Abstract This study investigates the role of environmental governance in strengthening sustainable disaster prevention strategies. In Indonesia, ecological disasters are occurring with increasing frequency due to ongoing environmental degradation. Although the total number of disaster events declined in 2022, their impacts became more widespread and severe, indicating systemic weaknesses in disaster governance amidst increasingly complex and persistent risks. This research adopts a qualitative approach, utilizing secondary data as the primary source. Data analysis was conducted in three stages: data reduction, data display, and conclusion drawing. During the data presentation phase, NVivo 12 Plus software was employed to visualize and categorize the findings. The results reveal that disaster management in Indonesia is highly dependent on coordination between central and local governments. However, ineffective environmental governance and unsustainable development practices continue to exacerbate the risk of ecological disasters. Critical contributing factors include unsustainable resource exploitation, environmental degradation, climate change, and poor waste management. Therefore, disaster governance reform that integrates the principles of environmental sustainability is imperative. A key limitation of this study is its reliance on secondary data; future research should adopt applied and empirical approaches to enrich the analysis and provide deeper insights.

This article posits a simple, yet provocative, argument: post-disaster relocation sites are camps characterized by “incompleteness” where multiple actors seek to govern. The discursive framing of relocation sites as long-term solutions where residents are safe from natural hazards and integrate into their new communities suggests that relocation sites are not camps. Within these camp spaces, diverse actors attempt sometimes competing, sometimes complementary, forms of governance. Conceptualizing post-disaster relocation sites as camps allows us to scrutinize the governing practices that shape socio-spatial relations and subjectivities of disaster-affected people long after a “solution” to their initial displacement has supposedly been attained. By privileging the notion of “incompleteness” over “finishedness,” we better understand the tangible and invisible forces that inflect disaster recovery efforts, on one hand, and the regulations, negotiations, and resistances that transpire within these post-disaster spaces, on the other. Drawing on empirical studies of relocation sites in the Philippines and Japan, we examine camp governance. We deploy three conceptual filters—politics of loss, spatial forms and practices, and resistance—to study the assemblages of rules that shape life in resettlement sites, the unrecognized modes of meaning-making, the affects entangled in socio-spatial practices and encounters with material forms, and the resistances to prescribed “ways to live.” Such analyses explain why relocation sites are camps, and what are the implications of obscuring this conceptualization.

Collaborative and participatory planning processes that are interactive, thoughtful, and efficient have become increasingly important elements of post-disaster recovery. Meanwhile, rapid action remains critically important to quickly restore destroyed urban systems, but creating long-term resilience demands new ideas that are also implementable. These various tensions create a daunting paradox, and while many communities have attempted to use collaborative planning approaches in recovery, useful assessments and guidance on collaborative recovery planning is sparse. To better understand the nuances of a collaborative recovery, we document and evaluate the effectiveness of the collaborative processes behind the planning of the ESCR resilience project, initiated as BIG U in New York City, which emphasizes community participation and collaborative decision-making. The project is unique because of its innovative and interactive multi-stakeholder processes. The authors have studied the case longitudinally over the past decade, using a variety of research methods to gather relevant information. The ESCR collaborative efforts suggest that, first, there is a disconnect in the dominant rationalities behind climate resilience efforts between the planning and implementation phases. Second, given the disconnect between the planning and implementation phases, collaborative efforts must be refined to remain relevant in the implementation phase. Third, even after project implementation, there are different types of rationality employed, and thus varying levels of satisfaction, depending on the benefits that participants receive. While planners must recognize the disconnect between collaborative planning and project implementation and seek ways to mitigate any abrupt shifts, we conclude that collaborative approaches to recovery planning can be effective and manageable, even in unique recovery situations.

