    Offshore wind power (OWP) is a promising way to achieve decarbonization and tackle global climate change, but acceptance by residents is an important issue for site location. Information provision could be a more cost-effective intervention than debates or subsidies, assuming that scientifically correct information alone is insufficient and information design to boost the message effects considering realistic human responses is necessary. Thus, we designed nudging messages to increase acceptance of OWP, using a message framework to moderate risk-averse attitudes by reminding readers of familial support based on insights from kin selection theory from evolutionary psychology. A randomized controlled trial based on an internet survey of more than 4000 responses from the general public was performed to investigate the message effects. The messages significantly moderated the risk-averse attitudes toward OWP by 0.228 on average on a five-point Likert scale, which meant that about 5 people out of 100 changed their attitudes to be safer by 1 point. This suggests that disseminating flyers using nudging messages might be an effective way to increase acceptance. We also extracted responses from those who mentioned fisheries in an open-ended question as an alternative to actual fishers. Responses from this segment were more complex and the message effects were limited compared with those who did not mention fisheries; although the attitudes toward OWP before receiving the messages were safer, reading descriptions for potential risks on fisheries may have unexpectedly led them to focus on the risks of which they were unaware at first. Because information provision based on nudging is effective but just one of a wide variety of political interventions available, practitioners should consider a combination of multiple options instead of using only nudging messages.

    There is concern among the general public that information technology (IT) innovations may make existing jobs redundant. This may be perceived to pose a greater problem to future generations because new technologies, not limited to IT innovations, will be sophisticated in the future. Our previous work revealed that messages reminding people of familial support as a nudge can moderate risk-averse attitudes toward risks that are perceived to threaten future generations, which could be effective for other kinds of risks. Therefore, we conducted a randomized controlled trial to examine the message effects for information provision on IT innovations. The study was conducted via an online questionnaire survey in January 2020, before the COVID-19 pandemic, and more than 3,200 samples were collected from respondents aged 20 years or older living in Japan. The treatment groups received basic information supplemented with additional text or additional text and an illustration that highlighted IT innovations as support from previous generations. The control group received only the basic textual information. The effects of the intervention were evaluated by comparing changes in average subjective assessment of IT in the treatment groups with those in the control group. The intervention effect was statistically significant, and the sense of familial support after receiving the intervention messages was significantly increased in the treatment group that viewed the illustration compared with the control group. Additionally, we discuss how each component of the HEXACO personality traits influences responses to the intervention messages. Through a series of surveys, we demonstrated the potential of our framework for a wide variety of applications involving information provision perceived to involve future generations.

    Disposable plastics are drawing considerable attention as a source of environmental risk despite their benefits in daily life. Banning the use of disposable plastics could increase other types of risks, which may damage the public good in the long run. Considering the trade-off of the risks and benefits, one way to improve social welfare is to conduct proper recycling and to continue using plastics but limit them to essential use, avoiding an unnecessary ban. A potential barrier to such a policy might be risk-averse attitudes toward actions that are perceived to threaten future generations, which is a well-known phenomenon. We previously designed a framework for information provision using messages that remind individuals about familial support, which had significant effects in multiple countries on increasing positive attitudes toward air pollution caused by industrialization. We hypothesized that this information provision could also be effective for disposable plastic use. Thus, we conducted a randomized controlled trial via online surveys in Japan, Canada, and the US to identify the effects of our designed messages about recycling on increasing positive attitudes toward disposable plastics. The intervention effects were measured by the difference-in-difference method and panel analysis based on linear regression models using the respondents' attributes and personality traits. The effects were consistently correlated with a sense of familial support, with the effect sizes varying according to country (US > Japan > Canada). Attributes that positively contributed to the message being more effective were higher agreeableness, lower Machiavellianism, lower psychopathy, and being a woman. Although personal fear about COVID-19 moderated the message effects, concern about the threats to relatives and family boosted the effects. Although the effect sizes were influenced by external factors, the results suggested that our proposed framework for information provision has the potential to be applied to a wider variety of risk-related topics.

