    Purpose Studies on land acquisition (LA) and recovery simulations have garnered considerable attention amidst climate change. Previous literature has reported that LA and relocation contribute to reducing repetitive disaster losses or downzoning (limiting development). However, studies on decision-making about resettlement or relocation for landowners or decision-makers for disaster-impacted lands are limited. This study aims to qualitatively illustrate LA program schemes for recovery, and identify the underlying concepts of LA in Italy, the United States and Japan. By doing so, this study contributes to construction of future agent-based recovery simulations. Design/methodology/approach This study seeks to identify a variety of LA models in different contexts to provide input for future works. This study employed multiple case studies to explore common and contrasting results, and identify varied LA concepts. The methodology involved a literature review, including official reports, to examine the timeframes of LA projects qualitatively, complemented using aerial photos to confirm related land use changes pre- and post-LA. Findings The results indicate that buyout programs in the United States enhance renaturalization in flood-prone areas as a downzoning approach. In contrast, LA in Japan focuses on the continuation of communities or neighborhoods through the recovery and relocation process. In Italy, LA is used to contribute to supporting the tradition/legacy of historic housing and facilities for post-disaster temporary dwellings, reflecting an underlying concept of “tradition and legacy.” Originality/value This comparative study fills a research gap by focusing on LA concepts, and its novelty lies in finding the underlying concepts of LA in three countries. Through international comparison, it suggests that LA in Japan could incorporate conservation of the historical town center or the opportunity for downzoning.

    Abstract In aging and aged countries, one of the main issues is to establish sufficient nursing homes for seniors. Japan, as one of the most rapidly aged countries, has been reforming nursing homes for the elderly since the 1990s and established a long‐term care insurance system. The purpose of this scoping review is to systematically map the evolution of researches for nursing homes in Japan since the 1990s, particularly with the post‐occupancy evaluation of the introduction of private rooms and small units. Forty‐three articles concerning privatization of rooms, shared spaces, and small unitization in nursing homes were extracted and analyzed. They were published between 1994 and 2021 in Journal of Architecture and Planning, AIJ Journal of Technology, JAABE, and JAR. The results revealed an evaluation of the privatized rooms mainly from the perspectives of residents' lives and care staffing, the effects and issues of the shared spaces introduced at the same time as private rooms, and the evaluation and issues on subsequent unit‐type floor plans. This study offers significant implications to Asian countries that will have aging and aged populations in the near future by summarizing Japan's experience in dealing with realistic and practical problems over the past 20 years.

    This study aims to examine people’s perception of well-being during the COVID-19 pandemic in Japan and quantitatively clarify key factors towards realizing evidence-based policymaking. In March 2022, 400 participants responded to a survey conducted through Rakuten Insight. The authors applied an ordinal logistic regression (OLR), followed by principal component analysis (PCA), to create a new compound indicator (CI) to represent people’s perception of well-being during the pandemic in addition to ordinary least squares (OLS) regression with a forward-backward stepwise selection method, where the dependent variable is the principal component score of the first principal component (PC1), while the independent variables are the same as the abovementioned OLR. Consequently, while analyzing OLR, some independent variables showed statistical significance, while the CI provided an option to grasp people’s perception of well-being. Furthermore, family structure was statistically significant in all cases of OLR and OLS. Moreover, in terms of the standardized coefficients (beta) of OLS, the family structure had the greatest impact on the CI. Based on the study results, the authors advocate that the Japanese government should pay more attention to single-person households affected by the COVID-19 pandemic.

    Soma-idobatanagaya was built as the only group home type housing aiming for co-assistant among residents as a disaster public housing for the elderly after the Great East Japan Earthquake. Although the situation of assistance after moving in depends on the strength of previous relationships of residents, the relationship has changed due to the aging of residents. Also, the form of housing, the placement on the site, the relationship with the orientation affects the daily use of the co-assisted space. Furthermore, not only among residents but also families and acquaintances is supporting the lives of residents.

