 The purpose of this study is to clarify, by means of the analysis of a questionnaire targeted at the full-time teaching staff of 23 higher education institutions in the Tohoku area, the challenges posed to the career development and capacity building of faculty members of universities and junior colleges. The analysis begins by giving an overview of the relationship between a person's academic career, capabilities and experience; binomial regression analysis is then used to pinpoint the factors that affect the self-evaluation of comprehensive capability as a university faculty member. The three main findings that are confirmed are as set out below. Firstly, it is research capabilities that have the most powerful effect on the self-evaluation of comprehensive capability. This is followed by teaching capabilities as the second most influential factor. Secondly, the experiences that exert a positive effect in terms of enhancing the self-evaluation of comprehensive capability comprise authorship of a textbook, participation in training for faculty development within the university, and receipt of a grant from the university for individual research. Finally, even after the effects of research, teaching, other capabilities and experience are controlled, it still remains a fact that the sum total of years of experience as a full-time faculty member exerts a positive effect, while fixed-term employment exerts a negative effect. The above findings substantiate the relationship linking capacity building and university management. In particular, fixed-term faculty members tend to be of a younger age and occupy a lower grade than tenured staff. The challenges in terms of career development and capacity building are how to enhance the research as well as the teaching capabilities of junior members of staff.

The Japanese technological colleges, founded in the period of economic growth, have supplied the labor market with many engineers through their specialized education with high occupational relevance. However, because of the high degree of occupational relevance, the relationship between education in technological colleges and the labor market has been influenced by postwar economic changes. This was especially the case during the period of economic depression in late 1970s, when the number of professional engineers decreased and the number of blue-collar workers increased in graduates of technological colleges. To the aggravation of employment, the technological colleges took adaptation strategies of exploring new labor markets in other related industrial areas and middle-size companies. As a result, the rate of graduates entering the field of professional engineering recovered in early 1980s. Nevertheless the departments of disciplines with low technical generality suffered more profoundly, since they had more difficulty in taking such adaptation strategies as changing areas of entry. Furthermore, the increment of entry into middle-size companies resulted in increasing orientation to local companies by new graduates. Although the rate of professional engineers recovered, the rate of entry into metropolitan, large-size companies did not. It seems that the technological colleges took the strategies of recovering the rate of professional engineers, which at the same time accompanied with double peripherization in company size and location. These changes in the labor market entry pattern also influenced the occupational attitude of graduates: those who, at the time of entry, gave preference for working conditions rather than the type of work itself increased. This suggests that they come to hold more instrumental attitude toward professional works. In these respects, the adaptation strategies of technological college brought qualitative changes to the education in themselves.

地方創生の重要性が指摘される中で，大学と地域のさらなる連携強化が求められている。大学では，地域との連携を推進する政策等の効果もあり，「地域学部・学科」等の設置や地域との連携を重視する教育内容やカリキュラムなど組織・制度的側面における連携促進の素地が整備されつつある。しかし実際にその連携を担う専門人材の配置は，大学運営の厳しさが増す中で当初期待されたほどの広がりや恒常化は生じておらず，実質的な連携強化の方策が課題となっている。そこで令和３年度は，大学地域連携の強化と発展を促進する要素を明らかにすることを目的とし，「地域学部・学科」の整備状況やその背景・教育内容等に着目しながら，各大学の組織・制度的側面における強みと特徴について検討するための資料・データの整備を行った。名称に「地域」もしくは「コミュニティ」を冠した学部・学科（「地域学部・学科」）は，1996年に初めて国内の大学に設置され，2005年度には12学部まで増えた。その後，2009年度から2020年度までの間に23学部が設置されるなど，これまでに設置された「地域学部・学科」の35学部のうち，特に近年の拡大が顕著であった。これらの経緯を確認してみると，学部改組など学内資源の再配置と関連して設置され，地域連携への取り組みにもその経緯が反映されているものも多いが，地域連携の拡充に向けた組織的な側面における新しい取り組みを把握するための調査・分析をさらに続けていく必要がある。

