposed method is applied to all of the 1,391 organizations in Sendai City. First, based on the evaluated results, variance of earthquake disaster risk over the city-region is clarified. Second, despite higher risks being expected in some organizations, most of their preparedness levels for emergency response were uniformly low. Therefore, a strategy for disaster prevention promotion should be developed considering the spatial risk differences. When a voluntary organization creates a community action plan and/or a local government decides on a performance-based regional planning for earthquake disaster prevention, this proposed method can be expected with long-range monitoring and reassessments depending on the occurrence interval of the target earthquake scenario.

    We have developed a support system to facilitate the rapid and effective collection of disaster information. We have improved the system to make the investigation efficiency. As the method of improving the efficiency of the investigation, two developments of the investigator's coordinated function using an ad hoc communication and the coordinated function of the simulation to aim at investigator's security. We applied the system to an experiment in Toyohashi City in Japan, and confirmed its validity and effectiveness.

    &nbsp;An earthquake drill for collecting quickly earthquake damage information and conducting effective emergency response was developed and carried out by collaboration between a local government and residents. The methodology for the drill consists of two stages; at the first stage, workshops by local communities' associations and government officers are held to make disaster prevention maps, which indicate strong and weak points of the local area, such as the locations of fire distinguishers, fire hydrants, storages of rescue equipments, weak walls and buildings, open spaces, and so on. During the workshop, the participants also discuss about what happens during a large earthquake, and how to cope with the disaster. At second stage, an emergency drill is carried out by collaboration between the local government and the community residents, as follows. First, the panels are suspended at electric poles just before the drill, which show the information about earthquake damage, such as a fire breaking, a collapsed building, and a blocked road, starts. Second, when the drill starts under the assumption of the occurrence of a large earthquake, the local residents check the area to collect the damage information, and to conduct emergency response. For example, when a resident finds a panel of fire breaking, he/she is expected to gather people, fire distinguishers, and buckets with water as many as possible within 10 minutes. Third, the residents get together at the local evacuation center, and make a map indicating the locations of the damage and their information. Local government officials at the evacuation center collect those damage maps, and immediately sent them to the emergency operation center of the government. Fourth, the operation center gathers and analyzes all the data, and informs the residents about important information, such as the evacuation order from the local center to other safe areas due to a possible massive fire. The proposed methodology was applied to the earthquake drill in Toyohashi City in 2006, and confirmed its validity and effectiveness.

    We have developed a prototype of Disaster Information Collection System using Cellular Phone that can be used under the communication congestion after a large earthquake. The person in charge of responses can easily store disaster information such as image, characters and location in a memory card of a cellular phone. We performed the field experiment on usability and simulating disaster information collection with ordinary citizen in Takamastu city, Kagawa Prefecture. Using the system using Cellular Phone, people could easily input such as public telephones, banks, mailboxes searched on their ways.

    <p>A portable information mutual system for assisting rescue personnel in disaster situations has been developed. In terms of proceeding the system, Radio Frequency Identification (RFID) tags, which contain information such as bulding structure or family, are set to buldings. The system is used for the cases of usual condition, a fire, disaster, judgement of damage level and the support of damage recovery. RFID's information can be remotely downloaded or uploaded by portable microwave terminals. This can help safety assessment for inspectors on condition of refugee's search or the judgement of damaged buildings.</p>

    Various real-time systems for estimating the strong ground motions and the earthquake damage have developed after the 1995 Hyogoken-Nanbu earthquake. However, it should be careful that the actual earthquake damage can be very different from the estimated damage. If we rely on only the estimated information, an appropriate emergency response may not be accomplished. On the other hand, the estimated information can be useful to locate the actual damage areas at the beginning of initial investigations. Therefore, on the basis of those ideas, we proposed the realtime system for acquiring earthquake damage information(Shibayama, et.al, 2002). In this paper, we further develop the system to be flexible for various situations and carry out on-site experiments to check the effectiveness of the system.

