    <p>Penrose (1959) says that resources are not always visible and usable in situ. Inspired by her work, Fukushima and Kweon (2009), proposed the resource creation model with 2x2matrix (the newness of the subjective resource recognition and the combination of resources). However, it has not been studied enough how to discover and combine potential resources to create new value in a concrete manner yet. "Otomachi Project" of the Yamaha Music Japan Co., Ltd., an affiliate company of a worldwide music instruments maker Yamaha Co., would be an instructive case for developing the model. Otomachi is the series of consulting services focusing on the grassroots music festivals held in various Japanese cities. Otomachi is unique in the visualization of potential resources through shifting perspective on music and regarding it as a connector for people, in the social value creation through community buildings uniting the disconnected people into communities using music as "catalysts", and in the economic value creation through the new speaker development project, in which the festival organizers were involved and unused resources in Yamaha were exploited and used.</p>

    Cluster formations are important measures for strengthening local high-tech clusters are created and grown, especially focusing on spin-offs created by serial entrepreneurs. This study uses the software industry in Austin, Texas, USA, as its research setting, which is a rapidly growing IT cluster. During the development, a nexus of spin-offs has seen over 15 years from a single company, Tivoli Systems. According to data analysis on the spinoff founders' careers, ten serial entrepreners are identified. They tend to have careers spanning across traditional boundaries and share their experiences with novice entrepreneurs willingly. This survey finds that spin-offs founded by serial entrepreneurs facilitate cluster formations and achieve high performance, and elucidates the causes behind these phenomena.

    本研究は、新しい医療「市民による除細動（PAD）」の制度化と国際的普及の分析を通じて、制度化の過程を議論するものである。 本年度は、文献レビュー、PADの普及に関わる企業の取り組みに関する分析、特定地域を取り上げた分析を行った。 文献レビューにおいては、制度論、社会運動論、および救急医療分野における議論について整理を行った。さらに、日本におけるAEDの教育内容の変遷を、文部科学省検定済教科書中学校「保健体育」を対象に分析し、そこでの記載内容が、AEDという機器に関する知識を啓蒙するものから、AEDの使用（PAD）に関する知識を啓蒙するものへと変化してきたことを明らかにした。 PADの普及に関わる分析では、AEDメーカーであるフィリップスおよび警備会社であるセコムの事例分析を行った。フィリップスは、PAD市場が存在していなかった日本でAED事業を拡大するために、多国籍企業である同社の豊富な経営資源を活用することで多様な主体との関係を構築し、市場拡大を実現させていた。警備会社のセコムは、AED事業を警備事業と融合させたビジネスモデルの構築、AEDを使用する知識やメンタリティを持つ人材の確保を通じて、日本におけるPADの普及を牽引する役割を果たしたことが明らかとなった。 地域における事例分析においては、PADの普及に向けた取り組みを先進的に行ってきた横浜市、三島市、尾張旭市を対象に分析を行った。横浜市においては、他の地方自治体に先駆けてAED設置義務化の条例を制定しており、制度の制定、AEDの使用に関する啓蒙活動の推進を通じて、PADという医療行為を実現する環境を整備していた。三島市、尾張旭市の事例では、自治体間での相互学習を通じたPADに関わる仕組みの整備、コンビニエンスストアへの設置の実現、救命ボランティアの組織化などの取り組みが行われてきたことが明らかとなった。

    The purpose of this study is to determine how "Born-Global Firms" that expand internationally from startup, recognize opportunities and grow, and how the entrepreneurial infrastructure of a country/region influences this process. Hence, this study conducted an international comparative case study of firms in five countries/regions. The results of this study revealed, first, that the Born-Global firm is not a model that applies universally in all countries, regions, and industries, and that there are differences in "Born-Global firm orientation. Second, we found that three factors influence "bone global firm orientation": firm classification (knowledge-based/knowledge-intensive), entrepreneurial infrastructure such as the size of the domestic market, and the management team's perception of opportunities.

