エリック・マス博士は、防災分野の専門家であり、エージェントベースモデリング、津波数値シミュレーション、避難シミュレーション、リモートセンシングによる被害評価を専門としています。彼はTUNAMI-EVACというオープンソースの津波避難モデルを開発し、避難計画の改善やリスク軽減に貢献しています。

学術研究に加え、マス博士はRTi-castの技術顧問としても活動し、リアルタイム津波浸水・被害予測技術の開発に携わっています。最先端の研究を実用化し、大規模災害への社会的レジリエンスを向上させることを目指しています。

彼は東北大学で津波工学を専門とする土木工学の博士号を取得し、それ以前にペルー国立工科大学(UNI)で防災管理の修士号および土木工学の学士号を修めました。現在、東北大学 災害科学国際研究所(IRIDeS)の准教授を務めています。2010年チリ地震・津波、2011年東日本大震災、2013年フィリピン・スーパー台風ハイエンなど、災害現場での調査経験も豊富です。

マス博士は技術・モデリング・現場経験を融合させ、防災研究の発展に貢献しています。研究者にとっては優れた共同研究者、学生にとっては刺激的な指導者となるでしょう。

    Optimizing pedestrian evacuation in the face of a tsunami remains a critical challenge for safeguarding human lives. Agent-based models combined with reinforcement learning techniques offer a powerful framework to simulate complex evacuation scenarios, where agents learn to make decisions and identify safe routes in real time. This study focuses on improving evacuation efficiency along the coast of Camaná, Arequipa, Peru. We propose the use of numerical simulations to model pedestrian movement under the guidance of a reinforcement learning-based system. Under current transportation network conditions, only 16.6% of the population is able to reach a safe area in a tsunami scenario similar to the 2001 event. To address this, several modifications to the transportation network were proposed, including the addition of new evacuation paths and the construction of vertical evacuation structures. With the incorporation of 12 new paths and 6 vertical evacuation structures, the percentage of the population reaching safety increases to 73%. These findings provide a scientific basis for planning and implementing improvements to evacuation infrastructure in tsunami-prone areas.

    Unmanned Aerial Vehicles (UAVs) have become increasingly important in disaster emergency response by enabling real-time aerial video analysis. Due to the limited computational resources available on UAVs, large models cannot be run independently for real-time analysis. To overcome this challenge, we propose a lightweight and efficient two-stage framework for real-time wildfire monitoring and fire source detection on UAV platforms. Specifically, in Stage 1, we utilize a policy network to identify and discard redundant video clips using frame compression techniques, thereby reducing computational costs. In addition, we introduce a station point mechanism that leverages future frame information within the sequential policy network to improve prediction accuracy. In Stage 2, once the frame is classified as "fire", we employ the improved YOLOv8 model to localize the fire source. We evaluate the Stage 1 method using the FLAME and HMDB51 datasets, and the Stage 2 method using the Fire & Smoke dataset. Experimental results show that our method significantly reduces computational costs while maintaining classification accuracy in Stage 1, and achieves higher detection accuracy with similar inference time in Stage 2 compared to baseline methods.

    <title>Abstract</title> On January 1, 2024, at 16:10 (local time), a magnitude (Mw) 7.5 earthquake occurred on the Noto Peninsula, Japan. Japan Meteorological Agency seismic intensity scale of 7 was observed and a tsunami warning was issued for a wide area along the Japan Sea. In this study, we constructed the finite fault model of this earthquake. First, we estimated the fault geometry based on the aftershock within 7 days after the mainshock, and then, estimated the slip distribution using the tsunami and GNSS data. Most of the obtained fault geometry agreed with the one detected by the Japan Sea earthquake and tsunami project (JSPJ) in the strike angle but not in the dip angle; the angles were more gradual. The slip distribution had two large slip areas on the east and west sides of the hypocenter. The model also indicated that the eastern part of the fault, or the fault buried under the sea floor, generated the tsunami which was dominant east of the peninsula. In the west of the peninsula, on the other hand, the tsunami generated by the westernmost fault, or the inland fault under the peninsula, hit first, and then the tsunami propagating from the east of the peninsula arrived.