In the phase after disasters, particularly those of an unprecedented magnitude, governance structures often emerge specifically oriented toward rebuilding, with a post-disaster institution at its center to head the reconstruction process. However, little is understood about such institutions’ actual operation, impact on recovery, and role in recovery governance. As post-disaster institutions are trending in recovery, it is important to better understand their nature. As a first step to comprehending the role of these institutions, this study explores a framework for evaluating their success and unpacking the implications of managing recovery in a compressed timeframe. Methods included literature and ethnographic analysis using first-hand knowledge accumulated through longitudinal in-person interviews. The case institution is the Office of the Presidential Assistance on Reconstruction and Recovery (OPARR), established after the 2013 typhoon Haiyan (local name Yolanda) in the national government of the Philippines. Two major findings are reported: First, seven themes – “establishment,” “funding,” “coordination,” “politics,” “leadership,” “achievement,” and “post-disestablishment” – are identified as useful to assess post-disaster institutions. Second, concepts of permanency versus impermanency of institutions after disasters and bottom-up participatory versus top-down structured processes are identified as key implications of operating recovery under time compression, and as areas for further research. The proposed framework provides a basis to better understand and ultimately improve these institutions’ operation and will ideally further efforts to research cross-comparisons in various locations. The study results also suggest a first step in increasing knowledge toward more effective institutions and refining methodological approaches to better examine institutional operation and recovery governance.

This paper shares key findings from past studies on Post Disaster Needs Assessment (PDNA) in Indonesia, to be used as inputs for future research. We used Google Scholar to identify the relevant articles for analysis. From the 297 results obtained, we selected 25 materials, which are reviewed in detail. We classified the findings in the selected literature into 4 topics. (1) Cases of PDNA implementation in Indonesia: many studies deal with the Indian Ocean Tsunami and the Central Java Earthquake. (2) Policy aspects: the previous literature demonstrated PDNA policies and regulations, on which not only the National Disaster Management Agency (BNPB) but also others (e.g., Ministry of Home Affairs) have primary jurisdiction. (3) Coordination of implementation: coordination by the local disaster management agencies (BPBD) when facing challenges. (4) Methodological issues: the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) methodology does not perfectly fit in practice. One of the most significant implications drawn from the review is that more research is needed to examine policy aspects. The existing studies tend to focus mainly on BNPB, and such BNPB-centric perspectives prevented a comprehensive identification of the relevant actors, leading to a narrow range of analysis on PDNA. Our review suggests that changing viewpoints, being mindful of the BNPB function, is beneficial for further understanding PDNA implementation in Indonesia.

The current study explores the possible relationship between livelihood disruptions and displacement intentions in the short and long term, following a volcanic eruption. Previous studies in a similar context suggest that livestock breeding and farming remain important to the affected population in terms of livelihood maintenance, even when eruptions severely interrupt these activities. Other research findings suggest people consider eruptions opportunities to improve income through increased crop cultivations. Previous studies have concluded that people prefer to return to agricultural and farming activities, even if eruptions significantly disturb them. Little research, however, quantitatively addresses the impact of eruptions on income or explores the relationship between livelihood disruption and relocation intention. To understand this relationship, we conducted a questionnaire survey of villagers in the Kediri and Blitar districts of Indonesia who received an evacuation order during the 2014 Mt. Kelud eruption. We collected and analyzed the data from 440 valid responses. One of our major findings supports earlier research findings vis-à-vis the association between agricultural losses and villagers’ decisions to relocate in the long term. Our data suggest that villagers with no relocation intention had experienced larger agricultural losses, thus suggesting that agricultural losses do not constitute a large factor affecting relocation intention. Likewise, we found there to be no statistically significant relationship between livestock damages/losses and displacement intentions. These findings suggest the importance of further research into causal relationships among economic loss, farming damages and losses, and displacement intentions.

土地利用規制と移転による住宅再建の組み合わせは，災害被害軽減策の一つとして途上国開発の文脈においても着目されるようになってきているが，このような土地利用規制による災害リスクのコントロール，特に災害後の移転に着目した研究はあまり行われておらず，様々なリスクを低減させる適切な計画論は構築されていない．その第一歩として，本稿は，ジョクジャカルタ近郊で発生したメラピ火山災害後のコミュニティ主導型の移転再定住を災害リスクの軽減という目的で支援するプログラムである「REKOMPAKプログラム」について分析を行い，このプログラムの利点や課題について報告するものである．分析の結果，REKOMPAKは，様々な再定住に柔軟に適用され，プログラムの適用を受けた住民は移転を納得していることが明らかになった．さらに，効率的で効果的なREKOMPAKの運営には，コミュニティの参加とプログラムを積極的に進めていく自発的な意志，プログラムと現地事情に詳しいファシリテーター，プログラムの運営のための財源，が必要であることに加え，プログラムの適用対象コミュニティの特性や災害が発生したタイミングも影響することが明らかになった．