    We have done fieldworks on born-global startups. We investigated in Gothenburg and San Diego among Europe and the US. In the former, there were many spin-offs from universities, which initially intended to operate in the entire European market. Gothenburg has produced growing startups aiming at uncompetitive fields and utilizing regional resources as much as possible. Gothenburg region could build a different eco system from Silicon Valley. In San Diego, Startups likely moved to Silicon Valley for commercialization. We conducted Asian studies in China and Taiwan. In Beijing and Shenzhen, startups in robot, AI and ICT field are born globally like Tencent. Founders have experience of studying abroad, and some of them used to work for large companies such as Microsoft and Baidu. This tendency is also seen in Taiwan. Entrepreneurs utilize international networks for promoting their businesses

    The main purpose of this project is to clarify features of social system that draws potential of technology. We can show three results as follows; (1)Occurrence of successful repositioning need serendipity at the clinical experience, (2) The conditions of reusing technology are almost same regardless the technology is patent-filed or not. Furthermoreinventors who reuse the patent for adding value to it are not identical to inventors who file the patents originally. In addition, a type of surrender of patents has effect on the financial performance of the firms, (3) Successes of newly created companies with new unused technology have something to do with their support networks that are non-redundant and tight rather than larger.

Nozomu Kawabata, the head-investigator of this research group, conducted comparative study among the iron and steel industries in East Asian countries. Yasuhiro Ota conducted comparative study on textile and apparel industries in Italy and Japan based on field study. Michi Fukushima researched on comparative study on collaboration between academia and industry in Japan and the U.S, especially focusing on Technology Licensing Offices, and Wang Lei conducted research on the Science Parks in China. Wang Baoling researched on the automobile industry in China, especially comparing foreign-affiliated manufacturers and domestic ones. The fruits of these research are as follows; one paper accepted by refereed journal, one proceeding, and two papers included in the books. And we made three presentations at the academic meetings. In order to share our findings, we held a symposium, whose title was "International comparison on Development Network and Production Network" at the Tohoku University in February 2008. Our project shows as follows; (1) Japanese inter-firm system of the industries that have had-competitive advantage on a global scale, such as the automobile industry and the steel and iron industry, still keeps competitive advantage, going through some minor transformations. (2) The textile and apparel industry in Japan has been facing lots of restructuring-problems they have to overcome since 1980s. They have not stopped business shrinking, and they are still looking for panacea for solving problems, while they are finding the way that they should go. (3) Collaboration between academia and industry is regarded as a premising tool for creating new industry in Japan and the central government has enacted some laws and policies that support it. Unfortunately the policy has been initiated by the central government and not by the persons on the spot. So they have problems in term of heightening their motivation. These results indicate that Japanese inter-firm system has changed slowly for 10 years, comparing with changes of policies and institution in Japan. The uniqueness of our research is to prove how fast the system should have changed and why the system has changed with leisurely speed.

    In this study, we empirically examined the possibility of the circulation of technology patents that Japanese private enterprises / universities held, and its influence to corporate management and industry development process in Japan. In the first year (2003), we built an original research framework and made problems around technology patent clear. Particularly, we classified the problems in management over intellectual property into five domains, (1) IP creation, (2) IP right, (3) IP utilization, (4) IP dispute resolution, (5) IP infrastructure, and published it as a book "Intellectual Property Management Guide". In the second year (2004), we mainly focused on a questionnaire survey of university TLOs (Technology Licensing Office) in Japan. In the final year (2005), we analyzed the result of the survey, and conducted several complementally interview surveys in TLOs. We also conducted several interviews in private enterprises in order to know their IP strategies. Main findings are following, (1) Technology licensing can be interpreted as marketing activity. This intangible product needs a different approach from traditional marketing approach that treats consumer goods, service goods, and industrial goods. (2) The role of TLO is not only matching scientific discovery with market needs but also facilitate a long term relationship that generate technological ideas continuously. (3) When we classified TLOs into two categories, as either "individual type" where performance is merely the sum of each members' individual performance, or "organizational type" where performance depends on organizational assets or collaboration within the team, "organizational type" was dominant in Japan. (4) The time allocation ratio between sales, legal affairs and strategic activities is approximately 6:2:2, may enjoy greater performance.