    With the escalating frequency of floods posing persistent threats to human life and property, satellite remote sensing has emerged as an indispensable tool for monitoring flood hazards. SpaceNet8 offers a unique opportunity to leverage cutting-edge artificial intelligence technologies to assess these hazards. A significant contribution of this research is its application of Apache Sedona, an advanced platform specifically designed for the efficient and distributed processing of large-scale geospatial data. This platform aims to enhance the efficiency of error analysis, a critical aspect of improving flood damage detection accuracy. Based on Apache Sedona, we introduce a novel approach that addresses the challenges associated with inaccuracies in flood damage detection. This approach involves the retrieval of cases from historical flood events, the adaptation of these cases to current scenarios, and the revision of the model based on clustering algorithms to refine its performance. Through the replication of both the SpaceNet8 baseline and its top-performing models, we embark on a comprehensive error analysis. This analysis reveals several main sources of inaccuracies. To address these issues, we employ data visual interpretation and histogram equalization techniques, resulting in significant improvements in model metrics. After these enhancements, our indicators show a notable improvement, with precision up by 5%, F1 score by 2.6%, and IoU by 4.5%. This work highlights the importance of advanced geospatial data processing tools, such as Apache Sedona. By improving the accuracy and efficiency of flood detection, this research contributes to safeguarding public safety and strengthening infrastructure resilience in flood-prone areas, making it a valuable addition to the field of remote sensing and disaster management.

    <jats:p>The 2011 Great East Japan Earthquake caused massive devastation and numerous affected people. In particular, the Ishinomaki area of the Miyagi Prefecture was one of the hardest hit areas during the event. In addition, due to tsunami inundation, several medical facilities were destroyed or inactive at the time. The Ishinomaki Red Cross Hospital served as the last bastion to respond and attend injuries and illnesses in the disaster. We aim to build an agent-based model of triage and transportation of patients to the hospital. The individual and joint activities of response teams were considered to build the agent architecture and they were incorporated into the model. We model the first three days of response activities within the central Ishinomaki area and evaluated the number of patients transported to the hospital including their evaluated health status. We discuss here the case closest to the 2011 event and evaluate the strategies for search and rescue and patient transportation to speed up medical response in the aftermath of a disaster.</jats:p>

    <jats:p>Applications of machine learning on remote sensing data appear to be endless. Its use in damage identification for early response in the aftermath of a large-scale disaster has a specific issue. The collection of training data right after a disaster is costly, time-consuming, and many times impossible. This study analyzes a possible solution to the referred issue: the collection of training data from past disaster events to calibrate a discriminant function. Then the identification of affected areas in a current disaster can be performed in near real-time. The performance of a supervised machine learning classifier to learn from training data collected from the 2018 heavy rainfall at Okayama Prefecture, Japan, and to identify floods due to the typhoon Hagibis on 12 October 2019 at eastern Japan is reported in this paper. The results show a moderate agreement with flood maps provided by local governments and public institutions, and support the assumption that previous disaster information can be used to identify a current disaster in near-real time.</jats:p>

    This paper aims to identify factors influencing the walking speed of evacuees by conducting an evacuation drill in Padang, West Sumatera, Indonesia. A number of 18 volunteers and 6 observers, were gathered in an evacuation experiment on 3 routes with 5 segments each. The chosen routes are almost equal in terms of distance, but different in terms of the number of turning points. The experiment comprises of three cases in terms of the complexity of the route. These cases represent a simple, a medium and a complex route based on the number of turning points. The volunteers were asked to move, as if in an evacuation, to a particular place which was assumed to be a shelter. The observers were placed at some particular waypoints to record the time when an evacuee passes their location. The distance between the observers was measured using a manual distance meter. This study found that the average walking speed during the evacuation was 1.69 m/s. In addition, walking speed varied by age, gender, and walking distance. This finding significantly has an effect on the estimations of the coverage area of tsunami shelters. The data collection method is one of the novelties of this research. In this study, the walking speed was observed through an evacuation drill from a location to a shelter of 1.5 km away, whilst most of the previous studies estimate the walking speed based on an observation of a group of pedestrians crossing a road.