    Nudging is a method for eliciting a desired behavior. One approach to nudging involves information provision. When information presented for this purpose is designed from an evolutionary perspective, it may reveal a deeper level of rationality within human decision-making that might otherwise appear to be irrational. Based on insights from the evolution of altruism, we previously designed a message to remind people of the benefits they have received from the actions of relatives to realize industrialization. We then demonstrated that using this message in Japan was effective at moderating extreme risk-averse attitudes toward air pollution resulting from industrialization. However, the universality of the intervention effect, including whether it could be affected by exogenous factors, was not explored. Therefore, in the present study, we conducted a randomized controlled trial based on an online survey carried out in Japan, Canada, and the US. The intervention was shown to be effective in all the three countries, but the effect size varied according to segment. Although women showed more intervention effects than men in Japan and the US, no significant sex difference was observed in Canada. In terms of personality traits, higher agreeableness significantly contributed to the intervention effects. The influence of the COVID-19 pandemic, which necessitated many lifestyle changes, was found to weaken the intervention effect by increasing the message effect in the control group. We propose that this effect was caused by an increased perception of familial support in everyday life. These results suggest that the nudge message was universally effective, although the effect size might have been affected by cultural factors and social events.

    A well-known phenomenon is that humans perceive risks to threaten future generations as more dangerous in many cases. However, this tendency could be changed depending on certain conditions and could potentially be explained by the evolution of altruism. Our multi-agent simulation model, which was constructed to identify attributes contributing to subjective assessment of a risk source based on kin selection theory, showed that support from relatives can affect the agents' subjective risk assessment. We utilize this insight, which has never been explored in the context of nudge, to show that real-world messages reminding respondents that they are supported by their relatives can moderate the perception of a risk source as extremely dangerous. A randomized control trial based on an internet questionnaire survey was conducted to identify the intervention effect of such messages, using air pollution caused by industrialization as the risk source for the case study. Our analysis suggests that messages moderate extreme attitudes. Presentation of additional visual information can boost the sense of familial support and increase the effect of a message compared with a message comprising only textual information. The attributes and personality traits of the respondents who are responsive to the intervention message are also discussed.

     Impacts of climate change have become obvious in agriculture and food production in Japan these days, and researches to adapt to their risks have been conducted as a key effort to cope with the climate change. Numerous scientific findings on climate change impacts have been presented so far; however, prospective risks to be adapted to and their management in the context of individual on-site situations have not been investigated in detail. The structure of climate change risks and their management vary depending on geographical and social features in the regions where the adaptation options should be applied; therefore, a practical adaptation strategy should consider actual on-site situations. This study intended to clarify climate change risks to be adapted to in the Japanese agricultural sector, and factors to be considered in adaptation options, for encouragement of decision-making on adaptation implementation in the field. Semi-structured individual interviews have been conducted with 9 multidisciplinary experts engaging in climate change impacts research in agricultural production, economics, engineering, policy, and so on. Based on the results of the interviews, and the latest literatures available for risk assessment and adaptation, an expert mental model including their perceptions which cover the process from climate change impacts assessment to adaptation has been developed. The prospective risks, adaptation options, and issues to be examined to progress the development of practical and effective adaptation options and to support individual or social decision-making, have been shown on the developed expert mental model. It is the basic information for developing social communication and stakeholders cooperations in climate change adaptation strategies in agriculture and food production in Japan.

     This study clarifies the factors to determine risk perception of climate change and attitudes toward adaptation policy by analyzing the data collecting from Internet survey to the general public. The results indicate the followings: 1) more than 70% people perceive some sort of risk of climate change, and most people are awaken to wind and flood damage. 2) most people recognize that mitigation policy is much more important than adaptation policy, whereas most people assume to accept adaptation policy as self-reponsibility, 3) the significant factors to determinane risk perception of climate chage and attitude towerd adaptation policy are cognition of benefits on the policy and procedural justice in the policy process in addion to demographics such as gender, experience of disaster, intension of inhabitant.

