    This research aims to examine the validity and sustainability of promoting schoolbased disaster risk reduction through collaboration with family, community, and other related individuals and organizations by taking Yokohama City Kita-Tsunashima Elementary School as an example. The school introduced the School Management Council System (known as “Community School,” CS) and has continuously engaged multiple stakeholders outside the school in the school management. The study collected related materials such as the transition of the 10th year mid-term school management policy and conducted a field survey during the joint community disaster drill at the school. As a result, the study found that CS, which is an existing system in the Japanese education sector, a valid and sustainable framework, and that Kita-Tsunashima’s superb cooperation among schools, families, and communities by exercising their strengths may be a role model for other schools and communities for the disaster risk reduction. It demonstrated the accumulation of practices applying the CS framework with disaster activities at its priority brings about sustainable neighborhood planning and disasterrelated capacity development for the members of the community as by-products of the CSbased practices.

    The 2024 Noto Peninsula Earthquake, which struck on January 1 during Japan’s holiday season, may have led to some delays in response efforts. It is important to acknowledge that many individuals likely responded promptly, and this statement is not intended to criticize the responses of various parties. Another significant challenge was how regions outside the affected area could effectively support those impacted, especially in terms of school education soon after the disaster. This study provides a preliminary report on a school education support project initiated in response to the earthquake. The primary focus is on the centralized information portal site launched on January 3, designed for “supporting supporters.” Additionally, the study covers the rapid response meeting held on January 9 and the report meeting on May 8, both at the International Research Institute of Disaster Science, Tohoku University, Sendai, Japan. These initiatives aim to address and summarize current challenges and outline future directions for schools in Ishikawa Prefecture and across Japan. We hope that this study will contribute to recovery and reconstruction efforts in Ishikawa Prefecture and enhance resilient school education worldwide.

    Japanese citizens are still not fully prepared for an occurrence of the Nankai Trough Earthquake. In the Japanese population, it is not an easy task to achieve disaster preparedness, and to address issues such as a lack of initiative and low priority in disaster risk reduction (DRR). In their attempt to address these issues, the authors focused on Japanese elementary school students and their parents by conducting a lighthearted workshop that encouraged them to initiate risk reduction activities against disasters caused by natural hazards, including the Nankai Trough Earthquake. The workshop was a nonschool-based DRR activity, and it had the following characteristics: (1) the contents were comprehensively developed from a collaboration between researchers in science and engineering with a disaster science communicator and media personnel; (2) innovative contents were communicated in a creative manner; (3) incorporation of a “newspaper-making” activity; and (4) an online format that easily enabled those who did not have a close social network in the community to participate in it. The workshop was conducted with 21 families, and they developed original newspapers on DRR. The findings of the completed newspapers, participant observations, and questionnaire survey revealed that the workshop was an effective starting point for citizens to proactively engage in DRR, including the Nankai Trough Earthquake.

    The supreme court decision of the Okawa Elementary School tsunami compensation case has indicated that schools ensure safety from disasters by taking damages beyond prediction into considerations even if it is not projected on existing hazard maps. It is important for teachers responsible for school safety to learn how to interpret hazard maps based on the topography. The aim of this paper is to develop an online teacher training program to address the need.     The study discussed the utilization of records of a natural disaster at schools affected by the disaster for future disaster risk reduction. It dealt with a school-based tsunami disaster risk reduction education in Ishinomaki City, Miyagi Prefecture, which is one of the most severely affected areas by the 2011 Great East Japan Earthquake and Tsunami. Examining the history of developing the tsunami disaster education program, it discussed how timings and conditions for the elementary school children to learn from the actual tsunami disaster record of the community. As teaching and learning materials, local and original contents were utilized including locally displayed tsunami records in the community and the ‘Reconstruction Map’ that recorded progress of reconstruction in the school district, made by the school children between 2012 to 2014. The study found that disaster education shifted in 2016 from its focus on recovery to more on disaster risk reduction, five years later from the earthquake and tsunami, when the City experienced an earthquake with a tsunami warning for the first time since the 2011 disaster. This study intends to contribute to the issue of dealing with disaster experiences within school education programs.

