1996年東京学芸大学教育学部人間科学課程総合社会システム専攻卒業、1998年横浜市立大学大学院経営学研究科修士課程修了。2002年、東京工業大学大学院社会理工学研究科経営工学専攻博士課程を修了し、博士(工学)を取得。同年、株式会社日立製作所生産技術研究所に入所し研究業務に従事。2011年、日立建機株式会社に出向し本社管理部門にて分析業務に従事。2013年から横浜市立大学大学院国際マネジメント研究科准教授。2021年、教授、専攻長。2022年から東北大学大学院工学研究科技術社会システム専攻バリュープロポジション講座(経営システム)教授。 計画・業務の質を高め組織内外を効率的に結びつける「経営システム」研究と 技術を効率的に創出する「技術経営」研究を進めている。

研究・イノベーション学会理事(非常任)、日本経営システム学会常任理事、日本品質管理学会評議員、国立国会図書館調査及び立法考査局非常勤調査員などを務める。

    This study aimed to quantitatively understand the “relationship between information system expenses and population size” and the “expense reduction effects of using cloud services and limiting customization at the time of information system implementation” in local governments. As a result of the quantitative analysis, the hypothesis that “population determines the information system expense of local governments” was proven for all local governments, local governments with cloud computing, local governments with independent cloud computing, and local governments without cloud computing. The results also support the hypothesis that “the introduction of the local government cloud is expected to reduce the expense of local government information systems” for local governments with populations of 10,000 or more. However, for local governments with a population of less than 10,000, it was found that the introduction of the local government cloud did not consistently lead to reduced information system expenses.

    Traffic congestion and accidents are often rooted in problems related to the structure and/or operation of road networks. While understanding and resolving these problems requires broad and specialized knowledge as well as advanced technologies, establishing such an environment is not always easy. However, many traffic phenomena can, in fact, be reproduced using generalized approaches and simplified models. If the essential characteristics of a given phenomenon are properly modeled, rapid and effective improvements can be achieved. This study focuses on local traffic problems and uses data obtained from field surveys to construct low computational cost, simplified, and flexible discrete-event simulation models. Furthermore, a practical method is proposed to enable the analysis of these problems and the formulation of improvement plans based on real-world traffic conditions. In practice, this method was applied to the issue of a stop sign immediately after a low-visibility left-hand curve near the Sendai International Center. Experiments were conducted under four scenarios that considered changes in traffic flow due to the long-term closure of the Sendaijoato Line.

    <jats:p>IT (Information and Communication Technology) companies are facing the dilemma of decreasing productivity despite increasing research and development efforts. M&amp;A (Merger and Acquisition) is being considered as a breakthrough solution. From existing research, it has been pointed out that M&amp;A leads to the emergence of new innovations. Purpose of this study was to discuss the efficient ways of acquisition and to resolve the dilemma of productivity decline by clarifying how the technology obtained through M&amp;A leads to the creation of new innovations. Hypothesis 1 was that the technology acquired through M&amp;A is utilized for innovation creation, Hypothesis 2 was that the acquired technology is utilized over a long period of time, and Hypothesis 3 was that a long-term utilization has a positive impact on corporate performance. The results, using sports prosthetics as a case study and using patents as a proxy variable, confirmed all the hypotheses set. We have revealed that long-term utilization of technology obtained through M&amp;A is effective for creating new innovations.</jats:p>

    <jats:p>For the real estate industry in Japan, the significance of facility management has been on the rise in recent years. Especially, the importance of fire safety management for facilities has grown as part of preparations for potential large-scale earthquakes. Fire safety management is regulated by the Fire Service Act and is established based on analyses of past facility fire incidents. However, in fact, facilities with inappropriate fire safety management can often be observed. The purpose of this research is, to target commercial facilities, investigate and analyze the causes of inappropriate fire safety management from the perspective of human error, and implement effective fire safety management. The hypothesis was constructed that the reality of fire safety management in commercial facilities is related to the disaster prevention awareness of managers and employees in commercial facilities. The hypothesis was examined through field surveys in commercial facilities and interviews with facility managers and is substantiated. With the aim of reducing human errors in fire safety management, the "Fire Safety Management Checklist" has been proposed, and its effectiveness has been confirmed.</jats:p>

