    This study aimed to explore the widening process of "disaster risk reduction (DRR) literacy" gap. A gap-widening process was hypothesized utilizing the theoretical framework of predisposition and selective exposure. Based on a webbased 2 wave panel survey data (N=457), we tested the hypotheses on the relationships between predispositional DRR literacy and selective exposure to DRR-related activities and supportive activities. The analyses demonstrated that: 1) the higher the level of DRR literacy, the more likely the respondents were to be exposed to DRR-related activities and supportive activities and 2) although the respondents were biasedly exposed to such activities, DRR literacy gap was not consistently widened by the interaction between predisposition and selective exposure.

    This study is an analysis using panel data of 5 waves in Natori city. The purpose of this research is the following two. 1) We examine the transition of the subjective sense of life recovery for each housing reconstruction method. 2) Considering the differences in the attributes of the victims, we compare the differences in the subjective sense of life recovery for each housing reconstruction method. By conducting these two analyzes, it is clarified whether housing reconstruction methods is really a factor that lowers the subjective sense of life recovery of the victims.

    This study aims to clarify: 1) the life recovery trajectories that the Great East Japan Earthquake (GEJE) survivors have followed; 2) the interrelationships between the life recovery trajectories and pre-existing inequalities as well as post-event social environmental changes; and 3) pre- and post-GEJE characteristics of the survivors with stagnant life recovery. The analyses are based on five-wave panel data from “Natori City Life Recovery Population Panel Survey” (n = 316), which was conducted in Natori City, Miyagi Prefecture from the fourth to the tenth years after the GEJE. Cluster analysis was performed to classify the life recovery trajectories and identified six distinct patterns. Two types of them remained at a low level of life recovery throughout the five-wave survey. Multiple correspondence analysis was conducted to analyze the relationships among life recovery trajectory patterns, pre-existing inequalities, and post-event social environmental changes. As a result, the survivors in these two types were typically older people, small household members, poor people, and persons with disabilities. These findings indicate that people with vulnerabilities who would experienced daily life troubles before the GEJE were also struggling even after the disaster.

    In order to mitigate the damage caused by serious disasters, it is necessary to improve the disaster prevention literacy of residents. In this study, a disaster risk communication method consisting of risk mapping and timeline development was developed to support residents' proactive disaster prevention activities by accumulating disaster information in a spatio-temporal manner. The risk map provided an understanding of the spatial distribution of disaster risks, and the timeline triggered a chain of self-help and mutual-help actions.

    This study aimed to evaluate the impact of disaster risk communication workshops participation on disaster risk reduction literacy that were held in Onoji and Itoshima cities. The subjects consisted of those who responded to the post-workshop surveys (n=321). Propensity score analyses were performed to infer the causal effects on the disaster risk reduction literacy. The results showed that full workshop participation significantlly improved workshop participants' understanding of threats. The risk of non-balanced analysis and the efficacy of propensity score balancing were discussed.

    In the GEJE, the mortality rate of people with disabilities (PWD) was more than doubled in Miyagi Prefecture, where the normalization was advanced and widely practiced. The root cause of their high mortalities lies in the siloization of normal time social services and emergency time operations. The fundamental solution is to seamlessly connect those two silos. In order to break through the situation, the existence of the “inclusion manager” is important as a role that connects multiple stakeholders. In this study, data from interviews with high-performing inclusion managers were repeatedly validated using data interactive methods.

    Alerts and warnings studies have repeatedly reported their ineffectiveness in promoting protective actions. Given this problematic situation, this paper aims to demonstrate the effects of disaster information, environmental, social, and psychological factors, redefinition of situation and disaster schema on protective actions. The subjects consisted of those who were residing in the landslide prone and recently impacted areas of Hita, Nakatsu, and Tsukumi cities in Oita Prefecture (N=1,934)."Structural equation modeling was conducted to predict risk aversive behavior. As a result, disaster schema showed the strongest total effect on protective responses. Furthermore, disaster schema activated heuristic thinking and thus directly provoked protective actions.

    今年度の研究では、人々の間に生じうる防災リテラシーの格差発生・拡大過程を「先有傾向」、「選択的接触」という枠組みに基づき仮説化した。具体的には、①防災リテラシーが元々高水準であるほど防災体験活動・支援活動に接触しやすい、②諸活動への関与による防災リテラシーの向上効果は先有的な防災リテラシーにより異なり、防災リテラシーが元々高水準であるほどその向上幅が大きい、③その結果、防災リテラシーの格差が発生・拡大する、という一連の仮説を設定した。 これらの仮説を検証すべく、2022年3月(第1波)、2023年3月(第2波)に行ったパネル調査(ウェブ調査)のデータ分析を行った。分析の結果、①先有的な防災リテラシーが高いほど、防災体験活動・支援活動(防災訓練、災害ボランティア、被災地への募金等)へ接触していた、②全ての種類の活動において、先有的な防災リテラシーが高いほど活動関与による向上効果が大きいわけではなく、活動によっては元々低水準の人ほど向上効果が大きかった、③本研究で検討した諸活動は、活動への接触の段階では偏りがあるものの、接触した結果として防災リテラシーの格差が一貫して拡大しているとは認められなかった。 本研究ではさらに、2024年3月に第3波調査を実施し、より長期的な視点から格差の傾向を分析した。結果、第1波-第2波間と同じく、第2波-第3波間でも先有傾向によって諸活動への選択的接触が生じていた。しかし、第1波-第2波間では選択的接触の結果として防災リテラシーの格差拡大が認められなかった活動であっても、第2波-第3波間では格差が拡大していることを示す結果が得られた。第2波-第3波間には能登半島地震が発生していることから、諸活動への接触結果としての防災リテラシーの変動は、先有的な防災リテラシーだけでなく、得た知識の活用場面を想起させる出来事との相乗効果に影響される可能性が示唆された。