    A building damage function was developed using very high-resolution synthetic aperture radar (VHR SAR) images and post-event building damage data after the 2013 Super Typhoon Haiyan, obtained from Tacloban city, the Philippines. Structural damage caused by the typhoon was analyzed focusing on changes in the radar footprint signatures of affected buildings. These changes are classified using a phase-based coefficient calculated from pre- and post-event COSMO-SkyMed images. The damage function is expressed as the damage ratio of structures with regard to the phase-based coefficient. The application of the estimated damage function in Tacloban city shows that from a group of structures with a POC coefficient of 0.2 or less, at least half of them are expected to be damaged.

    Super Typhoon Haiyan that struck the Philippines on November 8, 2013 caused over 7,000 casualties by remarkably high wind speed, storm surges and waves. In this paper, characteristics of human loss in the coastal region of Leyte Island, Philippines were investigated based on the relationship between the observed inundation height and depth and the number of deaths and missing people in each barangay. From the analysis, barangays with more than 10 % of the fatality ratio were found along the coastal areas in Tacloban city and Palo and Tanauan municipalities. It was found that the scale of human damage caused by Haiyan is similar to that caused by any other historical tsunami disaster, clearly indicating the massive external force of the storm surge during the Haiyan event and the vulnerability of those coastal areas.

    Field measurements and numerical simulations are used to assess the resons for different types of water-related structural damage observed in Tacloban and Eastern Samar. Coastal Tacloban saw heavy damage due to wind waves riding atop storm surge, while inland Tacloban experienced much lighter damage because wind waves were not present (though inundation by surge soiled structures). Eastern Samar experienced little wind-induced or pressure-induced setup, but breaking-wave-induced setup over the reef combined with wave runup and infragravity motions caused heavy damage along the coast.

    Tsunami flow velocity on land is important for estimating tsunami load on structures. Numerical simulation is widely used to estimate tsunami load with flow velocity estimation. However, the simulation results have not been validated sufficiently because of the lack of observed information. In this study, through several case studies incorporating different initial and boundary conditions, authors simulated the 2011 Tohoku tsunami to discuss its verification with particular regard to tsunami inundation velocities. To better simulate tsunami inundation velocities, authors developed the tsunami run-up model with time-dependent building destruction model.

    On November 8, 2013 a powerful tropical cyclone, named as Super Typhoon Haiyan, struck the areas of Southeast Asian countries. The Eastern Visayas in the Philippines was one of the most affected regions due to the high winds and storm surge that inundated and destroyed more than one million houses. In Leyte and Samar islands, approximately 6,268 people were killed. In addition, the Daniel Z. Romualdez (DZR) Airport, located at the Leyte Island in the city of Tacloban, was heavily damaged. In this paper, we briefly describe the damage and inundation mapping effort carried out using satellite imagery and the observations gathered during a field survey conducted in January 2014 with the leadership of the International Research Institute of Disaster Science (IRIDeS) of Tohoku University. The field survey team inspected the affected areas to grasp the inundation extent and comprehend the mechanisms of structural and building damage through inspection and measurement of inundation heights. In addition, survivors were interviewed during the field survey, their experiences of evacuation are summarized here.

