    This study investigates the impact of intellectual property (IP) strategy on the governance of technological platform-driven global value chains (GVCs) using a case study of the collaboration between Qualcomm and Chinese smartphone manufacturers. Our findings are twofold. First, even when IP protection is inadequate or technological capabilities of IP users are weak, a well-designed IP strategy can allow a technological platform vendor (Qualcomm) to transfer knowledge to users in developing countries while still protecting their own IPs. Second, by reducing the platform and value chain’s modularity, a good IP strategy can encourage platform vendors to offer more innovation and learning opportunities along GVCs. We show there can be a significant mutual reinforcement mechanism included in an IP strategy that supports the co-evolution of platform vendors and a few selected users (OPPO, VIVO, and Xiaomi) with great potential for learning and innovation in GVCs.

    This study examines the trickling-down effect from the coastal regions to the inland regions of China to better understand her regional disparity. Here the trickling-down effect is analyzed mainly from the perspective of the interregional inputoutput analysis. Using a multi-regional input-output model, our analysis shows that the magnitude of the effect (especially the one to the western regions) is quite small, although two coastal growth poles (i.e. the central coastal region and the southern coastal region) have some effects to their adjacent inland regions. The results show the validity of the China's recent development strategy for her western regions.

    A現状認識班(島田・趙・日置)はAIIBの活動状況を調査し、現状認識を行った。そのかなりの部分はADBとの共同融資であるが、不良債権もすでに発生していることが明らかとなっている。これらは内容を精査したのち雑誌に投稿予定である。他方、中国のビジネスモデル理論的基礎となりうる理論がDavis, Zhao(2019)によって与えられた。さらに、Zhao (2019)は中国経済の特徴である戸籍と輸出の関係を明らかにした。 B公共財理論班(趙・宮越)は、研究目的(I)の理論で、資金の提供国、公共財の提供国・フリーライダー国、便益の受益国という３者の利害関係を解明できるモデルを構築し、Suzuki, et al. (2019)論文として再改訂して別の学術誌に投稿した。また、Zhao and Miyakoshi (2020)論文としてWorkshop on: Public Policies and Time Zonesで報告した。 Cネットワーク理論班(島田・宮越・佃)は、研究目的(II)の理論で、統一経済圏を表現する生産・金融ネットワークモデルを構築する。金融ネットワークでは、 点としての金融市場(国債格付けによるリスクウエイト付け)を定め、線としての各国金融市場間の連結性を推定することで、金融ネットワークを解明する。Shimada, et al. (2019)はこうした問題に対してパラメトリックアプローチを用いて取り組み、再改訂を行った後、2019 Asian Meeting of the Econometric Society等で報告し、学術誌に投稿した。また、Miyakoshi, et al.(2018)は同様の手法を香港REIT市場の解明に応用し学術誌に投稿し、現在3回目の改訂中である。 国内外における研究ネットワークの構築に関しては、2019年10月7日に内外の研究者を神戸大学に招聘し“Workshop on : Migration, Employment & Finance”を開催し、中国の金融ネットワークに関する知見が報告された。

    Various papers have been produced by the participants in terms of how socio-economic characteristics have influenced the development process of indigenous firms in China and Inida.Main bodies of papers focused on (1) the influences of governmental technology policies on innovations, and (2) the influences of demand quality of domestic market on innovations. Beside the individual papers, the team as a whole organized 3 internatinal workshops in Japan and China with the collaboration by specialists from Chines Accademy of Social Sciences and Indian Instituite of Management, Bangalore.

    In this study, we got the data sets of land usage price which are supplied by local governments from web site. We combined the data of land price with GIS data for each county, and subjected to empirical analysis on the land market and the behavior of local governments. Specially, we use the spatial lag model that takes into account the spatial auto-correlation of the land price, and estimated the determinants about the local industrial land usage prices. As a result, the land price around that area also significantly affected the land usage price. This phenomenon seems to explain the existence of competition of local governments about the land usage rights. We reported this analysis in the international conference, which was held at the Fudan University in Shanghai, and have posted the paper to the international journal. In addition, we are planning to continually publish the result of this research using the database that was constructed during our research.

    本年度の課題は、(1)前年度の株式合作制試験の補充調査と(2)農村税費制度改革(農村部の租税公課制度改革)試験の実地調査を行うことで、中国型経済改革の実験的側面の実質を解明することだった。しかしSARS流行のため、夏期に予定していた実地調査を遂行出来なかったため、当初予定とは異なり、もっぱら文献資料から、農村税費制度改革が改革試験区でいかに展開されてきたかを理解するにとどまった。 文献資料からわかる概要は以下の通り。まず税費制度改革の原型は、安徽省阜陽試験区や貴州省〓潭試験区などで、1993〜94年から始まっている。安徽省を中心として税費制度改革が本格化するのが2000年ごろだから、施行錯誤の過程は6〜7年という長期に及んでいる。当初の税費制度改革の内容は、(1)食糧の契約買付(合同定購)を廃止し、(2)農民が農業税と農林特産税(および附加)と「三提五統」などの費用徴収を一括して食糧現物で納め、(3)食糧部門による食糧販売代金は食糧部門と財政部門が決算を行い、税相当部分は県財政へ、各種費用相当部分は郷鎮あるいは村へと帰属させ、(4)農民は食糧現物を納付後いかなる追加的費用徴収を拒絶する権利をもつ、というものである。要するに当初の税費制度改革は、現行改革がもっぱら農民負担軽減を目的とするのに対して、食糧流通制度改革をも重要な目的としており、政策目的自体が異なっていた。農民負担軽減という目的にたてば、税金や費用の徴収方法上の改革措置のみでは不十分なことは明らかで、農村基層政権組織の合併や人員削減といった機構改革、基層組織に課せられた公共財・サービスの供給と財政収入との不均衡是正といった財政制度改革など多方面の改革が不可欠である。それらは現行税費制度改革の主要課題となっている。そこで当初試験案からどのように現行制度改革案への準展が図られたかを実証的に解明することが次年度以降の課題として残される。