    We developed digital maps of the geomorphological land classifications and the site amplification factors in Japan, and applied them to strong motion estimations immediately after earthquakes. For making the maps, we first digitized the geomorphological land classification maps of Japan (1:200, 000 or 1:100, 000 scale) and constructed 500m mesh data. Then, we made up the maps of site amplification factors using the empirical relation by Midorikawa and Matsuoka (1995). We evaluated their accuracies by comparing the estimated strong ground motions with the records of K-Net for recent earthquakes in the Kanto area. We estimated the strong motions using the site amplification factors and the two methods: the attenuation relation (Si and Midorikawa, 1999), and an interpolation method using the records. We found that the second method gave more reliable results than the first method, because the first method strongly depended on accuracies of the source and path effects. However, since we may not be able to obtain quickly strong motion records near highly damaged areas, it would be efficient to evaluate the strong motions using the first method immediately after an earthquake, then to replace them by the second method after getting the records. Finally, we compared the site amplification factors using the following two methods. The first is based on the average of shear wave velocities from the free surface to the 30m depths using boring data. The second is the above-mentioned method based on the land classifications. The comparisons showed that the first method was more accurate and reliable. Therefore, it is necessary to replace the digital maps of the site amplifications by those using the first method, when we obtain boring data.

    From around the 1990s, the concept of digital archives became increasingly popular both in Japan and overseas, and many digital archives are currently being built in museums, libraries, or educational institutions. At the same time, digital archives are facing various challenges, that lead to many not being sustainable and disappearing after a while. This paper outlines "organizational issues" and "systemic issues" which are commonly regarded as major reasons for the disappearance of digital archives and discusses ways to make counteract these problems and make digital archives more sustainable.

    Since the 2011 Great East Japan Earthquake, many digital archives of natural disasters have been constructed to keep disaster records. To make use of the millions of disaster records such as testimonies, administrative texts, photos, and movies for future disaster prevention and mitigation, it is essential to know what precisely these disaster records are. This paper describes how to use the disaster records what has to be kept in mind concerning the millions of disaster records published in Disaster Digital Archives. Furthermore, centering on digital archives that focus on records of the Great East Japan Earthquake, various recent natural disaster digital archives will be introduced with an outline on how to use them.

    <p>One of the biggest issue in disaster management ("BOSAI" in Japanese) by citizens is a gap between consciousness and behavior. A lot of citizens knows the importance of BOSAI, but many of them are not making actions for it in their daily lives. To solve this problem, we propose a novel design concept called "STEALTH BOSAI". STEALT BOSAI indicates a concept to install BOSAI activities or products in the daily lives and living environment. We explored service/product ideas for STEALTH BOSAI via Living Lab process.</p>

    <p>This research aims at clarifying the role of "Data" in the Living Lab (LL) practice. For this purpose, we took an activism approach. We conducted a LL project for BOSAI (disaster prevention); a variety of data on past disaster was utilized by trial-and-error manner. In the project, we applied four methods of data utilization. By reflecting our practice, we found 5 roles of data in LL practice, such as (1) Understanding the world, (2) Making hypotheses, (3) Supporting to create new things, (4) Verifying hypotheses, and (5) Generating data.</p>

    <p>Seven years after the Great East Japan Earthquake, dozens of earthquake digital archives have been built. If archives had already been crated for past disasters, it is the first time that we see multiple groups building disaster digital archive for a single disaster. In principle, this article outlines the process of the Great East Japan Earthquake, the evolution during the seven years of restoration and reconstruction, and the construction of the earthquake disaster digital archive of the Great East Japan Earthquake. To discuss the issues surrounding digital archives, it presents the cases presented by the National Diet Library, Miyagi Prefecture Library, Harvard University, the University of Tsukuba, all of which are examined in this special issue.</p>

    The paper reports the present conditions of the earthquake disaster archive activity in the present when three years passed from the 2011 East Japan great earthquake disaster. An action/activity to collect document, photos, pictures and to open them for users has been performed by public, private sections, academia and citizen in order to succeed memories and the lesson of the earthquake disaster to future disaster, but problems have been pointed out in collecting/recording and arrangement, preservation, which are introduced in the paper. Particularly, we have a big problem how we can promote profit of archive utilization while the memory of the 2011 East Japan great earthquake disaster is fading away among the people. And we report the activity such as "Michinoku-Shinrokuden" carrying out in Tohoku University.

