    Abstract During/after disasters, language communication (or the lack thereof) can be a matter of life or death, particularly for “Indigenous/Tribal, Minority and Minoritized languages and peoples” (ITMs). Disaster and language studies have identified language barriers as critical because some ITMs do not understand basic risk communication, evacuation warnings, and recovery information. There are three major approaches to lowering these barriers in disaster contexts: (1) disseminating warnings and critical information in multilingual formats; (2) using bi/multilingual translators/interpreters and automated translator; and (3) using simplified language(s). However, this top–down approach is insufficient because ITMs need more than just selective information to cope with adversities. The basic communication rights to know, “talk about it,” and express one’s feelings after a traumatic event should not be a taken-for-granted privilege for speakers of the majority languages. The root causes of disaster linguicism, which focuses on the unique social vulnerabilities confronted by ITMs, have not been properly addressed. Drawing from our qualitative research, this article explores the role of Japanese language ideology in relation to the experiences of ITMs in the 2011 Great East Japan Earthquake and Tsunami.

    This study is an anthropological survey on the participation of new communities of migrant women organized after the Tohoku Earthquake and its activities as a self - help group in the Tohoku region. The purpose of this study is to suggest the possibility of empowerment of married immigrant women and the possibility of new symbiosis in the Northeast region. After the earthquake, migrant women in various parts of Tohoku organized a national community as recipients of disaster relief assistance.Since then, they have collaborated with the support group to gain the opportunity to participate in projects as community members. This study analyzed (1) the process of growth and development of the Northeast immigrant community, and (2) analyzed the social resources needed by each immigrant community activity in the host society.

    初めてヘイトスピーチを聞いた時「反感を感じた」71.9%、「驚いた」61.1%、「恐怖を感じた」49.7%の一方、「共感した」8.3%。「街頭で一緒にヘイトスピーチを唱えたい」1.7%、逆に「街に出てカウンター行動に参加したい」は10.4%。ヘイトスピーチを繰り返し聞くうち「違和感が増加した」52.8%、逆に「違和感が減少した」10.4%。 ヘイトスピーチを「表現の自由」と見なすのは23.4%、「法で規制すべき」は47.6%。法規制すべきなのは、「人権を侵害する言動」76.3%、「特定の社会的弱者への憎悪表現」10.9%、「表現の自由を侵害する言動」38.2%、「思想信条の自由を侵害する言動」37%、「特定の政治家への憎悪表現」10.9%。 外国人が増える結果として「日本の文化が豊かになる」70.7%、「社会の活性化」70.4%、「経済の活性化」59.2%、「日本人の働き口が奪われる」34%、「日本の文化がそこなわれる」22.5%。グローバル化で競争は激化、労働条件は悪化し、貧富の格差も拡大、将来への不安や閉塞感が増す中、少子高齢化で日本経済の停滞が懸念されるため、外国人に肯定的期待を寄せる者は少なくないが、外国人が対等・優位になり自分の既得権益が脅かされたり、追い抜かれる場合に排他的な傾向が強まる。「全体主義、排外主義ではなく、一人一人が大切にされ、お互いの個性、豊かさを尊重する、豊かさを分け合い、共に生きる社会を望んでいます。ヘイトスピーチをする人々は社会の中で自分が大切にされているという実感がないのではないでしょうか」(日本籍女性・自由記述より) ヘイトスピーチのターゲットとされた人々のアイデンティティにダメージを与える、特に子どもの成長に悪影響が大きいと考えられている。コミュニティの中で生きる場合より、孤立無縁でカミングアウトせずに生きる方がダメージが深いと思われる。

    We made studies on the intermarried couples and their children. In what we call cross-cultural families, we attempted to grasp the profiles of families, and shed light on what is the necessary support for them.We focused on the intermarriages between Japanese men and Chinese, Filipino, and Korean women.Also, we made studies about Korean support programs for these families for the comparison purposes. Individual as well as collaborative researches have been done. In the third year, we held a symposium on intermarriages and the related supports. To conclude the research, we compiles a report book (paged 166) that includes intermarried couples, their children, Korean cases, and the Japanese policies. We hope to publish our findings as a book.

    This research presented survey information on the state of marriage migrant women living in the affected areas following the Great East Japan Earthquake including the diversity of experiences, differing levels of integration into society, and differential access of the women to essential resources. Many foreigners living in the coastal areas of Tohoku are migrant women who married through introductions or o-miai arrangements. Following the events of 3.11, migrant women have begun to from their own community organizations and to increasingly participate in the local community. However, many migrant women remain isolated and vulnerable. What factors constitute their vulnerability? Through the lens of the women’s earthquake experiences, the goal of this research will be to raise important questions about the ongoing challenges in Japan of integrating gender and diversity.