    <p>Since 1987 in Los Angeles, USA, CERT is a community-based disaster risk reduction (DRR) model. In comparison with CERT, potential roles were found for SBL, a community-based DRR program in Sendai, Japan. With different approaches, CERT and SBL both promote self-help and citizens' mutual help. CERT first fosters individual volunteers and builds teams of trained volunteers; SBL fosters capacity of community-based DRR groups. CERT is national; SBL is implemented only by Sendai City. CERT training has modules based on individual interests and advanced training; SBL training is offered as a package. Results confirmed the importance of mutural learning from international as well as domestic experience for enhancing community-based DRR.</p>

    Severe human damage occurred by Tsunami during The Great East Japan Earthquake. The number of refugees in Sendai city was approximately a hundred thousand at the peak. Not only refugees from the coast area but also persons unable to return home in the urban area were included in the number. The purpose of this study is to clarify the regional characteristics of occurrence including transition of refugees in Sendai city during this disaster. The distribution of the concentrated receive zone of refugees from the coast area and the occurrence zone of persons unable to return home in the urban area was clarified based on analytical results by using refugees data of Sendai fire defense bureau. Long-term use of a shelter gives quite a few troubles to education because many schools are specified as a shelter for refugees. By considering the regional characteristics of occurrence including transition of refugees to the public disaster prevention planning, the reduction of educational function in school and the expansion of secondary damage in shelter should be prevented against future mega earthquake disaster with tsunami.

    Many researches to building damage due to earthquake have been carried out in cases of recent big earthquake in Japan. Most of the researches were based on the pattern charts by Okada et al. (1999) and by Kohiyama et al. (2000). However, the housing damage class due to ground failure on reclaimed land on hills is not clearly classified by the pattern charts.     &nbsp;&nbsp;This paper proposes an evaluation method of Regional Safety Factors (RSF) for local voluntary organizations to support their planning and measures for earthquake disaster prevention/mitigation. The RSF is defined as the ratio of the Emergency Response Potential Ability (ERA) to Earthquake Disaster Risk (EDR) of each organization. Against the expected Off Miyagi Earthquake with Mj=7.9, which is one scale larger than the usual assumption model with Mj=7.5, the proposed method is applied to all of the 1,391 organizations in Sendai City. First, based on the evaluated results, variance of earthquake disaster risk over the city-region is clarified. Second, despite higher risks being expected in some organizations, most of their preparedness levels for emergency response were uniformly low. Therefore, a strategy for disaster prevention promotion should be developed considering the spatial risk differences. When a voluntary organization creates a community action plan and/or a local government decides on a performance-based regional planning for earthquake disaster prevention, this proposed method can be expected with long-range monitoring and reassessments depending on the occurrence interval of the target earthquake scenario.

    An evaluation method for regional safety factor (RSF) of voluntary organizations in the neighborhood to support their planning and actions for earthquake disaster prevention is proposed.     In the morning of 26 July 2003, a powerful shallow inland earthquake of Magnitude 6.4 on the JMA scale occurred in northern Miyagi Prefecture, Japan. Severe damage was concentrated in several towns around the epicenter because of the medium-sized earthquake, shallow focus and high frequency predominance. The Architectural Institute of Japan (AIJ), dispatched members of the technical working group to investigate the earthquake damage and learn lessons from the disaster. We analyzed the results of the investigation regarding (1) human injuries, the causes and distribution; (2) estimation of furniture overturning; (3) relationship between structural damage and overturning damage of furniture in buildings; (4) relationship between the furniture overturning ratio and the following preparedness ratio based on a follow-up survey in the focal area. The potential for human injury in earthquakes is increasing due to urbanization, high rise buildings and the aging of society.

    From past earthquake disasters, the dominant cause of human damage was often the overturning of furniture. The population exposed to high hazard as the strong floor response at indoor space has increased. We propose an estimation method of the human damage based on the overturning of furniture. By using the proposal method, the human damage and the effect on the countermeasures are calculated for a model district in Sendai City. We suggest that the human damage potential is increasing in the urban.