本研究の目的は、高等教育機関の地域配置および高等教育の地域社会的効用について、高等教育（あるいは高等教育機関）の地理的影響範囲をベースにした高等教育「後背地」理論モデルの確立を目指すとともに、現在の高等教育領域の研究知の偏在を問い直すオルタナティブな高等教育研究領域を切り開くことにある。そのための研究実施計画として、①高等教育と所在地域社会との関係を検証するためのデータベース構築およびインディケータの妥当性の検討、②特定の「高等教育過疎地」における機関ヒアリングならびに学内外関係者のフォーカスグループインタビュー、③総括、の3つのパートを置き、研究を進めている。今年度、同じく前年度には実施が厳しかった①の検討の続きを、オンラインを活用しながら実施した。前年度実施出来なかった②特定の「高等教育過疎地」における機関ヒアリングならびに学内外関係者のフォーカスグループインタビューについては、COVID-19禍での生活変容を踏まえた研究計画の検討をすすめたものの、研究の性格上、現地に赴かずにオンラインだけでヒアリングやフォーカスグループインタビューを実施することは難しいという結論に達した。一方、今年度もCOVID-19感染拡大の影響が続き、現地でもその対応が続いていることから、現地での調査協力をお願いすることは現実的ではないことから、今年度中の実施は見送った。したがって、③総括も含めて、来年度（期間延長）に可能な限り実施に移す予定である。

This study revealed how modern elements such as school education and occupational qualification systems are penetrating the training systems of traditional employment, based on the case of sake-brewing toji as traditional employment. There were three findings to report: (1) With the advance of higher education, there has been a change from an unstable passing down of techniques that relies on student receptivity, to a stable passing down of techniques based on the knowledge of university graduates and a scientific foundation. (2) Toji unions’ demands for improved labor conditions have advanced the change to annual employment. This shifts the succession of techniques from individuals to organizations, and jeopardizes of the existence of the toji. (3) The verbalization and digitization of processes due to the mechanization of the manufacturing process have progressed, and the passing down of techniques has shifted to succession by manual, changing the attributes required by students.

First, we considered not only the trends of liberal arts education in individual countries, but also the influence of the new issue of STEM education from a global perspective. Secondly, the research group consists not only of higher education researchers but also experts in mathematics, history, physical education and career education, and examined the present situation and problems of liberal arts education from the viewpoint of academic disciplines.Thirdly, We examined new trends of liberal arts education in the United States, the United Kingdom, Canada, Germany, China, Australia and Japan after deregulation of higher education. Lastly, we considered measuring of learning outcome of liberal arts education is considered as the overall bachelor's education education. Based on the above results, we published "Inquiry of high quality liberal arts education in global society" from Tohoku University Publications.

The Project reanalyzed the data of the 2012 survey on university managers in Japanese universities, and explored the capability structures of department heads, and their performance is supported by their own diverse experience and through active collaboration with administrative staff. On the other hand, we conducted on-site surveys on academic leadership programs provided by universities or their consortium in Anglo-Saxon countries and Malaysia. By analyzing their content, structure and participants, which helped give implications to a similar program delivered by Tohoku University. At the same time, we investigated some major practices on management training and development programs offered by university or related university associations, and publicized its results at the JAHER Conference.

This study was aimed at elucidating the actual situations of “Dual Quality Assurance” in the Spanish higher education system, through grasping the Spanish (higher) education system and its course of development and through grasping and considering the reform in the Spanish education system and its consequences. The interviews with the persons in charge and data collections at educational administrative organizations and higher education institutions, which are the core of this study, were conducted at the Ministry of Education, Culture, and Sports, Complutense University, Salamanca University, and so on. We have obtained various kinds of useful information and data on the policies by educational administrative organizations, responding or independent actions by higher education institutions, and so on, which are needed to achieve the aims of our research.

The training of the traditional skill job has been performed by a hereditary system or apprenticeship system. And it is a trade association to have continued securing of talented person and the placement of the skill job, the improvement of the technique, and an action for the improvement of working conditions. For example, the chief brewers’ employments were converting from seasonal to annual, and they caused a big change in the succession of technique and the reproduction system of talented person. However, it shows that the trade association contradicts itself. They have lost their significance of existence as they achieve their aim.

As the service industry has the largest share of the working population and the highest ratio of university graduates, it has been the most influenced by the expansion of the university graduate labor force in Japan. Local areas where the total service industry working population increased also saw remarkable expansion of the total working population and also the ratio of university graduates in employment. On the other hand, local areas where the increase in the service industry working population was less significant did not see a rise in the ratio of university graduates. Furthermore, the latter areas had relatively small increases in their young labor force. So there are differences by local areas in capacities for especially young university graduates absorption, and these factors increase area differentials within the labor market.
