    This study proposes a framework to assess the seismic risk by integrating city‐scale numerical simulations with sensor data prediction. The study begins with advanced numerical simulations using two primary methods: the integrated earthquake simulator (IES) and the stochastic Green's function method. The stochastic Green function method is used to generate the motion from the fault model to the outcropped engineering bedrock. The IES is used to simulate the ground motion on the surface, considering different scenarios, and the sumulation results are seperated into training and validation datasets. In this study, all scenarios are generated from a single fault model, and variability is introduced by changing the rupture initiation point, representing a limited dataset but practically relevant setting. Proper orthogonal decomposition (POD) is then applied to the training datasets to extract spatial modes, and those modes are used for identifying the most suitable distributions for sensors. In this study, the sensors are strategically placed to maximize data collection efficiency while minimizing the overall number of sensors used. Optimizing sensor distribution is crucial owing to the challenges associated with deploying numerous sensors in actual situations. The distribution of sensors obtained by this method is validated using a test set generated from IES simualation. The case study focusing on Sendai city (Japan), for scenarios associated with the Nagamachi–Rifu fault, finds an optimal solution for the distribution of sensors and allows for an overall prediction of the expected accuracy. The results show that seismic risk prediction and assessment on a city scale can be achieved by this method while maintaining accuracy and the number of sensors. The present work therefore demonstrates the feasibility of the proposed rapid prediction framework under limited dataset conditions for a specific, high impact seismic source, while the extension to multiple faults and magnitudes is left for future work.

    Abstract The quality of post-disaster data directly impacts the reliability of empirical fragility curves. Many seismic studies rely on estimated, rather than measured, ground motion intensity due to the limited number of recording stations. However, this study utilizes a unique database of over 7,817 buildings surveyed near 37 ground motion stations in the prefectures of Fukushima, Miyagi and Iwate Prefectures following the 2011 Great East Japan earthquake. This research examines damage data inland of the tsunami inundation zone, which has received little attention. A flexible Bayesian framework is employed to construct fragility curves, accounting for data overdispersion and uncertainty in the actual level of ground motion intensity experienced by the buildings. Despite large uncertainties, the results reveal that post-2000 buildings demonstrated superior seismic performance, while pre-1981 buildings were the most vulnerable. Contrary to observations from the 1995 Kobe earthquake, heavy steel frame buildings emerged as the most susceptible to damage, whereas wooden buildings performed similarly to reinforced concrete and light steel frame structures. Additionally, a sensitivity analysis indicates that the difference between the recorded ground motion intensity and the level actually experienced by the buildings surveyed in the station’s vicinity has a negligible impact on the fragility curves.

    The increasing demand in structural engineering now extends beyond collapse prevention to encompass business continuity planning (BCP). In response, energy dissipation devices have garnered significant attention for building response control. Among these, buckling-restrained braces (BRBs) are particularly favored due to their stable hysteretic behavior and well-established design provisions. However, BCP also necessitates the prevention of furniture overturning—an area that remains quantitatively underexplored in the context of buckling-restrained braced frames (BRBFs). Addressing this gap, this research designs BRBFs using various design criteria and performs incremental dynamic analysis (IDA) with artificially generated seismic waves. The results are compared with previously developed fragility curves for furniture overturning under different BRB design conditions. The findings demonstrate that the fragility of furniture overturning can be mitigated by a natural frequency shift, which alters the threshold of critical peak floor acceleration. These results, combined with hazard curves obtained from various locations across Japan, quantify the mean annual frequency of furniture overturning. The study reveals that increased floor acceleration in stiffer BRBFs can lead to a 3.8-fold higher risk of furniture overturning compared to frames without BRBs. This heightened risk also arises from the greater hazards at shorter natural periods due to stricter response reduction demands. The probabilistic risk analysis, which integrates fragility and hazard assessments, provides deeper insights into the evaluation of BCP.

    The author summarize the attenuation characteristics of strong-motion records during the 2011 Tohoku earthquake and discuss the applicability of Ground Motion Prediction Equations (GMPEs) to mega earthquakes. The major results are as follows: 1) GMPEs adopting linear Mw term tend to overestimate when applying to mega earthquakes. The source term must follow the scaling of omega-square model. 2) Some of the GMPEs using fault distance also need to revise their saturation rate of amplitude when evaluating mega earthquakes. 3) The different definition of source-to-site distance can cause not only the different attenuation characteristics but also the different source-term scaling in mega earthquakes, because the extensive fault of mega earthquake affect even in the distances farther than usually expected.