    東北大学災害科学国際研究所では,官(総務省,国立国会図書館,文部科学省,科学技術振興機構など),産(全国企業,東北地方企業),学,民の90を超える機関と連携して,東日本大震災に関するあらゆる記憶,記録,事例,知見を収集し,国内外や未来に共有する東日本大震災アーカイブプロジェクト「みちのく震録伝(しんろくでん)」を展開している.本プロジェクトは,今回の震災の被災地を中心にして,歴史的な災害から東日本大震災まで,様々な視点から集められた知見を基に,分野横断的な研究を展開し,東日本大震災の実態の解明や復興に資する知見の提供を進めていく.これらの取組みは,低頻度巨大災害の対策・管理の学問を進展し,今後発生が懸念される東海・東南海・南海地震への対策に活用する.

    Many researches to building damage due to earthquake have been carried out in cases of recent big earthquake in Japan. Most of the researches were based on the pattern charts by Okada et al. (1999) and by Kohiyama et al. (2000). However, the housing damage class due to ground failure on reclaimed land on hills is not clearly classified by the pattern charts. The paper aims to propose the new damage pattern chart due to ground failure caused by earthquake, based on 2011 Tohoku Earthquake and other cases.

    We developed the immediate earthquake intensity information aggregation system using PC built-in sensors and IP multicast. This system detects earthquake motion using the PC built-in acceleration sensor and transmits the information of earthquake motion to other PC using IP multicast communication. This also records earthquake motion at the same time, which will be very useful for firefighters to rescue victims. We confirmed the usability of this system by carrying out the vibration tests.

    This paper present a new approach to visualize disaster prevention information using the Augmented Reality (AR) for disaster response or drill. The system is realized using modem smartphones such as the iPhone equipped with powerful CPU, camera, accelerometers, GPS and solid state compass. We make a disaster prevention map consisting of virtual objects called as ARTag in augmented reality space. We evaluate the system on its ability to visualize the virtual disaster prevention information at the test field in Chofu.

    震災等の大規模災害が発生した場合,大人数の滞在者を抱える超高層建築では,地震によるエレベータ停止や通信手段の途絶などの厳しい状況の中で,同時多発する被害状況の速やかな把握と,適切な減災対応が求められている.そのためには自治体や周辺地域と連携して,ビル内及び周辺地域を結ぶ緊急時の情報通信網の事前準備も重要になる.本稿では震災を対象とした大規模災害時における超高層建物の現状と問題点を紹介し,次に新宿駅西口に位置する25階の超高層建築である工学院大学新宿校舎を中心として,様々な減災のための新しい試みを紹介する.

    Web GIS-based support system for collecting and sharing information was developed and carried out by collaboration between a local government and residents at two stages; at the first stage, workshops by local communities' associations and government officers are held to make disaster mitigation maps, which indicate strong and weak points of the local area, such as the locations of fire distinguishers, fire hydrants, storages of rescue equipments, weak walls and buildings, open spaces, and so on. During the workshop, the participants also discuss about what happens during a large earthquake, and how to cope with the disaster. At second stage, an emergency drill is carried out by collaboration between the local government and the community residents. The developed system was applied to the workshops and the earthquake drill in Toyohashi City in 2006, and confirmed its validity and effectiveness.

    We have developed a prototype of Disaster Damage Information Collecting System based on Cellular Phone that can be used under the communication congestion after a large earthquake. The system enables person in charge of responses to easily store disaster information such as image, characters and location in memory card of cellular phone. And we performed field experiment on simulating disaster information collection with ordinary people. Using Disaster Damage Information Collecting System based on Cellular Phone, people could easily input such as public telephones, banks, mailboxes searched on their ways.

