エリック・マス博士は、防災分野の専門家であり、エージェントベースモデリング、津波数値シミュレーション、避難シミュレーション、リモートセンシングによる被害評価を専門としています。彼はTUNAMI-EVACというオープンソースの津波避難モデルを開発し、避難計画の改善やリスク軽減に貢献しています。

学術研究に加え、マス博士はRTi-castの技術顧問としても活動し、リアルタイム津波浸水・被害予測技術の開発に携わっています。最先端の研究を実用化し、大規模災害への社会的レジリエンスを向上させることを目指しています。

彼は東北大学で津波工学を専門とする土木工学の博士号を取得し、それ以前にペルー国立工科大学(UNI)で防災管理の修士号および土木工学の学士号を修めました。現在、東北大学 災害科学国際研究所(IRIDeS)の准教授を務めています。2010年チリ地震・津波、2011年東日本大震災、2013年フィリピン・スーパー台風ハイエンなど、災害現場での調査経験も豊富です。

マス博士は技術・モデリング・現場経験を融合させ、防災研究の発展に貢献しています。研究者にとっては優れた共同研究者、学生にとっては刺激的な指導者となるでしょう。

    In this investigation, we have conducted a long period teleseismic and tsunami waveform inversion to obtain the slip distribution of the 1974 Lima-Perú earthquake occurred in the central region of Peru. According to teleseismic inversion, the rupture process was complex with a duration of 90 s approximately and the main asperity was located in the northern side of the rupture geometry, offshore Lima and Callao. According to tsunami waveform inversion the main asperity was located in the southern side of the fault plane, offshore Cañete. However, a joint inversion of teleseismic and tsunami waveforms averaged the contribution of the two datasets and could give a better result. The maximum slip from the joint inversion was 7.25 m, and the moment magnitude was Mw 8.1. Despite the occurrence of this earthquake (almost 50 years ago), there is a high seismic potential to trigger a tsunamigenic earthquake in the central region of Peru. According to the interseismic coupling the next earthquake in the central region of Peru is ready to occur and it would be of 8.5–8.8 Mw.

    Abstract Tsunami fragility functions (TFF) are statistical models that relate a tsunami intensity measure to a given building damage state, expressed as cumulative probability. Advances in computational and data retrieval speeds, coupled with novel deep learning applications to disaster science, have shifted research focus away from statistical estimators. TFFs offer a “disaster signature” with comparative value, though these models are seldom applied to generate damage estimates. With applicability in mind, we challenge this notion and investigate a portion of TFF literature, selecting three TFFs and two application methodologies to generate a building damage estimation baseline. Further, we propose a simple machine learning method, trained on physical parameters inspired by, but expanded beyond, TFF intensity measures. We test these three methods on the 2011 Ishinomaki dataset after the Great East Japan Earthquake and Tsunami in both binary and multi-class cases. We explore: (1) the quality of building damage estimation using TFF application methods; (2) whether TFF can generalize to out-of-domain building damage datasets; (3) a novel machine learning approach to perform the same task. Our findings suggest that: both TFF methods and our model have the potential to achieve good binary results; TFF methods struggle with multiple classes and out-of-domain tasks, while our proposed method appears to generalize better.

    In large-scale disasters, such as earthquakes and tsunamis, quick and sufficient transportation of emergency relief supplies is required. Logistics activities conducted to quickly provide appropriate aid supplies (relief goods) to people affected by disasters are known as humanitarian logistics (HL), and play an important role in terms of saving the lives of those affected. In the previous last-mile distribution of HL, supplies are transported by trucks and helicopters, but these transport methods are sometimes not feasible. Therefore, the use of unmanned aerial vehicles (UAVs) to transport supplies is attracting attention due to their convenience regardless of the disaster conditions. However, existing transportation planning that utilizes UAVs may not meet some of the requirements for post-disaster transport of supplies. Equitable distribution of supplies among affected shelters is particularly important in a crisis situation, but it has not been a major consideration in the logistics of UAVs in the existing study. Therefore, this study proposes transportation planning by introducing three crucial performance metrics: (1) the rapidity of supplies, (2) the urgency of supplies, and (3) the equity of supply amounts. We formulated the routing problem of UAVs as the multi-objective, multi-trip, multi-item, and multi-UAV problem, and optimize the problem with Q-learning (QL), one of the reinforcement learning methods. We performed reinforcement learning for multiple cases with different rewards and quantitatively evaluated the transportation of each countermeasure by comparing them. The results suggest that the model improved the stability of the supply of emergency relief supplies to all evacuation centers when compared to other models.

    Abstract. Lima, Peru's capital, has about 9.6 million inhabitants and keeps attracting more residents searching for a better life. Many citizens, without access to housing subsidies, live in informal housing and shack settlements. A typical social phenomenon in Lima is the sudden illegal occupation of areas for urban settlements. When such areas are unsafe against natural hazards, it is important to relocate such a population to avoid significant future losses. In this communication, we present an application of Sentinel-1 synthetic aperture radar (SAR) images to map the extension of a recent occupation of an area with unfavorable soil conditions against earthquakes.