本研究は、工学的な技術展開に基づく防災・減災を謳った国際援助において、減災先進国の政府・非政府・民間等の参加主体が有する事業推進の理念や方針、行った判断を調査し、独自技術の輸出競争になっているとも考えられる現状と、事業実施が地域住民の社会経済活動や生活に与えた影響を探索的に把握することを目的とする。国際開発スキームでの減災先進国による沿岸インフラ整備は、洪水に脆弱な地域のニーズに合致しない、一方的な投資になっているのではないかと問うことで、ドナーの論理による援助実態を把握し、地域の社会的公正性が保たれる防災・減災投資のあり方を検討する。 3年にわたり実施する本研究の第1年目は、研究立ち上げの段階として、日本・オランダの支援アプローチや参加主体を洗い出すための方法について考察し、データ収集・分析のための枠組み検討を開始した。また、インドネシアのジャカルタ湾とフィリピンのマニラ湾での実施中の事業や参加主体についての情報収集を開始した。2024年2月には、遠隔では入手しにくいマニラ湾の開発状況について、Philippine Reclamation Authority(PRA:フィリピン埋立当局）を含むステークホルダーへのヒアリングと現地視察を行い、同じ湾内においても、事業は湾に接する各自治体との連携のもと様々な政治ダイナミックスで実施されており、地域レジリエンスへの影響確認には、詳細な対象地域を絞る必要性があることを明らかにした。さらに、オランダとインドネシアの研究協力者との連携のもと、沿岸管理の思想についての情報交換を開始した。

本研究は，阪神・淡路大震災を直接的な契機として展開してきた我が国の「事前復興まちづくり」を，激甚・広域化する気象災害へ，平時の都市計画・まちづくり手法へ拡張し，方法論として考究することをめざしている. 研究初年度の研究実績は主に次の3点となる．第1に大規模水害を対象とする事前復興の拡張に向けて，米国の洪水対策について文献調査を実施した．特にワシントン大学Bob Freitagらの研究チームの洪水氾濫原(Floodplain)マネジメントの調査研究は，水害発生前の事前移転や浸水を前提とした都市デザインを分析考察しており，これは日本の流域治水や事前復興への接続という点でも注目に値することがわかった．第2に発災10年経過の東日本大震災，発災5年経過の熊本地震の現地復興調査を実施し，事前復興にフィードバックすべき教訓を考察した．特に津波復興拠点整備事業を経て，エリアマネジメントが展開する大船渡市中心市街地の復興は，中心商業系市街地の事前復興という点で大事な知見を得た．第3に八王子を対象に，地震だけでなく気象災害を対象とした事前復興まちづくりの方法論について，これまでのフィールドワークを基に原著論文を公表し，同時に市役所との合同研究Projectを実施した．八王子市役所での職員ワーキングでの討議を通して，土砂災害，河川洪水災害に対する事前復興の実装可能な方法論について成果を得た．なお八王子市は，この成果に基づき，2022年4月に震災復興マニュアル改定版を公表している．
日本とオーストラリアにおけるコロナウイルスに対する政府対応と復興政策に関する研究