    本研究では,産学連携の主要活動といえる、大学からの技術移転を「大学の組織変革」という観点から考察した。これまでの研究でも大学の産学連携に対する方針が,技術移転機関に多大な影響を与えるという指摘がなされてきた。本研究では、対照的な環境にあるテキサス州の2大学(テキサス大学オースティン校、テキサスA&M大学)における産学連携体制の形成の歴史を辿り,各大学がいかに産学連携体制を確立してきたのかを明らかにした。テキサス大学オースティン校は大都市に立地し,大学を取り囲む環境はビジネスに好ましいものであった。片やテキサスA&M大学は小規模都市にあり,大きな企業も支援産業も存在しない,ビジネスには不利な環境にあった。しかし大学の技術移転活動は環境が不利であるはずのA&M大学のほうが活発であった。その背後にはA&M大学の長きにわたる産学連携活動の歴史と,強力なリーダーシップが変革を牽引するというトップダウン型変革であった。このタイプの変革はリーダーに負担がかかるという問題点を抱えていたが,各世代のリーダーが徐々に制度化し産学連携の定着を図ってきた。これに対し,テキサス大学オースティン校は,大学内の一部の組織が産学連携に活発であるだけであり,外圧によって大学は変革を余儀なくされ受動的に環境に対応する形で組織変革を図ってきた。しかし結局はその努力を形骸化するということを繰り返していた。その結果,技術移転組織は機能しない状態になっていた。オースティンは恵まれたビジネス環境ゆえに,研究者たちが大学の干渉を嫌ったものと推測される。以上の結果より,大学側の組織変革の動機,方法,成果は,大学が立地する環境や,地域での大学が担う役割によって,異なることが発見された。ここから得られた仮説を,日本の事例に応用していくことが今後の課題である。

    During 1990s, the US Economy had enjoyed long prosperity based on the Growth of High-tech Industries with rapid emergence of Information Technology. The economic prosperity was brought by the High-tech Industrial Regions created through the agglomerations of spin-off venture firms from the collaborations of University-Industry Government. These had been the proliferation of High-tech Industrial Regions from Boston and Silicon-valley to all US regions with high-level research universities during these prosperous years. This research project was structured to clarify the facts and logics of "Austin Model", which was appreciated as the most successful model to create the High-tech Industrial Region in other local areas of the US than Silicon-valley. "Austin Model" was thought to show the mechanism of rejuvenation of the US Economy based on the transformation from "Corporate America" with big-businesses to "Entrepreneurial America" with fast-growing new venture firms during 1980s and 1990s, because Austin started its policy of creating High-tech Industrial Region by inviting industry consortia like MCC and SEMATECH sponsored by big-businesses, and changed its focus on assisting the spin-off venture firms from these industry consortia, resulting in high-tech region in 1990s with emerging similar venture firms agglomeration as in Silicon-valley. "Austin Model" is the very important for new economic and regional policies in the era of knowledge-based economy. According to our research project, "Austin Model" showed the importance of new system for assisting the spin-off venture firms based on research results from university and research institutes located in the region with tri-lateral hybrid networks of technology, risk-money and high level of human resources. We call this new assisting system as Innovation Cluster which can be organized by the influencer with filling up the "Structural Holes" created by the transforming to the knowledge-based economy in local areas.

    本研究は、地域における企業家的活動とそれをサポートする地域に存在するネットワークの特質を調査したものである。いくつかの企業者ネットワークを取り扱った研究はこれまでにもいくつかあったが(例えば金井(1994)、サクセニアン(1991)など)、これらは既存のネットワークを静態的に捉え、性質の異なるネットワーク間の比較という視点からその特質を捉えてきた。本研究ではこれらネットワークがいかに生成され成長し地域企業家を支援するにいたったのかという動態視点を採用することが目指された。また企業者ネットワークの国際比較も試みられた。 本研究にあたって、岩手県とテキサス州オースティンの事例が取り上げられた。両者とも、20年前までは必ずしも経済的に発展している地域とはいえなかったが、両地域において大学を中心とした企業家活動を支援する地域ネットワークを形成してきた。この間、これら地域にはインキュベーター、リエゾン・オフィス、企業家教育、企業者ネットワークなどといった仕組みがほぼ平行して出現し、これらが一つのシステムを形成し有機的に一体化し地域の企業家活動を促進してきたことが明らかになった。 さらに本研究では日米といった異なる国の地域を取り上げたことによって、国際比較が可能となった。具体的にいうと岩手県のINSと、オースティンにおける複数のビジネスネットワーク(TBN,ASCなど)との比較が試みられている。現在、オースティンのビジネスネットワークは調査中ではあるが、日米におけるネットワーク形成方法の違い、つまりプロセス志向の日本とシステム志向のアメリカという対比が仮説として提示された。
