For future city planning incorporating historical and symbolic remains, the former Berlin Wall site is worth investigating. The purpose of this research is to explore the present situation regarding the use of the remains of the Berlin Wall, focusing on Checkpoint Charlie (CpC). Through comprehensive document research on the planning process and consensus building after the fall of the Berlin Wall, we found: 1) Similar to other urban development projects in Berlin, CpC is subject to intensive public participation. 2) Even today, more than 30 years after the fall of the Wall, no specific projects have been realized at CpC. 3) CpC reflects the difficulty of interpreting Berlin’s history and the uncertainty of plan realization. 4) Statutory city planning is instrumental in ensuring publicness and promoting consensus building.

<p>Community gardens are regarded as multifunctional spaces that can mitigate social problems; however, there are difficulties in the stability of their management and municipal support is needed. This study demonstrates how the Social City Programme of Berlin supports community gardens as a tool of residential environment improvement. Interviews with relevant actors revealed that the programme supported community gardens through district management in selected areas with challenges in the social structure. Concretely, the district management offices provide subsidies for initial or intermediate costs to garden projects and collaborate with nonprofit organizations and companies which play a role as garden coordinator. In conclusion, the programme helps both new and existing garden projects in terms of financial support and networking.</p>

The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden's role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. <p>All cities need to effectively plan green space to control irregular land development or utilize abandoned plots for a sustainable future. This article examines how Munich achieved sustainable development with a green belt policy that included self-harvesting plots. The data was collected through an interview with a civil servant, relevant planning documents published by the municipality, and field surveys. It was found that the municipality started conserving agricultural fields as a green belt based on a survey from the 1980s on agricultural lands and businesses, most of which were then in danger of disappearing. In addition, other ecologically important areas were added to the green belt. The number of self-harvesting plots used by urban residents has increased since 1999. The locations of these plots are carefully planned, considering soil conditions and water availability in the proximity of apartments without gardens. The plots are connected to other green spaces and can be accessed on foot or by public transport. In an urban-rural mixed area, a local-scale organic waste recycling system can be established by collecting organic waste from residential areas and utilizing it on a nearby farmland as fertilizer. The key-players driving this system should be urban residents due to their recent significantly increased motivation for agro-activities. However, despite an increase in interest, variables such as self-motivation, waste amount and labor can fluctuate over time. Therefore, this study aims to propose a solution to mitigate the effect of these fluctuations through a case study investigation. From the results, scientific knowledge was correlated to the gradual increase in organic waste suppliers. Regarding optimal labor control, findings highlighted the importance of assigning tasks according to each member's commitment degree.

In Vienna, in 1992 the municipality created a new zoning class, “EKLW: a recreational area Kleingarten for all year living”. Wiener Kleingartengesetz (the Viennese Allotment Gardens Act) was then amended so that gardeners could build a larger house in EKLW-type Kleingärten. This study investigates the amendment’s influence on the spatial characteristics of Kleingärten focusing on housing renovation. The comparison of traced land use in 2011 with the data of the past study in 1999 demonstrated that EKLW-type Kleingärten actually have larger houses than EKL-type Kleingärten and that the largest variation in house areas were found in the older EKLW-type Kleingärten. The main reasons for this, inferred from interviews with the gardeners, were as follows: that some of small houses built initially for seasonal stays still remain as they have been because the gardeners have used their plots for a long time or have inherited their plots with memories of their family; and that old narrow paths demand extra costs for housing renovations. We examined the relationship between urban public park characteristics and the evaluation of park management in the Designated Manager System (Shitei-kanrisya-seido: DMS) through the case of Hyogo prefectural park to improve the way of park management. The materials used for the analysis are plans of the targeted parks and relevant documents. According to these materials, the information on park types and facilities were sorted. Then we employed interview surveys with designated managers and their candidates to grasp how the evaluation of park management is conducted in the DMS. By using these results, existing problems of the DMS were discussed. The results show that the evaluation of park management based on park characteristics has not been sufficiently carried out in all the targeted parks. It was also found that designated managers had difficulty in understanding sufficiently what is the ideal management taking park characteristics into consideration like. These findings indicate the necessity of unique evaluation indicators for the park management evaluation in relation to park characteristics. The park management plans for each public park may be also needed.

