    <title>Abstract</title> Asia-Pacific lacks an environmental leader. Japan, a forerunner of environmental regulation in the 1970s, started to engage in active environmental diplomacy in the post-Cold War era by hosting conferences of parties to multilateral environmental agreements such as the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and the United Nations Framework Convention on Climate Change (UNFCCC) as well as providing a massive amount of environmental aid. Then, in the 2000s, Japan’s initiatives became substantially weakened and have gained a negative international reputation as the country took a considerably passive position to the Paris Agreement, filed many reservations to the CITES listing decisions, and withdrew from the International Whaling Commission. This article explores, through six brief case studies, the factors and structures that systemically impede Japan’s environmental leadership and norm internalization. It highlights the constraining factors behind Japan’s devolution including its closed bureaucratic system and the lack of positive engagement of Japanese scientists. Finally, it addresses the future prospects of environmental cooperation in the Asia-Pacific.

    There is a growing literature on public surveys regarding solar geoengineering, but the spatial coverage has been mostly limited to the Western societies. However, the non-Western voices are paramount to climate engineering governance since technology&#039;s reach is global and since different cultures and socio-political backgrounds might substantively affect governance discourse. Here we report a preliminary analysis of an international webbased survey conducted in March 2016, targeting university students in Japan, Korea, Australia (OECD countries), China, India, and the Philippines (non-OECD), a diverse set of six countries in the Asia-Pacific region. Our questionnaire builds on earlier studies by Mercer et al. (2011) and Merk et al. (2015) but digs deeper into the aspect of field experimentation. The survey results show that non-OECD undergraduates tend to be more seriously concerned about climate change and open to the idea of climate engineering than OECD counterparts. Majorities of the students believe that an international framework is needed and that scientists should openly disclose all the results of field tests, including negative ones.

    The Japanese fisheries industry has significant influence on Japan's negotiation position in the tuna Regional Fisheries Management Organizations (tRFMOs). Towards the negotiations of the management strategy evaluation, Japan's position is likely to be determined by industry's interests. Given that the fisheries industry generally has significant power in deciding on a country's negotiation position, it may be said that the acceptance of management strategy evaluation in the tRFMOs is because it takes the fisheries industries' interest into account through stakeholder participation.

This concept can integrate the elements of forecasting, which assumes valid logical solutions based on the analysis of current problems, and those of backcasting, which posits future desirable goals and works backward to determine what kinds of present measures are required. This research outcome can lead to the development of future research with further application of the concept of anticipatory governance.

    The study evaluated Japan's contemporary fisheries law and policy in the context of global governance for sustainable fisheries and made some suggestions on how to handle various difficulties identified. It focused on the conservation and management of resources and the regulation of IUU fishing. The compatibility was assessed between Japan's practice and the principle of sustainable fisheries at three levels that incorporate an interdisciplinary perspective. They included: contribution to achieving the internationally established principle of sustainable fisheries with consideration of ecosystems; compatibility with the object and purpose of each of the relevant treaties; and compliance with treaty obligations. Some structural problems were identified in Japan’s practice. Suggestions were made for overcoming them from various angles, such as the interpretation and application of treaties or laws, amendment of laws, administrative measures, relationships between stakeholders, etc.

    Through discourse analysis, media representations and framings of Carbon capture and storage (CCS) from 1990 to 2010 in Japanese newspapers (Asahi, Yomiuri and Mainichi Shimbun), it was argued that Japanese newspapers had framed CCS as a promising technology for large CO2 emissions reduction and were very optimistic towards CCS development and deployment while they neglected leakage risk of CO2 and lacked regulatory perspectives for CCS governance. In this respect, it can be concluded that media framings of CCS function to legitimize technocratic governance of Japanese CCS policymaking. The conducted interview survey with authorities of the Tomakomai City revealed that the demonstration project at Tomakomai has not initiated a bi-directional communication with the public and the general key factors of the project are the treatment of leakage risk, the relationship with the neighboring fishing cooperative, and the leadership of the mayor of Tomakomai City.

    How has the international society coped with the problem of overfishing highly-migratory tuna fish? Above all, how has Japan dealt with this problem since it consumes large quantities of sashimi tuna (Atlantic bluefin, Pacific bluefin and Southern bluefin tuna) and skipjack tuna? As the result of this research project that conducted a field study about conservation and management measures for tuna across five major regional fisheries management organizations, it became crystal clear that adequate catch limits are essential for sustainable fisheries while fish stocks relatively maintain a sound stock level.