    Geothermal potential area in Japan has been depopulated recently, and there have been distances between the geothermal potentials and most energy consumers living in urban areas. Since 2020, working from home (home-based telework) has spread rapidly due to the influence of the COVID-19. If some of the energy consumers work from the geothermal potential area, namely onsen areas, it would help to reduce the extra fossil fuel consumption, to reduce the environmental impact, and to save commuting costs and time. In this study, we quantitatively evaluated the advantages and feasibility of working from onsen in Naruko area, Osaki City, Miyagi Prefecture, as a case study. The environmental effects were analyzed by using the annual CO2 emissions and the costs, based on the perspective of the form of stay and the life-cycle assessments with four scenario conditions ((a) base system, (b) home-based telework in a city, (c) onsen-based telework (using hot spring only for bathing), and (d) onsen-based telework (using hot spring for bathing and heating)). Compared to the base system, the use of public baths in the onsen area can reduce CO2 emissions by about 1/3, and the use of bathing and heating by hot springs can reduce CO2 emissions by about 1/4. In the case of a short-term stay in the onsen area, the effects of reducing CO2 emission differed depending on the area where the worker is based and the season. The results indicates that some conditions of the short-term stay may results in higher CO2 emission than when nothing is done. Therefore, we expect that each of urban workers, companies, and onsen areas will change their awareness and take actions to be able to stay in the onsen area for a mid- to long-term.

    The objective of this study is to grasp the current progress and subsidy trends regarding geothermal power development by scale and to discuss the challenge. Results showed that: 1) Small-sized geothermal power plant: Sixty-six new plants have been developed owing to FIT till Sep. 2019. However, most power plants are economically inefficient. Thus, developers must take careful planning and O&M. 2) Medium and large-sized geothermal power plant: Seven new geothermal power plants have been developed owing to FIT and many subsidies. However, there are still issues remaining about the development risk. Thus, more time is needed to solve these challenges regardless the 2030 goal limit. It is essential that the sustainable development strategy depending on the size of the power plant, the collaboration among ministries and elated authorities.

    We conducted an internet survey to assess the public’s attitudes toward cost burden for developing renewables. The results showed that almost respondents were cost-blind about renewables and their willingness to pay for them were extremely low.     There is widespread public support for renewable sources and energy efficiency. However, renewable energy projects often fail because of a lack of societal acceptance of the technologies. This paper discusses the lessons learned from previous studies of mutual understanding and coexistence among stakeholders in the case of geothermal energy utilization. In our previous study, the local risk and benefit structure was identified to facilitate the resolution of the fundamental causes of opposition by hot spring inn managers and local governments. A key reason for opposition was identified as uncertainty about the reversibility and predictability of the adverse effects on hot springs and other underground structures by geothermal power production. On the other hand, public acceptance of geothermal energy is generally high. However, they don't know well about the present energy mix, the risk-benefit and technical characteristics of geothermal energy. Through continuous dialogue and negotiation, stakeholders should develop a common recognition of the definition of effects of geothermal energy utilization on hot springs and formulate a mutual understanding regarding risk management options to reach their common goals and vision of the future.

    地熱発電は,設備利用率が高く(約80%), ベース電源としての役割を担う。地熱発電 用タービンの世界シェアは約70%と,国内 企業の技術力は高い。また,発電だけでな く熱水のカスケード利用(農水産業,暖房, 融雪,乾燥等)による省エネ・地元産業活 性化・観光資源としての貢献,非常用電源 としての有効活用等が期待されている。 しかしながら,現状では,地熱発電の設 備容量は約52 万kW,電源構成に占める割 合は僅か約0.3%である。地熱資源の約8 割 が国立・国定公園内に存在するとされ,自 然環境保護の観点や,建設コストが高い等 の理由から開発困難な地域も多い。地熱発 電の固定価格買取制度(FIT)認定設備容量 は14,725kW(2014.10 時点)であり,太陽 光や風力に比べて極めて少ない状況にある。 そこで本稿では,再生可能エネルギーの 中でも質の高い電気を供給できる地熱発電 について,開発に伴う様々なリスク(不確 実性)とその対策の現状と課題を紹介する

    The objective of this study was to analyze social acceptance of small-scale geothermal power plants using hot springs in order to stay in business and co-prosperity. We conducted stakeholder interviews including geothermal developers, hot spring inn owners, and local government officials from October 2012 to May 2014. The results showed that the technical troubles affect the cost problems and these factors can affect the social acceptance of small-scale geothermal power plants by local stakeholders. Therefore, it is important to pay attention to maintain a trusting relationship with neighborhoods through continuous dialogue and consensus building.