Recently in Japan, intercultural policies that help to enhance communication between immigrants/refugees and local society are required, because of internal globalization. Focusing on a project in Germany called the intercultural garden (IG), which aims to integrate immigrants/refugees into local society, this paper reveals the status and social backgrounds of the establishment of the IG to consider its application in Japan. The results show that the IG originated as a grassroots activity by locals, and then eventually expanded across Germany through the efforts of the supporting organization. Our case study in Hanover indicated that IGs play a role as places for intercultural integration, but face the problem of a lack of participation by local Germans. It is also suggested that the role of the supporting organization and incentivizing the participation of local people are important when introducing IGs to Japan.

Nowadays community gardens have gained in popularity among developed countries. To understand the reasons why current urbanites need them, this study aims at elucidating the motivation of participants in a community garden in Hino City, which is located in the western part of Tokyo. Shimpo et al. (2014) divided the participants into three clusters focusing on the extent of their commitment. The most hardworking cluster consisted of senior men and women, whilst the other clusters consisted mostly of younger women. Based on these previous results, subjects were selected from each cluster and the focus group interviews were conducted. The subjects discussed why they started participating in the community garden in connection with their personal history. The preliminary result of the interviews showed that the subjects from the most hardworking cluster were eager for social participation with a sense of contribution using their abundant leisure time and skills. It also turned out that the activities of community gardens reminded them of their childhood in a nature-rich countryside. Moreover, the promotion of their health was referred to. Balancing Residences and Green Spaces in a Growing City: Changes in Actual Use of Allotment Gardens in Vienna after 1990s

Allotment gardens have been a kind of important green spaces in European cities since the end of 19th century. The main function of them had been food producing until W.W.II ended and we are not facing such a food crisis now. However, many allotment gardens still remain in many cities. Vienna is one of such cities and the city government amended the allotment garden law in 1994. Since then, users of allotment gardens can legally live in their plots all year round. This research aims to find what changes have occurred in actual use of Viennese allotment gardens since the amendment of the allotment garden law and discuss the current function of them. By recording present layouts of plots and comparing them with ones in 1970s which can be referred to documents, the following facts were found. First, there are fewer trees in plots renovated after 1994 than in older plots. Second, visitors walking a path can hardly see and enjoy gardens within renovated plots because of the position of new buildings inside plots. Expanding kitchen waste recycling systems requires increased participation in these systems and proper separation of waste. This paper identifies keys to establishing successful kitchen waste recycling systems through a case study of a successful community garden in Hino city, Tokyo. We first conducted interviews to determine how kitchen waste suppliers are enrolled and how collect kitchen waste is collected. Our findings demonstrate that most new participants are not core members, but supporting members engaged only in separating kitchen waste. Next we investigated the relatiionship between gardeners and kitchen waste suppliers by analyzing residential location and garden publications. Our results suggest that kitchen waste suppliers separate their waste properly because they are acquainted with gardeners and aware of how kitchen waste is utilized through their informational publications. Thus, differentiation of kitchen waste suppliers and gardeners, and the intimate relationship between them, are key to establishing successful systems.