    The purpose of this study examines a characteristic of the building damage and grasp of aspect damage distribution from a result of 2619 buildings that investigated the damage of 26 July 2003 Northern Miyagi Prefecture earthquake. The results thought the analysis are summarized as follows. The damage of a wooden house was the highest in Kojima district of Nango-cho, and the damage was low in Oshio district of Yamoto-cho and Hirawatari district of Kashimadai-cho. The damage rate was high so that building age was old a wooden building, and the damage rate was higher store combination house than general house.

    An earthquake with MJ5.5 occurred at depth of 10 km in northern part of Miyagi prefecture at 0:13 on July 26, 2003. Following this earthquake, a greater earthquake with MJ6.2 occurred at 7:13 of the same day and in the same area. The intensity 6 upper on JMA scale was recorded at the town of Nango-cho, Naruse-cho and Yamoto-cho in epicentral area during the mainshock. Aftershocks are distributed covering a length of about 15 km along with the fault called ASAHIYAMA flexure. The greatest aftershock with MJ5.3 occurred at 16:56 of the same day. Nobody was killed but 674 peoples were injured by the earthquake. The number of destroyed houses is estimated as 1,017 and damaged houses as 10,323. 2813 people took refuge at the time of maximum.

    A lot of hospital buildings in Kobe area were damaged by Hyogoken-Nanbu earthquake. But the precious teachings are not reflected in emergency medical treatment system. The questionnaire was performed in order to clarify the present condition of earthquake disaster measures of hospital in Sendai and Kofu city. Consequently, it turns out that the measures are not progressing in the hospitals and the doctors are interested in base isolation system. In this paper, the seismic values of seismic isolated buildings are compared with seismic resistant ones. We propose an evaluation method of seismic value of hospital buildings based on value engineering concept.

Numerical simulation was performed to verify the proposed method. The numerical analysis model comprises the 2-layered cone model for a dynamic stiffness of soil and the bi-linear restoring force-relative displacement relation for a non-linearity of superstructure. The acceleration observation circuit diagram is derived from the differential equation of the total SSI system. Then, the simulation model including the transfer function of an actual shaking table with observation noise is applied to emulate its behavior during the test.

    An analytical method of simultaneous equations with constraint conditions by BOTT-DUFFIN inverse matrix is applied to active vibration control analysis of building structures for earthquake motions considering prescribed displacement modes. As the constraint condition in elastic response control, shapes of eigen modes are adopted. For the case of the first or second mode control only, the control characteristics about robust stability were already discussed anf'ytically by the author. In this paper, a new control force which is weighted sum of modal control forces is proposed. It was shown that effective control is made possible by using the new combined control forces. A new method of active vibration control analysis of building structures based on instantaneous optimal control and feedforward control is presented.

    There is an interesting analytical method of simultaneous equations with constraint conditions by BOTT-DUFFIN inverse matrix. This thesis applied BOTT-DUFFIN inverse matrix to the dynamic control analysis. In the paper the derivation of basic equations, the numerical method and some illustrative examples are presented. This method can analyze the dynamic responses and the control forces to vibrate with keeping the prescribed displacement mode by actuator arrangement in the structure. When the control force analyzed by using supposed stiffness occurred to the system which had real stiffness, the control error was examined by Montecarlo method. If the coefficient of variance of stiffness was about 10 %, it was cleared that dynamic shape control was practically possible.

    We developed disaster prevention information sharing platform system to gather disaster prevention information dispersed by the disaster-related organization. This platform system shares disasters prevention information of local area, such as an earthquake damage estimated result, natural information, and social information. The information shared by this system is used in emergency support after an earthquake, and disaster prevention capability evaluation for local inhabitants.

    In this study, we considered a damage cause according to an area of the July 26. 2003 Northern Miyagi Prefecture Earthquake from 7000 results of the rapid evaluation in post-disaster safety assessment of a wooden housing. Our consideration result shows that a damage cause of some wooden buildings of Nango-cho is damage to structure due to liquefaction. And it was the vibration damage by earthquake ground motion in other towns.