被災沿岸地域から学ぶ移転復興計画論の構築：台風ハイアン・スラウェシ島地震を対象に

本研究は、住民移転を伴う復興を進める2013年台風ハイアン被災地（タクロバン市周辺）と2018年スラウェシ島地震の沿岸部（パル市周辺）を対象に、４ヵ年の研究を計画している。タクロバン市とパル市の復興経年には5年の差があるが、この復興経年の違いを活用した研究フローとしている。第1年次にあたる2020年度は、2019年度に終了したタクロバン市対象の移転研究による解析結果を活用し、移転・復興計画論の枠組みで不足する必要な情報を収集し、本研究の枠組みともなる分析・検討を行った。パル市の移転・復興については、予備的調査を行った。 <BR> 以下に成果を簡潔に記す。復興での減災に尽力したタクロバン市の移転・復興の履歴を検討し、本研究作業のため、復興の時間的な枠組みを、被災時から2年前後は「復興計画策定期間」、被災後2年から4年前後は「復興事業実施期間」、被災後5年前後からそれ以降は「事業実施後の減災空間での生活期間」、との仮説を立てた。また、移転・復興での時間経過と、住民の意識・生活の関係では、「復興計画策定期間」にはハザードの低減、「復興事業実施期間」には各世帯の生活再建、「事業実施後の減災空間での生活期間」には新たな生活への適応が中心課題となっていることも明らかにした。さらに、移転・復興計画と事業実施後の大きな差異を提示する事業・項目について、①防潮堤、②移転先住宅地、③沿岸部の元居住地、があり、これらを詳細に調べることの重要性を明らかにした。なお、タクロバン市の事例からは、移転・復興を統括するガバナンスとして、「設立」「資金」「調整」「政治」「リーダーシップ」「達成」「設立後」の7つの項目が重要であることが分析の結果明らかになった。
経済被害額の算定過程を事例としたインドネシアにおける防災行政の組織間関係の再検討

本課題の目的は、既往のインドネシア地域研究の成果を踏まえて、自然災害による経済被害額の算定過程における行政組織間関係がどのように調整されているのかを明らかにすることである。その際に、特に算定が難しいとされている住民移転と生計手段を失うことに伴う間接的な経済被害額の算定に焦点を当てる。また、従来の防災分野の先行研究が見過ごしてきた「内務省」の役割に着目する点に本研究の意義がある。新型コロナウィルス感染症により、インドネシア渡航の目途が立たなかったため、令和3年度は、令和2年度の研究実績を発展させる形で文献調査を継続した。令和2年度の文献調査では、インドネシアのみを対象としてPDNAに関する既往研究を網羅的に収集し、経済被害額の算定についてどのような知見が蓄積されているのかを帰納的に分析した。令和3年度は、インドネシアの結果を相対的に評価するために、フィリピンを対象として同様の文献調査を行い、両国の比較を行った。その結果、インドネシアの文献調査で明らかにした内務省の役割や、内務省が策定した「Standar Pelayanan Minimum（SPM: Minimum Standard of Services）」が経済被害額算定に関係する可能性の独自性が浮き彫りになった。フィリピンには、内務自治省と呼ばれる行政機関があるものの、この機関、または防災官庁（市民防衛局）以外の別の省庁の役割について明示的に発見することができなかった。以上の点をまとめ、日本国際開発学会第22回春季大会で口頭発表を行い、さらに内容を発展させたものを学術図書（Springer Nature社より刊行予定）の章として査読を受けて、刊行の採択を受けたことが令和3年度の研究実績である。
日米比較を通した事前復興まちづくり手法の体系化

本研究は約 20 年の蓄積のあるわが国の事前復興まちづくりを，主として米国における災害 Resiliency研究および事前復興プランニング(pre-disaster planning for recovery)との比較を通して，その特徴と到達点を明らかにしようとするものである．文献書誌調査および現地訪問調査を通して，米国での計画論と現場での取り組みと特質を考察し，その上で日本の事前復興まちづくりの都市計画技術としての理論化を進めた．

発生頻度は低いが、ひとたび生起すると沿岸域の住居やまちの機能に大きな被害をもたらす津波・高潮災害である“低頻度メガリスク型沿岸域災害”を対象として、土地利用マネジメントの効果と課題を明らかにした。東日本大震災については沿岸被災都市の時空間変動を地理情報システムによって可視化し、減災復興を目的とした土地利用計画と市街地整備事業がマルアダプテーションと社会的・空間的な分断などの連鎖を引き起こしていることを指摘した。巨大災害の復興期における不確実性が高い都市空間変動を定量的にモニタリングし、適応力を高めていく必要性を提起した。
嫌悪施設の包摂的立地による地域防災力向上への挑戦