    Providing unique value through differentiation is a challenge for today's increasingly commoditized markets, to which the Japanese tea-based beverage market is no exception. Even with the continued growth spurn by an increase in consumer health consciousness, the market is becoming increasingly commoditized. Many tea-based beverage manufacturers are striving to gain a competitive advantage by decommodifying their products through increasing health-related functional appeal and differentiating packaging to meet the health-conscious market’s needs. Given the consumers’ difficulty in perceiving differences in the contents of tea-based beverages, packaging becomes the primary way to influence their perception and a key incentive in choosing a particular product (basis for decision). This study compared the effects of altering packaging design on the sales volume of tea-based beverages by testing the hypothesis that differences in packaging design have varying effects depending on the product type's functionality for health. As a result of an analysis using actual sales data, the following two results were demonstrated. In the case of tea-based beverages in plastic bottles:<tt> i)</tt> “Alterations to label design for limited time packaging” have the most significant positive impact on sales volume compared to other methods alteration. <tt>ii)</tt> Alterations to packaging design positively influence sales volume for non-functional tea-based beverages, but not for the functional ones. These findings provide helpful suggestions for future packaging design strategies to promote sales as a means of decommoditization.

    As systems and products are advanced, it becomes essential for the manufactures of these products to ensure the quality of the business processes. Although Hitachi has developed and used a method of evaluating business processes of each business unit and their execution status based on ISO 9001 etc, it was not able to attain trouble free of the developed products. This paper proposed a procedure of producing questionnaires through analysis of troubles information, which can be used in the evaluation of business processes. This procedure considers the facts that effective countermeasures depend on types of inappropriate human behaviors and technical contents of troubles vary with business units. The proposed procedure was applied to a development project of the business unit related to social infrastructure. As the results, it was found that the questionnaires produced by the proposed procedure can greatly increase the number of findings as well as the number of the risks identified in FMEA/design documents.

    Recently, quality management has become more important to provide high-quality products and services, under the constraints of cost and delivery time. In this situation, we have developed and applied the Quality Management System Evaluation Method, that assesses both establishment level of processes in business unit and performing level in each product development project, and provides best practices as process improvement proposals. In this paper, we designed a description method of best practices, and established best practice library. Moreover, we confirmed that the established best practice library could provide effective process improvement proposals for business units, as 75% of process improvement proposals were actually accepted by the business units.

    Continuous improvement of business processes for product realization (product realization process) is necessary to provide high quality products or services for customers constantly, under the global competition with severe change of business environment. For this purpose, ISO9001 audit for assessing establishment level of rules for product realization and process quality assurance for assessing performing level of those rules have conducted until now. However, those activities focused on improvements/assessments of either establishment level or performing level. In this paper, we propose a new process improvement method applying Quality Management System Evaluation Method that we developed. Our method guides improvement approach based on both evaluation results of establishment level and performing level of improvement target organization. We applied our method to internal process improvement activities and their results show that process improvements are achieved effectively using our method.

    In recent years, performance levels in Paralympic sports — such as the 100-meter sprint in athletics — have improved remarkably, in some cases approaching or surpassing those of non-disabled athletes. One major factor contributing to this trend is the rapid technological advancement of assistive devices, including prosthetic limbs used by athletes. These developments have had significant implications for the assessment of athletes’ physical abilities and for classification systems. Furthermore, disparities in access to advanced equipment — stemming from national economic differences, gaps between high-performing and lower-performing athletes, and variations across disability types — raise concerns about equity and competitive fairness. It is also necessary to consider how increasingly sophisticated assistive technologies may influence athletes’ identities. This study indicates that the broader impact of technological innovation on the future of the Paralympic Games warrants further attention.