    &nbsp;In the reconstruction from the Great East Japan Earthquake, some of the damaged areas were prohibited to live in due to large damage from tsunami. Therefore it was difficult for victims to decide the way of housing reconstruction as soon as disaster occured. Each local government decided to provide several direct supports for victims: prepare the sites for group relocation on high ground, and build the public housing. On this occasion, government had to know needs of victims so that they can determine number of public housing they build. The grasp of the housing demands of victims was important as a basic data source, however, the data can be flexible and difficult to settle while victims can't judge if they are able to reconstruct on their pre-disaster living sites or not, in this early stage of recovery. Thus, the purpose of this paper is to clarify the constitution of the housing demands of the victims, who finally selected to live in the public housing after the disaster, using statistical analysis of questionnaire for victims and their re-registration data for public housing.<br><br>&nbsp;As a result, in around two years between the needs assessment of household's housing reconstruction plan and re-registration for moving in public housing, about 40 % of applicants changed their selection from the public housing to other options. The shift is related to the life style before the disaster and the living place after the disaster. Some applicants changed their choice from the new central area near a large shopping center to the district they lived before the disaster. It was related to two factors: the condition of pre-disaster living sites, wheather they are outside of uninhabitable zone; and the place of temporary living, wheather they could continue living in the pre-disaster living area during temporary living. Many households who selected to live in the public housing in seaside area lived there before the disaster. And in seaside areas, there's relationship between housing type and household type: young households selected detached houses and terrace houses, various type of households selected medium-height housing, and eldery households selected low-rise housing. In the historical central area of the city, on the other hand, various type of households selected low-rise housing and single-eldery households selected high-rise housing.<br><br>&nbsp;In conclusion, first, to determine the number of houses for government to build in the planning phase, it is necessary to consider life-style and ability of self-reconstruction, not only simply referring the result of needs of the victims without details. Second, because some victims finally selected to resettle in their pre-disaster living area, it seems possible to strategically recreate the damaged area by deploying public housing considering the future land use. Third, various plans of housing, e.g., housing for elderly, housing for living with pets, were proposed, but it also caused aggregation of socially similar families in some cases. The method of planning for the social mix is necessary. Otherwise, self-government with only elderlies can be collapsed sooner or later.

    The purpose of this paper is to clarify the required costs for the acquisition of the land and construction of nursing homes for the elderly, and method to raise money for each, using statistical analysis of nationwide questionnaire.The results are following. 1. The method of fund-raising for construction cost has changed; smaller part of expenses is afforded by subsidies from government, and larger part is afforded by borrowings. 2. Basic Costs of Residence has to be increased largely for business stability considering the construction cost per bed, calculated by the result of this article. Under the current system, if Basic Costs of Residence is 10,000 yen, institution management will not be able to be stabilized even in case of the multi-beds room. 3. The nursing homes in Tokyo were relying on subsidies for the land acquisition provided by the Tokyo metropolitan government from 1985 to 2008. These supports were helpful as the average of land cost per bed in Tokyo was larger prominently than the other area.

    The purpose of this research is to clarify the cost of construction and land about typical unit-type special nursing home. An analysis was carried out by statics of questionnaire for institutions throughout Japan. The results are following.<br>1. The total floor area par bed was different on region, but the costs per square metre or bed were not different in this research. In change over the years, each were decreasing from 2003, and the costs per bed was influenced on the area per bed and the costs per area.<br>2. The costs of construction were covered by subsidy, their own money and loan on most institutions. Subsidy was decreasing from 2005, instead of loan was increasing. Their own money correlates with years from the establishment of corporation.<br>3. Most institutions purchaced land by their own money only or with loan. The costs in the 23-boroughs, Tokyo and an area designated for urbanization are about two or three times high than other areas.<br>4. The costs of both construction and land were covered by official subsidy, their own money and loan on 95.4% of institutions. In the establishment of institution with land acquisition and construction, subsidy and loan are needed.