    Local residents carried out an experiment for collecting earthquake damage information, and exercises on fire extinction during an emergency response drill in 200S. During the drills, local residents collected the damage-related information in the local area, which consisted of the three kinds of signboards showing "fire", "collapsed house", and "closed road". They could efficiently collect the information, because they arc acquainted with the local place very well. Therefore, if professionals from local government and the local residents work together under emergency situations, it is possible to efficiently collect the damage information.

    In this study, the workshop for disaster mitigation, which was carried out in Yamada and Yamada-Ishizuka, Toyohashi City, was reported. The characteristic of this workshop is that local residents make a map for disaster mitigation using not a paper map but a WebGIS. As a result, they could efficiently make the map in comparison with conventional workshops with paper maps. It is thought that such workshop with WebGIS is very effective. In future, we will carry out such workshop with WebGIS in whole a Toyohashi City.

RFID&#039;s information can be remotely downloaded or uploaded by portable microwave terminals.     In this study, the workshop for disaster mitigation, which was carried out in Akumi and Azumada-Nishiwaki, Toyohashi City, was reported.     Local residents carried out an experiment for collecting earthquake damage information, and exercises on fire extinction during an emergency drill in 2005. During the drills, local residents collected the damage-related information in the local area, which consisted of the three kinds of signboards showing "fire", "collapsed house", and "closed road". They could efficiently collect the information, because they are acquainted with the local place very well. Therefore, if professionals from local government and the local residents work together under emergency situations, it is possible to efficiently collect the damage information.

    An investigation is carried out on earthquake damage to 839 buildings in and around Bam City, and seismic intensities, using European Macroseismic Scale 1998 (EMS98), are estimated. The northern and eastern sides of Bam City show higher damage rates (more than 80%), than the southern and western sides (20% less). Combining the results and the vulnerability classes of various building types, the estimated MSK intensities are higher (up to XI) at the northern and eastern sides, and lower (down to VIII) at the south and west sides.

    In this study, we considered a damage cause according to an area of the July 26. 2003 Northern Miyagi Prefecture Earthquake from 7000 results of the rapid evaluation in post-disaster safety assessment of a wooden housing. Our consideration result shows that a damage cause of some wooden buildings of Nango-cho is damage to structure due to liquefaction. And it was the vibration damage by earthquake ground motion in other towns.

    As on one of the studies, it has been remarked to secure communication lines at a catastorophe since the Hanshin-Awaji Earthquake occurred in 1995. In fact, due to congestion or disconnection of the lines, damage information at disaster areas does not be transmitted properly and quickly to the Disaster Control Centre. Firstly, the study focused on developing the system of a Near-Real-Time damage information transmitter based on WebGIS. Secondly, a demonstration experiment was held by sending damage information using a satellite line in Bam Earthquake, Iran. This report shows the performance of the system and also the capability for belongings, such as satellite devices and a GPS camera.

    We select Kita-ku of Tokyo Metropolis as a study area, and the information on the disaster drills and trainings and the city areas are collected in the unit of neighborhood disaster organization. Then, we extract the general characteristics of the disaster drills and trainings and the city areas by analyzing the collected information. Alter analyzing neighborhood disaster organizations from two viewpoints, the degree of activation of disaster drills and trainings and the characteristic of urban areas, by using quantification theory, we investigate the relation between the degree of activation of disaster drills and trainings and the characteristic of urban areas. Finally we propose the plans for training and activating neighborhood disaster organizations based on characteristics of urban areas.

    We have been developing on an efficient methodology of earthquake disaster mitigation for wooden house congested areas in Tokyo. In part 2, we have carried out the questionnaire investigation on residents&#039; disaster awareness in Kita-Ward in cooperation with the local neighborhood disaster organization. The results are as follows: a)residents are not so conscious of mitigating seismic disaster in advance though intensively conscious of taking refuge safety after earthquake occuerred, b)the awareness for post-earthquake fire is high, c)it is necessary to help the physically handicapped after earthquake occuerred, d)not monetary help and increase in emergency materials but public involvement and communication inside city area is effective to improve the disaster reduction capacity, etc.

