Liz Maly is a Professor at the International Research Institute of Disaster Science (IRIDeS) at Tohoku University. From the United States, her architectural background includes a Masters of Architecture from the University of Washington-Seattle and PhD in Architecture from Kobe University. With the theme “People-Centered Housing Recovery,” her research focuses on post-disaster housing reconstruction and community-based recovery planning. Her past and current research in the U.S., Indonesia, the Philippines, and Japan looks at how housing recovery polices and and their implementation can better support local residents and communities for their life and livelihood recovery.

After the Great East Japan Earthquake, tsunami, and nuclear disaster (3.11) of March 11, 2011, the use of various media to convey disaster experiences and lessons grew, including a large number of 3.11 picture books. However, there has been limited scholarship on these books, and no comprehensive database of 3.11 picture books exists. This research conducted an comprehensive inventory of 3.11 picture books published in the 13 years after the disaster, until March 2024. 122 titles met the criteria of being picture books with stories related to the 3.11 disasters, and an initial survey identified general trends in their publication over time and by publication type. Through investigating themes and contents, the authors identified six primary narrative typological categories: (1) disaster impact stories, that focus on telling what happened; (2) disaster risk reduction action or evacuation stories; (3) stories of local pride (place attachment); (4) stories with hopeful or positive messages for the future; (5) stories of loss; and (6) stories about nature and animals. As initial research, this paper represents a unique contribution to the growing body of literature on disaster storytelling media and clarifies the characteristics of 3.11 picture books as a body of work. Building on this comprehensive inventory and thematical categorization of 3.11 picture books, the authors expect future research to further analyze the text and image contents of these books, leading to deeper understanding of the contributions of 3.11 picture books towards not only emotional care, but also raising disaster awareness.

<jats:sec><jats:title content-type="abstract-subheading">Purpose</jats:title><jats:p>After the Great East Japan Earthquake (GEJE), the need for disaster case management (DCM) was highlighted through the efforts of the Sendai Bar Association, which investigated the situation of survivors. This paper provides an overview of DCM in Japan since the GEJE, including key findings from investigations and legal consultations conducted by the Sendai Bar Association and the first author, who took part in the surveys with survivors in Ishinomaki City, clarifying the large number of homebound survivors and their needs. </jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Design/methodology/approach</jats:title><jats:p>In recent years there has been growing attention to the importance of DCM for supporting life and housing recovery of disaster survivors. Along with the expansion of DCM activities over several decades in Japan, the need for DCM was increasingly recognized after the 2011 GEJE and tsunami, especially for home-based survivors left out of government-provided disaster recovery support programs. As one-on-one advice to support individual recovery needs, the focus of DCM in Japan is legal advice to help survivors effectively navigate support policies.</jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Findings</jats:title><jats:p>Since the GEJE, there has been growing support for DCM in Japan, including from practitioners, scholars, and regional and national governments. However, although DCM can be an effective way to support housing recovery, even 12 years after the GEJE, there are still survivors in need of additional support.</jats:p></jats:sec><jats:sec><jats:title content-type="abstract-subheading">Originality/value</jats:title><jats:p>Drawing on a detailed case study and action research of the first author, this paper contributes to the still limited international literature on DCM in Japan.</jats:p></jats:sec>

本研究は災害危険区域における土地利用、復興プレイスメイキングのプロセスと場所化の要因を明らかにした。事例研究を行った仙台市・荒浜地区では、多様なステークホルダーが元居住地に新たな意味を与え、多様な活動や工夫により周囲を巻き込みながら、結果的に「場所」として再生させたことがわかった。従来の復興計画のように、エリアにビジョンや用途を決め、行政や民間が土地を利用するといったプロセスだけでなく、各々が「場所」を創出し、エリアが様々な主体による意味付けの束で構成される、といった流れでかつての居住地を新たな「場所」として再生できることを指摘した。

Abstract Eight years have passed since the Great East Japan Earthquake and tsunami, which devastated communities along Japan’s northeast Tohoku coast on March 11, 2011. Housing reconstruction programs in tsunami-affected municipalities included the provision of new residential lots in highland areas and the construction of public housing. The implementation of government-driven recovery projects is almost complete in the municipalities that were destroyed by the tsunami. However, even with these projects, some areas have suffered extreme population loss. Looking at the example of Ogatsu Peninsula and the case of Tachihama village, this paper considers the factors that contributed to residents’ deciding to move away or return and rebuild. According to the majority of the residents who moved away, the prospect of living in temporary housing for the length of time needed for permanent housing to be ready was their main reason for deciding to move somewhere else. Although housing recovery programs are intended to support the rebuilding of communities, the implementation and timeline of the government’s reconstruction programs may actually contribute to or accelerate population decline. As the implementation of reconstruction programs alone after a disaster occurs is not enough to guarantee the housing recovery of all residents, it may be important to consider pre-disaster community-building for the long-term sustainability of disaster-affected communities.