    The 2011 Great East Japan Earthquake/Tsunami was a magnitude 9.0 Mw event that destroyed most structural tsunami countermeasures. However, approximately 90% of the estimated population at risk from the tsunami survived due to rapid evacuation to higher ground or inland. In this paper, we introduce an evacuation model integrated with a numerical simulation of a tsunami and a casualty estimation evaluation. The model was developed in Netlogo, a multi-agent programming language and modeling environment for simulating complex phenomena. GIS data are used as spatial input information for road and shelter locations. Tsunami departure curves are used as the start time for agents deciding to evacuate in the model. Pedestrians and car drivers decide their own goals and search for a suitable route through algorithms that are also used in the video game and artificial intelligence fields. Bottleneck identification, shelter demand, and casualty estimation are some of the applications of the simulator. A case study of the model is presented for the village of Arahama in the Sendai plain area of Miyagi Prefecture in Japan. A stochastic simulation with 1,000 repetitions of evacuation resulted in a mean of 82.1% (SD=3.0%) of the population evacuated, including a total average of 498 agents evacuating to a multi-story shelter. The results agree with the reported outcome of 90% evacuation and 520 sheltered evacuees in the event. The proposed model shows the capability of exploring individual parameters and outcomes. The model allows observation of the behavior of individuals in the complex process of tsunami evacuation. This tool is important for the future evaluation of evacuation feasibility and shelter demand analysis.

    The 2004 Indian Ocean tsunami was one of the world’s worst tsunamis and caused devastating damage in many Asian countries. Then, in 2011, Japan was hit by a tsunami that was generated by the greatest earthquake in the country’s history. This paper discusses the damage caused by these tsunamis and subsequent reconstruction. Introduced first are the experience gained and lessons learned for future tsunami mitigation, such as tsunami awareness, proper evacuation building and the memorial parks created in the countries affected by the 2004 tsunami (Indonesia, Sri Lanka and Thailand). Second, the damage by the 2011 tsunami to structures designed to protect against tsunamis is summarized. Most of these structures could not withstand and protect from the tsunami because they were not designed for such a large tsunami. Human casualties and building damage are discussed using fatality ratios and fragility curves, respectively. These analyses show that experience and awareness help reduce human casualties in the Sanriku area, and wooden houses damaged by the 2011 tsunami fared better than in previous historical events. Finally, examples of ongoing reconstruction in Japan are introduced. Most reconstruction efforts were planned after considering the lessons learned from the tsunami’s impact, and the towns in question are now strengthening their disaster prevention-related plans to be better prepared for future tsunamis.

    日本の沿岸域は,幾度となく津波による壊滅的な被災を被ってきた.地震の発生は準周期的であることから,過去の津波被災状況を調査することは極めて重要である.本研究では,津波浸水域の客観的かつ高精度な調査方法として,土壌中の化学物質を用いた調査法を提案し,2010年チリ津波の現地調査においてその有効性を検証した.津波の浸水域内外の土壌を分析した結果,浸水域内の土壌には多量の水溶性イオン(Na+,Mg2+,Cl-,Br-,SO42-)が含まれていた.これらのイオン含有量を用いて,津波浸水域の判別分析を行った結果,Na+,Mg2+,Cl-,Br-,SO42-,および電気伝導度を用いた場合に90%以上の高い判別的中率が得られた.土壌および海水中のイオンの含有量を検討した結果,Br-,Cl-,Na+が津波浸水域の判別に適していると考えられた.

    津波からの避難は原則徒歩とされているものの,近年は車で避難する人が多く,それに伴う渋滞発生が深刻な問題となっている.本研究では,津波からの徒歩避難を促進することを目的とし,個人と地域全体の避難行動を再現・評価する簡易的なシミュレーターを整備し,石巻市民を対象にその利用を実践した.その結果,1)自身が車避難で渋滞に遭遇し,津波到達予想時間までに安全な場所に到達できないことが提示されることで,2)自身は車避難でも津波到達予想時間までに安全な場所に避難できるものの,地域全体をみたときに渋滞が多数発生し,多数の人が危険にさらされる実態を把握したことで,徒歩避難へと意向を変える人が存在することが確認され,すべての利用者でないものの,同手法によって車から徒歩の手段変更の意向を促進できる可能性が示された.