    We have been developing on an efficient methodology of earthquake disaster mitigation for wooden house congested areas in Tokyo, Japan. In part 1, we have developed a software for estimating earthquake damage, which can be used easily by general users on PC. In addition, we made a disaster prevention map in Kita-Ward in cooperation with the local neighborhood disaster organization, which indicates the location of fire extinguishers, hydrants, widths of streets, public phones, etc. Finally, we carried out a questionnaire on seismic evaluation and retrofit of existing houses in the same area in order to know the situation of the area.

    トルコとシリアを中心に甚大な被害を及ぼしたカフラマンマラシュ地震では、今後も、被災者支援や復興計画の作成など多くの課題が予想される。過去に前例がない応急対応や復旧活動が続き現在まで膨大なデータや情報が生まれているが、体系的な整理が成されていない。 本研究では地震・被害に関するデータ情報を集約しアーカイブ化することにより、総合的な解析や分析、さらに一般にも広く活用(啓発や教育)できるシステムの構築に貢献することを目指す。特に、国内外の行政、専門家だけでなく、メディアや市民からの情報を統合することにより、被害実態の把握、復旧・復興のプロセスを明らかにする。本アーカイブ構築においては、トルコ側の震災アーカイブと日本の震災アーカイブとの連携も図り、汎用性を高めたい。

    We have been studying the formulation and revision of recovery plans after the Great East Japan Earthquake, and have verified the impact of support measures such as group subsidies and interest subsidies on the level of corporate activity, demonstrating the existence of recovery acceleration effects. In addition, a questionnaire survey was conducted again in FY2021 to understand the business conditions and management status of companies in the affected areas after the reconstruction and creation period. This survey shows the new trends in economic recovery in terms of firms' reopening, closure, relocation, and new construction. Lastly, since the focus of national reconstruction policy has shifted to areas affected by the accident of nuclear power plant, we also began analyzing the processes of reconstruction and regional revitalization and the actual conditions of harmful rumors on agricultural products, referring to the experiences in Europe and Russia after the Chernobyl accident.

    Concerning the transition Great East Japan Earthquake Digital Archive” to the “Disaster Digital Archive,” this research analyzed and tested methods to organize and classify various records of natural hazard induced disasters such as storms and floods; developed metadata schemas to deal with general natural hazard induced disasters, and clarified techniques for automatic classification, categorization and organization of large quantities of materials on natural hazards. Moreover, a pilot system for the Disaster Digital Archive has been built, a user interface to enhance efficient search on disaster-related content and a system for an improved automatic categorization of data on natural hazard induced disasters have been created.

    This study was aimed to improve usability of digital archives by aggregating metadata of archived resources to enhance their accessibility and visibility and by linking the archived resources across archives for users to broaden their scope for search and access, i.e., serendipity. This study was initially planned to improve the usability of archived resources of Great East Japan Earthquake archives which are mainly photographs, and the resources of popular culture such as Manga, Anime and Game and those of intangible cultural heritage were included in the scope of this study. New technologies and knowledge are required for these resources because disaster, popular culture and intangible cultural heritage are rather new genres for digital archives. The major outcomes of the study are the new data models and technologies based on the models for metadata aggregation and linking across digital archives.