    A small-scale geothermal power plant using hot springs has received a lot of attention since implementation of Feed-in Tariff (FIT) in Japan. For the small-scale geothermal power to become a sustainable renewable energy, it must be an efficient power generator and economically self-sustaining even after termination of guaranteed purchase under FIT. To assess its business feasibility, we conducted a series of field studies and clarified problems to be overcome. Our results indicate that improvement and volume production of power generation systems are not fundamental solutions for cost problems, and that it is difficult to make profitable businesses unless very favorable conditions including natural environments and financial schemes happened to be met, even under extremely high purchase price currently applied.

    <p>The objective of this study is to grasp the current progress and subsidy trends regarding geothermal power development by scale and to discuss the challenge. Results showed that: 1) Small-sized geothermal power plant: Sixty-six new plants have been developed owing to FIT till Sep. 2019. However, most power plants are economically inefficient. Thus, developers must take careful planning and O&M. 2) Medium and large-sized geothermal power plant: Seven new geothermal power plants have been developed owing to FIT and many subsidies. However, there are still issues remaining about the development risk. Thus, more time is needed to solve these challenges regardless the 2030 goal limit. It is essential that the sustainable development strategy depending on the size of the power plant, the collaboration among ministries and elated authorities.</p>

    The objective of this study was to analyze social acceptance of small-scale geothermal power plants using hot springs in order to stay in business and co-prosperity. We conducted stakeholder interviews including geothermal developers, hot spring inn owners, and local government officials from October 2012 to May 2014. The results showed that the technical troubles affect the cost problems and these factors can affect the social acceptance of small-scale geothermal power plants by local stakeholders. Therefore, it is important to pay attention to maintain a trusting relationship with neighborhoods through continuous dialogue and consensus building.

    A small-scale geothermal power plant using hot springs has received a lot of attention since implementation of Feed-in Tariff (FIT) in Japan. For the small-scale geothermal power to become a sustainable renewable energy, it must be an efficient power generator and economically self-sustaining even after termination of guaranteed purchase under FIT. To assess its business feasibility, we conducted a series of field studies and clarified problems to be overcome. Our results indicate that improvement and volume production of power generation systems are not fundamental solutions for cost problems, and that it is difficult to make profitable businesses unless very favorable conditions including natural environments and financial schemes happened to be met, even under extremely high purchase price currently applied.

    We conducted a questionnaire survey of local governments that had hot springs to analyze their attitude toward geothermal energy. The results suggested that the local benefit recognition of the geothermal power plant affected the attitude of the pros and cons.     We conducted an internet survey to assess the public's attitude and acceptance of power generation technologies. The results showed that the higher the perception and image to technology was, the higher the evaluation of renewable energy was. The assessed scores to geothermal energy were the same as wind power energy. Respondents thought it was essential to involve public in decision-making to introduce low emission power despite technology differences.

    Mainly for the PV and the geothermal industries, I explored ways to achieve stable energy supply and GHG reduction as well as economic growth with explicit consideration on the firm competitiveness. I found that the rapid expansion of Chinese PV firms was driven by sharing of technology and management know-how across firm boundaries, which enabled efficient exploitation of scarce resources within the industry cluster and also induced homogeneous competition. Japanese Feed-in tariff enforced in such a situation not only increased national burden, but also caused economic problems in many Japanese PV companies contrary to policy objectives. As for the geothermal energy, small-scale power plants with high expectation can produce self-sustaining profits only in the very limited cases. Although development of large-scale geothermal power plant is indispensable to make meaningful contributions to the energy mix, there are many problems to be overcome such as a high cost factor.