    The 2011 Great East Japan Earthquake caused massive devastation and numerous affected people. In particular, the Ishinomaki area of the Miyagi Prefecture was one of the hardest hit areas during the event. In addition, due to tsunami inundation, several medical facilities were destroyed or inactive at the time. The Ishinomaki Red Cross Hospital served as the last bastion to respond and attend injuries and illnesses in the disaster. We aim to build an agent-based model of triage and transportation of patients to the hospital. The individual and joint activities of response teams were considered to build the agent architecture and they were incorporated into the model. We model the first three days of response activities within the central Ishinomaki area and evaluated the number of patients transported to the hospital including their evaluated health status. We discuss here the case closest to the 2011 event and evaluate the strategies for search and rescue and patient transportation to speed up medical response in the aftermath of a disaster.

    The goal of the Scientific Session: “Advances of International Collaboration on M9 Disaster Science” at the 2nd World Bosai Forum (WBF) in Sendai in November 2019 was to share progress on research projects and findings related to an M9 mega-disaster event, building on outcomes from a March 2019 collaborative workshop on M9 disaster science between research partners from the International Research Institute of Disaster Science (IRIDeS)/Tohoku University, University of Washington-Seattle (UW), and the Research Center for Integrated Disaster Risk Management (CIGIDEN). This paper reports on the presentations during the WBF Scientific Session, which shared updates and outputs of research collaborations from different disciplines, following the themes of risk-based planning, structural engineering, tsunami observation and early warning, and tsunami simulation and probabilistic tsunami risk assessment. This international and cross-disciplinary collaboration has led to the advancement of a number of specific research projects in different fields, as well as a robust network of researchers in the three countries. Based in coastal regions facing similar risks of massive earthquakes and tsunami in Japan, the United States, and Chile, it is hoped that ongoing and future collaboration within this network will continue to advance knowledge of disaster science and international disaster risk reduction.

    Earth Observation satellite imaging helps building diagnosis during a disaster. Several models are put forward on the xBD dataset, which can be divided into two levels: the building level and the pixel level. Models from two levels evolve into several versions that will be reviewed in this paper. There are four key challenges hindering researchers from moving forward on this task, and this paper tries to give technical solutions. First, metrics on different levels could not be compared directly. We put forward a fairer metric and give a method to convert between metrics of two levels. Secondly, drone images may be another important source, but drone data may have only a post-disaster image. This paper shows and compares methods of directly detecting and generating. Thirdly, the class imbalance is a typical feature of the xBD dataset and leads to a bad F1 score for minor damage and major damage. This paper provides four specific data resampling strategies, which are Main-Label Over-Sampling (MLOS), Discrimination After Cropping (DAC), Dilation of Area with Minority (DAM) and Synthetic Minority Over-Sampling Technique (SMOTE), as well as cost-sensitive re-weighting schemes. Fourthly, faster prediction meets the need for a real-time situation. This paper recommends three specific methods, feature-map subtraction, parameter sharing, and knowledge distillation. Finally, we developed our AI-driven Damage Diagnose Platform (ADDP). This paper introduces the structure of ADDP and technical details. Customized settings, interface preview, and upload and download satellite images are major services our platform provides.

    Applications of machine learning on remote sensing data appear to be endless. Its use in damage identification for early response in the aftermath of a large-scale disaster has a specific issue. The collection of training data right after a disaster is costly, time-consuming, and many times impossible. This study analyzes a possible solution to the referred issue: the collection of training data from past disaster events to calibrate a discriminant function. Then the identification of affected areas in a current disaster can be performed in near real-time. The performance of a supervised machine learning classifier to learn from training data collected from the 2018 heavy rainfall at Okayama Prefecture, Japan, and to identify floods due to the typhoon Hagibis on 12 October 2019 at eastern Japan is reported in this paper. The results show a moderate agreement with flood maps provided by local governments and public institutions, and support the assumption that previous disaster information can be used to identify a current disaster in near-real time.

    Tsunamis are rare events compared with the other natural disasters, but once it happens, it can be extremely devastating to the coastal communities. Extensive inland penetration of tsunamis may cause the difficulties of understanding its impact in the aftermath of its generation. Therefore the social needs to technologies of detecting the wide impact of great tsunamis have been increased. Recent advances of remote sensing and technologies of image analysis meet the above needs and lead to more rapid and efficient understanding of tsunami affected areas. This paper provides a review of how remote sensing methods have developed to contribute to post-tsunami disaster response. The evaluations in the performances of the remote sensing methods are discussed according to the needs of tsunami disaster response with future perspective.

    Super Typhoon Haiyan that struck the Philippines on November 8, 2013 caused over 7,000 casualties by remarkably high wind speed, storm surges and waves. In this paper, characteristics of human loss in the coastal region of Leyte Island, Philippines were investigated based on the relationship between the observed inundation height and depth and the number of deaths and missing people in each barangay. From the analysis, barangays with more than 10 % of the fatality ratio were found along the coastal areas in Tacloban city and Palo and Tanauan municipalities. It was found that the scale of human damage caused by Haiyan is similar to that caused by any other historical tsunami disaster, clearly indicating the massive external force of the storm surge during the Haiyan event and the vulnerability of those coastal areas.