As urbanization proceeded so far, urban residents got detached themselves from food production and relied on huge global food systems. However, in recent years people have again started growing their own food and sharing it with their neighbors. This study focuses on community gardens in three countries located far away from each other and examines these new food systems formed through urban gardening. In Seseragi Nouen, located in a suburb of Tokyo, Japan, anyone who participates in garden activities to grow vegetables receives a portion of the harvest from the garden, no matter how long he/she works. Volunteer gardeners are not charged for receiving their portion of the harvest, although the neighbors who provide kitchen and green waste for the garden compost must pay a fee to have their waste collected. In the New Brighton Community Gardens in Christchurch, New Zealand, local residents are also given vegetables for free if they work in the garden. After severe earthquakes struck the region in 2010 and 2011, the gardeners distributed their harvest to other neighborhood residents for free. Extreme environmental events, such as earthquakes, tsunami, and hurricanes cause severe psychological strains leading to physical disabilities (Keskinen-Rosenqvist et al. 2011). Community gardens can bolster both individual and community resilience in disaster zones (Okvat and Zautra 2014). Recent case studies show that following extreme storm events, community gardens can supply food (Sims-Muhammad 2012), enhance social empowerment in the context of inequality (Kato et al. 2014) and provide safe gathering spots and restorative practices to remind people of normality (Chan et al. 2015). However, the role played by community gardens in enhancing resilience following earthquakes is less well known. To fill this gap, we conducted a study of a community garden in Christchurch, New Zealand, located in the epicenter of the 2010/2011 Canterbury earthquakes. A questionnaire-based survey, participant observation and in-depth interviews determined whether, and how, the garden contributed to gardeners’ recovery following the earthquakes. 本研究の目的は、ベルリンの壁跡地の空間利用が21世紀のオープンスペース整備論に対して批判的示唆を与えると仮定し、当地を誰がどのような考え方に基づき、何が行われ、結果としてどのような空間変容が生じ、何が成果・課題なのかを実証的に明らかにし、マクロ・ミクロでオープンスペース整備論を批判的に考究することである。 2021年度は、当初の研究実施計画に基づくと、「再統一後のベルリン全体の都市空間整備戦略とベルリンの壁跡地の位置づけの変遷分析」「空間利用類型ごとの主体間連携の仕組みや活用実態、現況の課題に関わる事例分析」に取り組む予定であった。しかしながら、新型コロナウイルス感染症やウクライナ危機など、渡独が困難な状況が続き、現地でのミクロ調査に基づく実態把握は実施できていない。他方で、コロナ前に実施したベルリンの壁周辺の公園整備に関する事例調査を査読なし学術論文として投稿・掲載された。かつデスクワークのみであるが、ベルリンの壁の跡地利用を考える上でも重要視される地点の再統一後の整備・開発・保全の方針と具体的プロセスについて年度末に学会投稿を行った（現在、査読中）。一連の成果報告の中で、ベルリンの壁跡地を巡る主体間の関りの多面性があらためて明らかになるとともに、結果としての機能分担が行われていることが明らかになった。 2022年度は、渡独が可能になれば、現地調査を行うとともに、文献調査で可能な本研究のキー概念や事例調査、GISでの客観的分析にも注力し、全体としての研究目的に達することに努めたい。

This study focuses on Heinrich Mayr, who came to Japan as a hired foreign teacher at the end of the 19th century in Japan. By organizing newly obtained materials and Mayr's handwritten sketches, the influence of his international exchange on forestry and landscape planning was discussed. The findings show that Mayr was trying to observe and understand Japanese tree species and forests in detail, as well as the culture of the region and its people, and that he valued human interaction. It is assumed that Mayr became an important link between Germany and Japan and his knowledge transfer was helpful in establishing and fostering forestry science at a time when Japan had just opened its borders to the rest of the world. On the other hand, for Germany, Mayr’s contributions to the understanding and utilization of foreign tree species including Japanese ones for forest management were also significant.

Recent refugee and economic crises has brought the populism related to xenophobia in many countries including Japan. To avoid further brutal conflicts and realize peaceful communities, it is an urgent task to form multicultural society where diverse people have respect for each other. For this goal there should be urban spaces where people can communicate with others who have different backgrounds and understand them. Garden activity is a good way for people to work together without any professional skills or high language skills. People also can share their enjoyment and goals through growing and eating food. Therefore, this study aims at examining impacts of community gardens on forming a multicultural community and tips on the management of such community gardens. First, social surveys will be conducted to investigate advanced cases in Europe. The results will be utilized for the experiment on the establishment of a community garden in Japan. Through these experiments its effects on multiculturalism and problems on the management will be suggested.
