    非営利組織 (NPO) は、緊急期、復旧・復興期、静穏期・平時の「災害サイクル」の中で、支援からの撤退や途中参入、役割の変更などの意思決定を行う。それを左右する要因には、 組織の内部の体制や外部環境としての予算などがある。実際の地域課題に目を向けると、平時に地域が有する問題が災害により顕在化したものが多く、それゆえに長期的な対策が必要とされている。そのため、NPOの持続的な活動が期待される。また、組織が持続的に経営される必要もある。そこで、(1)災害復興下において支出された資金をそれぞれのNPOがどのように、またどれだけ獲得したか、(2)獲得した資金によって、どのように財務構造や人事、事業展開に影響したか、(3)持続的なサービス供給の可能性にどのような影響を与えたか、を明らかにすることを目的とした。 それらを明らかにするために、財務書類を収集してデータセットを作成するとともに、NPOへのインタビュー調査データ実施し、分析するためのデータを構築した。計量分析および質的分析を行なった結果、組織における人材育成のあり方や資金調達の方法について工夫し、東日本大震災から10年という時間の中で、組織基盤を確立する動きが進んでいることがわかった。一方で、組織運営をボランティア中心に進めるという体制変更を行う団体もあった。そのような実態が明らかとなり、社会的インパクトを生み出すための組織の変容については多様な方向性や着地点があることを見出すことができた。さらには、ソーシャルビジネスで解決しえない部分について、行政との協働を強めたり、政策に影響を与える政策起業というあり方についての議論を喚起することもできた。