    The institutional interaction between ozone and climate regimes has created disruptive effects to both regimes. Such interaction is analyzed in terms of interplay management. Concretely, the past interplay management was described and the future management options were evaluated in terms of their probable effectiveness.     The overall objective of this research project is to build a systematic knowledge base to pursue the policy aims of enhancing synergy and avoiding disruption, including analysis of existing policy-interlinkages, between climate and non-climate policy issues at the international level in dynamic terms, identifying potential interlinkages among the regimes in question. In order to achieve the objective above, the first priority is to develop a theoretical concept which categorizes the phenomena of policy-interlinkages. This concept is policy-oriented and also aims at bridging the domestic and international analytical levels, which had not been paid much attention to, and enables us to pursue the third task explained below. Secondly, a detailed inventory of existing and potential cases of policy-interlinkage between climate change and non-climate issues will be constructed. Scientific assessments play also a significant role in our researchbecause they are necessary so that the full potential of interplay can be realized. Thirdly, selected cases of policy-interlinkage are analyzed in-depth according to three levels: at the international level, exploring policy options for responding to policy-interlinkage along with causal analysis and evaluation of the actual response to policy-interlinkages; at the domestic level, analyzing the cause of and evaluating the institutional response to policy-interlinkage; at the interactive level between domestic and international settings, analyzing to what extent the response to policy-interlinkage at the international level could be explained by the domestic responses, and how domestic responses can contribute to enhance synergistic and mitigate disruptive effects of policy-interlinkages. The main results are summarized as follows: (a) The conceptual framework developed by Sebastian Oberthur and Thomas Gehring was confirmed as an appropriate framework by investigating the case studies of biodiversity, ozone layer protection, WTO, and ocean regimes. (b) A theoretical framework connecting international and domestic levels with regard to interlinkage was developed. Specifically, the dependent variable is a country's foreign policy regarding interlinkage and the explanatory variable is its domestic policy priorities and the level of policy integration implemented in the country in question. This was tested against Japan's diplomacy regarding the interlinkage between climate change and biodiversity regimes, and revealed necessary improvements and elucidated its validity to some extent. (c) A conceptual framework addressing the learning of scientific assessments was established.

    研究の目的 本研究申請は、東北アジアの越境環境の理解と保全を進めるための多国間学術ネットワーク、アムール・オホーツクコンソーシアムの活動を、これまでの自然科学中心の議論から学際的かつ実際的な取り組みにすすめるべく、国際関係論、国際法、鳥類保全学の分野の研究者が連携することにより、より具体的な問題解決のためのプログラム案作りのために企画された。これまではややもすれば発散しがちであったアムール・オホーツクコンソーシアムの取り組みを、より具体的な形で取りまとめ、中国、ロシア、モンゴルの研究者を積極的に参加させるためのプログラム案を形にすることが本研究の目的である 研究計画 研究代表者と分担者が低温科学研究所にて2回の会合を持ち、１）これまでのコンソーシアム活動の総括、２）問題点の抽出、３）新たな注目点の創出を討議する。問題点のひとつは、これまでのコンソーシアムの議論があまりに広範な問題を扱ったため、具体的な保全活動に結びつかなかったという点がある。このため、本研究では、河川環境と海洋環境を結びつけるひとつの具体案として、極東地域に生息する渡り鳥に注目し、渡り鳥の保全のための陸域・海域環境保全策を、自然科学（鳥類保全学、地理学、雪氷学、海洋物理学、海洋地球生物化学）と社会科学（国際関係論、国際法）の協働によって提案する。この案を該当する多国間で取り組めるようなプログラムに昇華させることが本研究の最終的な目的である。 本研究所との共同研究の必要性（研究集会は集会開催予定期間も記入） 本研究で議論の中心となるアムール・オホーツクコンソーシアムは、設立以降、低温科学研究所に事務局を置き、低温科学研究所の研究者が中心となって活動を進めてきた。同研究所の環オホーツク観測研究センターは、ロシアとの学術ネットワークを築いてきた国内拠点の一つであり、同様な拠点の一つである東北大学 東北アジア研究センターに所属する研究代表者が共同研究を立案することにより、実りの多い国内・多国間共同研究につながることが期待されるため。 期待される効果 日露の経済活動が促進されようとする今、その環境面への影響を懸念する声が多い現状では、社会的な重要性も高い。メンバーのこれまでの実績も十分であり、2回の会合を持つという低予算に比較して、大きな成果が予想される。本研究の成果は、2018 年にウランバートルで開催を予定されている第5回アムール・オホーツクコンソーシアム国際会合の基本的な骨子を決めるものであり、その成果は国際的な波及力をも持っている。

    気候工学は人工的に気候システムに介入して地球温暖化の影響を抑える新たな対策であり、地球温暖化対策の遅れゆえ急速に関心が高まっている。 気候工学の一種である太陽放射管理（Ｓｏｌａｒ Ｒａｄｉａｔｉｏｎ Ｍａｎａｇｅｍｅｎｔ， ＳＲＭ）は未成熟な技術であり、気候冷却の効果はある程度想定できるが、地域的な気候変化やさまざまな副作用、人為的気候制御の倫理的課題など潜在的に多くの問題を抱える技術である。したがってステークホルダーとの協働の上で（研究開発を途中で止めるというオプションも含めた）適切な科学技術ガバナンスが必要である。 本ＦＳのＰｈａｓｅ１では日本のステークホルダーとワークショップを開催し、ＳＲＭ、その中でも成層圏エアロゾル注入に関する研究課題をＣｏ－Ｄｅｓｉｇｎした。Ｐｈａｓｅ２ではこれらの研究課題から一部を選定し、Ｃｏ－Ｐｒｏｄｕｃｔｉｏｎを試行する。これにより、ＴＤ研究を本格実施する際の研究計画について、学術的実行可能性、分野横断的協力研究体制、発展可能性などについて検討する。 またＰｈａｓｅ１では現実性を鑑みて日本のステークホルダーに焦点を絞ったが、Ｐｈａｓｅ２ではアジアとの協働体制の検討や、各国の市民との対話についても基礎調査を行い、ＳＲＭガバナンスのＴＤ研究における望ましい協働のあり方について検討する。