    We performed benchmark tests for strong motion simulation methods using Stochastic Greens function method. The target event is the 2004 Kii-hanto-nanto-oki earthquake with MJMA7.1. Strong motions observed at K-NET and KiK-net stations located in Kanto, Nobi, and Osaka planes are calculated under several analytical conditions. All the results calculated by participants generally show a good agreement to each other. The results are also compared to observed records, and the discrepancy of the response spectra is discussed. It is indicated that a priori information such as empirical site effects and observed phase data is important to improve the accuracy of the Stochastic Greens function method.

    By using the survey results in Sendai for the building vibration damages caused by the 2011 Tohoku earthquake (M9.0), we investigate the relationships between the strong-motion amplitudes and the damage ratios, which are classified by the structural types and the construction years. The following results are obtained: 1) Dependency of the damage ratios on the construction year is significant. 2) The obtained damage ratios for severe damages, especially to wooden buildings, generally agree with the fragility curves of Murao and Yamazaki (2002), Midorikawa et. al (2011), and Sakai et al. (2002). 3) By comparing with the survey results for the RC-building damages caused by the 1978 Miyagi-oki earthquake (M7.4), the damages for the 2011 earthquake, are heavy in Oroshi-machi, where the many old buildings are still used, while the damages are decreased for the 2011 earthquake in the other two areas, where the many new buildings have been constructed.

    In the Tohoku earthquake, reclaimed lands as well as residential houses build on such a land were severely damaged. The present study investigates causes of those damages by classifying the properties of the input motion, ground conditions, and construction ages. As a result, compared with the damage rate of the houses located on a land constructed by cutting hills, those on filled valley and their boundary show much higher, more than double, damage rate.

    In case of tsunami evacuation, on foot is principle in Japan based on several lessons from the past. However, there is a tremendous need for tsunami evacuation by a car in coastal area where no high ground including high building is found. This paper aims to design a new tsunami evacuation plan with combination of walking and cars in Watari town. The major reasons of car evacuation need is no high safe zone and far out of inundation area in coast. As a result of primary simulation, it is found that 46.0 % people in tsunami inundation area of the 2011 Great East Japan Earthquake disaster cannot escape from tsunami on foot. We propose a flowchart which select tsunami evacuation transportations (walk or car) and suggest directions (horizontal or vertical) for each district, and suggest an evacuation plan combination of walking and cars.

    Based on the DCRC strong-motion records in Sendai, site amplification characteristics in Sendai city during the 2011 Tohoku earthquake sequences are investigated. It is found that short-period (less than 1s) amplifications are predominant at northwestern area, while not only short but also long-period (around 3s) amplifications are predominant at southern area of Sendai. Such spatial differences are generally explained by the existing subsurface structure models, except that the backfilled soil model may be necessary to change and long-period later phase cannot be well explained in the southern area of Sendai.

    We developed the immediate earthquake intensity information aggregation system using PC built-in sensors and IP multicast. This system detects earthquake motion using the PC built-in acceleration sensor and transmits the information of earthquake motion to other PC using IP multicast communication. This also records earthquake motion at the same time, which will be very useful for firefighters to rescue victims. We confirmed the usability of this system by carrying out the vibration tests.

    In this paper, response characteristics of horizontal motion coupling are described by using a continuous model considering eccentricy. The model is based on the 1-dimensional wave propagation theory, considering the shear torsional motions. The response characteristics are characterized by the horizontal coupling parameters. The theoretical response solution in the frequency domain for the 2-layer model is presented and the effects of the coupling parameters for the response characteristics are investigated. Furthermore, damping effects by eccentricity are addressed.

    An earthquake with MJ5.5 occurred at depth of 10 km in northern part of Miyagi prefecture at 0:13 on July 26, 2003. Following this earthquake, a greater earthquake with MJ6.2 occurred at 7:13 of the same day and in the same area. The intensity 6 upper on JMA scale was recorded at the town of Nango-cho, Naruse-cho and Yamoto-cho in epicentral area during the mainshock. Aftershocks are distributed covering a length of about 15 km along with the fault called ASAHIYAMA flexure. The greatest aftershock with MJ5.3 occurred at 16:56 of the same day. Nobody was killed but 674 peoples were injured by the earthquake. The number of destroyed houses is estimated as 1,017 and damaged houses as 10,323. 2813 people took refuge at the time of maximum.

    Seismograms had been recorded in the deep vertical array installed at the reclaimed area of Higashi-Nada ward, Kobe city (KHG) including an observatory point in the deep seismic bedrock layer, which is suitable for investigation of ground-motion amplification due to deep irregular subsurface structure. First, the velocity structure beneath the KHG site is estimated using seismograms of 5 earthquakes based on the genetic algorithm. Next, the ground motion amplification at KHG site is analyzed using the 2D basin-edge structure. The 2D analyses well reproduce amplification from the bottom to the top point, which cannot be explained by only the horizontally layered model. The ground motions at the top of KHG as well as several neighboring surface points are successfully simulated using the records at the bottom of the KHG during the 2000 Tottori-ken Seibu earthquake. The basin-edge structure mostly affects the ground motion amplification in the period range of 1-2 s. at the KHG site.

