Profile

I am an environmental anthropologist investigating human-environmental interactions in coastal zones. My technical expertise lies in social science research methods and qualitative analyses of marine governance, social organizations, resource rights, and fisheries management issues worldwide where I come from the perspective of people's position in socio-ecological systems. I am particularly interested in social sustainability, innovation and adaptation, and risk and resilience. I have also worked on gender issues in fisheries, the cultural valuation of biodiversity/natural resources, social impact assessments of policies, and social indicators for marine management and governance. Additional, current interests include disaster and revitalisation, and visual research methodologies, such as ethnographic film.

My long-term ethnographic work (since 1991) focuses in Japanese coastal communities, most recently on the impact of the 2011 Great East Japan Earthquake in Miyagi Prefecture. This ethnographic fieldwork has been funded by groups such as The Japan Foundation, The Centre for Northeast Asian Studies (Tohoku University), and the Japan Society for the Promotion of Science.

I am also researching the role of cultural heritage in social resilience with fieldwork in Miyagi, Japan. A part of this work includes investigation into oral history, place attachment, justice-- including different environmental justice and varying types of disaster justice.

My most recent European project, for which I was the Project Coordinator, was the H2020 Project PERICLES: PrEseRvIng and sustainably governing Cultural heritage and Landscapes in European coastal and maritime regionS (2018-2021). https://www.pericles-heritage.eu/

My regional experience includes Japan, Southeast Asia, and Southern Africa in addition to Greenland and the European Union.

My many service activities included serving as the Editor-in-Chief for The Commons Digest. I also served on numerous international conference committees such as for MARE People and the Sea (Amsterdam) and the International Association for the Study of the Commons; serving as a reviewer for numerous academic journal (e.g., Ambio, the IJC, MAST, Fish and Fisheries ICES Journal of Marine Science, serving as an executive board member for Sea and Shore (DK); MARE (the Netherlands); the IASC (International); and serving as an invited International Scientific Expert for the Dutch Pulse Trawl Research Programme. 2015-2019. Abstract Introducing the Special Collection on Coastal and Maritime Cultural Heritage, this article focuses on the cultural heritage of coastal regions and maritime cultures and presents a summary of threats and topics found in recent cultural heritage research, especially around the themes of governance, resilience, transformation, and power (including gender and marginalization). Cultural heritage (CH) is a super-concept: it connects a wide diversity of heritage types (tangible and intangible), and cuts across a variety of public policies. Yet coastal and maritime cultural heritage (CMCH) faces risks from conflicts, environmental hazards, and from a neglect arising from lack of understanding and consideration of its value. Additional risks from governmental Blue Growth policies and economic factors put CH at even greater risk. As cultural heritage is increasingly being tapped for its economic importance in development and tourism– and neglected in maritime policy– greater scholarly understandings and conceptualization of CMCH are needed. This special collection is one step in the direction towards further understandings, protections, and utilization of CH for coastal societies and culture. As economic valuations increase, however, we should not forget that cultural heritage in and of itself holds intrinsic value. Looking across Europe and the world, coastal peoples’ cultural heritage tells us a story of generations of linkages and bonds with coastal environments. Such CH imparts a sense of place and belonging to people, and connects people to one another, their pasts, and their futures. We hope this Special Collection provides a sense of the beauty of CMCH and inspires further exploration and research around this super-concept.

•Small-scale fisheries (SSF) experience a wide range of conditions and drivers of change that exacerbate their vulnerability. •Forms of vulnerability experienced by SSF also highlight potential transitions towards greater viability, and reflect how vulnerability and viability are linked processes in 5 major domains. • This situational analysis was co-developed as part of a global network of SSF researchers and practitioners across Africa and Asia. •Three policy and governance strategies are emphasized as initial steps to a transition to greater viability, including more community-centered approaches, IUU fishing and addressing gender issues. • Outcomes of the situational analysis can be used to catalyze additional country and regional scale assessments and leverage opportunities for governance of small-scale fisheries.