    令和元年東日本台風および令和2年7月豪雨災害で被害を受けた学校の調査分析を中心として、以下の2項目を実施した。 ①包括的学校安全に関する先行研究の調査分析 国内外における研究例の目標設定や評価指標の考え方を整理するにあたり、宮城県石巻市における「コミュニティ・スクール」導入校や「セーフティ・プロモーション・スクール」認定校を含む小・中学校を対象に災害安全に関する調査分析を実施した。その結果、一般校との比較検討を通して、学校と家庭、地域等との連携枠組の有無とその充実度により、地域の災害リスクを踏まえた防災管理・防災教育の実践水準と持続可能性に有意な差があることが明らかになった。 ②令和元年東日本台風および令和2年7月豪雨災害による学校の被害と対応に関する調査 令和元年東日本台風（台風19号）により被害を受けた学校および避難所として開設された学校の対応状況について、仙台市内の学校を中心に情報収集を実施した。また、令和2年7月豪雨災害（前線性）については、山形県内を対象に詳細調査を実施し、被災経験から見直された個別の学校の避難確保計画を含む「危険等発生時対処要領」等の資料を収集した。具体例として、警戒レベル（5段階）のうち、警戒レベル3（高齢者等避難）が発令された段階で自校（小学校）から立ち退き、中学校へ避難を開始する避難確保計画を策定した貴重な先進事例とその内容を把握することができた。 以上の成果については、令和4年3月25日に閣議決定された「第3次学校安全の推進計画」における推進方策および主要指標とも密接に対応するものとなった。

    研究期間２年目の３０年度は、特に、慢性疾患患者・乳幼児・妊産婦・高齢者等身体的弱者や、障害者等社会的擁護弱者に焦点を絞り、問題解決に繋がる仕組みを検討した。２８年度に実施し、２９年度に分析や考察を行った調査結果のうち、一次災害で甚大な被害を引き起こすリスク要因に加え、感染症蔓延等による二次災害や、病状の悪化等による関連死のリスク要因となり得る年齢・疾患・障害等に関連する設問の結果を通して、緊急性x重要性を評価基準として対策にプライオリティをつけ、リスク低減にむけた規約をはじめとする「対策の見える化」、つまり、研究モデルである新宿区やモデル避難所の仕組みに関する提言を政策として反映させることを目指して、昨年に引き続き研究を進めた。主な内容は以下の通りである；1)女子会主催での要援護者対策としてのシミュレーション演習の実施、2)成城学校避難所界隈の福祉避難所2施設と公立指定避難所1施設との連繋体制開始女子会発議の６つの分科会を成城学校避難所運営管理協議会に内在させる形で組織化、地域連携構築・地域のリスク低減にむけて活動開始 （各分科会ボランティア募集開始）、3)新宿区災害拠点病院との連繋体制構築（失敗！）地域のクリニック等医療者からの支援体制、休眠医療者からの支援構築へと繋げていく活動開始→まずは女子会へ（成功！）さらに協議会の分科会で各専門家集団の育成（今後の方向性）、4)情報格差を縮めるための、私立校での防災教育システム策定に向けた教職員への調査実施（1-3月実施、東京5校台北等3校）、5) 成城生徒会による、「高齢者にもやさしい避難所体操」制作とDVD作製、6)成城生徒会による地域の特徴・リスクがみえる写真ハザードマップ作製中、7)成城生徒会と近隣公立校との意見交換会（調整中）、8)女子会発議の地域防災カルタの作製（2月下旬より募集開始） <BR> <BR>