1999年の広島土砂災害後も福祉施設は既存集落と離れた災害リスクの高い場所に立地する傾向がある．本研究は，これまで「嫌悪施設」と捉えられてきた福祉施設を既存集落内に包摂的に立地させ，洪水や津波への垂直避難が可能な建物と健康・福祉の知識がある職員の昼夜を通じた常駐により，周囲の地域の防災力を高めることを考えた．まず，津波避難最適化モデルによる避難機能の定量化を進めた．2019年台風19号水害で福祉施設外への避難が必要となった例を鑑み，福祉施設に加えて教育施設などの公共施設を対象に，長期的な更新，廃止計画に災害対応機能の維持を取り込むための数理モデル研究を進め，実用化に繋がる成果を得た．

福島県の協力のもと、木造応急仮設住宅の建設、移築、再利用、転用、維持管理、及び長期利用に関わる問題点を整理、分析した。また雲仙普賢岳災害、熊本地震、紀伊半島豪雨災害などの事例を参考に木造応急仮設住宅の災害の種類、規模に応じた使用を検討、整理した。地域住宅計画を概括すると共に、中国、イタリア、ハワイでの事例調査と合わせ、地域の気候風土に合わせた地域性、地域の活性化を見据えた木造応急仮設住宅の使用について検討した。以上より、災害の種類、規模、地域性、使用期間、転用等に合わせた木造応急仮設住宅の都市・建築計画、及び構造、工法における使用のあり方を整理した。

近年、被災後の復興では、将来リスク軽減を目指した移転・再定住施策が重視される。その適切な実施には、効果的な復興のガバナンスと円滑な住民の生活再建過程が鍵を握る。ガバナンス構造は事業推進に関わる権力の所在で決まるが、この変化は、移転・再定住事業の遅延に繋がるだけでなく、生活再建全般に影響する。また住民は、復興初期は災害リスク低減を望む一方、復興後期では生活環境を重視することが確認され、生活環境整備による持続可能な発展の実現が重要であることが分かった。

本研究では東日本大震災の復旧・復興プロセスを総合的に検証し、今後の災害における「創造的復興」の実現に向けた知見を示し、政策提言を行った。我が国の復興思想の変遷と地震津波のメカニズムを踏まえた上で、被災・復興類型を行い、住まい・まち、生業と雇用、学校教育・子育て環境、原子力災害、人と資金の制度、記憶と伝承の各分野の施策について考察を行った。その結果を「防災・減災を基盤とした復興思想」、「被災特性に応じた復興政策」、「住民による自律的復興と復興政策の役割」、「復興政策を展開する市町村の能力強化、「国や県による被災市町村への支援」、「次なる災害に向けての記憶と伝承」の6テーマ、43の提言を行った。

レジリエントな復興を目指す移転・再定住計画に関する普遍的な枠組み構築にむけて、ニューヨークのハリケーンサンディ被災地事例をベースラインとして、社会制度の異なる国・地域における復興過程を比較分析し、よりよい移転・再定住の計画・実施のプロセスに関する原則を検討した。その結果、移転・現地再建のいずれにおいても、参加型のアプローチには多大な時間と努力が必要だが、反復的な合意形成プロセスと住民の満足度が概ね相関していることが明らかになった。ただし、事業の種類や規模、参加の段階により、参加型アプローチの効果が異なり、更なる検証の必要性が示唆された。

近年、自然災害により被災したコミュニティが、居住地を移転し生活再建する事例が増加している。その際、行政や計画者は再定住計画を立案・実施する役目を担うが、災害後の再定住に関わる計画的学識と教訓はいまだ限られている。本研究は、多くの災害を経験し、生活再建制度が充実してきたインドネシア国を対象とし、国家や地域的視点から、コミュニティの移転を含む再建政策の変遷と計画決定過程について調査・分析した。復興の過程が参加型であればあるほど、当初計画に近い結果や充実した生活再建を導いており、国際事例との比較検討でも、同様の傾向が見られた。