    多くの市区町村が様々な災害に対応すべく、防災放送を発信している。しかしながら、その放送信号(警報音)の構成(音域やパターン、音声放送との組み合わせなど)は、自治体、又警報の種目により異なる。J-ALERT(全国瞬時警報システムの警報音)は、すべてサイレン音で、吹鳴の時間と繰返し回数の違いで区分されているが、これらはいずれも警報音を聞き分け、認識するまでに時間を要し、避難行動へと認知させるためには限界がする。J-Alertが全国で統一して展開されていない点、通信業者などによっても相違があったこともある、国内で、どれほど復旧しているのか、J-Alertを投入してない市町村にはどのような警報システムが存在するのかを把握する必要がある。平成28年度では、資料を収集し、現状を把握するために市町村に現地に出向いて、役所の担当者と打合せを行ったり、3.11以後の法律の改正などについてヒヤリング調査を行い、情報を集め現状把握に集中した。海外の警報音の実施事例について資料を集め、日本と比較を行った。国によってもそうであるが、日本の国内においても地域によって災害の種類による脅威の程度が異なるため、脅威となる災害の順位を決める必要があり、現在はその作業を進めている。例えば、山村では土砂災害に対する警報が、沿岸部では津波の警報が必要だが、3.11以後は津波関連警報がより細かく区分されているため、海と接しない地域の住民にとっては、無用な警報になっている。そして、J-Alertの実施市町村の情報をGISに入力し、実施状況をビジュアルに表示できるようにデータを構築中である。地形や人工的建築物等により音の拡散に影響との関連について調べている。これまで集められた情報を基に試験的に行ったGIS上でのビジュアル結果と知見については、論文としてまとめ、現在共著による検討が進められている。

    This research clarifies the technical method used outside the disaster area to confirm the building damage levels based on photographs of the tsunami disaster area taken using an in-vehicle all-around camera.To improve damage assessments, through making the evaluation of building damage level more automatic using the in-vehicle all-around camera, a method was clarified to present rough classifications of levels of disaster damage.Furthermore, in order to improve the accuracy of automatic evaluation, a mechanism was constructed that uses the visually observed evaluation results as training data of machine learning (Deep Learning), and a system was created to easily access this information on the web.

    This study developed an evaluation method of strong-motion distribution for rapid and precise building damage estimation when an earthquake occurs. The applicability of the method is checked by comparing estimated and real damage distribution in Sendai city during the 2011 Tohoku earthquake. It is confirmed that the strong-motion distribution estimated by the developed method can explain the real damage distribution relatively well, with appropriate use of nonlinear response characteristics of buildings and soil-structure interaction effects.

    This research demonstrates the following three tasks. First, in order to understand the condition of actual indoor damage caused by a disaster, we have discovered a method to identify the conditions of real-time indoor damage as well as a method to judge the presence or absence of survivors in need of help by using the polymerization of a built-in accelerating sensor, depth sensor, and sound sensor typical to an average laptop computer. In addition, we have built a system that, once the indoor conditions are acquired, will share these conditions via multicast, thereby archiving the prompt comprehension of the overall conditions of damage in an earthquake-inflicted area. Finally, we have developed a smartphone rescue assistance application for individuals, such as firefighters, who partakes in life-saving missions.

    This study investigates Earthquake Early Warning (EEW)System with Structural Health Monitoring (SHM)function has been investigated as a next generation regional earthquake disaster prevention system. To mitigate earthquake damage in a million population city, Sendai against the approaching Miyagi-ken Oki earthquake, a sophisticated disaster prevention system has been developed. The EEW/SHM system was installed at two public buildings of Pacific Ocean coast, two buildings on the propagation path and one building in Sendai. The realtime observation data are transmitted to Tohoku University through Internet. An accurate earthquake ground motion prediction method using front-site waveform data is also investigated to be applied to earthquake disaster prevention. As one of utilization, the developed system has been used in the disaster prevention education at elementary schools. The developed EEW/SHM system experienced the 2011 Off Pacific Coast Tohoku earthquake. The obtained records contributed to the research on SHM by providing such as amplitude dependent dynamic characteristics of buildings before, during, and after the earthquake

    In order to improve the workshop methods for disaster prevention, we implemented some practices and made their evaluations as follows ; (1) making ingenious programs based on the review of the existing cases and the questionnaire survey to schools in Yamagata Prefecture, (2) implementation of workshops in an elementary school and aschool-region consortium in Sendai City, and (3) giving lectures in various occasions in Yamagata Prefecture. According to the questionnaires, all these implementations were positively evaluated.