    Attenuation relations of peak ground acceleration, peak ground velocity, and acceleration response spectrum in both horizontal and vertical components are estimated by regression analyses of California strong-motion data set, which contains many near-source records of shallow inland earthquakes. These attenuation relations can take into account the effects of fault extension, reflection from Moho, and nonlinear amplification of holocene stratum. By comparing with Japan inland earthquake data, it is confirmed that these attenuation relations are applicable to the estimation of strong motions on pre-Quaternary and Pleistocene strata for Japan inland earthquakes. However, in the estimation on Holocene stratum the applicability are decreased because area-dependent variations of soil amplification are large.

    This study investigates bedrock motions on an outcrop of Rokko granite rock and site amplification characteristics due to deep irregular underground structures in Kobe City during the 1995 Hyogo-ken Nanbu earthquake. Six sections normal to Rokko Fault are modeled based on 2-D seismic profiles determined from geological surveys. Peak velocities of bedrock motions deconvolved from 6 records show almost the same level, 50-60cm/s, while those on an outcrop of Osaka group are 86-137m/s. Ground motions at sea side area can be well simulated, indicating that bedrock motions are expected to be properly evaluated. In soil responses on Osaka group, the large amplifications can be commonly seen at area about 1km away from basin edge to seaside, while the transfer functions from the bedrock are varied according to the bedrock shapes. Distributions of maximum responses are accountable for the distributions of damaged structures.

    This paper presents the idea of deconvolution using FFT and considers the meanings of utilizing the deconvolution technique for seismic wave analyses. Seismic waves are separated into amplitude-dependent parts, called minimum-phase-shift functions (MPS), and other parts, called all-pass functions (AP), by means of deconvolution using FFT. This deconvolution technique is summarized in Figs.1 and 2. The meanings of MPS are considered by simple examples shown in Figs.3 to 5. Furthermore, for several seismic waves, the characteristics of MPS and AP are examined in Figs.6 to 11.

    The objectives of this paper are to present FFT technique, which can evaluate Hilbert transforms, complex envelopes, and generating functions in hyperfunction theory, and to show ideas to separate seismic waves into several meaningful components and to synthesize seismic waves with definite characters, by means of the FFT technique. Several examples of synthesized seismic waves, such as random waves with the same Fourier spectrum and similar time envelope properties, random waves with the same time envelope and similar spectrum properties, and waves with mixed properties of two observed seismic waves, are also presented.

    The objectives of this paper are to present FFT technique, which can evaluate Hilbert transforms, complex envelopes, and generating functions in hyperfunction theory, and to show ideas to separate seismic waves into several meaningful components and to synthesize seismic waves with definite characters, by means of the FFT technique. Several examples of synthesized seismic waves, such as random waves with the same Fourier spectrum and similar time envelope properties, random waves with the same time envelope and similar spectrum properties, and waves with mixed properties of two observed seismic waves, are also presented.

    In order to mainly improve the evaluation accuracy of seismic motion, which is less accurate than that of the building side, this study challenged the prediction of strong ground motion, real-time and spatial evaluation of seismic motion, and building response prediction using deep learning. We used a large number of strong-motion records including large-amplitude records of the Tohoku region, Japan. Although it should be noted that deep learning is highly dependent on the number and distribution of data, we showed that deep learning can model complex phenomena and contribute to evaluation accuracy improvement. Although it takes time to learn, neural network can be applied immediately and is effective for earthquake early warning and immediate response for earthquake disasters.

    This research investigated implementation of earthquake disaster prevention system based on modelling enhancement of real-time disaster prevention information as Structural Health Monitoring (SHM) and Earthquake Early Warning (EEW) using data obtained by the real-time earthquake observation network extended at public buildings in Miyagi-prefecture and surrounding area. As for SHM, based on the long-term observation data of buildings experienced the 2011 Tohoku earthquake, new findings on dynamic characteristics before, during and after the earthquake have been obtained together with those on amplitude dependency and seasonal change of dynamic characteristics. Regarding EEW, as real-time ground motion prediction method using front-site waveform information, data assimilation technic and RVM have been investigated. These research results were presented inside and outside Japan and also utilized for earthquake disaster prevention education.