    本研究の目的は、これからの日本での建築行為がより少ない環境負荷でより豊かな居住環境の形成に繋がるように、建築を循環的行為として成立させる解決的方法を明らかにすることである。その始まりにあり、決定的な影響を持つ「解体」の範囲、規模、内容、そして解体された物の廃棄や再利用といった処理方法、さらには近未来の流動的社会に対応する、解体 を含んだより包括的な建築のシステム構築のために、体系的な整理と、実用に耐える立案とその評価の方法を提案、「解体から始まる循環型建築学」という新たな学問体系の基礎を形作ることを目論んでいる。 具体的には、研究を開始するにあたって以下の研究項目を定め、【研究項目１】のハードな技術面と【研究項目３】を担当する研究グループ、【研究項目１】のソフトな計画面を担当する研究グループ、【研究項目２】を担当する研究グループ、【研究項目４】を担当する研究グループを立ち上げ、研究代表者、研究分担者それぞれの研究課題、関連研究動向、研究の背景にある思潮等を整理し、全体で共有した。なお、研究項目は以下である。 【研究項目１】解体の環境影響評価体系の確立、【研究項目２】解体の歴史的事例の収集と評価、【研究項目３】必要部位限定型分離解体技術の基本要件の特定、【研究項目４】解体から始まる循環型建築産業像の提示、【研究項目５】総合的学へ向けての体系化。

    本研究は、イギリスの集合住宅を対象に、住戸とコモンスペースとの関係に着目して、社会的・政策的背景と計画の実際、居住の実態を探ることで、良好な近隣関係を保ちながら、長期的に持続可能なストックとして集合住宅を計画するための知見を得ることを目的としている。 令和2年度に引き続き、国際的なCOVID-19の感染の継続により海外渡航が制限され、予定していた現地での文献およびヒアリング調査を行うことができなかった。そのため、今回も当初の計画から変更して調査を進めた。令和3年度に実際に行った調査として、まず、前年度の調査により抽出した対象住宅事例について、現在手に入れられる資料を追加で収集し、研究開始前に現地で取得した文献資料とともに文献調査を行なった。重要な英語文献については全文の翻訳作業を行なった上で、計画・設計のプロセスを時系列で整理し、昨年度調査した社会的・政策的背景との関係についても分析を行った。また、対象住宅の図面についても資料から判別できるものを元に、住宅全体と住戸の関係および住戸と外構との関係を中心に空間構成について分析を行なった。社会的・政策的背景から計画のプロセス、実体化した空間までの統合的考察を進めつつある。イギリスにおけるヨーロッパの他国からの影響関係についての分析は、取得済みの資料で確認できるものから進めている。さらに、これらの分析を踏まえて、今後現地調査を行うにあたっての調査項目の詳細を整理し、渡航が可能になり次第、現地調査がスムーズに行えるよう研究を進めた。

    The Kumamoto earthquake that occurred in April 2016 damaged 168,000 houses, and about 4,300 temporary housing units were constructed at 110 sites.For the construction of temporary housing, an original construction standard called "Kumamoto default" was established to minimize the pain of the victims. In this research project, the grounds and background of the design criteria for "Kumamoto default" were clarified, and the effectiveness of the 10 items presented by Kumamoto default was verified.

    The lesson of the reconstruction from Great East Japan Earthquake is that a bottleneck process of reconstruction would often happen at the implementation of the plan. On this study, we compared three different disaster affected areas; New Orleans, Sichuan, Jogjakarta. We uncovered the relationship between stake holders and the problem against the implementation. In New Orleans, the government tried promote reconstruction with real estate market, so around low market potential area, they could not but collaborate multi-stakeholders. In Sichuan, the government applied the counter assistant system, however, they faced a difficulty for encourage these independencies of affected areas. In Jogjakarta, the government vitalized the potential of the community with distributing the fund. To cancel the bottleneck, they cultivated the existing social resource.