    本年度の課題（概略）は以下の通りである。1）東日本大震災被災地の経験や学校防災の取組から教訓を導く。2）防災教育教材やプログラムを実践，評価，改善する。3）学校防災マニュアル案を作成して自校化の方法を検討する。 以上に関する研究成果の一部は，本報告書にあるとおり学会発表や論文等として発表されている。未だ学会発表や論文化に至っていないものを含めて，研究代表者および分担者は，主として学校，教育委員会，教員への支援や協働の実践等を通じて，以下の様な研究実績をあげている。 村山，佐藤，小田は，主として宮城県，福島県における東日本大震災時とその後の学校等における取組について情報を収集し，被災地からの教訓発掘を継続している。あわせて学校等に還元するための取組，支援も行っている。小岩は青森県と北海道において，村山と澤は山形県において，古田は香川県，徳島県において，黒木は福岡県において，そして志村は指導大学院生とともに新潟県において，学校や教育委員会への支援や協働を通じて，それぞれの地域のハザードや土地条件に関する研究成果を踏まえて，児童生徒向けの授業実践や支援，教員向けの研修等を実施した。学校防災マニュアル作成支援については，石巻市教育委員会のチェック体制をモデルとする方式の展開が始まった（村山，佐藤，澤）。また，遠藤と村山は，高知県須崎市と高知市の学校防災の先進的取組について調査した。井田と志村と小田は，新学習指導要領を踏まえて，中学校社会科地理的分野，高校地歴科における防災教育について検討し，学会や公開講座等や書籍を通じて論じている。黒木は，2017年九州北部豪雨災害に関する調査，澤は，複数箇所の活断層調査を行って，防災教育や防災管理の基礎となるべき情報を収集した。さらに，黒木，村山は，教員養成課程における防災教育についても検討，実践を行っている。

    Recent years, natural disasters have been problems in many countries, and education for disaster risk reduction also become indispensable. Such as UN world conference for disaster risk reduction held in Japan 3 times, the contribution is expected for our country. After Great Hanshin-Awaji Earthquake, we focused on the education for domestic and abroad disaster risk reduction which are after the great earthquake and Tsunami in East Japan and made the state of the educational contribution to foreign countries clear from Japan by this research. Through practicing it became clear that the endurance connected with HFA (Hyogo behavior framework) of after 2005 is education contents in detail and a way of education for possible development (ESD) in particular for a natural disaster. The educational necessity which are glocal to universalism to an international society was indicated from the particularity of the area including SDGs at the same time.

    The following results were obtained from a policy point of view towards the development of an international cooperation model to promote a sustainable development disaster education model based on experience of recovery from disasters. First, the study has clarified the positioning of education in the international disaster risk reduction frameworks and the transition process over the past 20 years. Secondly, among countries that have recovery experiences from mega-disasters, including Japan, Indonesia and the Philippines in Asia, comparative analysis was presented on the educational policy toward the mainstreaming of disaster prevention. Based on the above, the study conducted a school survey aimed at promoting sustainable disaster education in Banda Aceh, Indonesia, and proposed a "minimum essential" model.

    The lesson of the reconstruction from Great East Japan Earthquake is that a bottleneck process of reconstruction would often happen at the implementation of the plan. On this study, we compared three different disaster affected areas; New Orleans, Sichuan, Jogjakarta. We uncovered the relationship between stake holders and the problem against the implementation. In New Orleans, the government tried promote reconstruction with real estate market, so around low market potential area, they could not but collaborate multi-stakeholders. In Sichuan, the government applied the counter assistant system, however, they faced a difficulty for encourage these independencies of affected areas. In Jogjakarta, the government vitalized the potential of the community with distributing the fund. To cancel the bottleneck, they cultivated the existing social resource.

    We proposed the concept of the Family-life Continuity Plan (FCP), which is a time-variation plan for individual households to quickly recover their daily living standards when a seismic event attacks. The FCP is defined as the following three kinds of disaster aspect: First, in order to handle human casualties of the inhabitants quantitatively in modeling, we introduced the Injury Severity Score, which is devised to classify earthquake victims with multiple trauma. Second, we modeled the average asset for white-collar worker families in Japan. We examined the effect of personal seismic countermeasures as structural strengthening of their own house or carrying insurance. Third, we estimated their psychological harm due to the death of family member and a sense of loss in terms of K6 score which is widely used in the field of mental disease. Finally, earthquake risk evaluation of family-life was investigated considering regional characteristics and individual condition.

    The 2011 Great East Japan Earthquake and Tsunami, reminded us of the harsh realities of the natural environment in the Japanese Archipelago. The Pacific Ocean coastline of the Tohoku region has been frequently hit in recent years by large Tsunami that have repeatedly resulted in serious damage. The main difference between the 2011 GEJET, and the previous tsunamis that hit the region is the accident that occurred at the Fukushima I Nuclear Power Plant. The significance of what can be learned from the duality of the natural world, which provides the blessings of the natural environment as well as terrible natural disasters, is something that education should engage with and something that Japan can communicate to the international community. If disaster prevention education is ignored, a sustainable society cannot be built. The ESD perspective is that integrated efforts in numerous connected fields are required to achieve the construction of a sustainable society.