    The purpose of this study is to explore how Olympic education and Paralympic and parasports education in national teacher-training universities in Japan have changed after the Tokyo 2020 Games and what challenges remain. We compared web syllabi for the academic years 2022 and 2025 from 36 universities with teacher education programs, examining the presence and number of courses based on keywords such as “Olympic,” “Paralympic,” and “parasports.” In addition, timelines of parasports policy and inclusive education policy were created to examine whether there was a corresponding relationship with the institutional environment. The results showed that the implementation rate of Olympic and Paralympic-related courses stayed high, but the number of such courses slightly decreased, suggesting a partial contraction of the expansion observed in the period immediately before the Games began. In contrast, Paralympic and parasports courses increased, but were highly concentrated in a few universities and often depended on adjunct faculty members and special courses. These patterns indicate that Paralympic and parasports education tends to rely on temporary projects or on the enthusiasm of individual faculty members, and contains the risk of stagnating or regressing within five years. To create a sustainable legacy, it is necessary to expand its placement to foundational courses such as methods of special needs education, and to embed it institutionally by linking it to the core curriculum of the teacher-training program and to policies for supporting students with disabilities.

    There has been a focus on Paralympic and Para sport education in Japan in timing with the Tokyo 2020 Olympic and Paralympic Games. Specific initiatives include the activities of the Japan Sports Agency, the Tokyo Metropolitan Government and the Nippon Foundation Parasports Support Center. In school education, the large number of primary and secondary schools makes them an important venue for Paralympic and Para sport education. <br> <br>Therefore, to clarify the implementation of Paralympic and Para sport education in national teacher training universities, which are the main source of human resources for primary and secondary education, this paper conducted research on the syllabuses made available by the universities. The aim of the research was to identify opportunities for primary and secondary school education personnel to take part in classes on education in inclusive society understanding through Paralympic and Para sport education. <br> <br>Based on the extracted syllabus data, the following were conducted: (1) an understanding of the overall trend and(2)quantitative analysis. Specific classes were extracted from four “teacher training flagship universities” (Tokyo Gakugei University, University of Fukui, Osaka Kyoiku University and Hyogo University of Teacher Education), which are considered to provide pioneering education, and Hokkaido University of Education, which had the highest extraction frequency. (3)Qualitative analysis was conducted on the data of classes from these five universities. <br> <br>(1)In terms of understanding the overall trend, of the 36 targeted universities, 63.9% had Olympic-related classes, 30.6% had Paralympic-related classes and 55.6% had classes related to Para sport groups.Classes on the Olympics were offered at more universities and had a larger number of classes than on the Paralympics. Of the terms identified for the Para sport groups ─ “Para sport”, “Disability Sports”including several ways of writing “disability” in Japanese(障害者,障がい者 and 障碍者)and “Adapted Sports” ─ “Disability(障害者)Sports” and “Disability(障がい者)Sports” were found to be used frequently. <br> <br>(2) In the quantitative analysis, correlation and regression analyses were conducted between “university enrolment capacity” and “Olympics” and “Paralympics”. The results of the correlation analysis showed a positive relationship between the ‘number of university places and the respective number of relevant classes. The results of the regression analysis also showed that the ‘number of university places and the respective number of relevant classes are positively related as in the correlation analysis, and that the relevant statistics are also significant. The above results show that the ‘number of university enrolments’ is a determining factor in the number of classes respectively. <br> <br>(3)In the qualitative analysis, the four ‘teacher training flagship universities and Hokkaido University of Education were analysed and it was found that Olympic and Paralympic Games-related classes at Hokkaido University of Education, Tokyo Gakugei University and Osaka University of Education, which are larger in size(number of university enrolments), were filled. This trend would confirm what the quantitative analysis revealed. It was also clear that the field is carried by health and physical education and that personnel are often concurrently employed. However, sports education for the disabled in the field of education for children with disabilities is being implemented at the Hokkaido University of Education, Sapporo. <br> <br>In the future, the enrichment of convivial education is expected to be increasingly in line with social needs. Therefore, it is considered essential to enhance classes by full-time teachers. In addition, some approaches from the field of education for children with disabilities(special needs)as well as the Hokkaido University of Education were observed. It is hoped that this trend will grow.