This article focuses on the importance of gender research in the intangible cultural heritage of fisheries (including shellfish and seaweed farming) as a means to better preserve coastal and maritime cultural heritage. Fishing activities are based on knowledge, the “know-how”, accumulated through experience over time and transmitted to new generations. As written sources have tended, historically, to be written by men, fisheries, shellfish and seaweed farming are usually viewed today as male activities from which women are excluded. However, participant observation and qualitative interviewing of fisheries’ cultures show us this is often not the case. Therefore, this article fills a gap by describing two maritime cultural heritage case studies that provide researchers and practitioners with alternative sources of information, such as oral history and qualitative interviewing. Moreover, policies to conserve maritime intangible cultural heritage require a better understanding of gender-differentiated practices as well as of ways of knowledge acquisition and gender inequalities in such heritage.

This paper reflects on the effects of eco-certification on small-scale fisheries and the possibilities for including social sustainability considerations in fisheries certification schemes for small-scale fisheries. The paper reviews existing eco-certification schemes and presents empirical data on Danish small-scale fisheries and a new Danish certification scheme. Our findings suggest the universalism most eco-certification schemes build on needs to be critically examined and that the wage worker-centrism that characterizes most work on social sustainability indicators is not universally applicable in all fisheries. Social sustainability criteria need to be continually revised to take sociocultural contexts into account and avoid the unintentional exclusion of certain segments.

Cultural heritage (CH) is frequently included in spatial development discussions and spatial policy and planning activities. Traditionally, a strong emphasis has been given to the protection of mostly tangible CH artifacts when faced with pressures of specific development proposals and activities. As such, debates over CH aspects have often been associated with reactive planning approaches aiming at protection of certain CH values. However, CH is increasingly also integrated into more strategic and proactive development and planning discussions. This has opened up the opportunity to discuss how CH may also be considered a ‘development driver’ in some situations. For instance, in maritime and coastal areas with little attention from mainstream city-centered socio-economic mechanisms, however also in urban areas, such as ports, in transition away from an industrial past. Maritime and coastal cultural heritage provides a sense of place, identity, unity, and belonging to residents of maritime and coastal regions. CH, rooted in both tangible and intangible aspects such as specific landscapes, seascapes, buildings, stories, traditions, language, and cultural practices, is a fundamental part of every society. It connects people to each other and to the past and helps guide the future. It is based on the past, but it is also living—constantly changing and adapting—as all culture is. Yet, CH is also at risk through diverse drivers, such as climate change, non-CH sensitive economic and spatial development, and demographic change. With strong calls for Blue Growth from the European Union and in different economic sectors, it is important to make explicit connections to the values of CH, the risks it faces and to the benefits to preserving and safeguarding CH for current and future generations. With due consideration, CH can be both preserved and sustainably utilized. With sustainable utilization of maritime and coastal CH as an ultimate goal, this article presents our understanding of maritime cultural heritage based upon a theoretical framework of three pillars: space, place, and identity; resilience and adaptation; and deliberative and participatory governance. Combining these three theoretical pillars brings insights for the sustainable usage and governance of maritime and coastal CH for the benefits of society. Only once the importance of coastal spaces and places and how they form identities are known; how cultures and society are vulnerable or resilient and can adapt; and how good governance takes place, can CH be used sustainably—to the benefit of society and enabling Blue Growth.