    Information on the tsunami arrival time for people located along a coastline is crucial for community-based tsunami preparedness activities. It is also important for tsunami source mechanism studies to support other field observation data such as run-up heights, co-seismic subsidence and eyewitness accounts. In this study, we reconstructed the tsunami arrival times along the east coast of Japan during the 2011 tsunami. As most of the tide gauges were damaged, first we collected and analyzed the arrival time data from equipment that survived the tsunami. The tsunami waveforms offshore were taken from six GPS buoys covering the Fukushima coastline in the south to Aomori in the north. Next, we utilized the records from stopped clocks found in the tsunami affected areas to briefly view the inundation arrival time. In addition to the observed run-up data, we used the above-mentioned arrival time information to propose and validate a new source mechanism for the 2011 Japan tsunami. The well-validated source model was then used to obtain the characteristics of the tsunami arrival time along the east coast of Japan. The results can be used as primary information for designing a community-based evacuation plan and increasing community awareness of tsunamis.

    豪雨災害を再現可能なデジタルシャドウを開発し,力学に基づいて日本地図レベルで降雨による水の動きを計算しながら,クローズアップした集水域レベルについては5mレベルで全空間を解像するマルチスケール豪雨災害シミュレーションを実現する.さらに,令和元年東日本台風による宮城県丸森町の発災当時の状況をシミュレーションによって再現し,実被害との比較を通じて精度を検証するとともに,事前避難情報発令のタイミングと避難所位置の最適化分析を行い,提案する枠組みの有用性を議論する.これらの一連の研究を通じて,豪雨災害対策を考えるための新たなツールを創出する.

    南海トラフの連続地震を想定して先発地震による津波浸水被害のリアルタイム予測,後発地震を想定した津波浸水被害リスク評価の枠組みを構築した.南海トラフの地震の発生領域を3つの領域に分割し,666ケースの断層モデルを想定して,先発地震発生後の後発地震による津波浸水リスク評価のための浸水シナリオデータを作成した.これにより,先発地震後に後発地震が発生した場合の津波浸水リスクを期待値で表現することが可能になった. <BR> 津波発生時の浸水域内人口の推計と,人口動態の常時監視による社会の異常検知の研究を推進した.能登半島地震・津波発生時の人流の解析を行い,地震前後での人の動きを明らかにすることができた.地震発生前後で,沿岸部の低地から高地にむかう人の動きが確認できたこと,災害に対する暴露人口の推定に有効であることを実証したことで,災害発生時の曝露人口から必要な医療資源等を推定する基盤データを取得する方法を考案することができた.さらに,人流データの時系列の分析から社会動態の異常を検知するアルゴリズムを開発し,災害時および大規模イベント時の社会動態の学習を通じて異常を検知することに成功した.災害時の地球観測と社会動態の両面から災害の影響を評価する方法論の確立に向けた進展があった. <BR> 上記の成果から,被害予測情報,人流予測と医療需要,医療活動記録を入力として,災害医療のマルチエージェントシステムにより仮想世界での災害医療活動を再現するための災害医療デジタルツインの基本設計に取り組み,プロトタイプを開発した.