    The valuable experiences and lessons from damage and emergency response of schools on the Great East Japan Earthquake 2011 were shared widely. A new Safe-school model focused on disaster safety was constructed by investigating some earlier cases of Safe-School and Safe-community.     1.東アジアにおける実験授業の実施と分析。 平成22年度に作成し、ベトナムと台湾で実施したモデル実験授業の結果を分析し、これをもとに他の国や地域で使用可能な教材・教育プログラムを改良した。特に、今年度は平成23年3月に発生した東日本大震災の日本から発信すべき情報も加え、アジアの学校にも教訓となる教材・教育プログラムを追加作成した。これをもとにマレーシアにおいて,その国の研究協力者とともに,研究授業を行なった。学習者の興味関心、意欲態度などを調査し、教材・教育プログラムの適合性を探った。 2.東日本大震災の教材化へ向けての調査 東日本大震災での被害状況について宮城県の学校を中心に現地調査・分析を行ない、震災前の防災教育の取り組み、自然条件や地域の社会条件等学校の状況から課題を探った。さらに東北3県の学校等から聞き取り調査を進め、今後の防災教育・防災管理の在り方を検討した。また、東アジアを中心として、日本が支援・協力等を実施した自然災害に関する科学リテラシー向上のための取り組み例を収集した。 3.東アジアの近年の自然災害と国際的な取り組み調査 日本とアジアの共通に取り上げる自然災害として,火山災害,地震・津波災害,台風等での気象災害,斜面災害に着目し,基本知識及びこれらの災害に対する防災,減災教育の教材作成,翻訳を行なった。その際,自然災害だけでなく,地域の活性化につながる自然景観の活用,資源・エネルギーの供給等の恩恵面も取り扱い,国や地域に対して,災害・防災教育を通じての持続発展教育の内容を踏まえた。

    This study investigates Earthquake Early Warning (EEW)System with Structural Health Monitoring (SHM)function has been investigated as a next generation regional earthquake disaster prevention system. To mitigate earthquake damage in a million population city, Sendai against the approaching Miyagi-ken Oki earthquake, a sophisticated disaster prevention system has been developed. The EEW/SHM system was installed at two public buildings of Pacific Ocean coast, two buildings on the propagation path and one building in Sendai. The realtime observation data are transmitted to Tohoku University through Internet. An accurate earthquake ground motion prediction method using front-site waveform data is also investigated to be applied to earthquake disaster prevention. As one of utilization, the developed system has been used in the disaster prevention education at elementary schools. The developed EEW/SHM system experienced the 2011 Off Pacific Coast Tohoku earthquake. The obtained records contributed to the research on SHM by providing such as amplitude dependent dynamic characteristics of buildings before, during, and after the earthquake

    In order to improve the workshop methods for disaster prevention, we implemented some practices and made their evaluations as follows ; (1) making ingenious programs based on the review of the existing cases and the questionnaire survey to schools in Yamagata Prefecture, (2) implementation of workshops in an elementary school and aschool-region consortium in Sendai City, and (3) giving lectures in various occasions in Yamagata Prefecture. According to the questionnaires, all these implementations were positively evaluated.

    In this study, the development of the integrated earthquake early warning system and structural monitoring system has been performed to enhance its added value as well as reliability and utility. The investigated research items are; 1) Development of warning system by combining structural health monitoring and real time earthquake information, 2) Enhancement of accuracy of ground motion prediction considering local soil condition, 3) Effective utilization of EEWS in hospitals based on demonstration test, 4) Effective utilization of EEWS in schools based on demonstration test. Regarding the item 1), the online earthquake observation system was developed and installed at Oshika Branch Office (OBO) building located near the Pacific Ocean coast and a building of Civil Engineering and Building Science of Tohoku University in Sendai. The integrated earthquake early warning system has been demonstratively tested. Regarding the item 2), a prediction method based on the Artificial Neural Network (ANN) has been proposed to estimate more accurate ground motion prediction using the incoming waveform of the first portion of P-wave from OBO and also local soil conditions. The applicability of the proposed prediction method has been verified for the Miyagi-ken Oki earthquakes. Regarding the item 3), a questionnaire investigation was performed at Tohoku University Hospital to clarify the needs of RTEI and effective utilization system has been proposed. To perform demonstration test, a receiver of Real-Time Earthquake Information was installed at the hospital together with display and warning lamps in this study. Regarding the item 4), a animation of earthquake disaster simulation was made for the education mode of the prototype model and its utilization has been investigated. A questionnaire investigation was performed for total number of 649 schools in Miyagi prefecture and metropolitan area to grasp the needs from education site and to promote the utilization of EEWS in schools.