    本研究は、グローバル化時代における日本の持続可能な漁業を推進するため、法・政策論の観点から、漁業を含む海洋生物資源の保全分野における国際的規律の展開との相関関係において、日本の関連国内法・政策を検証し、その現状と課題を明らかにして、対応策を提示する。さらに、この分野における将来の国際法・政策形成と実践における日本の国際貢献の可能性についても、法・政策の見地から示唆を得る。そのために、関連分野で一定の実績のある国際法学、国際関係論、行政法学、行政学の研究者が集まり、学際的研究を行う。 近年、漁業を含む海洋生物資源の保全分野では、日本漁業や日本政府の主張に対する国際的批判、それを背景とする国際的措置が目立っている。例えば、日本の南極海での調査捕鯨が国際捕鯨取締条約違反であると判示した国際司法裁判所(ICJ)判決(2014年3月31日)は、日本の海洋生物資源の管理のあり方の正当性が問われた重要な判決である。また、中西部太平洋マグロ類保存条約に基づく政府間委員会(WCPFC)における太平洋クロマグロ保存管理措置(幼魚漁獲量の半減)の決定(2014年12月5日)は、マグロ漁業が盛んで世界全体のマグロ消費量の8割以上を占める日本にとって重大な国際的規制となる。そして、日露間のカニ密漁・密輸防止協定(2014年12月10日発効)にもあるように、貿易制限措置による持続可能な漁業推進のための資源保護の発想は、野生動植物国際取引規制ワシントン条約のみならず、日本を当事国とする多数国間・二国間漁業条約でも制度化されつつあり、さらに、環太平洋戦略的経済連携協定(TPP)交渉では日本国内の漁業補償制度等も大きな争点となりうる。それに加えて、過去を振り返れば、日本は遠洋漁業国にもかかわらず、他の漁業推進国(ノルウェー、カナダ等)と比べて国連公海漁業協定(1995年採択)の交渉過程への積極的関与は少なく、また、この条約の批准もかなり遅れた(2006年)。国連を中心とする太平洋の公海流し網漁業の制限も、実質的に日本の漁業を念頭においていた。以上の問題状況は、国連公海漁業協定の締結に象徴される、1990年代以降顕著な環境法・政策との交錯による国際漁業法の発展や、法制度の実効性を高めるための新たな措置の導入といった近年の国際漁業法・政策の展開に、日本の漁業法・政策が十分対応しているのか、また、地域・二国間漁業条約をめぐる国際交渉や関連国際機関等で、日本がそうした国際漁業法・政策の発展に如何に関与してきたのか、という問いを提起する。これは、伝統的な漁業国日本の関連国内法(「事業法」として「完結的な」法体系を擁する)・政策と、19世紀半ばに出現し、20世紀末以降ダイナミックに展開している国際漁業法・政策間の相互作用関係如何に着目した、実践的にも有意味な問題提起である。 本研究は、法学・政治学に

    SRMガバナンス、特に研究ガバナンスに関する議論は既に欧米を中心に進んでいる。医学分野などを参考に研究倫理の確立が進み、研究の原則としては研究の透明性の確保やステークホルダーとの協働など、アシロマ原則やオックスフォード原則が謳われている。 しかし、こうした原則を含めた具体的なガバナンスの制度構築の議論はまだ始まったばかりである。また、こうした取り組みにはアジアやアフリカなどの声が十分に反映されているとは言いがたく、欧米の視点でフレーミングがなされている。だからこそアジアの一員である日本で、本文書が提案する FSを行う意義は確実にある。 達成目標としては、既存研究の包括的なレビューは当然のことながら、TD研究を実施するためのステークホルダーの参加方法––ステークホルダーの参加を有機的にガバナンスの設計につなげるための、専門家とステークホルダーのそれぞれの役割や議論の論点、方法（例えば、コンセンサス会議など）––を設計することである。

    本研究は、北東アジア地域の越境環境協力の現状を検証するとともに、実践的にも有意義な理論を構築することをめざすものである。そのために、大気保全の分野をとり上げ、EANETの効用と限界を論証するとともに、欧州地域の先行事例であるLRTAP条約と追加議定書、東南アジア地域における「ハードな」法的枠組であるASEAN煙霧協定に基づくレジームと比較しながら、その特質を明らかにする。ここではとくに協力促進の阻害要因に着目し、北東アジア地域及び諸国内における外在的な諸要因、例えば地政学的要因や国内統治システムのあり方等も視野に入れた分析を行う。そして、得られた知見を基礎に、将来の北東アジアの越境環境協力に関する有効なモデルの構築を試みる。
