    This study aims to elucidate the current conditions, challenges, and related factors surrounding public-private partnerships (PPPs) in reconstruction urban development projects in areas affected by the Great East Japan Earthquake, including regions impacted by the Fukushima nuclear disaster. Furthermore, the research seeks to offer policy recommendations for enhancing the implementation of PPPs in future reconstruction efforts. To achieve these objectives, data were collected through questionnaires administered to local governments. The analysis involved a comparative assessment of urban development projects with and without reconstruction components, as well as cross-regional comparisons. As a result, it was found that regional differences were larger than the differences between reconstruction projects and non-reconstruction projects, and that PPPs were more difficult to consider and implement in Fukushima than in Miyagi and Iwate, and that the challenges were greater in Fukushima than in Miyagi and Iwate.

    The objective of this study is to clarify the reasons that the Business Improvement Districts (BIDs) in Japan has not been utilized from the perspective of promoting area based-management, and to explore directions for its utilization, mainly from a national perspective. In this study the researchers analyzed the results of a questionnaire survey of 111 local governments. As a result, this study revealed the following six reasons for the lack of utilization of this system. 1) organizational problem and burden of the local governments, 2) circumstances of based-management organizations, 3) inadequate practical information to introduce beneficiary assessment, 4) coordination with stakeholders in the area, 5) low awareness, 6) inadequate government subsidies.

    Under the official original recognition that Urban Regeneration Improvement Plan is the comprehensive institution in public-private partnership for urban improvement, the purpose of the study is to clarify the relationship between Urban Regeneration Improvement Plan and urban improvement activities by the private sector. The study uses the target, key performance indicator, and the ex-post evaluation of the plans, including those in which area based management exists. As a result of the analysis, public-private partnership in Urban Regeneration Improvement Plans for urban improvement is limited. Finally, it is suggested that the plan should be operated in accordance with its original recognition.

    This study aims to establish the framework of cost-benefit analysis of greening control regulations for public administration as a part of Regulatory impact analysis by evaluating an application of an ordinance to Osaka city. This study measures the followings by use of the consumer surplus measurement approach. 1) The fluctuation of social net benefit as the result of the change of the demand of buildings, because the demand changes due to the increase of building cost by the regulation. 2) The fluctuation of social net benefit as the result of the change of the social average cost by two reasons. The one is the increase of the average (internal) cost caused by the greening cost. Another is the decrease of the social average cost caused by the external effect of greening. As a result, this study can offer an experimental model of cost-benefit analysis of greening control regulations. Moreover, this study finds the possible errors due to the difference between the result of Cost-benefit analysis by the experimental model and the reality, and the direction and the extent of the effect of the errors.