    1. Relationship between structural and indoor damage While structural damage tended to be less for houses of newer construction, Indoor damage occurred almost uniformly independent of the house construction age. For mitigation of human damage, earthquake preparedness against furniture overturning is necessary even for new houses. 2. Fragility curve for furniture overturning ratio Present function agree with the relationship presented by Okada and Kagami(1991). The seismic intensity evaluated by the questionnaire survey is used as a strong ground motion index. In the seismic intensity 6 of the JMA scale, the furniture overturning ratio changes rapidly. 3. Human injury prediction against the Off Miyagi Earthquake Human injury by furniture overturning was predicted considering the floor response of high-rise building against the Off Miyagi Earthquake scenario. The number of people exposed to high hazard such as the strong floor response in an indoor apace has increased. While human injury due to structural damage to the building tends to decrease according to the revision of the building code, the potential for human injury is increasing in urban area. 4. Disaster mitigation effect by earthquake preparedness strategy Fragility curve for furniture overturning considering the earthquake preparedness was proposed. The effect of the preparedness action according to the floor response was discussed. The strategy to reduce a disaster risk effectively under the limited time and budget to next earthquake occurrence is necessary 5. Influence for improving seismic resistance capacity A diagnosis sheet for neighborhood community was examined as one of risk communication tools.

    This research report describes the results of a 3-year research, from the fiscal year 2003 to 2005. The research aims first to make an accurate ground motion distribution in Sendai area during the 1978 Miyagi-ken Oki earthquake, which was evaluated based on the recent knowledge of the earthquake and the geological circumstances ; second, to clarify the relation between ground motion characteristics and building damage features during the earthquake ; and third, to investigate the optimal seismic design and seismic retrofit of building structures considering ground motion characteristics affected by the geological circumstances, including surface layers and the deep underground structure. In the fiscal year 2003, an earthquake observation network was constructed in order to evaluate observationally ground motion characteristics and buildings' behavior during earthquakes in different soil conditions. At the total number of 25 observation points small seismometers were installed (18 points thanks to the research fund of the Ministry of Infrastructure, Land and Transport). An optimal seismic design method and retrofit priority evaluation method of existing building structures were investigated. In the fiscal years 2004 and 2005, the underground model constructed based on the recent geological information was verified by means of a simulation analysis using the observation records of the 2005/08/16 Miyagi-ken Oki earthquake and other earthquakes. After discussing the difference of ground motion characteristics of the 2005 earthquake and the 1978 earthquake, the ground motion distribution in Sendai area during the 1978 earthquake was revaluated. Building damage features observed at Nagamachi, Oroshimachi, and Kamisugi areas became consistent with the evaluated ground motion characteristics. Furthermore, optimal seismic design and retrofit of building structures considering the ground motion distribution were investigated. A seismic retrofit priority evaluation system of public buildings was developed for supporting municipal government officials in charge.