The goal of the Scientific Session: “Advances of International Collaboration on M9 Disaster Science” at the 2nd World Bosai Forum (WBF) in Sendai in November 2019 was to share progress on research projects and findings related to an M9 mega-disaster event, building on outcomes from a March 2019 collaborative workshop on M9 disaster science between research partners from the International Research Institute of Disaster Science (IRIDeS)/Tohoku University, University of Washington-Seattle (UW), and the Research Center for Integrated Disaster Risk Management (CIGIDEN). This paper reports on the presentations during the WBF Scientific Session, which shared updates and outputs of research collaborations from different disciplines, following the themes of risk-based planning, structural engineering, tsunami observation and early warning, and tsunami simulation and probabilistic tsunami risk assessment. This international and cross-disciplinary collaboration has led to the advancement of a number of specific research projects in different fields, as well as a robust network of researchers in the three countries. Based in coastal regions facing similar risks of massive earthquakes and tsunami in Japan, the United States, and Chile, it is hoped that ongoing and future collaboration within this network will continue to advance knowledge of disaster science and international disaster risk reduction.

土地利用規制と移転による住宅再建の組み合わせは，災害被害軽減策の一つとして途上国開発の文脈においても着目されるようになってきているが，このような土地利用規制による災害リスクのコントロール，特に災害後の移転に着目した研究はあまり行われておらず，様々なリスクを低減させる適切な計画論は構築されていない．その第一歩として，本稿は，ジョクジャカルタ近郊で発生したメラピ火山災害後のコミュニティ主導型の移転再定住を災害リスクの軽減という目的で支援するプログラムである「REKOMPAKプログラム」について分析を行い，このプログラムの利点や課題について報告するものである．分析の結果，REKOMPAKは，様々な再定住に柔軟に適用され，プログラムの適用を受けた住民は移転を納得していることが明らかになった．さらに，効率的で効果的なREKOMPAKの運営には，コミュニティの参加とプログラムを積極的に進めていく自発的な意志，プログラムと現地事情に詳しいファシリテーター，プログラムの運営のための財源，が必要であることに加え，プログラムの適用対象コミュニティの特性や災害が発生したタイミングも影響することが明らかになった．

After the 2010 massive volcanic eruption of Mt. Merapi, north of Yogyakarta City, Indonesia, the housing reconstruction program, REKOMPAK (Community-Based Rehabilitation and Reconstruction Settlement Project) included support for on-site rebuilding or relocation to resettlement sites called huntaps (hunian tetap, permanent housing). This paper considers the role of REKOMPAK as a support for housing reconstruction, and also as an initiative to reduce future disaster risk through residential relocation.

This research investigated the roles of non-government organizations (NGOs) and government agencies in support of post-disaster housing reconstruction. Towards the understanding of effective coordination of NGO and government support, the research first clarified the financial and direct support from NGO and donors after Hurricane Harvey in the U.S., and then after the eruption of Kilauea volcano in Hawaii. In Asia, this research explored the long-term outcomes of housing reconstruction programs, including those that were supported by NGOs and Civil Society Organizations (CSOs) in various combinations with government support. Effective support of NGOs can help address needs not resolved by official government programs. Including through disaster case management, NGOs had help customize support on an individual household basis, therefore supporting the life recovery of disaster survivors.

本研究では、三つの事例から仮設住宅から恒久住宅への移行期において高品質の住宅が住民の生活環境改善に貢献していることが確認された。ハリケーン・カトリーナ後に利用された移動型のミシシッピコテージや、東日本大震災後に使用された木造仮設住宅は、構造の再利用や仮設住宅供与策の将来に向けた改善の可能性を示した。インドネシアでは、大規模な住宅移転が行われたメラピ火山噴火の復旧において、ジャワ島中部地震後に使用された増築可能なコア住宅の原理が取り入れられる等、過去の災害からの教訓が移行期の生活環境の改善に貢献した。
