My primary task at Tohoku University, Graduate School of Environmental Studies is to develop the interdisciplinary education program. My research aims to develop new and improved scientific tools for natural resource management ( fisheries) through advanced economic and policy analysis. Currently, I am looking for new graduate students who is interested in bioeconomic analysis, fishery policy, and sustainability education.

    The COVID-19 pandemic exposed the fragility of global and domestic seafood markets. We examined the main impacts and responses of the small-scale fisheries (SSF) sector, and found that mitigation and preparedness strategies should be prioritised to boost resilience in SSF. We provide five policy options and considerations: (1) improving access to insurance and financial services; (2) strengthening local and regional markets and supporting infrastructure; (3) recognising fisheries as an essential service; (4) integrating disaster risk management into fisheries management systems; and (5) investing in Indigenous and locally-led fisheries management. Response and recovery measures need to explicitly build strategies to maintain or boost inclusion and equity in SSF.

    In this paper, we extend the competencies framework of education for sustainability development (ESD) to argue that critical thinking should be taught as a core competency and that normative dialogue functions as a key competency. We then develop a pedagogy for teaching these competencies, reviewing the results of our teaching implementation, and drawing conclusions about the effectiveness of both the framework and the pedagogy. We establish the need for education in critical thinking and normative dialogue by rehearsing and building on the history of ESD. We begin by looking at how ESD has focused on competencies to solve wickedly complex problems. In light of this, we propose critical thinking as a core competency necessary for tackling these difficult issues outside of the expertise of specific fields. Building on the Delphi report of the American Philosophical Association, we suggest that this can be accomplished when critical thinking is understood as purposeful, self-reflective judgment that also evaluates the considerations used in making such judgments. We also show that normative dialogue is necessary to bridge disagreements in complex human problems, and should thus function as a key competency. We then turn to our pedagogical approach, which involves teaching critical thinking through introductory sentential logic and fostering normative dialogue skills by familiarizing students with frameworks from both philosophical ethics and contemporary frameworks for human rights. We then describe our implementation at the Center for Sustainability Science of Hokkaido University as four sessions in an Environmental Ethics course. Using pre- and post-test surveys, we then evaluate the effectiveness of our curriculum and hold that our pedagogy needs revision to require more student work as it failed to produce the competencies we sought to foster. Finally, we conclude that further work can be done to refine the theoretical framework as well, clarifying the sort of critical thinking that is necessary for ESD, and considering additional tools to help students better engage in normative dialogue.

    本年度は、実際の魚種を想定した管理戦略評価(Management Strategy Evaluation)シミュレーションを試作した上で、日本の資源管理会議においてステークホルダーから要望のあった方策をとりまとめた上でMSEに組み込みんだ。さらに、これらの管理方策が実際にどのような効果を示すのかを検討するために、マイワシ太平洋・対馬暖流系群を例にとり、これらの管理方策が実際に適用された場合のパフォーマンスを評価した。それをもとに、日本の資源管理を想定したMSEにおいて推奨すべきパフォーマンス指標や可視化手法を提案した。さらに、MSEをインタラクティブに実施するためのGUIを試作した。様々な漁獲管理規則のパフォーマンス評価については、和文の原著論文としてとりまとめ、日本水産学会誌に投稿し、受理の連絡をいただいた。水産海洋学会では実際の魚種を想定したMSEの仕様について発表、日本生態学会では試作したウェブアプリについて発表を行った。

    This study utilizes operational and market data provided by the Kesennuma offshore longline fisheries to explore optimum fishing strategies. By using the spatial cluster analysis based on the spatial information of the operational data, haul value & weight and the composition of the catch fish species. With identified fishing grounds with the probability distributions of catch, value and species compositions, this study conducted stochastic simulations for fishing strategies to explore the optimal fishing strategies.

    Fishing communities in the northern Tohoku were severely affected by March 11 2011 tsunami by the Great Tohoku Earthquake. The off-shore longline fishery in Kesennuma, which mainly target swordfish and blue shark, was one of the few survived fishing vessel groups and has significant economic effects of this community due to the integrated operations of the local processing industries. From April 2012, their operations have shifted to group operations (“Syudan Sougyou”) from individual operations (“Kojin Sougyou”) to optimize the production by sharing information and the cost sharing under one of the national fishery recovery initiatives. This study evaluates the efficiency of their group operations by analyzing the integrated data set of log-book (i.e., catch location, fuel consumption, operational costs) and detailed daily market data of their landings (i.e., price, size). This study aims implications for their future strategies for the recovery.

    ◇世界に「認めて」 規制に先手「肉、皮、骨も利用」 サメ漁獲高が日本一の宮城県気仙沼市の気仙沼遠洋漁協が、「海のエコラベル」といわれる国際認証の取得を目指している。フカヒレ以外の部位も活用する気仙沼のサメ漁の持続可能性を証明することで、自然保護団体による規制の動きに先手を打ち、産地の差別化で東日本大震災からの復興につなげる狙い。現在予備審査中で、早ければ6月にも本審査に入る。【井田純】 英国に本部がある国際機関「海洋管理協議会」(MSC)による認証で、産学協同でプロジェクトを進めている。主導する北海道大サステイナビリティ学教育研究センターの石村学志(がくし)特任助教は「認証を得た気仙沼のサメが流通すれば、違法な漁法のフカヒレを市場から排除することにもつながり資源保護に資する」と自信を見せる。 気仙沼の2012年のサメ類水揚げは8764トンで震災前の約7割。最も多いヨシキリザメで1キロ200円以上だった価格も、150円を下回る。高級食材のフカヒレ需要の世界的な下落も追い打ちをかけている。 サメ漁を巡っては、ヒレだけを切り取って海に捨てる「フィニング」漁法が1990年代に問題化。中国政府が昨年末、公式の夕食会でフカヒレ料理を出さないと表明するなど、逆風が続いている。 気仙沼のサメ漁は、そうした漁法とは無縁。肉以外にも、皮は財布や時計のベルトなどに、骨はサプリメントの原料などに加工できる体制も整っている。ヨシキリザメは、国際自然保護連合の絶滅危惧種リストで「低リスク」に分類され、資源量も豊富だ。 だが、2011年2月に英紙が否定的に報道。漁協内から和歌山県太地(たいじ)町のイルカ漁のように海外の環境団体から反対運動が起きかねないと懸念する声も上がり、逆風を追い風に変える切り札としてMSC認証の申請を決めた。斎藤徹夫組合長は「誇りを持って漁を続けるためにもMSCで国際的に認められることは重要だ」と期待を託す。