    In earthquake engineering, it is important to investigate the change of dynamic property of building structure resulting from damage during earthquake and strengthening by seismic reinforcement work. The change of natural period and vibration modes of soil-structure interaction system based on vibration tests make it possible to identify the damage and strengthening effects of each structural parts. In this project, first, damage and strengthening effects were investigated based on the forced vibration tests at an existing building before and after reinforcement work. Second, the shaking table testing technique of soil-structure interaction system based on the substructure method was developed and system identification of the model structure was performed. Up to the fiscal year 2001, the vibration tests using impactor machine and unbalanced-mass type excitor are performed at the actual 9 story RC building of Tohoku University. The vibration tests were performed before the reinforcement work and after the work. Based on the before-test, the damage detection technique was first discussed by comparing the vibration characteristics using the structural model which explain well those after the building's completion. The stiffness reduction factors were detected for each portion of the structural elements. Then, the seismic strengthening effect was discussed using the test results after the reinforcement. The same technique as the damage detection for the before-test was used to identify the stiffness increase for each portion of the structural elements In fiscal year 2002, the shaking table testing technique based on the substructure method was developed using a controlable electro-magnetic type shaking table. The testing method makes it possible to perform the vibration test of structure on assumed arbitrary soil conditions. First, the numerical simulation of the test was performed and verified the validity of the testing technique through the system identification of the used soil spring using the acceleration observation record. Then, the model tests of the different soil-structure system are performed using the testing device and the efficiency of the testing technique was confirmed through the system identification of the interaction system. The damage/reinforcement effects of the testing model can be evaluated based on the developed testing method.

    昨年度までは,本研究課題名のもとに建築構造物の変位モード制約型地震応答制御解析に対するBOTT-DUFFIN逆行列の応用に取り組んできた。 今年度は,振動中に異なる構造体,あるいは構造要素に接触が生じる接触振動問題の解析手法としてBOTT-DUFFIN逆行列を応用し,初期変位を与えた2自由度バネマスモデルの接触を伴う自由振動に関する簡単な数値解析例を通して,基礎的な接触振動特性と接触問題に対する解析手法としての有効性を示した。 その結果,反撥係数に伴う接触振動特性と接触→非接触→接触→…を繰り返す接触振動の挙動を追跡することができた。 本解析手法は,接触状態が移行する度に運動方程式は変えずに制約条件だけを変えればよく,同時に接触力の評価ができ,その接触力を接触・非接触の判定に用いることができるという点に接触問題に対する解析法としての有用性があることを示した。 BOTT-DUFFIN逆行列を用いた本解析手法の今後の展開としては,基礎の浮き上がりを考慮した地震応答解析や,過大地震入力を受ける免震建物の擁壁と免震層の接触を伴う地震応答解析などへの展開とその複雑な動的挙動の解明に対して期待することができる。 最後に,日本計算工学会第1研究分科会(形態非線形問題の調査・研究)における研究成果と本科学研究補助金による研究成果を書籍(ボット・ダフィン逆行列とその応用)としてまとめ,コロナ社より出版予定である。

    陸前高田市は２２日、同市高田町の市消防防災センターで、東日本大震災後初となる自主防災組織リーダー研修会を開いた。市内各地区のコミュニティ推進協議会や自主防災組織の関係者ら約１２０人が参加。全国の活動事例や震災を教訓に自主防災の重要性を学び、地域一丸の防災力向上へ意識を新たにした。 東北大災害科学国際研究所の佐藤健教授が「学校防災と地域防災の融合」と題し講演。岩手、宮城、神奈川、東京４都県の小中１１校や町内会の防災教育、活動事例を紹介した。自然やまちの環境など個々の地域特性を知る必要性を説き「地域ぐるみの教育力が防災力につながる」と語った。

    3月11日（月），石巻コミュニティ放送（FM 76.4MHz）・通称ラジオ石巻において，東日本大震災から学んだ教訓を後世に伝えるため「3・11東日本大震災から2年」と題して特別番組が放送されました。 ラジオ石巻では，これまでも全市民を対象とする総合防災訓練の実施の際は，「とにかく にげっぺ！」をスローガンに，特別番組「訓練・訓練！でも にげっぺ」の生放送や，地震の発生や大津波警報の発表と避難を呼びかける訓練放送，訓練の様子やインタビューなど，東日本大震災から学んだ教訓を後世に伝えるための放送を行ってきています。 東日本大震災から2年が過ぎたこの日，東北大学災害科学国際研究所から佐藤健教授（情報管理・社会連携部門 災害復興実践学分野）が「東日本大震災から学ぶ学校の安全と防災教育」と題してスタジオトークに生出演し，文部科学省や教育委員会の方針や動向，鹿妻小学校での復興マップづくりの活動と成果などについて述べました。