    The Tokyo 2020 Paralympic Games came to a close with much fanfare, and the successes of Paralympic athletes from Japan and abroad wearing sports prostheses are still fresh in our memories. The international market for prosthetic feet and limbs for competitive sports is dominated by two companies, Össur and Ottobock. Both companies “acquired” the technology of Van Phillips, the inventor of sports prosthetic feet and limbs. This study analyzes and examines the progression of innovation in sports prosthetics from the perspective of “business acquisition.”<br><br>First, the history of the development of sports prosthetics as well as the corporate activities of Össur, Ottobock and other related companies are introduced. An overview is then provided of sports prosthetics technology and industry in the United States. Sports prosthetics research is mainly concentrated in the United States, and patents are held mostly by Van Phillips and Össur, to the extent identified by search results.<br><br>Focusing next on Össur, which acquired Flex-Foot Inc., a company founded by Van Phillips, a regression analysis was performed on the relationship between Össur’s sales and patents. The results showed that patents are a major determinant of sales. Based on the view that Van Phillips’ patents influenced Össur’s patents, a regression analysis was then performed covering a total period of 20 years—10 years prior to and 10 years after the acquisition in 2000. The results showed that there was a time lag of 10 years. Considering the results of the analysis as well as the process of research leading up to patents and patent publication and examination, it appears that the benefits of acquiring the patents began to emerge from around six and a half years after the acquisition. In other words, while Össur took 10 years to obtain patent rights that were influenced by the acquisition of Flex-Foot Inc., it can be assumed that in research and development, Össur gained the benefits of the acquisition about six and a half years after the acquisition. This illustrates that substantial capital and staffing is required for technology catch-up in the field of sports prosthetics.<br><br>Next, research and development efforts in sports prosthetics in Japan was examined. As mentioned in the above discussion, both Össur and Ottobock inherited Van Phillips’ technology heritage through “business acquisition.” In other words, it can be assumed that the two companies had both obtained the basis of the technology and are carrying out advanced research. To achieve technology catch-up in such an environment, the small size of the Japanese market will pose a considerable challenge. According to Libertas Consulting (2021), “Of the estimated 70,000 prosthetic limb users(in Japan), only a few hundred use sports prosthetic limbs.” In order to make a breakthrough, disruptive innovation that deviates from “Van Phillips’ technology heritage” is needed, but it is by no means an easy task.<br><br>If Van Phillips’ innovation had its origins in his own need to develop and have prostheses, then it will be all the more important to work more closely with prosthetic users. Japan has prosthetists, orthotists, and manufacturers who have worked “behind the scenes” to support Paralympic athletes. There is also accumulation of knowledge on how to use prosthetic products from abroad. Systematizing and sharing such technologies will be the first step towards disruptive innovation.<br><br>In addition, with products from abroad, there has generally been a slow response to customer needs. It occurs frequently in the field of IT software and often results in user dissatisfaction. While it may be difficult to establish a major sports prosthetics company in Japan any time soon, it will be important to have a national policy for developing major welfare equipment companies in Japan in order to reduce the number of dissatisfied users.

    Recently, quality management become more important to provide high-quality products and services, under the constraints of cost and delivery time. In this situation, we have developed and applied the Quality Management System Evaluation Method, that assesses both project process rules and those practice level, and provides best practices as process improvement proposals. In this paper, we designed the description method of best practices, and established best practice library. Moreover, we confirmed that the best practice library established makes effective process improvement proposals for business units, as 74% of process improvement proposals proposed are actually accepted by the business units.

    Continuous improvement of project processes for product developments is necessary to provide high reliable products or services for customers constantly under the global competition with severe change of business environment. For this purpose, ISO9001 audit, assessing quality management system, and process quality assurance, assessing practice level of project management rules, have performed until now. However those activities focused on either improvement of rules or that of practice level. In this paper, we propose a new process improvement method applying Quality Management System Evaluation Method that we developed. Our method guides improvement approach based on the process level of organization evaluated with our method. We applied our method to internal process improvement activities and their results show that our method achieves well results of improvement in project management process in a short time.

    In recent years, third party enterprises are going into the various maintenance business actively. These firms enter into the maintenance market of the construction machineries and elevators/escalators in Japan. The supply of inexpensive and low-quality maintenance service has a negative influence on the business ecosystem which consists of manufacturers, customers and third party enterprises. The negative influence damages the reliability of the whole products. Thus, this research elucidates the business ecosystem in the maintenance business and derives the activities each players should carry out for quality improvement. As a result of system dynamics and case analysis, we found the importance of the exchange of quality information between manufacturer and third party enterprises. When quality information exchange is carried out, it is expected that the business ecosystem of maintenance service will expand.