    Tsunami flow velocity on land is important for estimating tsunami load on structures. Numerical simulation is widely used to estimate tsunami load with flow velocity estimation. However, the simulation results have not been validated sufficiently because of the lack of observed information. In this study, through several case studies incorporating different initial and boundary conditions, authors simulated the 2011 Tohoku tsunami to discuss its verification with particular regard to tsunami inundation velocities. To better simulate tsunami inundation velocities, authors developed the tsunami run-up model with time-dependent building destruction model.

    <p>An earthquake shook the central-southern coast of Peru on August 15, 2007, as a coseismic effect a tsunami was generated, which flooded some villages and beach resorts and killed 3 people. From the analysis and signal processing of 10 tidal records, we obtained the parameters of the seismic source and the initial coseismic deformation through an inversion modeling, in which the synthetic signals are compared with the observed signals by a non-negative least square method. The maximum slip located on the southern part of the rupture geometry is 7.0 m. The calculated scalar seismic moment is M<sub>0</sub>=1.99×10<sup>21</sup> Nm, equivalent to a magnitude of M<sub>w</sub>8.1. We used these parameters to obtain a heterogeneous seismic source model, which was used as initial condition to simulate the tsunami propagation and inundation. We used the field survey observations to validate our source model.</p>

    Information on the tsunami arrival time for people located along a coastline is crucial for community-based tsunami preparedness activities. It is also important for tsunami source mechanism studies to support other field observation data such as run-up heights, co-seismic subsidence and eyewitness accounts. In this study, we reconstructed the tsunami arrival times along the east coast of Japan during the 2011 tsunami. As most of the tide gauges were damaged, first we collected and analyzed the arrival time data from equipment that survived the tsunami. The tsunami waveforms offshore were taken from six GPS buoys covering the Fukushima coastline in the south to Aomori in the north. Next, we utilized the records from stopped clocks found in the tsunami affected areas to briefly view the inundation arrival time. In addition to the observed run-up data, we used the above-mentioned arrival time information to propose and validate a new source mechanism for the 2011 Japan tsunami. The well-validated source model was then used to obtain the characteristics of the tsunami arrival time along the east coast of Japan. The results can be used as primary information for designing a community-based evacuation plan and increasing community awareness of tsunamis.

    本研究は、デジタルツインの概念を災害科学に拡大し、人間中心のデータを活用した「災害デジタルツイン」を構築し、コミュニティのレジリエンス向上に資することを目的とする。 日本側チームが提唱する災害デジタルツインとマルチエージェントシミュレーションの枠組を活用し、災害時に個別なケアを必要とする高齢者に焦点を当て、米国側チームが構築しているCareDEXに整備された対応者、施設の介護者、高齢者の間で個別化されたケア情報をデジタルツインに導入する。 両国チームによる優れた技術を相補的に統合することで,困難な身体的状況(生命維持に必要な器具の必要性,運動能力低下)や認知疾患をもつ高齢者が災害時に生き延びるための政策設計を促す方策を、「仮想災害都市(VDC)」における様々なシミュレーションによって導き出すことが期待できる。

    大雨や台風によって刻々と変化する洪水のリスクに対処し、被災者の数を最小限に抑えるために、モバイルの空間統計データと洪水シナリオを用いて、確率的プログラミング法と強化学習を組み合わせた「逐次型意思決定分析」の新しい枠組みを構築し、避難指示発令の最適なタイミングを特定し、避難時間を最大化する。 日本側のチームは、モバイル統計データと洪水シナリオを用いて、避難シミュレーションの強化学習枠組みの中で、人口曝露と避難指示発令の最悪シナリオを評価する。 一方、米国側のチームは、同課題を確率的プログラミング法で捉え、オペレーションズ・リサーチや機械学習の手法の利点と限界を議論することを課題とする。 両国の分析結果を活かして、様々な人口分布や洪水の状況下で最適な避難指示発令のタイミングを特定するための新しい「逐次的な意思決定分析」枠組みに統合し、開発することを目指す。

    津波浸水予測、建物被害予測、空間情報処理という3つの要素技術を統合して,有効な被災地支援策の立案に資するための広域被害把握の研究を実施した. <BR> 1) 緊急地震速報から最悪の津波シナリオを即時推定する二段階多数シナリオ解析手法を構築し,想定地震へ適用し,有効性を実証した.2)2015年鬼怒川洪水による茨城県常総市を対象とし,ALOS-2/PALSAR-2によって撮影された2時期のSAR画像を用いて,差分処理により浸水域を抽出できることを実証した.3)災害発生後にビッグデータ情報資源として配信されるウェブニュースの情報を縮約して,状況把握を支援する方法を開発し,検証を行った.