Greenland appears well-positioned to implement the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). Its existing national policies focused on human rights, food security, gender equity, and fisheries align with the objectives of the SSF Guidelines. Further, Greenland’s history of political support for small-scale fisheries gives reason that implementation is feasible. However, Greenland’s economic growth objectives via natural resource exploitation are in opposition to the SSF Guidelines and Greenland’s history of political support of small-scale fishers and fish workers. We show that small-scale fishers and fish workers in Qeqertarsuatsiaat, Greenland are in pernicious harmony with large-scale buyers. Through a representative survey among small-scale fishers and fish workers (N = 21), we find that small-scale fishers do not recognize large-scale buyers as resource competitors. Beyond recognition, such a configuration between government, small-scale fishers and the large–scale sector underestimates the small-scale sector’s capacity for innovation, hinders profit margin growth and market diversification, and perpetuates inequality between the large- and small-scale stakeholders. Our results demonstrate that, while Greenland may have a track record of implementing progressive human rights policy, implementing the SSF Guidelines requires reconciling competitiveness and understandings thereof, in Greenland’s fisheries. By highlighting blind spots in Greenland’s small-scale fisheries governance and management, we anticipate our study will help serve as a starting point for re-harmonizing Greenland’s small-scale fisheries policy design together with local, national and international objectives.

The book editors, Yinji Li and Tamano Namikawa, invited 48 contributors to cover all aspects of small-scale fisheries in Japan without losing sights of the broader picture, and with an intention to situate Japanese small-scale fisheries in the global context. The book opens up with an overview of small-scale fisheries, followed by several chapters addressing various aspects of small-scale fisheries governance. Part 3 centers around the rich and lively portraits about small-scale fisheries and the fishing villages, giving a portrayal of small fishing towns, dotted around the Japanese coastline. The dynamics in the fisheries and the fishing communities are further illustrated in Part 4. Part 5 offers something very unique: after looking into the Japanese small-scale fisheries, it is now looking outward, making comparison with 13 countries in the region and across the oceans. Returning to the point that small-scale fisheries are not isolated from other sectors or other forces outside of their communities, Part 6 of the book looks at small-scale fisheries in the broader context, such as ocean warming and other ocean development like renewable energy. The last part captures the voices of fishers and fishers’ organizations, as well as of those working in different government agencies and research institutions, about the issues and concerns in small-scale fisheries. The book also marks the official start of the "TBTI Japan Research Network, ” which brings together scientists, practitioners, community groups and organizations interested in small-scale fisheries.

The vision of regional co-creation is the implementation of utilization technology for locally generated unused resources based on gastronomic geopolitics and the fostering of a green job market. Here, the creation of a green job market based on gastronomic geopolitics is targeted at the following three goals: 1) proper management and environmental conservation of locally generated unused agricultural, forestry, and fishery resources, 2) behavior change of environmentally conscious consumers and producers, and 3) cultivation of highly specialized human resources and job markets that will be responsible for green jobs. In order to achieve these goals, the project will focus on [A] desirable fishery resource management from the perspective of gastronomic geopolitics, [B] desirable agroforestry resource management from the perspective of gastronomic geopolitics, [C] environmental impact assessment through nutrient/supply chain, [D] proposal and implementation of a two-way consumer-producer interlocking system, and [E] Research and development and knowledge derivation shall be promoted for the five R&D issues of proposing an educational package and building a co-creation platform to foster a green job market. Primary industries are greatly affected by intensifying climate change, and changes in marine ecosystems are particularly significant. While local food cultures that have been cultivated until now are required to adapt to climate change, food is also one of the most conservative cultures. Understanding the environment and ecosystems that support primary industries and adaptation of food culture to climate change are areas where academic knowledge is lacking, and research and development will be conducted by academia to create knowledge in these areas. In addition, in promoting the utilization of unutilized agricultural, forestry, and fishery products, we will collaborate with the public sector to design a system through problem sharing and awareness-raising. Local high schools will also participate in the project and work with businesses to jointly develop products that utilize unused resources, as well as support the creation of green jobs and create opportunities for co-creation education. Through this proposal, we aim to secure job opportunities for future generations in the region by positioning "jobs" through the supply chain of environmental management and conservation, utilization of unused resources, distribution, and provision of primary resource supply and consumption as green jobs, and by fostering a job market that will serve as a career anchor for young human resources.