    This study investigates Earthquake Early Warning (EEW)System with Structural Health Monitoring (SHM)function has been investigated as a next generation regional earthquake disaster prevention system. To mitigate earthquake damage in a million population city, Sendai against the approaching Miyagi-ken Oki earthquake, a sophisticated disaster prevention system has been developed. The EEW/SHM system was installed at two public buildings of Pacific Ocean coast, two buildings on the propagation path and one building in Sendai. The realtime observation data are transmitted to Tohoku University through Internet. An accurate earthquake ground motion prediction method using front-site waveform data is also investigated to be applied to earthquake disaster prevention. As one of utilization, the developed system has been used in the disaster prevention education at elementary schools. The developed EEW/SHM system experienced the 2011 Off Pacific Coast Tohoku earthquake. The obtained records contributed to the research on SHM by providing such as amplitude dependent dynamic characteristics of buildings before, during, and after the earthquake

    In this study, the development of the integrated earthquake early warning system and structural monitoring system has been performed to enhance its added value as well as reliability and utility. The investigated research items are; 1) Development of warning system by combining structural health monitoring and real time earthquake information, 2) Enhancement of accuracy of ground motion prediction considering local soil condition, 3) Effective utilization of EEWS in hospitals based on demonstration test, 4) Effective utilization of EEWS in schools based on demonstration test. Regarding the item 1), the online earthquake observation system was developed and installed at Oshika Branch Office (OBO) building located near the Pacific Ocean coast and a building of Civil Engineering and Building Science of Tohoku University in Sendai. The integrated earthquake early warning system has been demonstratively tested. Regarding the item 2), a prediction method based on the Artificial Neural Network (ANN) has been proposed to estimate more accurate ground motion prediction using the incoming waveform of the first portion of P-wave from OBO and also local soil conditions. The applicability of the proposed prediction method has been verified for the Miyagi-ken Oki earthquakes. Regarding the item 3), a questionnaire investigation was performed at Tohoku University Hospital to clarify the needs of RTEI and effective utilization system has been proposed. To perform demonstration test, a receiver of Real-Time Earthquake Information was installed at the hospital together with display and warning lamps in this study. Regarding the item 4), a animation of earthquake disaster simulation was made for the education mode of the prototype model and its utilization has been investigated. A questionnaire investigation was performed for total number of 649 schools in Miyagi prefecture and metropolitan area to grasp the needs from education site and to promote the utilization of EEWS in schools.

    This research report describes the results of a 3-year research, from the fiscal year 2003 to 2005. The research aims first to make an accurate ground motion distribution in Sendai area during the 1978 Miyagi-ken Oki earthquake, which was evaluated based on the recent knowledge of the earthquake and the geological circumstances ; second, to clarify the relation between ground motion characteristics and building damage features during the earthquake ; and third, to investigate the optimal seismic design and seismic retrofit of building structures considering ground motion characteristics affected by the geological circumstances, including surface layers and the deep underground structure. In the fiscal year 2003, an earthquake observation network was constructed in order to evaluate observationally ground motion characteristics and buildings' behavior during earthquakes in different soil conditions. At the total number of 25 observation points small seismometers were installed (18 points thanks to the research fund of the Ministry of Infrastructure, Land and Transport). An optimal seismic design method and retrofit priority evaluation method of existing building structures were investigated. In the fiscal years 2004 and 2005, the underground model constructed based on the recent geological information was verified by means of a simulation analysis using the observation records of the 2005/08/16 Miyagi-ken Oki earthquake and other earthquakes. After discussing the difference of ground motion characteristics of the 2005 earthquake and the 1978 earthquake, the ground motion distribution in Sendai area during the 1978 earthquake was revaluated. Building damage features observed at Nagamachi, Oroshimachi, and Kamisugi areas became consistent with the evaluated ground motion characteristics. Furthermore, optimal seismic design and retrofit of building structures considering the ground motion distribution were investigated. A seismic retrofit priority evaluation system of public buildings was developed for supporting municipal government officials in charge.

    This paper describes average strong ground motions and estimation ofstrong motion at tipical alluvial deposits. Data-base for the study in-clude four kinds of data-set. Espcially, data-set of California, Mexico and Cile is mainly used for the study. Acceleration records of horizon-tal components are 388 during 18 earthquakes. These accelererograms are recorded on the ground surface of hard soil layrs. Several attenuation curves of maximum acceleration Amax and maximum velocity Vmax are dis-cussed each other. Using the data-set of California, Mexico and Chele, the average ground-motion stregth, response spectra and standard deviation are clarified. Two kind of strong motion are evaluated. One of them is a earthquake of magnitude M8.0 and hypocentral distance X=52.5km for Kato earthquake and the other is M7.6, X=33km for Kansai district. Strong-motion at the top of deep alluvial deposit and moderate depth deposit are estimated in Tokyo and Osaka respectively. These results are compared with the ground motions durion the Hyogoken Nanbu earthquake in January of 1995. Amax due to the earthquake is same level forthe estimated Amax, but Vmax of the earthquake is tweice of the estimated average velocity.