    本研究は、デジタルツインの概念を災害科学に拡大し、人間中心のデータを活用した「災害デジタルツイン」を構築し、コミュニティのレジリエンス向上に資することを目的とする。 日本側チームが提唱する災害デジタルツインとマルチエージェントシミュレーションの枠組を活用し、災害時に個別なケアを必要とする高齢者に焦点を当て、米国側チームが構築しているCareDEXに整備された対応者、施設の介護者、高齢者の間で個別化されたケア情報をデジタルツインに導入する。 両国チームによる優れた技術を相補的に統合することで,困難な身体的状況(生命維持に必要な器具の必要性,運動能力低下)や認知疾患をもつ高齢者が災害時に生き延びるための政策設計を促す方策を、「仮想災害都市(VDC)」における様々なシミュレーションによって導き出すことが期待できる。

    リアルタイムシミュレーションとセンシングの融合による「広域被害把握技術」を深化させ、津波被災地における災害医療システムの構築を通じて医療救護班の適時・適材・適所の配備に貢献することを目標として、理・工・医学の連携研究を推進した。津波の人的被害・物的被害の量的推定を可能にし、推定被害量から被災地の医療需要の質と量を即時的に推定するとともに、シミュレーションによる災害医療活動の予測・更新の方法論を確立した。これらの研究により、当初の目標である「広域被害把握技術の深化」を達成し、南海トラフ地震津波災害時の革新的な医療支援システムとしての実現可能性を高めることができた。

    大雨や台風によって刻々と変化する洪水のリスクに対処し、被災者の数を最小限に抑えるために、モバイルの空間統計データと洪水シナリオを用いて、確率的プログラミング法と強化学習を組み合わせた「逐次型意思決定分析」の新しい枠組みを構築し、避難指示発令の最適なタイミングを特定し、避難時間を最大化する。 日本側のチームは、モバイル統計データと洪水シナリオを用いて、避難シミュレーションの強化学習枠組みの中で、人口曝露と避難指示発令の最悪シナリオを評価する。 一方、米国側のチームは、同課題を確率的プログラミング法で捉え、オペレーションズ・リサーチや機械学習の手法の利点と限界を議論することを課題とする。 両国の分析結果を活かして、様々な人口分布や洪水の状況下で最適な避難指示発令のタイミングを特定するための新しい「逐次的な意思決定分析」枠組みに統合し、開発することを目指す。

    津波避難については,個人合理性および認知的不協和を考慮した避難意思決定モデルの構築を行った.そのモデルと東日本大震災時の避難行動データを用いて地域ごとの住民の不安感の導出と避難率の定量分析を行った.その結果,過去に津波浸水被害を経験した地域の住民の不安感が大きいことが明らかになった.また高齢者は若年層と比較して不安感が大きく,津波警報の授受は不安感に影響を与え,避難率の向上に影響を与えることを明らかになった. 高潮避難については,平成30年台風21号時の避難行動に関するアンケート調査を実施した.その分析結果から,認知的不協和の影響により死亡確率を不当に低く見積もっていたことが示された.

    本研究は、大規模災害評価や対応計画、被害軽減策を効果的に展開するためのシミュレーション基盤の構築を目的とする。 日本側は、シミュレーションやリモートセンシングを利用した短期的な被害評価のしくみを構築し、イスラエル側は、日本側の構築するシミュレーション群、被害観測とエージェントシミュレーションの詳細な土地利用モデルを地理情報システム(GIS)上で統合してモデルを完成させる。 日本とイスラエルが取り組むことで、これまで存在しなかった空間的および時間的な詳細レベルでの統合的災害管理ツールが構築でき、近年活用が期待されているソーシャルビッグデータを災害現場で効果的に利用することが可能になると期待される。

    津波浸水予測、建物被害予測、空間情報処理という3つの要素技術を統合して,有効な被災地支援策の立案に資するための広域被害把握の研究を実施した. <BR> 1) 緊急地震速報から最悪の津波シナリオを即時推定する二段階多数シナリオ解析手法を構築し,想定地震へ適用し,有効性を実証した.2)2015年鬼怒川洪水による茨城県常総市を対象とし,ALOS-2/PALSAR-2によって撮影された2時期のSAR画像を用いて,差分処理により浸水域を抽出できることを実証した.3)災害発生後にビッグデータ情報資源として配信されるウェブニュースの情報を縮約して,状況把握を支援する方法を開発し,検証を行った.
